Stantec Consulting Services Inc. (Stantec) is pleased to submit this proposal to the City Rosemead (City)
to prepare an Environmental Impact Report(EIR) pursuant to the California Environmental Quality Act
(CEQA)for the 3001 Walnut Grove Avenue project(project). We understand you are seeking a qualified
environmental consultant who has a track record working on complex infill projects in urban
environments. We have helped dozens of communities on similar projects and look forward to an
opportunity to assist the City in prepare a CEQA document that anticipates challenges and responds to
community and regulatory concerns while withstanding legal scrutiny.
In preparing our proposal, we closely considered the information provided in the RFP, and we have paid
close attention to the scope of work set forth for delivering the EIR. The team we have assembled is
comprised of seasoned CEQA practitioners and technical specialists led by accomplished Principal in
Charge, Trevor Macenski. Trevor leads Stantec's national Environmental Impact Assessment practice
and brings a creative problem-solving approach to his role as a liaison between the various participants in
the planning, permitting, and project development process, engineers, attorneys, lead and responsible
agencies, and concerned community groups. He is an experienced environmental impact assessment
practitioner, a skilled public presenter, and an educator in the environmental field. Trevor will be
supported by our Project Manager, Christine Abraham, who is based locally at our Los Angeles office.
Christine is schedule-and client-oriented with strong communication and team leadership skills.
We have experience working on mixed-use residential and commercial infill projects similar to the
proposed project, and we are confident in the highly qualified team that we have assembled for the
project. We selected participating staff based on their experience with similar projects, and we are well-
equipped to perform all the tasks in this proposal in-house. Stantec looks forward to providing you with an

The proposed project includes requests for a number of Hazards/Hazardous
entitlement applications, including a General Plan Materials
Amendment, Zone Change, Zone Variance, Design Review Hydrology/Water Quality
Land Use
and Tentative Tract Map. The proposed project site's zoning Noise
is Medium Commercial (C-3). The propose project would Public Services
consist of an approximately 63,389 square foot Transportation/Traffic
residential/mixed-use development on four parcels, totaling Utilities/Service Systems
approximately 1.05 acres and consisting of a four-story
building with 17,644 square feet of commercial floor area
and 42 residential condominiums. On-site parking would be provided at the basement, ground and
mezzanine levels.
Stantec appreciates and understands the desire of the City to maximize the use of existing information,
including the technical studies prepared by the Applicant; specifically, the project-specific technical
studies (including geotechnical and soils studies; hydrology, drainage and stormwater studies; and

where appropriate, for the development of an EIR for the proposed project. Section 5 of this proposal
provides Stantec's detailed approach on preparing the new document while incorporating the wealth of
existing information.

3.0 RELEVANT EXPERIENCE AND SKILL
LEGALLY CHALLENGED ENVIRONMENTAL DOCUMENTS AND
DISPOSITION
Stantec has established an excellent record of legal defensibility for environmental documents. In most
cases, however, litigation has generally been averted entirely because of Stantec's strict adherence to
regulatory content and processing requirements. The CEQA process has become increasingly litigious as
projects become more complex and environmental resources in California are obtaining increased
protection under the law. Stantec has made efforts to respond to this trend in three very important ways:
• Several Stantec staff have worked closely with CEQA attorneys to provide expert testimony;
• We have taken strides to retain key staff with extensive backgrounds in law and the provision
of services in the preparation and/or review of the CEQA process; and
• On almost all large-scale projects in which Stantec has been involved, the project applicant
or lead agency routinely included special CEQA attorneys as part of a multi-faceted project
team. This approach enabled Stantec to interact with these attorneys in their review and
development of the specific analysis in the CEQA documents prepared for these projects.
Stantec's years of experience with complex and controversial projects has provided us an understanding
of the positive and negative effects that a mixed-use development can have on a community and how to
respond to such effects. Stantec has been working on large development projects for years in multiple
jurisdictions.

understanding, coupled with the proven track-record of preparing EIRs for complex projects, make

projects our team has collectively worked on include complex infill land development projects triggering
the need for environmental surveys and studies and obtaining permits from federal, state, and local
agencies. These multi-disciplined environmental consulting efforts have been performed by many of the
same staff that we have committed to this project. As requested, these projects demonstrate our ability as
a firm to manage the successful delivery of environmental documents and represent project-specific
experience.
Our Los Angeles, Irvine and Thousand Oaks offices will provide the local expertise and boots on the
ground coordination. In addition, to augment our local expertise, if a specific technical issue or question
arises,we're able to respond to the City's needs using direct technical resources within the state and
nationwide.

Stantec understands that following the City's environmental review procedures the preparation of an

Applicant proposed a 100 percent affordable senior project with office/commercial space for non-
residential uses consistent with the General Plan and Zoning Ordinances which will contribute to the
residential nature of the surrounding area while providing additional affordable living options for residents
of Daly City. The innovative approach to the project's CEQA compliance allowed the Applicant to have
the defensibility of an EIR but with the effort of an ISMND. This new type of CEQA document was
approved as part of the SB 375 CEQA streamlining provisions. Issues of concern that required additional
attention thought the CEQA process included: aesthetics, air quality, noise, historic and cultural resources
and traffic. Challenges during the CEQA process included public controversy regarding the project, as the
project is adjacent to a school and is located on a steep hillside, on the edge of a residential community.
Surrounding residents expressed traffic concerns related to parking, trips, and student safety while
walking. Stantec's solution was to step in and review proposed site plan revisions to ensure public
concerns were addressed as part of the design review process. Work was performed exclusively by
Stantec. The Stantec team delivered all contract requirements ahead of schedule and on budget. Key

Working with the City of Vacaville, Stantec's team led by Trevor
Macenski, worked with the City to prepare a CEQA compliance
strategy for a mixed-use infill development in Vacaville, � ',X,
California EIR. The East Main Project would consist of 53 1 en ,
townhomes,45 apartments, 26 live/work lofts, and 7,750 square —
feet of retail on three sites totaling 5.51 acres and comprised of EAST MAIN DISTRICT
25 parcels. Challenges of the project include each site's location VACAVILLE
relative to downtown and the existing Historic District, its
topography, adjacent streets, Ulatis Creek, and cultural
resources. Transit services are available next to the project area, connecting the project site to downtown
Vacaville. Working side by side with the City, Stantec is preparing a series of technical studies to support
the CEQA documentation for the infill project that included: Air, Noise, Cultural Resources, and Historical
Resources. Stantec is working with the City to identify a CEQA strategy for the project to help ensure the
project would not result in significant impacts; this ensures both the developer and the City a defensible
and fully compliant CEQA strategy.

with an underground parking garage and a rooftop garden
area. The project site is in the City's Downtown Area Plan and 3 i "

Trevor is a senior principal and Geographic Technical Leader for Assessment and Permitting in the United
States for Stantec's Environmental Services Impact Assessment, Permitting, and Compliance division. He
works side by side with dozens of California's communities helping them navigate the ever-evolving
complexities of CEQA. As an environmental scientist with an advanced understanding of land use planning,
he specializes in environmental compliance strategies for land use and local development projects and
acquiring all necessary local, State, and federal permit approvals. Trevor brings a creative problem-solving
approach to his role as a liaison between the various participants in the planning and project development
process, including engineers, attorneys, lead and responsible agencies, and concerned community groups.
Trevor has authored over 100 CEQA documents, 25 EIRs that have withstood legal challenge, and two
published CEQA cases. As an experienced environmental impact assessment practitioner and educator,
Trevor served as adjunct faculty at the University of California, Davis teaching environmental impact
assessment methodologies for over seven years and is a Planning Commissioner for the City of Benicia.
For the project, Trevor will serve as the liaison between the Stantec team and the City's staff. He will ensure
information is distributed appropriately, comments regarding project-related issues are communicated
effectively and efficiently, and financial performance is tracked regularly (i.e., invoices). Trevor will serve as

Christine Abraham —Project Manager
Christine is a Principal Environmental Planner with over 15 years of experience as an environmental
consultant, focusing on environmental review and CEQA compliance documentation. She has prepared and
managed all levels of CEQA documentation, from Notices of Exemption and Initial Studies in support of
MNDs)to EIRs. In addition to document preparation, Christine draws from her legal background, as a
Member of the State Bar of California, to provide a thorough peer review of environmental documents to
ensure defensibility, as well as engaging in litigation support when needed. She is highly organized, an
effective communicator, and understands what it takes to successfully coordinate and track multidisciplinary
project teams for complex and controversial projects. Christine will be responsible for the day-to-day
coordination of CEQA documentation with the City, ensuring that the Stantec's CEQA practitioners and
subject matter technical experts are on task and delivering technically sound, legally defensible
documentation. Christine will confirm that the Stantec team has adequate resources to respond to your

Anna Radonich —QA/QC Manager
Anna assists to manage Stantec project teams, and she contributes analytical work products documenting
CEQA compliance for agency decisions related to urban development, redevelopment, and infill projects. As
an experienced urban and environmental planner with 16 years of professional experience, she synthesizes,
reformats, and adapts knowledge generated by Stantec investigations for the specific needs of cities'
planning and CEQA compliance efforts in processing planning applications for mixed-use developments,
health care facilities, in-fill projects, and commercial projects within the community. As an environmental
scientist with an understanding of land use planning, Anna has experience in environmental compliance
strategies for land use and local development projects in both the public and private sectors. Her experience
includes CEQA/NEPA, land use, and entitlement processing. She has experience coordinating regulatory
review and compliance, including facilitating public engagement, participating in regulator proceedings, and
tracking compliance requirements. She serves as part of the Stantec management team managing
multidisciplinary project teams to gather and interpret technical data and prepare written and oral summaries
and presentations of environmental and planning studies. Anna is also a Planning Commissioner for the City
of Lafayette.

their equivalent, supporting dozens of specific plans applications, conditional use permit applications,
residential design guidelines, and current planning project design reviews in many urban California Cities.
Josh provides a full complement of visual resources services to bring a project from initiation, through
planning policy and code feasibility analysis, advising architects on community and public officials' likely
reaction to design alternatives, and processing and obtaining public entitlements.
Air Quality and Greenhouse Gas Emissions, Energy— Elena Nuno. Elena brings over 14 years of
environmental consulting and project management experience. She provides analysis and documentation
for CEQA/NEPA compliance and project management support for a variety of public and private projects.
Elena's technical specialty is preparing thorough and legally defensible air quality and greenhouse gas
impact assessments that accurately characterize a project's impacts and provide applicable strategies or
mitigation measures to reduce potential impacts. Elena's professional history includes working as an air
quality specialist with the San Joaquin Valley Air Pollution Control District(SJVAPCD)where she assisted in
the preparation of air quality attainment plans and was responsible for CEQA compliance for Air District
rules and permits. In addition to preparing environmental impact assessments, Elena assists clients with
regulatory compliance with the SJVAPCD Regulation VIII Fugitive PM10 Prohibitions and Rule 9510,
Indirect Source Review. Her efforts have helped clients achieve maximum emission reduction credits for
creditable onsite mitigation measures and reduced offsite mitigation fees.
Biological Resources—Jared Varonir. Jared manages our biological services program in Southern
California(including the Central Coast). He is an established thought leader on issues relating to stream and
wetlands restoration,fish migration, rare plants, and endangered species. Over the past 19 years, Mr.
Varonin has earned a reputation for persevering in the face of challenges and getting things done, applying
his scientific expertise and experience to overcome complex environmental challenges, develop creative
mitigation strategies, and analyze impacts. For projects related to CEQA and National Environmental Policy
Act(NEPA) analysis and document preparation, habitat/creek restoration, permitting,jurisdictional
delineations, and biological resources investigations, Jared is someone you want on your team. Jared has
been a part of and/or managed over 60 CEQA/NEPA projects, including analysis and document preparation;
this includes multiple EIRs for San Luis Obispo County. He has earned the respect of his clients—primarily
re•ulatory agencies in California, Nevada, and Arizona responsible for building or reviewing infrastructure,

surveyed and successfully relocated steelhead trout and propagated king salmon for stock
enhancement. Prior to his work at Stantec, Jared was the lead biologist and CEQA author for multiple
County projects including the Topaz Solar Farm EIR (Carrizo Plain), Hanson Quarry Expansion EIR (Santa
Margarita), Avila Point Project EIR (Avila Beach), and co-lead biologist and author for the California Valley
Solar Ranch EIR (Carrizo Plain).
Cultural and Tribal Cultural Resources—Mitch Marken. Mitch is a cultural resources principal with more
than 25 years of considerable archaeological, historic, ethnographic, and cultural resources management
experience. He has effectively managed cultural resource and environmental projects throughout the
Western United States for public utility companies,federal agencies, energy producers, mining firms, local
agencies, and private developers. Mitch has completed environmental compliance training with the Federal
Energy Regulatory Commission (FERC) and Advanced Section 106 Compliance Training from the Advisory
Council on Historic Preservation. He has also trained with the Bureau of Land Management(BLM) regarding
their Programmatic Agreement. Throughout his career, Mitch has successfully completed a marked number
of surveys, testing, and mitigation projects in Southern California. He has worked with regulatory agencies
on impact analysis and mitigation planning to develop several Programmatic Agreements and
Memorandums of Agreements(including the BLM in Southern California). In addition, Mitch is exceptionally
experienced in facilitating Native American consultation. This includes SB 18, AB 52, and helping Native
American tribes educate local agencies with regards to traditional properties and landscapes.
Jaret has more than 17 years of experience in the environmental and
geotechnical industry. He manages environmental and geotechnical portfolios for several major oil company
clients, solar energy clients, and supports the geotechnical needs of other regional offices. His
responsibilities include managing geotechnical and environmental portfolios and projects for several major
oil company clients, solar energy clients, and supporting the geotechnical needs of other regional offices.
His duties include conducting and managing subsurface investigations, installing and monitoring
geotechnical instrumentation, communicating with clients, managing project budgets, preparing project
scopes, completing analyzing laboratory data and potential geologic hazards, preparing geotechnical
reports, compaction reports, construction management and oversight, geotechnical soils laboratory testing,
and researching and writing Phase I and Phase II environmental site assessments. In addition, Jaret has a
strong background in Construction Quality Assurance (CQA) services for the fabrication of leach pads in
landfills and heap leach pads in mines; he is familiar with many aspects of soils and geosynthetics testing as
they pertain to CQA services.
Hazards and Hazardous Materials, Wildfire— Patrick Meddaugh. Patrick is a multi-disciplinary
environmental scientist focused on preparing legally defensible technical analysis for CEQA and NEPA
documents, reports, and analytical technical studies for a variety of large-scale infrastructure, energy,
telecommunications, and civil works projects. As a CEQA/NEPA specialist, Patrick has participated in and
authored over 60 CEQA/NEPA analysis. Through his work, Patrick serves as a technical specialist with

Hydrology and Water Quality—Kristy Edblac Kristy has more than 14 years of professional experience
in the environmental consulting industry. Her experience includes project management; environmental site
assessments; hazardous material assessments; remedial investigations; remedial evaluations, design, and
installations; soil and air sampling;water sampling (wastewater, groundwater, and surface water); storm
water management assistance; and regulatory compliance, and NEPA/CEQA document preparation.
Kristy's remediation background includes system design, installation, and operation of soil vapor extraction
(SVE)and ozone sparge systems designed to target petroleum hydrocarbon and volatile organic compound
impacts to subsurface soil, soil vapor, and groundwater. Kristy's site assessment background includes
drilling; soil and water sampling; soil vapor sampling and indoor air/intrusion (Summa canisters, mobile
laboratories, and tedlars); excavations; underground storage tank(UST) removals; and well installations.
Kristy's experience regarding regulatory compliance and NEPA/CEQA document preparation includes

Noise and Acoustics—Tracie Ferguson. Tracie has over 20 years of experience as an acoustical
consultant on a wide range of project types, preparing noise studies for commercial spaces, mixed-use
developments, and tenant improvements. She brings expertise in environmental noise control, mechanical
noise and vibration control, and architectural acoustics. Tracie is skilled at providing design
recommendations and mitigation measures to meet the requirements of applicable codes and ordinances.
Her deep technical knowledge, experience with complex facilities, ability to integrate with multiple team

Transportation— Daryl Zerfass Daryl has more than 28 years of experience in multiple aspects of traffic

over 10 years of experience in environmental services and planning, Tina is well-versed in CEQA and
NEPA. She has prepared numerous EIRs and initial studies, performed environmental assessments,
conducted land use and visual surveys, provided pre-construction and construction monitoring, and
coordinated with consultants, clients, and public agencies. She has completed projects for public and private
clients. Tina provides her client's a rational basis for making decisions regarding land use change and
development; more specifically, she strives to create landscapes that are safer and healthier as human
habitats, more resilient to deteriorating forces, and more consistent and harmonious with the natural
processes,features, and systems than would be possible in an unplanned community. To achieve these
results, Tina applies her understanding of the predevelopment landscape, both natural and human

Policy Act(NEPA)compliance documents for various local, state, and federal projects. Kaela also has
experience in conducting environmental constraints analyses, visual impact analyses and assessments, due

expectations for the lifecycle of a project from proposal and contracting,to safety, quality and independent
review, and project closeout across our organization, as well as consistent project documentation
requirements. Our quality management system is a cornerstone of our ISO 9001 certification. The way we
document compliance with PMF is central to how we manage projects, and periodic internal audits are
performed to verify that Stantec project managers are following the PMF.
For this project, our Project Manager, Christine Abraham,will be responsible for the execution and
implementation of the PMF. Our approach to managing quality will be scalable but will always require
compliance with the PMF. Technical quality review is required at various stages of each project. Stantec's
Principal-in-Charge and Project Manager will be responsible for verifying that appropriate Subject Matter
Experts are consulted at the planning and deliverables review stage. Stantec requires that draft deliverables
be reviewed for quality and technical accuracy and completeness, even if the client will review prior to
issuing a final document. Quality and Independent reviews are important to verify that all scope
requirements are addressed in a technically sound and defensible way.

Communication/Coordination

Stantec's Project Manager will work closely with the City to proactively manage workflow and actively
manage resources as work volume fluctuates. We will accomplish this through regular status meetings and
use of our project management delivery system tool that provides a central location for sharing information
on project status, resource availability, and projected future workload. Regular tracking of ongoing project
work will help us continually adjust our team to ensure adequate capacity exists for various work volumes.
To ensure communication is always open and two-way, at a minimum,we prepare monthly progress report
summarizing project activities and schedule status for submission to City; depending on the level of project
activity these may turn into weekly reports.
We have offices and staff in and around the City's service area. Whether we are responding to emergencies
or providing routine environmental services, we have resources strategically positioned to respond rapidly
with local knowledge of environmental resources, agency relationships, and community and stakeholder
issue familiarity. We understand that mobilization may be required within a few hours, and we have a team
of Stantec employees that can rapidly respond.
The key to successful completion of a complex EIR is frequent and meaningful communication between City
staff and Stantec, as it relates to technical, project, and financial objectives. It is our standard protocol to
document meetings and important telephone conversations. As needed throughout the assignment,
meetings with the City will allow both parties to evaluate both approach and progress, and, if necessary,
redirect resources to achieve agreed upon modifications to the assignment and/or schedule.
Monitoring both costs and scheduling is critical to great project management.At a minimum,the progress
report will highlight significant activities completed in the reporting period and raise any issues that could
affect either cost or scheduling.We also provide a projection of activities expected during the subsequent
reporting period. These reports do not contain technical or scientific information.

We have local staff eager to begin work on your project and additional employees throughout the region to
provide support as necessary. Drawing both on experienced personnel and state-of-the-art technology,

Resource Allocation
With our project management system and a robust set of tools for tracking projects, Stantec's Project
Manager will be able to routinely assess existing workload and assign staff to complete tasks. We
understand that responsiveness is paramount to the City, therefore,we have structured our key team
members out of our Los Angeles, Irvine and Thousand Oaks offices.
6.0 TECHNICAL APPROACH
PROJECT UNDERSTANDING
The project site is located at 3001 Walnut Grove Avenue, at the southeast corner of Walnut Grove Avenue
and Garvey Avenue, in the City of Rosemead. The proposed project includes requests for a number of
entitlement applications, including a General Plan Amendment, Zone Change, Zone Variance, Design
Review and Tentative Tract Map. The proposed project site's zoning is Medium Commercial (C-3). The
propose project would consist of an approximately 63,389 square foot residential/mixed-use development
on four parcels,totaling approximately 1.05 acres and consisting of a four-story building with 17,644 square
feet of commercial floor area and 42 residential condominiums. On-site parking would be provided at the
basement, ground and mezzanine levels.
WORK PLAN
To effectively manage the CEQA process, Stantec will work with City staff in balancing the collection of
detailed environmental data necessary to comply with CEQA while confirming the applicability and need for
any additional state and federal regulatory compliance that might require more focused site analyses. Our

approach facilitates the development of a comprehensive impact analysis while simultaneously identifying
the need for any future compliance and/or permit-level analysis and specific mitigation requirements. This
streamlines the broader environmental compliance process.
Part of our successful team integration will involve a well-managed review of documents that will be needed
by the EIR team. Preparing an EIR is a technically challenging and legally sensitive process that involves
extensive amounts of information and data that isn't always immediately available when needed. As such,
we understand that the EIR team will need to be flexible in receiving that information/data from a timing
perspective. To that end, we have established a logical, adaptable, and iterative approach to preparing our
EIR for the proposed project. This will ensure that our work products maintain the highest level of technical
analyses and assessment, relying on scientific data and analysis. This approach has been successful in
allowing for full integration of information provided by the City and our team (such as existing opportunities
and constraints, in-depth knowledge of existing technical studies, and insight into the public perception of
the project)without altering our approach in preparing the EIR or creating changes or revisions resulting in
unwarranted delays. This approach will ensure that we'll meet our proposed schedule and agreed-upon
budget set forth by the City.
The following scope of work/approach was developed to prepare an EIR that will address the potential
environmental impacts of the project that may be deemed significant. The EIR document will be organized
to include existing conditions, impacts, and mitigation measures discussions addressing typical issues. We
will supplement text with graphics and summary tables to present information in a concise and easy-to-
understand format. The proposed scope of work that follows is organized into major tasks. Refinements to
the scope of work, budget, and project schedule will be discussed, if needed, at the direction of the City
project scoping.
The EIR will describe the methodologies used to analyze the environmental impacts of the proposed project.
We will meet with City staff to obtain information necessary for preparation of complete project and alternatives
descriptions, establish early communication among various project team members, and become familiar with
the issues and concerns identified for analysis.
Task 1. Project Initiation and Project Description
Project Initiation. Upon project authorization, Stantec Principal in Charge, Trevor, and Project Manager,
Christine, will meet in-person with the City to initiate the environmental review process. Lines of
communication will be established, and the scope of work, schedule, and cost estimate will be reviewed and
may be refined. To maximize efficiency, Stantec's kick-off meeting agendas often include but are not limited to
the following action items:

• Introduce and establish lines of communication among the Project team members and identify
roles and responsibilities.
• Identify, discuss, and revise, as necessary,the scope, methodology, content, approach, and
schedule for completion.
• Review/refine the Project objectives (CEQA).
Review Applicant/Existing Studies. Stantec will review existing technical studies and plans for
consistency of assumptions, currency of data, and CEQA adequacy. It is assumed that the technical
analyses will be provided to us in an electronic format(Microsoft Word or Adobe PDF) so that the analysis
can be summarized efficiently and in a cost-effective manner.
We assume that these analyses will include existing conditions, impacts, and applicant proposed
mitigation measures or recommendations. In addition, we assume one round of review within this scope
of work. We will provide one set of comments on the adequacy of the technical studies. If the analyses
are determined to be inadequate, the City may request that we revise the analyses. If so, a supplement to
the studies and a budget augment may be required.
Project Description. Stantec will prepare a draft project description for the City's review. Stantec will
prepare the project description section of the EIR based on information provided during project initiation,
comments received on the NOP, and conclusions reached in the Initial Study. The project description will
include the regional and local setting; the City and the Applicant's Project goals and objectives; and
Project characteristics and important features. The intended uses of the EIR (as required by CEQA
Guidelines Section 15124(d))will be provided, including a list of responsible and other agencies expected
to use the EIR for decision making and a list of approvals for which the EIR will be used.
Task 2. Initial Study and Notice of Preparation
Initial Study. Using the existing data, Stantec will prepare an Administrative Draft Initial Study in
accordance with Appendix G of the CEQA Guidelines including the 2019 updates. The purpose of the
Initial Study will be to focus the scope of the topics to be analyzed in the EIR, to eliminate those resource
topics for which no significant impacts are anticipated (e.g., agricultural resources, mineral resources),
and to establish a baseline for identifying and developing alternatives to the Project that would avoid or
minimize potentially significant impacts as part of the EIR process. Based on comments from City staff on
the Administrative Draft Initial Study, Stantec will prepare the Initial Study for distribution with the Notice of
Preparation (NOP).
NOP. Stantec will prepare the NOP for distribution to all interested parties, affected agencies, and others,
consistent with the City's approved format. The NOP will contain all statutory requirements, including the
project description developed under this task; the project location; the date, time, and place of the public
scoping meeting; the address where Project documents will be available for review; the address where
comments may be sent; and the deadline for submitting comments. Stantec will deliver the NOP to the
State Clearinghouse and provide the City with a date-stamped copy of the document received by the
Office of Planning and Research. City staff will circulate the Initial Study and NOP to all other recipients.
Stantec assumes one round of consolidated comments on the Initial Study and NOP.

Scoping Meeting. Pursuant to PRC Section 21083.9, a public scoping meeting will be held during the
NOP review period to gather public and agency comments on the scope of the EIR;this meeting will be
held approximately halfway through the 30-day review period or as determined by the City. Stantec's
Principal in Charge, Trevor, and Project Manager, Christine will attend the scoping meeting. During the
meeting, Christine will record all public comments and prepare a summary of the comments. Trevor and
Christine will assist the City in responding to questions regarding the environmental compliance
process/content of the EIR that might be raised by agency representatives, the public, and other
interested parties, as well as identify resource areas that should be removed from the scope of the
project's EIR. In addition, Stantec will assist in preparing and noticing the meeting, preparing visuals and
handouts, and other meeting logistics, as necessary. Note that it may be necessary to revise the topics to
be analyzed in the EIR based on comments received during the scoping meeting. This scope assumes
one scoping meeting.
Task 3. Technical Studies
Using our in-house team of technical specialists, Stantec will prepare the following technical studies to
support the EIR resource analysis:
• Air Quality/Greenhouse Gas Analysis and Health Risk Assessment
• Biological Technical Report
• Cultural Resources and Tribal Cultural Resources Technical Report
• Noise Impact Assessment
• Traffic Impact Assessment
3.1 Air Quality/Greenhouse Gas Analysis and Health Risk Assessment
Air Quality and Greenhouse Gas Analysis
Stantec will provide an air quality and greenhouse gas assessment to support the CEQA document. The
analysis will be wholly contained within the air quality and greenhouse gas sections of the CEQA
document with supporting documentation and modeling provided as an appendix. The Project would
entail construction and operation activities that would emit air pollutants and greenhouse gas emissions.
Stantec will follow guidance presented by the South Coast Air Quality Management District(Air District) in
its CEQA Guidelines as the basis for assessing air quality and greenhouse gas emissions impacts,
including the document's recommendations for analytical approaches, thresholds, and—if necessary—
identify mitigation measures or project design features to be incorporated into the project to address
these impacts. Stantec will document the Project's components relative to the Air District's screening
criteria and thresholds of significance to support the impact determinations.
Criteria Pollutant and Greenhouse Gas Emission Estimation.The air quality and greenhouse gas
assessment will include a discussion and evaluation of regional and localized short-term construction
emissions and long-term operational emissions. Emissions associated with project construction and
operation will be evaluated using CalEEMod. Pollutants to be assessed include the following: reactive

organic gases (ROG), oxides of nitrogen (NOX), carbon monoxide (CO), sulfur dioxide (SO2), particulate
matter(PM10), fine particulate matter(PM2.5), and carbon dioxide equivalents (CO2e). The Project's
regional emissions (on-site &off-site) impacts will be evaluated by comparing the Project's emissions to
the Air District's mass daily thresholds established in the SCAQMD's CEQA Handbook.
When evaluating localized impacts, the Air District's LST methodology suggests conducting air dispersion
modeling for sites larger than five acres, however the Project site is less than five acres and dispersion
modeling will not be required. The Project's localized (on-site only) emissions impacts will be evaluated by
comparing the Project's emissions to the Air District's Localized Significance Thresholds(LSTs). LSTs
represent the maximum emissions from a project site that are not expected to result in an exceedance of
federal or State ambient air quality standards. LSTs are only applicable to the following criteria pollutants:
NOX, CO, PM10, and PM2.5.
This task includes one round of comprehensive emissions modeling. Based on the Project Description,
this scope includes 10 hours of modeling. If the level of effort exceeds the estimated number of hours a
budget augment may be requested. Major changes to the project features, design, schedule or other
parameters that precipitate revisions to the emissions modeling may also warrant a budget augment.
Changes to the project that occur after completing the analysis that require re-modeling will be
considered additional work that is not covered by this scope of work.
Health Risk Summary. Stantec will summarize the findings of the stand-alone Health Risk Assessment prepared
under separate task described below.
Odors. Stantec will review potential sources of substantial adverse odor in the project's vicinity and
document the distance to any sources comparative to BAAQMD's guidance.
Emissions Reductions and Significance Findings. If deemed necessary, mitigation measures will be
identified to reduce significant impacts related to air constituents and greenhouse gas emissions.
Emissions reductions from these measures will be quantified. Sources of measures include, but are not
limited to: Planning Healthy Places, the Office of the California Attorney General and the California Air
Pollution Control Officers Association's Quantifying Greenhouse Gas Mitigation Measures report.
Significance findings will be provided for both pre-and post-mitigation conditions.
Deliverable:Air Quality/Greenhouse Gas Impact(AQ/GHG)Analysis including background,
methodology, assumptions, and results. The AQ/GHG analysis will be incorporated into CEQA document.
Health Risk Assessment
Air quality impacts result from two situations: 1)the siting of new sensitive receptors in an area where
there are existing sources of TAC emissions; and 2)the siting of a new source of TAC emissions in an
area where there are existing sensitive receptors. In the case of the Project, both types of impacts can
occur. The construction of the project will result in the emissions of DPM from the off-road and on-road
construction equipment. Such emissions could impact nearby sensitive receptors mainly those residential
areas to adjacent to the project. Also, depending on the sequence of the phasing of the Project, if the

residential portion is developed first and then followed by the commercial portion, the residents of the
Project would, themselves, be sensitive receptors that could be impacted by the commercial portion DPM
construction emissions. During Project operations, DPM emissions from the commercial portion of the
project could also impact sensitive receptors located both within the residential portion of the Project as
well as sensitive receptors located outside of the Project boundaries.
The HRA will require the following tasks:
Estimates of Project-Specific Health Impacts
Construction. Estimates of construction DPM emissions: construction DPM emissions will be provided
by Stantec for use in the construction HRA based on emissions estimates derived from the CaIEEMod
land use emission model.
Estimates of construction DPM concentrations: the USEPA AERMOD air dispersion model will be used to
estimate the Project's DPM concentrations at sensitive receptor locations outside of the Project
boundaries and, if necessary, at the sensitive receptor located within the residential portion of the Project.
The health risk assessment will be conducted using the Office of Environmental Health Hazard
Assessment's 2015 Risk Assessment Guidelines. Estimates of construction-related cancer risks and non-
cancer hazards will be made at all sensitive receptors and the risks and hazards compared to the Air
District's significance thresholds.
Based on the above results, recommendations for mitigation will be provided, if necessary, to result in risk
and hazard levels that are less than the significance thresholds.
Operation. The residential portion of the Project is not expected to be a source of any meaningful DPM
emissions. As a result, it will not be necessary to quantify the DPM emissions and their consequent health
impacts from the residential portion of the project.
Depending on the nature of the commercial portion of the Project, DPM emissions may arise from the
diesel delivery vehicle traffic that visits the Project daily. Emissions from the diesel vehicle traffic will be
made using the results of the traffic study and the CARB EMFAC2017 mobile source emission model.
Emissions will also be quantified for the use of any supporting operational equipment such as emergency
generators.
Estimates of operational DPM concentrations: the USEPA AERMOD air dispersion model will be used to
estimate the Project's DPM concentrations at sensitive receptor locations outside of the Project
boundaries and, if necessary, at the sensitive receptor located within the residential portion of the Project.
The health risk assessment will be conducted using the Office of Environmental Health Hazard
Assessment's 2015 Risk Assessment Guidelines. Estimates of construction-related cancer risks and non-
cancer hazards will be made at all sensitive receptors and the risks and hazards compared to the Air
District's significance thresholds.

Based on the above results, recommendations for mitigation will be provided, if necessary, to result in risk
and hazard levels that are less than the significance thresholds
Final Report. A detailed final report will be provided that will contain topical discussions on methods and
assumptions, exhibits, and appendices.
3.2 Biological Resources Survey and Report
Stantec will conduct surveys and prepare a Biological Resources Technical Report(BRTR)to document
common and sensitive biological resources occurring on or near the proposed Project site. To support
California Environmental Quality Act compliance and document preparation for the proposed Project,
Stantec biologists will conduct focused (non-protocol level) surveys to provide a general biological
resources inventory of the approximately one acre proposed Project site (with a 500-ft buffer; where
accessible)to determine the presence/absence of and the potential for occurrence of common and
special status plants or vegetation communities.
While the surveys will serve to document all plants and wildlife, they will generally focus on the detection
of sensitive birds, mammals, reptiles, invertebrates, and amphibians that may occur on or near the
proposed Project site. To the extent possible, surveys will conducted when special-status plant species
would be in bloom or identifiable, migratory birds would be passing through and returning to the site,
resident bird species would be nesting and fledging, small mammals would be active, and above-ground
amphibian and reptile movement would be detectable. However, it is acknowledged that some wildlife
species and/or individuals may be difficult to detect due to their elusive nature, cryptic morphology, or
exhibit activity periods outside of the survey timeframes.
Observations of sensitive wildlife will be logged using a Trimble GPS or GPS-enabled mapping tablet
capable of sub-meter positional accuracy and mapped on aerial photography; Stantec biologists will also
note the presence and distribution of invasive plants and wildlife within areas surveyed. The following is a
summary of methodologies that will be employed during the general biological surveys.
Literature Review. A literature review will be performed in conjunction with the field surveys for the
Project site. A review of the CDFW California Natural Diversity Database (CNDDB)will be conducted for
the U.S. Geological Survey's (USGS) 7.5-minute topographic quadrangle in which the survey(s)occur
along with the adjacent eight quadrangles. The purpose of the review is to determine the special-status
plants, wildlife, and vegetation communities that have been documented within the vicinity of the Project.
Additional data regarding the potential occurrence of special-status species and policies relating to these
special-status natural resources is generally gathered from the following sources:
• State and federally listed endangered and threatened animals of California
• CDFW Special Animals List
• CDFW California Wildlife Habitat Relationships
• CNPS Inventory of Rare and Endangered Vascular Plants of California
• Consortium of California Herbaria
• Locally Important Species Lists

• Aerial photographs of the location to be surveyed and surrounding areas
Common and Sensitive Wildlife. Reconnaissance-level surveys will be performed by methodically
walking meandering transects through the entirety of the Project site at an average pace of approximately
1.5 km/hr while visually searching for and listening to wildlife songs and calls and searching for animal
signs (i.e., scat, footprints, fur, burrows, etc.). The walking surveys will be halted approximately every 50
meters to listen for wildlife or whenever necessary to identify, record, or enumerate any other detected
species.
Terrestrial insects and other invertebrates will be searched for on flowers and leaves, under loose bark,
and under stones and logs on the ground throughout the Project site. Randomly selected areas within
appropriate micro habitats (i.e., leaf litter, underneath felled logs/trees, etc.)will be hand raked or visually
inspected to determine the presence/absence of gastropods.
Surveys will be conducted during daylight hours when temperatures are such that reptiles would be active
(i.e., between 75—95°F). Visual observations will be made to locate basking reptiles, and potential
refuge areas, such as debris piles (i.e., woody debris, trash, etc.),will be searched.All refugia sites
search will be returned to their original state upon survey completion.
Vegetation Mapping. Vegetation descriptions and names will be based on Sawyer et al. (2009) and will
be defined to alliance, at minimum; special attention will be paid to the vegetation composition to support
potential proposed modifications to existing Significant Ecological Area (SEA) mapping boundaries.
Vegetation maps will be prepared by drawing tentative vegetation type boundaries onto high-resolution
aerial images while in the field, then digitizing these polygons into GIS. Most boundaries shown on the
map deliverable are accurate within approximately three feet; however, boundaries between some
vegetation types are less precise and may be estimated due to difficulties interpreting aerial imagery and
accessing certain stands of vegetation.
Stantec biologists utilize the latest advances in technology to create highly accurate and descriptive
vegetation maps. Utilizing a GPS enabled tablet, along with sub-meter GPS receivers, Stantec biologists
can map vegetation communities while on-site and immediately upload the data to the cloud for
processing back at the office. This valuable tool limits the need for a large amount of paper maps,
reducing costs and potential transcription errors, while remaining environmentally conscious.
Reporting. Upon completion of the fieldwork described above Stantec will prepare a BRTR detailing the
results of the biological surveys and include information regarding species observed in the survey area,
the potential for special-status species to occur on or near the survey area, potentially jurisdictional
aquatic features, map of vegetation communities occurring within the survey area, environmental
concerns, regulatory requirements, and the potential need for additional focused surveys (if required).
The report will include photos of the proposed Project areas, descriptions of all habitats and sensitive
species that are present or have the potential to occur, maps of all sensitive species and habitat locations
or territories, and GIS based site figures.
Deliverable: Stantec will prepare and submit Draft and Final BRTR.

Assumptions:
• Stantec does not proposed to conduct any protocol surveys as part of this scope of work but can
provide upon request.
• Stantec has not included costs for the preparation of permit application packages in this scope of
work.
• Stantec assumes that the Citywill provide access to the site for field-based activities.
• Stantec will identify potentially jurisdictional aquatic resources within the survey area but is not
providing scope and costs for a formal jurisdictional delineation; Stantec can provide a scope for
these services upon request.
• Costs assume addressing up to two rounds of consolidated comments from the City for the draft
and final BRTR.
3.3 Cultural Resources Survey and Report
Stantec will prepare a cultural resources technical report and sections for cultural and tribal resources in
the EIR.
Study Area Definition,Archival and Background Research. Stantec will conduct a records search at
the South Coastal California Information Center(SCCIC)of the California Historical Resource Information
System (CHRIS) located in Fullerton, CA for resources within 1/2 mile of the project area. The CHRIS
records searches will include, at a minimum, a review of the National Register of Historic Places(NRHP),
California Register of Historical Resources (CRHR), California Points of Historical Interest,
appropriate local Inventory of Historic Structures.
Native American Heritage Commission Sacred Lands File Search and Consultation. Stantec will
request a Sacred Lands File Search with the Native American Heritage Commission (NAHC) and will
prepare and submit letters to Native American (NA) contacts provided on the list from the NAHC. In
addition, Stantec can assist the City of Rosemead in completing Assembly Bill (AB) 52 notification as part
of the consultation task and will assist in drafting letters for AB 52 consultation to parties registered with
the City of Rosemead as Native American tribes with specific interest in the project area.
Field Survey. Stantec will conduct a pedestrian inventory of no more than 1.05 acres. Only areas of
exposed native ground surface will be subject to the survey. The area will be inventoried at less than 10
meter transect intervals. The extent of the survey coverage will be depicted on the appropriate 7.5-minute
topographic quadrangle, and project data will be captured with a handheld Trimble GPS unit with 2-meter
or better horizontal accuracy. Photographs will also be taken. All project-related locational data will be
captured with a Trimble GPS unit with 1-meter or better horizontal accuracy. It is assumed no
archaeological resources are within the project area, and there will be no resources requiring recordation.
Reporting. Stantec will prepare a cultural resources technical report that will present the findings and
provide recommendations for the project. Stantec will incorporate the findings of the technical report into
a draft cultural resources section for the EIR.
Deliverable. The cultural resources and tribal cultural resources technical report will be included as
an appendix to the EIR, and its results will be reflected in the Cultural Resources and Tribal Cultural
Resources sections of the EIR.

Assumptions:
• The project area is not more than 1.05 acres in size.
• No archaeological or built environment resources will require recording.
• One cultural resource draft technical report will be submitted to the client for review within 30
days after completion of fieldwork. It is anticipated that the client will provide comments after the
initial submittal of the draft report. Once received, Stantec will address such comments and will
prepare a final report, which will be submitted to the client, and one copy will be filed with SCCIC
at the close of the project.
• Stantec assumes that no subsurface testing/excavation will be conducted, and no surface
artifacts will be collected during this project.
• Stantec assumes that no federal special-use permits will be required to complete the project.
• Stantec will not conduct tribal consultation visits under AB 52; however,we will summarize efforts
in the EIR with information provided by the City
3.4 Noise Impact Assessment
Stantec will develop a noise study within the EIR document that will evaluate the proposed project's
impacts from noise. Major noise sources in the project area are related to roadways, such as Walnut
Grove Avenue and Garvey Street, existing single-family homes, a hotel, commercial building, such as
auto shops and smog check centers, and activities associated with these uses. Noise increases
associated with traffic as well as construction, stationary sources such as HVAC equipment, and general
operational activities associated with the proposed project, need to be evaluated. The Noise section of
this environmental document will be developed using the following steps:
• Stantec will assess the current ambient noise levels at the Project site using the noise contour
maps contained in Figure 6-2"Existing Noise Contours"within the April 13, 2020 City of
Rosemead General Plan Update document. Sensitive receptors shall be identified through a
review of aerial photography and a review of publicly available documentation.
• Using the published ambient noise levels, initial project information, and general site and exterior
façade assumptions, establish initial recommendations to mitigate exterior noise to meet the
standards for Land/Use Noise Compatibility in the City of Rosemead General Plan Update, the
City of Rosemead Municipal Code, California Building Code, and the California Green Buildings
Standards Code(CalGreen).
• Using the Project specific traffic count data provided by the traffic assessment and general
industry standard practice, determine the potential effect the Project will have on local traffic
counts and determine the impact to the neighboring community. Data will be evaluated for
anticipated traffic noise during the construction of the proposed project and from operational
traffic noise after the project is functional.
• Quantify the fixed-source operational noise generated by the Project to determine potential noise
impacts associated with the Project and will identify potential measures to address these impacts
in accordance with Section 8.36.060 "Noise Standards" in the City of Rosemead Municipal Code
and the Noise Element of the City of Rosemead General Plan Update.
• Stantec will use the Federal Highway Administration Roadway Construction Noise Model (RCNM)
to determine potential impacts to surrounding sensitive receptors from short term construction
noise. Stantec will provide an assessment regarding project-related construction and its impact
on existing noise sensitive receivers.

• Using the information contained in the Federal Transit Administration, Transit Noise and Vibration
Impact Assessment Guidelines document, determine the potential groundborne vibration impact
of the Project construction to nearby sensitive receivers.
3.5 Traffic Impact Assessment
Traffic and Transportation Analysis. Stantec will prepare a technical traffic and transportation analysis
to support preparation of the EIR. The analysis will be prepared in accordance with City traffic study
requirements. Prior to initiation of the study, a scope will be submitted to the City traffic engineer for
review and approval. Based on preliminary review of the project site, surrounding local and regional
roadway system, this scope of work included VMT analysis for use in the EIR and a focused roadway
operational analysis of up to five (5)off-site study area intersections. All traffic volume data will be
collected new for this analysis by a traffic data collection specialty firm and will include pedestrians and
bikes. Project trip generation will be based on the most recent edition of the Institute of Transportation
Engineers (ITE)Trip Generation Manual and the ITE Traffic Study Handbook to determine internal trip
capture and pass-by trips. The site vehicular trip generation will consider all modes of transportation as
included in the trip reduction characteristics of a mixed-land use site. Vehicle trip distribution will be based
on the characteristics of the local and regional roadway networks.
VMT and Level of Service analysis and a complete study report per City requirements will be prepared for
existing and appropriate existing plus project scenarios to confirm consistency with applicable policies.
Deliverable: The Traffic Impact Study will be included as an appendix to the EIR; and its results will be
reflected in the Traffic and Transportation section of the EIR.
Task 4. Administrative Draft EIR
Once a robust project description is agreed upon, Stantec will prepare a fully defensible EIR. The final
Project Description will include intended uses of the EIR (as required by Section 15124(d) of the State
CEQA Guidelines), including a list of responsible and other agencies expected to use the EIR in decision
making, and a list of approvals for which the EIR will be used. Using the project description, Initial Study,
technical studies, results of the public scoping process, and other sources, Stantec will prepare the
Administrative Draft EIR consistent with the requirements of CEQA, relevant case law, and the
specifications of the City, including the City's Instructions for Preparation of an EIR handout, as included
with the RFP. Each resource area subjected to detailed evaluation in the EIR shall include descriptions of
the existing setting, thresholds of significance used to gauge the magnitude and intensity of impacts, and
practicable measures to avoid or reduce potentially significant impacts. The Administrative Draft EIR and
Draft EIR will include the following information:
Project Objectives. A narrative will be provided describing the objectives of the Project.
Executive Summary. Pursuant to Section 15123 of the CEQA Guidelines, Stantec will prepare an
Executive Summary including, at a minimum, the following information:

• Descriptions of each significant effect with proposed mitigation measures that would avoid or
reduce the effect.
• Areas of controversy known to the City, including issues raised by agencies and the public.
• Issues to be resolved, including the alternatives and whether or how to mitigate the significant
effects.
• Descriptions of the project alternatives and conclusions regarding the environmental superiority of
an alternative will also be summarized. The development of alternatives to the Project is further
discussed below.
Introduction. The Introduction chapter will provide a basic, non-technical explanation of the Draft EIR, as
well as additional information relevant to the reading and understanding of the document.
Project Description. One of the initial key actions will be to formulate a working description for the
Project and project alternatives. As presented in detail in Task 1, Project Initiation and Project
Description, Stantec will work with the City to prepare a description that articulates the Project's overall
objectives.
Environmental Setting, Impacts, and Mitigation Measures. As required by Section 15125 of the
CEQA Guidelines, the Environmental Setting portion of the EIR will contain a"description of the
environment in the vicinity of the Project, as it exists before the commencement of the Project, from both
the local and regional perspective."The setting discussions will also include a brief statement of the
pertinent regulatory setting. Thresholds for determining the significance of impacts will be described for
each environmental impact topic. The significance of project-induced impacts will then be determined for
each topical area. The analyses will focus on issues identified by responsible and trustee agencies, local
agencies, and other interested parties in response to the NOP. Impacts found to be less-than-significant
will be described. Impacts that cannot be mitigated below the level of significance will be identified, and
the extent to which those impacts could be mitigated through project alternatives or changes will be
demonstrated. Impacts will be quantified to the extent possible. Mitigation measures will be listed and
numbered and cross-referenced to applicable impacts. Specific environmental topics to be addressed in
the EIR are listed and discussed further below. The topics in this list are subject to modification following
completion of the public scoping process.
Aesthetics and Visual Resources. Stantec will evaluate the existing aesthetics, light, and glare
conditions within and near the project site and evaluate potential impacts that may occur from the Project.
The project site is highly visible as viewed from surrounding roadways. The aesthetic impact relative to
the scale of buildings and other lighting will be addressed in this section. The potential visual resource
impacts of the Project will be evaluated using ground-level photographs taken by Stantec aesthetic
experts. Stantec will utilize the Applicant's elevations and renderings to evaluate the potential visual and
aesthetic impacts from the proposed project.
The long-term implications of the project in relation to the City's General Plan and other related
plans/policies shall be discussed in the Aesthetics section of the EIR. Mitigation measures for all visual
impacts shall be developed in consultation with the City's Planning Department. Impacts are assessed for

the Project's consistency with the General Plan visual policies and with standard visual impact criteria
under CEQA.
Agricultural Resources. We anticipate that the Initial Study will support dismissing this topic from the
EIR because this issue would have been adequately addressed in the City's General Plan and its EIR.
Furthermore, the project site is fully developed and located in a highly urbanized area.
Air Quality and Greenhouse Gas Emissions.The Project would result in construction-related and
operations-related emissions of air pollutants and GHGs. Stantec will prepare the Air Quality and
Greenhouse Gas sections of the EIR using the Air Quality/Greenhouse Gas Analysis and Health Risk
Assessment referenced in Task 3.1.
Biological Resources. Stantec will prepare the Biological Resources section of the EIR using the
Biological Resources Technical Report referenced in Task 3.2. To the extent practicable, the EIR will be
structured to anticipate potential regulatory considerations throughout the impact analysis (direct, indirect,
and cumulative), prescription of feasible mitigation measures, and analysis of project alternatives.
Cultural and Tribal Resources. The project would result in subsurface excavations which could impact
unknown buried cultural resources. Stantec will prepare the Cultural Resources and Tribal Cultural
Resources Section of the EIR using the Cultural Resources Report referenced in Task 3.3.
Energy.The project proposes to develop a new nixed-use project,which would result in the additional
use no non-renewable energy resources during project construction and operation. As the project will be
a new and modern development, it would be subject to the latest state law and building code
requirements for energy and water efficiency. The Energy section of the EIR will utilize project information
to determine anticipated energy impacts resulting from project construction and operation.
Stantec proposes to identify relevant information that addresses the energy implications of a project.
Stantec will utilize the information from a project's air quality, greenhouse gas, and transportation
analyses to quantitatively evaluate construction energy demand from construction equipment, haul trucks,
vendor trucks, and construction workers. Stantec will also quantify the project's anticipated operational
energy needs, including from the project's water demand, which results in electricity usage from the
supply, conveyance, distribution, and treatment of potable water. The operational energy needs will take
into account compliance with the Title 24 Building Energy Efficiency Standards and California Green
Building (CALGreen) Code. If the project would implement additional energy or water efficiency measures
beyond regulatory requirements, these measures will be included in the analysis. Stantec will also
estimate a project's operational transportation-related energy needs based on the estimated fuel
consumption for vehicle trips to and from the project site using trip rates in the project's transportation
study and the estimated vehicle miles traveled found in the air quality, GHG assessments, and/or
transportation analyses.

Stantec will summarize the project's anticipated energy needs and conservation measures and describe
project commitments, design features, and mitigation measures that would minimize and reduce a
project's consumption of fuel and energy and the potential for energy impacts based on the evidence. If
potentially significant impacts are found, Stantec will recommend additional feasible energy efficiency
design features or mitigation measures to reduce impacts.
Geology and Soils. Stantec will prepare the Geology and Soils section of the EIR using the Geotechnical
Report prepared by the Applicant's consultant. Stantec will evaluate the potential effects related to
erosion, deposition, displacement, compaction or coverage of soils, alteration of topography, geologic
hazards, and seismic conditions at the Project site and the potential impacts that may occur from the
Project.
Hazards and Hazardous Materials and Wildfire. The Hazards and Hazardous Materials section of the
EIR,where applicable, will utilize information presented in the project Initial Study and the Phase I
Environmental Site Assessment prepared for the project by the Applicant. Stantec will prepare a Hazards
and Hazardous Materials section that establishes baseline conditions and analyzes direct and indirect
impacts from the proposed project,evaluates potential hazards and hazardous materials associated with
project activities, focusing on potential impacts to emergency evacuation plans and risk of loss due to
wildfire.
Hydrology and Water Quality. The Hydrology and Water Quality section of the EIR, where applicable,
will utilize information presented in the project Initial Study and hydrology/drainage and water quality
reports prepared for the project by the Applicant. Stantec will prepare a Hydrology and Water Quality
section that establishes baseline conditions and analyzes direct and indirect impacts from the proposed
project, since it would include construction and operational activities that may have potential water quality
and drainage impacts. In addition, existing site drainage and proposed modifications, will be reviewed as
part of the water quality evaluation under CEQA. Short-term construction impacts potentially posed by
construction activity are expected to be less-than-significant or to be fully mitigated by adherence to
applicable stormwater pollution prevention guidelines promulgated by the state and the Los Angeles
Regional Water Quality Control Board.
Land Use and Planning. Existing site conditions will be reviewed by Stantec through a site visit, by
determining site zoning, and examining local land use plans and policies to determine project
consistency. Existing surrounding land uses will be identified and described to determine land use
compatibility and to identify potential conflicts that could occur during project construction or operation.
In evaluating land use issues, Stantec will consider the consistency/compliance of the Project with
federal, state, regional, and local land use plans and regulations (e.g., Rosemead City General Plan), as
well as the project's compatibility with the existing and planned land uses in the vicinity. The land use
analysis in the EIR will focus on the land use issues outlined in the CEQA Guidelines Appendix G
checklist, allowing the public and City Council to fully understand all aspects of the project affecting the
use of land.

Mineral Resources. We anticipate that the Initial Study will support dismissing this topic from the EIR
because this issue would have been adequately addressed in the City's General Plan and its EIR.
Furthermore, the project site is fully developed and located in a highly urbanized area.
Noise.The Project would result in additional traffic-related noise(including vehicle trips) and additional
stationary noise (rooftop mechanical equipment). Accordingly, the Project would have the potential to
create noise and vibration impacts that could adversely affect surrounding land uses. Stantec will prepare
the Noise section of EIR using the Noise Impact Assessment referenced in Task 3.4.
Population and Housing. The EIR will describe the impacts on population and housing from the Project.
It is expected that the Project's development would represent a modest increase in the City's overall
residential population as anticipated under the General Plan. Given the mixed-use characteristics of the
Project; providing both housing and commercial mixed uses, the site will help the City continue to balance
the need for housing and jobs. Given the sensitivities of the"jobs housing balance" in the City, Stantec
will work with City staff to compare the Project's incremental contribution to the City's overall jobs and
housing ratio relative to the anticipated growth identified in the General Plan.
Public Services. Stantec will use the most recent data available and contact relevant service providers to
provide a description of existing City community services, including police and fire protection and schools.
We will provide a description of potential impacts to existing conditions and services resulting from the
construction and operation of the Project.
Recreation. The Recreation section of the EIR, where applicable, will utilize information presented in the
Initial Study and the planning application documentation related to the project. Stantec will prepare a
Recreation section that establishes baseline conditions and analyzes direct and indirect impacts from the
proposed project and evaluates the consistency of the proposed project with plans and polices in the City
General Plan.
Transportation. Stantec will prepare the Traffic and Transportation section of the EIR using the Traffic
Impact Study referenced in in Task 3.5. We will evaluate the external circulation of the site plan and
parking plan for impacts. Stantec will assess the transportation impacts (i.e., traffic, transit, pedestrian,
bicycle, and parking) associated with construction and operation of the Project.
Utilities and Service Systems.The Utilities and Service Systems section of the EIR, where applicable,
will utilize information presented in the Initial Study and the technical reports (Utilities/Water/Sewer
Report) provided by the Applicant. This section of the EIR will address potential effects related to the
availability and capacity of utilities and services. Utilities and services that will be addressed include
sewer service,water service, and solid waste collection and disposal. This section will discuss whether
any of these services or facilities is below adopted standards, or near or beyond their capacity to
adequately serve the Project. Particular attention will be given to water demands that will result from long-
term operation of the Project.
Development and Evaluation of Alternatives. Pursuant to the CEQA Guidelines Section 15126.6,and
direction from the City,Stantec will work closely with City to craft alternatives for the proposed Project;

particularly those needed to address any potential unavoidable and significant impacts associated with the
proposed Project. The alternatives analysis will provide a sufficient level of detail to allow decision makers
to gain a greater understanding of all alternatives should a determination be rendered to support an
alternative development scenario.This alternatives section will culminate with the selection of the
environmentally superior alternative in accordance with CEQA requirements. All impacts will be
considered at a qualitative level. For the proposed Project, Stantec assumes the development and
analysis of no more than three qualitative alternatives, and the analysis of the No Project alternative, for a
total of four alternatives.
Cumulative Projects to be Considered. Stantec will describe the reasonably foreseeable projects within
a City-approved study area that may result in cumulative impacts associated with the proposed project.
Stantec will work with the City to develop the appropriate study area for cumulative projects. Often times
they are defined as projects constructed, but not occupied; projects approved, but not constructed;
pending projects for which pre-filing or filing of an application. However, the evaluation area for
cumulative impacts would vary dependent upon the technical issue to be addressed. Findings of recent
court cases will be used to address all pertinent issues.Cumulative projects will be discussed for each
technical issue.The potential for impacts and levels of significance are contingent upon the radius or area
of interaction with the proposed project. Stantec proposes to work with the City to identify both the
appropriate study area, as well as potential future projects that may be analyzed. Stantec's approach to
cumulative analysis proposes a qualitative analysis of cumulative for each issue area.
Significant Unavoidable Adverse Impacts. Stantec will discuss all significant unavoidable adverse
impacts in conformance with CEQA Guidelines Section 15126(b). The discussion will include any impacts
that can be partially mitigated, but not to a less-than-significant level.
Growth-Inducing Impacts. Pursuant to Section 15126(g)of the CEQA Guidelines, Stantec will discuss
any potential growth-inducing impacts of the Project. Potential sources of growth inducement and their
corresponding impacts, such as removal of obstacles to growth (i.e., extension of infrastructure), new
employment generation, or major economic influences, will be qualitatively analyzed to the extent that
they are applicable.
Other CEQA Sections. Stantec will prepare the remaining CEQA-mandated sections, including energy
and the MMRP.
Project Summary. Stantec will prepare a summary, presenting the significant conclusions of the EIR in
a manner that is easy to understand. A summary table format will be used to identify the significant
impacts and the effectiveness of the recommended mitigation measures. A summary of the alternatives
analyses, issues still to be resolved, and issues subject to potential controversy will be presented, as
required by CEQA compliance procedures.
Stantec will respond to City comments on the Administrative Draft EIR, complete necessary revisions,
and publish the Screencheck Draft EIR, prior to public review. Once the product is deemed acceptable for
public distribution, Stantec will take responsibility for distribution of the Draft EIR.

Task 5. Screencheck and Public Draft EIR
Stantec will respond to one round of City's comments (and, if appropriate, the Applicant's comments
provided to the City)on the Administrative Draft EIR. To incorporate responses to these review comments
into the Administrative Draft EIR, we will:
• Coordinate with the City staff who will assemble comments on, and suggested revisions to,the
Administrative Draft EIR. One set of unified City staff comments will be provided to Stantec for the
one round of Administrative Draft EIR review. The City will reconcile conflicting review comments,
if needed, among City staff before giving the comments to Stantec.
• Complete one set of revisions to the Administrative Draft EIR, pursuant to review comments and
in conformance with the scope of work, for the one round of Administrative Draft EIR review.
Stantec will then prepare and reproduce a Screencheck Draft EIR for submittal to the City for one round
of review prior to distribution to the public. Stantec will then prepare the Draft EIR in a manner that is
ready to be published for public review. Once the Draft EIR is deemed acceptable for public distribution,
Stantec will provide copies for distribution. Stantec will mail the copies to the State Clearinghouse and
assumes that the City will be responsible for all other distribution. Stantec assumes that the City will
provide one set of consolidated comments on the one round of review of the Administrative Draft EIR and
the one round of review of the Screencheck Draft EIR.
Task 6. Final EIR
Administrative Final EIR. The City will compile and transmit to Stantec all written and emailed
comments received on the Draft EIR. We will confer with City staff to review written comments on the
Draft EIR and comments from public meetings and hearings to develop a general framework and
strategies for preparation of responses. We will prepare thorough, reasoned, and sensitive written
responses to relevant environmental issues. Master topical responses will be used to the extent possible.
Response to Public Comments.Written comments on the Draft EIR received during the public review
period are included in this section. Comments may vary from form letters to complex legal letters. Every
comment letter is provided in this section, following the written responses. When a comment is made by
multiple parties, the response is provided the first time the comment is made, and all other similar
comments are referred back to that response.
The format of the responses to all the comments is based on a unique letter and number code for each
comment. The letter and number immediately following the letter refer to an individual agency, business,
group, organization, or member of the general public comment. The number at the end of the code refers
to a specific comment within the individual letter. Therefore, each comment has a unique code
assignment. For example, comment L-1 is the first comment in letter L-1.
Comments received would be reviewed to determine whether there is substantial disagreement about the
potential significance of impacts. Any issues raised concerning potentially significant impacts would be
reviewed, addressed, and clarified.

Based on the Scoping Meeting, and the anticipated low level of controversy, Stantec assumes no more
than 15 individual comments on the Draft EIR. Typically,when large volumes of comments are received
on a Project, comments can be categorized and topical (or Master) responses can be utilized. A number
of comments received on the Draft EIR are likely to focus on several main issues and topics associated
with the project and the CEQA analysis of project impacts. In order to facilitate and efficient public review,
Stantec would provide topical responses to address these comments and provide the necessary context
for considering the issues raised.
Final EIR. Stantec will revise the Administrative Final EIR by incorporating written responses to
comments received from City staff and, if appropriate, the Applicant, yielding the Final EIR. One set of
unified comments incorporating all City staff comments on the Draft Final EIRs will be provided to
Stantec. The Final EIR shall comprise the Draft EIR, comments on the Draft EIR, and responses to all
comments on the Draft EIR, including any necessary changes to the Draft EIR text. Submittal of the Final
EIR shall be accompanied by submittal of the Final MMRP, as outlined below. Stantec will present the
Final EIR and MMRP to the Planning Commission and the City Council for certification at a public hearing
(as detailed in Task 8).
The City will provide the responses to comments to the applicable agencies at least 10 days prior to the
public hearing. The Final NOD is assumed to be filed with the City Clerk within 5 working days of the
project approval. We assume the City will provide the funds necessary for all filing fees at the time of filing
the NOD.
Mitigation Monitoring and Reporting Program. Stantec will prepare the MMRP required by PRC
§21081.6, as mandated by AB 3180, for adoption at the time of the CEQA findings. Stantec will prepare
an Administrative Draft MMRP in accordance with the CEQA Guidelines and the City's CEQA
implementing procedures. The Administrative Draft MMRP will be prepared concurrently with preparation
of the Administrative Final EIR. The MMRP will be designed to ensure compliance with mitigation
requirements required during Project implementation.
The MMRP will be designed to fit into the City's existing entitlement and Project review process; the City
will provide the format. Stantec will coordinate with City staff to refine MMRP content and format prior to
preparing the Administrative Draft MMRP. The MMRP will include, but not be limited to, the following:
• Mitigation measures.
• Mitigation measures to be monitored with specific mitigation performance standards.
• Monitoring requirements.
• Type of monitoring program or activity necessary to monitor each specific mitigation measure,
with monitoring time frame.
• Person/agency responsible for implementing mitigation measures and/or monitoring measures.
• Assignment of roles and responsibility, with the general qualifications that will be required of
individuals or organizations necessary to implement each specific mitigation or monitoring
activity.

After review and comment on the Administrative Draft MMRP, Stantec will revise the MMRP in
accordance with to the comments provided and will submit the Final MMRP along with the Final EIR.
Task 7: CEQA Findings and Statement of Overriding Considerations
Stantec will prepare all CEQA-required notices in compliance with state legislation and guidelines. This
task includes the preparation of the Notice of Availability (NOA) and the Notice of Completion (NOC).
Stantec will prepare the NOA for both the Draft EIR and Final EIR. This task includes completing the NOA
form, as well as associated mailings and newspaper notices. Stantec will prepare the NOC in compliance
with the CEQA Guidelines and submit the draft notices for City staff review; if necessary, Stantec will
revise the draft notices based on staff comments. Stantec will file one copy of the NOC with the State
Clearinghouse at the time of Draft EIR publication.
Stantec will prepare and file the Notice of Determination (NOD)with the Los Angeles County Clerk within
five business days of EIR certification. The purpose of the NOD filing is to limit the legal challenge period
to 30 days. If an NOD is not filed within five business days of certification, the legal challenge period is
180 days. The NOD filing also requires payment of a filing fee,which Stantec assumes will be paid by the
Applicant.
Findings of Fact. Stantec will prepare the written findings for each significant effect identified in the EIR
as a separate document, pursuant to CEQA Guidelines Section 15091. Stantec will then prepare a
Statement of Overriding Considerations if unavoidable significant impacts occur. As required by the State
CEQA Guidelines, one of three findings must be made for each significant effect, which must be
supported by substantial evidence in the record. Stantec will consult with City staff to review and finalize
the draft Findings. After consultation with City staff, Stantec will submit the final Findings to the City for
adoption.
Statement of Overriding Considerations. If the project includes unavoidable impacts, Stantec will
prepare a draft of applicable justification for a possible Statement of Overriding Considerations, pursuant
to CEQA Guidelines Section 15093, relying on input from the City regarding the benefits of the project.
The Statement of Overriding Considerations would be supported by substantial evidence in the record.
Stantec will consult with City staff to review and finalize the Statement of Overriding Considerations and
will submit the final Statement of Overriding Considerations to the City for adoption.

Task 8. Project Management/Coordination and Public Hearings/Public
Engagement
Project Management/Coordination
Stantec will manage the preparation of the EIR and maintain close communication among City staff and
project team members.This task is intended to ensure the project is running on time and within budget, as
well as being scientifically sound, technically accurate, and legally defensible. Our project manager, with
the support of the management team,will provide management liaison among the internal Stantec team
and City staff for communication of issues, transmittal of comments, financial management(i.e., invoices),
and other project management matters. Project management for the EIR process will be carried out in
accordance with Stantec's rigorous Project Management Framework, as discussed above. This is one of
the benefits of having the document prepared by a single firm.
Stantec will attend at least five (5) internal team meetings (in addition to the kickoff meeting)with the City.
The Stantec management team will coordinate with the City on needs for the meetings including logistics,
materials, and proposed agenda. Stantec's Principal in Charge and Project Manager will attend these
meetings.
Public Hearings/Public Engagement
As requested in the RFP, Stantec can assist with participation and presentation at up to five (5) public
hearings, at the discretion of the City. Stantec has extensive experience in public outreach programs and
scoping, including public participation programs and public hearings. We will be present at public
meetings and hearings to develop an understanding of the public's comments and concerns, be available
to answer questions on environmental issues, and make presentations on the EIR. Stantec's Principal in
Charge and Project Manager will attend five (5) public hearings. In coordination with the City, Stantec will
prepare a presentation for the public hearings, including responding to questions, making presentations,
and/or participating in an advisory capacity during meetings/hearings. The Stantec team is well versed in
preparing and presenting at these types of meetings and will prepare presentations and review pertinent
documents or information based on submitted or anticipated comments. It is assumed that the City will
coordinate logistics and advertising for the hearings, including venue selection, and arrange for all
necessary equipment and/or special services (i.e., translators).
7.0 COST AND SCHEDULE
Based on a review of Stantec's project understanding, proposed work plan, and technical approach we
have prepared a detailed schedule and cost for preparing the EIR for the proposed project. The schedule
and cost reflect the requirements set forth in the RFP and Stantec team members experience working
with the City.

Trevor Macenski
Principal-in-Charge
Mr. Macenski is a senior principal and subject matter expert for Stantec's Impact Assessment, Permitting, and
Compliance division. He works side by side with dozens of California's Cities, Counties, and Special Districts.
As an environmental scientist with an advanced understanding of land use planning, he specializes in
environmental compliance strategies for land use and local development projects and acquiring all necessary
local, State, and Federal permit approvals. He has experience coordinating all phases of regulatory review
and compliance, including preparing permit applications, facilitating public engagement, participating in
hearings and regulatory proceedings, and tracking compliance requirements. Mr. Macenski brings a creative
problem-solving approach to his role as a liaison between the various participants in the planning and project
development process, including the project sponsors, engineers, attorneys, lead and responsible agencies,
and concerned community groups. He is experienced with public involvement processes and is a skilled
public presenter having worked on high profile projects with clients such as Walmart, Safeway Grocery, Mixed
Use Commercial Developments, California High-Speed Rail Authority, California Department of Correction,
and numerous land use development projects from the San Francisco Bay Area to the Mojave Desert. Trevor
formerly served as adjunct faculty at the University of California, Davis where he taught Environmental Impact
Assessment methodologies, and CEQA Instructor at Fresno State, Sonoma State, and is a Planning
Commissioner for the City of Benicia.

Ms. Radonich manages the Stantec team in every modern field of design and science in making contributions
toward the resolution of city redevelopment, infill, and revitalization development problems. In her applied
profession as an urban and environmental planner and scientist she synthesizes, reformats, and adapts
knowledge generated by Stantec investigations for the specific needs of cities' planning and CEQA
compliance efforts in processing planning applications for mixed use developments, infill projects, and
commercial projects within the community. As an environmental scientist with understanding of land use
planning, Ms. Radonich has experience in environmental compliance strategies for land use and local
development projects in the public and private sectors. Her experience includes California Environmental
