Moss Adams helps local governments like City of Rosemead to develop short-and long-range plans,
establish priorities, develop policies,define outcomes, develop key performance indicators, and measure

• Curry County, OR:We are currently performing comprehensive strategic planning services for the
County. Our planning process includes interviews, data gathering, meeting facilitation, public

County leadership, and the board of commissioners.
• City of Modesto,CA: To support the City's goals following organizational restructuring and
recessionary budget cuts,we developed a comprehensive performance measure framework.The
performance measures were based on key outcome areas defined by ICMA, and focused on internal
service efficiency. In addition,we provided consulting and auditing services regarding organizational
re-engineering and design,efficiency, and effectiveness.We conducted an enterprise risk
assessment of the City's operations against best practices and developed a prioritized list of risks
and departments/programs with potential for cost savings.We also completed over three dozen
projects for the City across all departments and provided recommendations for reducing risks,
strengthening controls, and improving efficiency and effectiveness of operations.
• City of Patterson, CA:We performed comprehensive strategic planning services that included
interviews, data gathering, meeting facilitation, and plan development through extensive interaction
with the City council and department directors.We facilitated a focus group of small business owners
to gain insight into objectives that could support the City's economic development goal.
• City of Roseville,CA:We developed a Virtual City Hall strategic plan for the City.The goals of the
plan included transparent communication and engagement with residents and businesses,
developing a unified digital environment, extending City services 24/7 where applicable, and
identifying and creating process efficiencies,and overhead reduction. Following plan development,
we also created an actionable roadmap listing each project, major milestones, priority cost estimates,
impact assessment, dependencies, and resource requirements.
• City of Stockton,CA: In support of the City's annual council priority setting and accountability
efforts,we developed citywide, community indicator measures. Post-bankruptcy,the City has
focused resources on financial stability, public safety,and economic development. Following several

We recognize that local governments like the City of Rosemead are accountable to many different
constituencies—City management, City council,employees, community members—all with different
expectations and demands.That's why we commit significant personnel and resources to our

• Implementation management–A strategic plan provides a road map for achieving a defined vision,
but it is not always used as an effective management tool. In addition to delivering comprehensive
plan documents,we will also prepare a one-page plan summary for each department and reporting
protocols to facilitate effective communication, ongoing management, and progress reporting on the
plan.
• Performance reporting–We believe that focused, outcome-based performance measures can be a

sessions.We will work with you to establish City and Moss Adams roles and responsibilities for

We will conduct a robust stakeholder engagement process and obtain meaningful input from key
stakeholders by utilizing an online survey,focus group meetings, and/or open houses to engage
stakeholders in the preparation process.The techniques we will utilize to engage each stakeholder group
are described below:
s Online survey.We will design and administer secure online surveys to obtain input from City key
stakeholders.We will work with the City to develop a communication plan to build awareness of the
surveys,which will include elements such as a prominent link on the City's website and information
to be provided in multiple City communication mechanisms(e.g., newsletters,flyers, and
announcements). Our survey tool has robust quantitative analysis capabilities to support the
evaluation of survey results.We will also work with the City to design the focus of the surveys. For
example, our suggested approach would be a focus on visioning for both surveys, as well as a
SWOT analysis for the employee survey.We will design the surveys to gather the information most
important to City leadership.
Open houses.We will conduct at least one community engagement event to gain input from key
stakeholders—citizens, staff,community and non-profit partners, and program participants—to gain
feedback regarding the draft strategic plan.We will work with the City to define the structure and
timing of the open houses.

PHASE 3—PLANNING
We will conduct at least two facilitated planning sessions with the City to develop the plan's formal
components.These planning sessions will focus on the development of mission,vision,values, goals,
objectives, strategic initiatives, outcome measures, action plans,and performance metrics. Key inputs
from the needs assessment/environmental scan and stakeholder engagement will be packaged for
consideration during these sessions.

information gathered during the preparation phase to support this session.

Some planning processes may require additional facilitated work sessions, and we are flexible
throughout the planning process to meet the needs of the City.We will work with the City to schedule

game.We work with City staff to learn about the residents, business owners, and community
organizations and create meaningful engagement opportunities.
• Digital engagement.We regularly use online surveys to solicit input from community members. For
some clients,we have also leveraged surveys to facilitate input from City staff. For example, in Curry
County, OR,which is a remote community with limited staff capacity,we used multiple surveys to
collect information for the SWOT analysis, prioritize goals, and identify objectives and strategies,
both to save in travel costs and allow staff to engage in the strategic planning process when they had
the time and energy to do so.
• Targeted community engagement.We work with City staff and elected officials to identify key
community members to engage in the strategic planning process. In some communities,we have
conducted one-on-one phone interviews with business owners, partners, and community leaders. In
Patterson,CA,we conducted a focus group of small business owners to gain their insight into
economic development,the City's highest priority.
• Collaborative objective development. Our strategic planning work sessions are designed to fully
engage staff in the process. For example, in our second facilitated planning session in Curry County,
we divided the management team into small, cross-departmental teams of two to three. Each
strategic goal was written on a large sheet of paper and the teams rotated goals every 10 minutes.
Their task was to develop objective ideas using the combined knowledge of the small group—you
can get some innovative ideas when you have the finance director, roads master,and juvenile
programs director all thinking together. It was also a way to generate a large list of ideas fairly quickly
and without much redundancy(teams could see the ideas that others had already generated).
Afterwards, several of the managers commented that this was the first time they'd ever gotten to
work together in that type of collaborative way,creating more buy-in for the plan itself.

Exceptions
This Proposal is contingent upon completion of the Moss Adams new client acceptance process and
negotiation of a mutually acceptable contract.With regard to the terms and conditions set forth in the
Draft Professional Services Agreement, Moss Adams would like to address: (i) providing for mutuality in
termination rights[VI]; (ii)clarifying Agency's ownership of final deliverables vs. Consultant's ownership
(and retention)of working papers,works in progress,and general skills and know-how[VIII]; (iii)focusing
indemnifications[IX]; and(iv)addressing limitation on liability and no third party beneficiaries. Further,
with regard to Exhibit C,we would like to clarify insurance requirements to comport with existing policies,
including providing for confidentiality of insurance structure(including deductibles, retention levels, and
declaration pages of professional liability), additional insureds are added via blanket endorsement,
notification only goes to primary insured, additional insureds are only on GCL and auto, non-contributory,
and waiver of subrogation only available on GCL.
We have successfully signed professional services agreements with thousands of clients, including
numerous cities, and we commit to working in good faith to successfully negotiate a mutually agreeable
agreement for this engagement on a timely basis should we be awarded this contract.
