SUMMARY
The purpose of this public hearing is to provide the public with an opportunity to comment on
the Amendment to the Citizen Participation Plan and Substantial Amendments to the City's FY
2019-2020 and FY 2020-2021 Annual Action Plans.
Amendment to Citizen Participation Plan
U. S. Department of Housing and Urban Development (HUD) requires participating jurisdictions
to adopt a citizen participation plan establishing policies and procedures for citizen participation.
As required by HUD regulations found at 24 CFR 91.105,the Citizen Participation Plan sets forth
the City of Rosemead's policies and procedures for providing citizens and other interested parties
with opportunities to participate in an advisory role in the planning, implementation, and
evaluation of the Community Development Block Grant (CDBG) and HOME Investment
Partnerships (HOME) programs. Staff is revising and clarifying process and procedural
requirements to the Citizen Participation Plan.
Substantial Amendments to Action Plans
In accordance with the HUD 24 CFR Part 91.505, and the Citizen Participation Plan of
Rosemead, Substantial Amendments to fiscal year (FY) 2019-20 and FY 2020-2021 Annual
Action Plans are required. The Substantial Amendments are needed to: (1) Cancel CDBG and
Community Development Block Grant-Coronavirus (CDBG-CV1) activities: and (2) Re-allocate
and increase funds to CDBG, HOME and CDBG-CV1 programs to existing activities.

DISCUSSION
HUD provides funding to states, counties and cities in the form of CDBG and HOME funds.
Since the City of Rosemead is an entitlement city, the City is eligible to receive both CDBG and
HOME funds which it has for many years.
Amendment to Citizen Participation Plan
The purpose of the Citizen Participation Plan is to set forth the policies and procedures by which
the City will encourage citizens to participate in the development of the CDBG strategic plans
and the use of the grant funding. This Amendment to the Citizen Participation Plan will govern
the City of Rosemead's citizen participation policies and procedures for all substantial
amendments to the Consolidated Plan, Annual Action Plans, Consolidated Annual Performance
Evaluation Reports, and Analysis of Impediments to Fair Housing.
The proposed amendment to the Citizen Participation Plan is needed to clarify the process for
outreach, public hearings, community forums, and opportunities for comment to the documents
submitted to HUD. For reference purposes, the current Citizen Participation Plan is attached,
Attachment A. The amended Citizen Participation Plan meets HUD's mandate to involve
residents in the planning and implementation of related projects and programs, Attachment B.
Each of these processes are further explained under subsequent sections of the Citizen
Participation Plan. Staff is also proposing that one of the definitions of a "substantial change" be
defined as an increase or decrease in the amount of a particular activity's budget by no more than
50% (currently 25%)when funds are available.
The City shall amend the Citizen Participation Plan, as necessary, to ensure adequate
engagement and involvement of the public in making decisions related to the programs and
documents governed by HUD 24 CFR Part 91. Formal amendment of the Citizen Participation
Plan may be required should a provision of the Citizen Participation Plan be found by the City to
conflict with HUD regulations.
Substantial Amendments to Action Plans
Before Rosemead can receive CDBG and HOME Program funds, federal regulations require that
a Consolidated Plan (i.e., five-year plan) be adopted by the City which serves as the federal
planning document for the CDBG and HOME Program funds. The City's current Consolidated
Plan (FY 2020-2024) was adopted by the City Council in April 2020. In addition, federal
regulations also require the adoption of an Annual Action Plan to the Consolidated Plan that
operates on a single program year established by the City (i.e., July 1, 2020 through June 30,
2021). The Annual Action Plan provides a concise summary of the actions, activities, and the
specific resources that will be used each year to address the priority needs and specific goals
identified in the Consolidated Plan. As required by federal requirements, the City submitted its
One Year Annual Action Plan (FY 2020-2021) to HUD in May 2020. For FY 2020-2021, the
City received$754,104 in CDBG and$356,613 in HOME funds.

The FY 2019-2020 Annual Action Plan was approved by the City Council at its meeting on May
14, 2019. Subsequently, the approved Action Plan was submitted to HUD on May 15, 2019. For
FY 2019-20,the City received $746,633 in CDBG and $351,721 in HOME funds. On March 27,
2020, the Coronavirus Aid, Relief, and Economic Security Act of 2020 (the "CARES Act") was
signed into law by the Federal Government. The City of Rosemead received $443,682 in CDBG-
CV 1 funds to be used for activities that prevent, prepare for, or respond to the impacts of the
Coronavirus.
The City's Citizen Participation Plan states that the City shall amend the approved Annual
Action Plan if a "substantial change" is proposed by City staff or the City Council. For the
purpose of the Action Plan, a"substantial change" is defined as:
• Carrying out an activity not previously described in the Action Plan;
• Canceling an activity previously described in the Action Plan;
• Increasing or decreasing the amount to be expended on a particular activity from the
amount stated in the Action Plan by more than 50 percent; or
• Substantially changing the purpose, scope, location, or beneficiaries of an activity.
The proposed changes meet one of these four criteria, and so requires a Substantial Amendment
to FY 2019-2020 and FY 2020-2021 Annual Action Plans,Attachment C.

FISCAL IMPACT
There is no fiscal impact to the General Fund.
The proposed Substantial Amendments are to the CDBG, HOME and CDBG-CV1 funds
received in FY 2019-20 and FY 2020-2021 from HUD.
STRATEGIC PLAN IMPACT
The Substantial Amendments to FY 2019-2020 and FY 2020-2021 Annual Action Plans
implements the "Key Organizational Goals" of ensuring the City's continued financial viability
by actively pursuing quality economic development; enhance public safety and quality of life;
and beautify residential neighborhoods and commercial corridors.

This item has been noticed through the regular agenda notification process, which includes a
public hearing notice published in the Rosemead Reader on February 4, 2021, Attachment D.
Copies of the draft Plan were available during the 15-day public review and comment period
from February 4, 2021 through February 18, 2021.
Substantial Amendments to Action Plans
This item has been noticed through the regular agenda notification process, which includes a
public hearing notice published in the Rosemead Reader on February 16, 2021, Attachment E.
Copies of the proposed Substantial Amendments to FY 2019-2020 and FY 2020-2021 Annual
Action Plans were available during the public review and comment period from February 16,
2021 through February 22, 2021.
Please note, the original Public Hearings for both the Citizen Participation Plan and Substantial
Amendments was scheduled for February 23, 2021. However, due to a lack of quorum, the
meeting was canceled and the Public Hearings regarding these two items were postponed to
March 9, 2021. The City made the public aware of this change.

CITIZEN PARTICIPATION PLAN
(For all Federally Funded Grant Programs)
INTRODUCTION
Pursuant to Section 104(a)(3) of the Housing and Community Development Act of 1974 as
amended, the City of Rosemead first adopted this Citizen Participation Plan in June of 1978
(previously revised in 1979, 1988, and 1991). By doing so, the City acknowledges the integral
role of citizen participation in the process of planning and development, and the execution of the
Community Development Block Grant (CDBG) Program, and all other Federally Funded Grant
Programs.
This document outlines basic tenets of the citizen participation regulations and will remain in
effect throughout the implementation of the City's entitlement awards from the federal
government, or until these funds are completely exhausted.
The following details Rosemead's Citizen Participation Plan:
POLICY STATEMENT
It is the policy of the City of Rosemead to provide for full involvement by the community and its
residents in the planning, development,implementation and evaluation of programs funded under
the Housing and Community Development Act of 1974, as amended, including the Community
Development Grant(CDBG) Program and HOME Investment Partnership Act(HOME).
CDBG is a federal entitlement grant that allows entitlement jurisdictions to undertake a variety of
housing and community development programming for persons who are primarily low to moderate
income. The HOME program provides funding for a variety of affordable housing development
and assistance.
This Citizen Participation Plan sets forth the procedures and guidelines to be implemented by the
City to provide for the continuing participation by the citizens of Rosemead. The City
acknowledges the need for, and the role, of citizen involvement,but also recognizes that the final
determination and responsibility for policy development rests with the City Council.
This plan may be amended from time to time and shall remain in effect until superseded by a new
plan or until the City no longer participates in programs that require such a plan. Citizen
Participation does not restrict the responsibility or the authority of the City for the development
execution of its Consolidated Plan and Annual Action Plan.

S COPE OF PARTICIPATION
A. Citizens' Roles
All citizens of Rosemead are encouraged to participate in the public meetings and hearings and to
contact the City's Community Development Department with regard to any questions they may
have concerning the process and programs under the Consolidated Plan.
In general, the City holds two (2) public hearings during the course of its program year. One is
regarding community needs for the Consolidated Plan or Annual Action Plan and one is regarding
the funding of projects for the fiscal year. Other public hearings may also be held. The City also
holds a planning meeting during the development of its Consolidated Plan or Annual Action Plan
at a minimum of one City Council Meeting. In addition, the Consolidated Plan and/or Annual
Action Plan, is published for a 30-day comment period. The City's annual report, known as
CAPER (Consolidated Annual Performance and Evaluation Report) is published annually for a
15-day comment period.
All public hearings and meetings take place in the Council Chambers located at City Hall, 8838 E.
Valley Boulevard,Rosemead, California 91770, unless another location and/or time is publicized
in advance.

B. Written Comments
The City encourages the submission of views and written comments by citizens regarding the
Citizen Participation Plan, Consolidated Plan, Annual Action Plan and CAPER. The comments
may be submitted to the City's Acting Community Development Director or the City Clerk at any
time. In addition, comments may be submitted to the City Council at any public hearing meeting.
The City will respond to all written comments within fifteen (15) working days and state the
reasons for the action taken on the proposal or view. All comments or views that were not accepted
will be attached to the final plan, amendment or performance evaluation, along with the reasons
why they were not accepted.

C. City's Role
1. Technical Assistance and Accessibility
To help facilitate citizen input, the City will provide technical assistance, through its
staff, to the community-wide and neighborhood associations and to groups of low-to-
moderate income residents who request such assistance.
Questions regarding specific programs can be answered by program staff and
guidelines for programs will be made available on request. There is no charge for one
copy of program materials.
On request,the City will make available translators/interpreters for speakers other than
English, as available, for meetings and hearings relating to the Consolidated Plan,
Annual Action Plan and CAPER. The City's primary languages are Chinese, Spanish
and Vietnamese. Public hearings will be held in the City Council Chambers, which
are accessible to the handicapped and disabled. Persons requiring translation should
contact the City Clerk at least 72 hours in advance of the meeting to make
arrangements. The City Clerk can be reached at 626-569-2171.
Citizens with handicaps/disabilities who need special accommodation in order to
access program information must contact the City Clerk at least 72 hours in advance
with its reasonable accommodation request. Reasonable accommodation includes the
following: providing materials in a different and/or larger typeface/font; providing
materials in an alternative medium, making special arrangements for meeting
attendance. The City Clerk can be reached at 626-569-2171.
2. Public Information
In order for citizens to become informed and involved in the program, the City will
provide comprehensive access to program information. The following information
will be made available during the planning process of program development and
implementation:
a. Amount of Entitlement
b. Types of activities that are eligible for funding and activities previously
funded
c. Ineligible activities
d. Schedule of meetings and hearings and the process to be followed by the
City in approving applications
In addition, documents relevant to the Consolidated Plan, funding and reporting
processes are available to all citizens during normal working hours. Normal working
hours are defined, as Monday through Thursday from 7:00 to 6:00 p.m. Copies of the
following materials are available for review at City Hall:

Citizen involvement, as stated earlier, will be sought in the development,
implementation and evaluation stages of the City's plan.This will be accomplished in
the following manner:
CONSOLIDATED PLAN DEVELOPMENT
Citizens will be invited to provide Input into development of the 5-Year Strategic Plan, including
identification of needs and setting of priorities, through public hearings and/or community
meetings and public comment period, as scheduled by the City of Rosemead.
IMPLEMENTATION
Citizen involvement in the program implementation shall be in the form of public hearings and/or
community meetings, as scheduled by the city of Rosemead.
EVALUATION
Citizens will be given the opportunity to review and comment on the entitlement programs,
including the opportunity to review evaluation of the program,projects and activities.This will be
in the form of public comment period and/or public hearing as applicable.
PUBLIC HEARINGS AND MEETINGS
Public hearings shall provide the major source of citizen input on proposed neighborhood
improvement programs, activities,policies and procedures. At a minimum, the City will conduct
two separate public hearings at two (2) different stages of the program year in order to address
housing and community development needs. At least one of these hearings will be conducted
before the proposed Consolidated Plan/Annual Action Plan is adopted. All public hearings will
be held in the Council Chambers, which are accessible to the handicapped/disabled.
To ensure that all city residents have ample opportunity to take notice of all scheduled public
hearings, all notices regarding such hearings, including the date, time and location, shall be
published in a local newspaper of general circulation at least ten (10) days prior to date of public
hearing. All notices will be published in the Rosemead Reader, as well as posted in a minimum
of three(3)public locations. Materials are available at City Hall and at the Rosemead Library.
The Council may hold additional hearings as necessary for the Plan, evaluation and/or substantial
amendments to the adopted Plan. All hearings will be noticed in the same manner as hearings for
the Plan process.
Minutes of all hearings shall be kept by the City in accordance with its standard practice. Copies
of minutes shall be available on request, in accordance with City's adopted practice.
The City shall also consult with surrounding jurisdictions, other local and state agencies as
applicable,regional partners, and applicable non-profit organizations as part of the process.

PUBLIC HEARING NOTICES
As stated above, in order to give adequate notice of public hearings, the City shall publish a legal
notice in a newspaper of general circulation. In addition, all notices shall also be posted and/or
available at City Hall,the public library and to several posting areas in general use throughout the
City. All legal notices shall be published at a minimum of ten (10) days prior to the hearing and
shall contain the following:
A. Date of the Hearing
B. Time of the Hearing
C. Place of the Hearing
D. Topics to be considered
E. Basic information and/or Summary
PROGRAM AMENDMENTS
U.S. Department of Housing and Urban Development regulations state that a grantee shall amend
its Consolidated Plan submission whenever it decides not to carry out an activity described in the
Consolidated Plan, to carry out an activity not previously described, or to substantially change the
purpose, scope, location, or beneficiaries of an activity. Furthermore, the grantee is required to
develop and make public its criteria for what constitutes a substantial change.
A substantial change is herein defined as any amendment that changes program beneficiaries, the
location of approved activities and major budget shifts between approved activities. A major
budget shift is defined as an increase or decrease in budget of more than 25%. In the event that an
amendment to the Consolidated Plan qualifies as a substantial change, citizens will be given an
opportunity to participate in the planning process. This opportunity will be afforded to the citizens
in the following manner:
A. Publication of Information for 30-day Comment Period
B. Adoption of change through public hearing process, as outlined above
C. Publication of 30-day comment period and notification of public hearing may run
concurrently.
All substantial amendments to the Consolidated Plan and any and all amendments to the Citizen
Participation Plan will be reviewed by and must receive approval from the City Council.
CITIZEN SERVICE REQUESTS AND GRIEVANCE PROCEDURE
Citizens should be aware that any questions or grievances, regarding entitlement programs and
projects can be submitted to Community Development located at 8838 E. Valley Boulevard
During the actual development of the Consolidated Plan submission, written concerns or
complaints regarding the Plan shall initiate a written response indicating assessment of the
complaint and/or proposals and actions taken to address the complaints and/or proposals before
final submission of the Plan to HUD as outlined in"B.Written Comments". The City shall ensure
that reasonable attempts are made to respond to questions or complaints in a timely manner,usually
within fifteen (15) working days after receipt of the inquiry.

If complaints are not addressed at the City level,citizens may forward such concerns or complaints
to HUD.Although HUD will consider objections submitted at any time, such objections should be
submitted within thirty(30)days of the submission of either the Consolidated Plan or Performance

Citizen Participation Plan
As required by the U.S. Department of Housing and Urban Development
(HUD) regulations found at 24 CFR 91.105, this Citizen Participation Plan sets
forth the City of Rosemead's policies and procedures for providing citizens and
other interested parties with opportunities to participate in an advisory role in
the planning, implementation, and evaluation of the Community Development
Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.
The purpose of the CDBG and HOME programs is the provision of decent
housing, a suitable living environment, and expanded economic opportunities
for low- and moderate-income residents earning less than 80 percent of the
Area Median Income, or in predominantly low- and moderate-income
neighborhoods where at least 51 percent of the households are low and
moderate-income households.
As a recipient of CDBG and HOME funds, the City is required to produce the
following Consolidated Plan Documents:
1. Citizen Participation Plan - the City's policies and procedures for
community participation in the planning, implementation, and
evaluation of the CDBG and HOME programs.
2. Consolidated Plan - a five-year plan that documents the City of
Rosemead's housing and community development needs, outlines
strategies to address those needs and identifies proposed program
accomplishments.
3. Annual Action Plan - an annual plan that describes specific CDBG
and HOME projects and activities that will be undertaken over the
course of the program year, which runs from July 1 to June 30.
4. Consolidated Annual Performance and Evaluation Report (CAPER) -
an annual report that evaluates the City's accomplishments and use
of CDBG and HOME funds.
5. Analysis of Impediments to Fair Housing Choice or Assessment of
Fair Housing (AI or AFH) - a five-year plan completed by the City
individually or as part of a local consortium of other HUD grantees
pursuant to HUD guidance for the evaluation of local housing
conditions, economics, policies and practices and the extent to
which these factors impact the range of housing choices and
opportunities available to all residents in an environment free from
discrimination.
The HUD requirements for citizen participation do not restrict the
responsibility or authority of the City of Rosemead for the development and
execution of the Consolidated Plan Documents, but rather facilitate citizen
access to, and engagement with the CDBG and HOME programs.
In accordance with the regulations, the minimum annual number of public
hearings at which citizens may express their views concerning the
Consolidated Plan Documents shall be two (2) public hearings. These public
hearings shall occur at two different points during the program year, as

periods will be held in the event of substantial amendments to the

necessary as described later in this document.
The City, at its discretion, may conduct additional outreach, public meetings,
or public hearings as necessary to foster citizen access and engagement.
A. Encouragement of Citizen Participation
The City of Rosemead provides for and encourages citizens to participate in
the development of the Citizen Participation Plan, Consolidated Plan, Annual
Action Plan, CAPER, and AI or AFH. The City encourages participation by low-
and moderate-income persons, particularly those living in slum and blighted
areas (if any such areas are formally designated) and in areas where CDBG
and HOME funds are proposed to be used, and by residents of predominantly
low- and moderate-income neighborhoodsl. The City will: also take
appropriate actions to encourage the participation of all its citizens, including
ethnic minorities and non-English speaking persons, as well as persons with
disabilities.
The City will make a concerted effort to notify and encourage the participation
of citizens, local and regional institutions, the local Continuum of Care
organization addressing homelessness, and public and private organizations
including businesses, developers, nonprofit organizations, philanthropic
organizations, community-based and faith-based organizations, broadband
internet service providers, organizations engaged in narrowing the digital
divide, agencies whose primary responsibilities include the management of
flood prone areas, public land or water resources, emergency management
agencies, state and local health service providers, social service providers,
fair housing organizations, state and local governments, public housing
agencies, affordable housing developers, and other stakeholders in the
amendment of the Citizen Participation .Plan or the development of the
Consolidated Plan, Annual Action Plans, and AI or AFH through mailings
(including electronic mailings), online postings and public notices in the
newspaper.
The City may also explore alternative public involvement techniques and
quantitative ways to measure efforts that encourage citizen participation in a
shared vision for change in communities and neighborhoods, and the review
of program performance as directed by the City Manager or designee. All
communication, public comments, and complaints concerning the Citizen
Participation Plan and the Consolidated Plan Documents should be directed

B. Citizen Participation Plan
The following describes the process and procedures related to the development of
the Citizen Participation Plan.
1. Plan Development
The City's Citizen Participation Plan development procedures are outlined
below.
a. Plan Considerations
As a part of the Citizen Participation Plan process, and prior to the
adoption of the Consolidated Plan, the City will make available the
information required by HUD. This information will be made available
to citizens, public agencies, and other interested parties.
The information to be supplied will include: the amount of funding that
the City expects to receive (including grant funds and program income,
as applicable), the range of activities that may be undertaken, and the
estimated amount of funds that will benefit persons of low- and
moderate-income.
The City will also provide an assessment of community development
and housing needs and identify short-term and long-term community
development objectives directed toward the provision of decent
housing and the expansion of economic opportunities primarily for
persons of low- and moderate income.
b. Plan Review and Comment
The draft Citizen Participation Plan shall be made available for public
review for a 15-day period. The Citizen Participation Plan shall be
provided in a format accessible to persons with disabilities upon request.
Such formats may include, but are not limited to, providing oral, Braille,
electronic or large print versions of the plan to those visually impaired
and delivering copies to those who are homebound. The Citizen
Participation Plan will encourage comment and participation by ethnic
minority and non-English speakers. Publication of the plan may be
advertised in other non-English languages and translation services will
be available upon request.
Written comments will be accepted by the City Manager or designee
during the 15-day public comment period. A summary of all comments
and views, along with the City's responses will be attached to the Plan.

c. Public Hearing
A public hearing is not required by HUD, only reasonable opportunity
to comment on the original Citizen Participation Plan and on substantial
amendments to the Citizen Participation Plan, which must be made
public. The City will publish a public notice informing citizens of a public.
review and 15-day comment period. The City may or may not hold a public
hearing.
2. Amendments
The City shall amend the Citizen Participation Plan using the following
procedures, as needed:
a. Amendment Considerations
The City shall amend the Citizen Participation Plan, as necessary, to
ensure adequate engagement and involvement of the public in making
decisions related to the programs and documents governed by 24 CFR
Part 91. Formal amendment of the Citizen Participation Plan may be
required should a provision of the Citizen Participation Plan be found by
the City to conflict with HUD regulations.
b. Public Review and Comment
For Program Years 2019 and 2020, the City of Rosemead will exercise
the waiver afforded by the CARES Act (Public Law 116-136) and have
a reduced public review and comment period of 5 days for the draft
amendment to the Citizen Participation Plan. In all other Program
Years, the draft amendment to the Citizen Participation Plan shall be
made available for public review and comment for a 15-day period.
Written comments will be accepted by the City Manager or designee
during the 15-day public comment period. A summary of all comments
and views, along with the City's responses will be attached to the Plan.
Minor edits to the Citizen Participation Plan, such as updating contact
information or technical details about schedules and publications, will
not constitute a "Substantial Amendment", and therefore, will not be
released for public review and comment. Copies will be made available
following the process described in Section G of this document.
c. Public Hearing
A public hearing is not required by HUD, only reasonable opportunity
to comment on the original Citizen Participation Plan and on substantial
amendments to the Citizen Participation Plan, which must be made
public. The City will publish a public notice informing citizens of a public
review and 15-day comment period. The City may or may not hold a public
hearing.

C. Five-Year Consolidated Plan
The following paragraphs describe the policies and procedures for the
development of the Five-Year Consolidated Plan. To comply with 24 CFR Part
91.105(b), the information supplied in the draft Consolidated Plan for public
review will include:
• Amount of assistance the City expects to receive (grant funds and
program income)
• Range of activities that may be undertaken
• Estimated amount of funding that will benefit low- and moderate-
income persons
The City shall also provide an assessment of community development and
housing needs and identify short term and long-term community
development objectives directed toward the provision of decent housing and
the expansion of economic opportunities primarily for persons of.low- and
moderate-income.
Additionally, the City must attest to its compliance with the acquisition and
relocation requirements of the Uniform Relocation Assistance and Real
Property Acquisition Policies Act of 1970, as amended, and implementing
regulations at 49 CFR 24, as effectuated by the City's adopted Residential
Anti-Displacement and Relocation Assistance Plan, as required under Section
104(d) of the Housing and Community Development Act of 1974, as amended.
Persons displaced as a result of HUD-assisted activities, whether implemented
by the City or by others, shall receive relocation benefits as required under
Federal Law.
The City will make this information available in the Consolidated Plan
published for comment and review.
1. Plan Development
The City encourages the participation of residents and stakeholders in the
development of the Consolidated Plan. The City shall follow the following
procedures to prepare and adopt the Consolidated Plan:
a. Plan Considerations
The City will make a concerted effort to notify and encourage the
participation of citizens, local and regional institutions, the local
Continuum of Care organization addressing homelessness, and public
and private organizations including businesses, developers, nonprofit
organizations, philanthropic organizations, community-based and
faith-based organizations, broadband internet service providers;
organizations engaged in narrowing the digital divide, agencies whose
primary responsibilities include the management of flood prone areas,
publicland or water resources, emergency management agencies,

state and local health service providers, social service providers, fair
housing organizations, state and local governments, public housing
agencies, affordable housing developers, and other stakeholders in the
development of the Consolidated Plan through mailings (including
electronic mailings), online postings and public notices in the
newspaper.
When preparing the Consolidated Plan describing the City's homeless
strategy and the resources available to address the needs of homeless
persons (particularly chronically homeless individuals and families,
families with children, veterans and their families, and unaccompanied
youth) and persons at risk of homelessness, the jurisdiction must
consult with:
• The Los Angeles County Continuum of Care (CoC);
• Public and private agencies that address housing, health,
social service, victim services, employment, or education
needs of low-income individuals and families; homeless
individuals and families, including homeless veterans; youth;
and/or other persons with special needs;
• Publicly funded institutions and systems of care that may
discharge persons into homelessness (such as health-care
facilities, mental health facilities, foster care and other youth
facilities, and corrections programs and institutions); and
• Business and civic leaders.
When preparing the portion of the Consolidated Plan concerning lead-
based paint hazards, the City shall consult with state or local health and
child welfare agencies and examine existing data related to lead-based
paint hazards and poisonings, including health department data on the
addresses of housing units in which children have been identified as
lead poisoned.
When preparing the description of priority non-housing community
development needs, the City must notify adjacent units of general local
government, to the extent practicable. The non-housing community
development plan must be submitted to the state and to the county.
The City also will consult with adjacent units of general local
government, including local government agencies with metropolitan-
wide planning responsibilities, particularly for problems and solutions
that go beyond the City's jurisdiction.
The City will consult with the Los Angeles County Development Authority
(Housing Authority), the local public housing agencies (PHA) concerning
consideration of public housing needs and planned programs and
activities.
If the City becomes eligible to receive Emergency Solutions Grants
(ESG),the City will consult with the Continuum of Care in determining
how to allocate its ESG grant for eligible activities; in developing the
performance standards for, and evaluating the outcomes of, projects
and activities assisted by ESG funds; and in developing funding,
policies, and procedures for the operation and administration of the
Homeless Management Information System (HMIS).
A variety of mechanisms may be utilized to solicit input from these
persons/service providers/agencies. These include telephone or
personal interviews, focus groups, surveys, and consultation and
community workshops.
b. Plan Review and Comment
For Program Years 2019 and 2020, the City of Rosemead will exercise
the waiver afforded by the CARES Act (Public Law 116-136) and have
a reduced public review and comment period of 5 days for the
Consolidated Plan. In all other Program Years, the draft Consolidated
Plan will be made available for public review and comment period for a
30-day period. The complete, draft Consolidated Plan shall be made
available for public review during the review period. The Consolidated
Plan shall be provided in a format accessible to persons with disabilities
upon request. Such formats may include, but are not limited to,
providing oral, Braille, electronic or large print versions of the plan to
those visually impaired and delivering copies to those who are
homebound.
The plan will encourage comment and participation by ethnic minority
and non- English speakers. Publication of the plan may be advertised
in non-English languages and translation services will be available upon
request.
The plan will encourage comment and participation by low- and
moderate-income residents, especially those living in low- and
moderate-income neighborhoods, in areas where CDBG and HOME
funds are proposed to be used and residents of public and assisted
housing. Activities to encourage participation may include, but are not
limited to, advertising publication of the Consolidated Plan in target
areas, hosting community meetings in target areas, and making copies
of the plan available in these neighborhoods. Copies will be made
available following the process described in Section G of this document.
Written comments will be accepted by City Manager or designee during
the public review period. A summary of all written comments and those
received during the public hearing as well as the City's responses will
be attached to the Consolidated Plan prior to submission to HUD.
Public Hearing
Per Federal regulations at 24 CFR Part 91, at least two public hearings
per year is required to obtain residents' views and to respond to
questions.

The City will hold one public hearing to discuss all eligible project
proposal and funding recommendations and accept comments on the
draft prior to final adoption which will be available for a 30-day
comment period during the development stage. Section G describes
the process for publishing notice for and conducting public hearings.
c. Submittal to HUD
The Consolidated Plan shall be submitted to HUD with a summary of all
written comments and those received during the public hearing as well
as the City's responses and proof of compliance with the minimum 30-
day public review and comment period requirement. A summary of any
comments or views not accepted and the reasons therefore shall be
supplied to HUD as applicable. The Consolidated Plan will be submitted
to HUD 45 days before the program year pursuant to regulations,
unless otherwise directed by HUD.
2. Consolidated Plan Amendment
The City shall follow the following procedures to complete substantial and
minor amendments to the Consolidated Plan, as needed:
a. Amendment Considerations
The City shall substantially amend the Consolidated Plan if a
"substantial change" is proposed by City staff or the City Council. For
the purpose of the Consolidated Plan, a "substantial change" is defined
as:
• The City adds or removes Consolidated Plan - Strategic Plan
goals.
The City may make minor changes to the Consolidated Plan, as needed,
so long as the changes do not constitute a substantial amendment as
described above. Changes to numeric accomplishment goals within an
existing strategic plan goal shall not constitute a substantial
amendment. Such changes to the Consolidated Plan will not require
public review or a public hearing.
b. Public Review and Comment
For Program Years 2019 and 2020, the City of Rosemead will exercise
the waiver afforded by the CARES Act (Public Law 116-136) and have
a reduced public review and comment period of 5 days for the draft
amendment to the Consolidated Plan. In all other Program Years, the
draft amendment to the Consolidated Plan will be made available for
public review and comment period for a 30-day period. The City
encourages residents and stakeholders to participate in the
development of substantial amendments. Written comments will be

period. A summary of the comments and the City's responses to the
comments will be attached to the Consolidated Plan Substantial
Amendment.
The City will encourage participation from all residents, especially low-

the plan accessible to all such groups. Copies will be made available
following the process described in Section G of this document.
c. Public Hearing
The City Council shall conduct a public hearing to accept public
comments on the draft amendment to the Consolidated Plan. Section G
describes the process for publishing notice for and conducting public
hearings.
d. Submittal to HUD
A copy of the Amended Consolidated Plan, including a summary of all
written comments and those received during the public hearing as well
as the City's responses and proof of compliance with the minimum 30
day public review and comment period requirement shall be submitted
to HUD for their records. A summary of any comments or views not
accepted and the reasons therefore shall be supplied to HUD as
applicable.
D. Annual Action Plan
The following describes the process and procedures related to the
development of the Annual Action Plan.
1. Plan Development
The City's procedures for preparing and adopting the Annual Action Plan
include:
a. Plan Considerations
In addition to local residents, the City will ensure that public (including
City staff) and private agencies that provide the following services will
be consulted in the development of the Action Plan:
• Health Services Providers
• Social Services for: Children, Elderly, Disabled, Homeless,
Persons with AIDS
• State and Local Health Agencies

• Economic Development Interests
• Community and Faith-Based Organizations
• Los Angeles County Housing Authority
• Housing Developers
The City may choose to fund outside service providers/agencies with its CDBG and
HOME funds. In the event City decides to the following process will be taken:
• Send a written Notice of Funding Availability (NOFA) to each
cooperating department and nonprofit agency advising them
that the planning cycle has begun for CDBG and HOME funds,
and that the City is accepting project proposals.
• City will conduct an eligibility analysis on all project proposals
submitted and review the eligible proposals for service provider
grants.
The review for funding consideration will be conducted by the
Administration or designated department with final approval by City
Council at the public hearing.
b. Plan Review and Comment
For Program Years 2019 and 2020, the City of Rosemead will exercise
the waiver afforded by the CARES Act (Public Law 116-136) and have
a reduced public review and comment period of 5 days for the draft
Annual Action Plan. In all other Program Years, the draft Annual Action
Plan will be made available for public review and comment period for a
30-day period. The draft Annual Action Plan incorporating the City's
proposed uses of CDBG and HOME funds. The City will encourage
participation from all residents, especially low- and moderate-income
residents, ethnic minorities, and those with disabilities. The City will
make the plan accessible to all such groups. Copies will be made
available following the process described in Section G of this document.
Written comments will be accepted during public review period by the
City Manager or designee. A summary of the comments and the City's
responses to the comments will be attached to the draft Action Plan.
c. Public Hearing
The City Council shall conduct a public hearing to accept public
comments on the draft Annual Action Plan. Section G describes the process
for publishing notice for and conducting public hearings.

d. Submittal to HUD
Upon adoption of the Annual Action Plan pursuant to HUD regulations,
the City Council shall direct City staff to submit the Action Plan to HUD.
Documents related to the public participation process, including copies
of public notices and a summary of all public comments received, shall
be attached to Action Plan. The Action Plan will be submitted to HUD at
least 45 days before the program year pursuant to regulations, or as
otherwise allowed or required by HUD.
2. Annual Action Plan Amendment
The City shall follow the following procedures to complete substantial and
minor amendments to the Annual Action Plan, as needed:
a. Amendment Considerations
The City shall substantially amend the Action Plan if a "substantial
change" is proposed by City staff or the City Council. For the purpose
of the Action Plan, a "substantial change" is defined as:
■ Carrying out an activity not previously described in the
Action Plan;
• Canceling an activity previously described in the Action Plan;
• Increasing or decreasing the amount to be expended on
a particular activity from the amount stated in the Action
Plan by more than 50 percent; or
• Substantially changing the purpose, scope, location, or
beneficiaries of an activity.
Changes in funding for an existing activity not amounting to
more than 50 percent will not be considered as a substantial
change to the Annual Action Plan; no formal amendment to the
Action Plan requiring public review and comment will be
warranted.
b. Public Review and Comment
For Program Years 2019 and 2020, the City of Rosemead will exercise
the waiver afforded by the CARES Act (Public Law 116-136) and have
a reduced public review and comment period of 5 days for draft
substantial amendment to the Annual Action Plan. In all other Program
Years, the draft substantial amendment to the Annual Action Plan will
be made available for public review and comment period for a 30-day
period. The City encourages citizen participation in the development of
substantial amendments. Written comments will be accepted during
public review period. Comments should be directed to the City Manager
or designee. A summary of the comments and the City's responses to
the comments will be attached to the Action Plan Substantial
Amendment.

The City will encourage participation from all residents, especially low-
and moderate-income residents, ethnic minorities, and those with
disabilities. The City will take efforts to make the plan accessible to all
such groups. Copies will be made available following the process

c. Public Hearing
The City Council shall conduct a public hearing to review and consider
the draft substantial amendment to the Action Plan. The City Council
shall accept public comments on the substantial amendment to the
Action Plan at the public hearing. After public comments are heard and
considered by the City Council, the City Council shall approve, approve
with modifications, or deny the request for a substantial amendment to
the Action Plan. Section G describes the process for publishing notice for
and conducting public hearings.
d. Submittal to HUD
A copy of the Substantial Amendment to the Annual Action Plan along
with copies documenting the public participation process (i.e., public
notices and public comments) shall be submitted to HUD for their
records.
E. Consolidated Annual Performance and Evaluation Report (CAPER)
The following describes the process and procedures related to the
development of the Consolidated Annual Performance and Evaluation Report
(CAPER):
1. Plan Development
The City shall follow the following procedure in the drafting and adoption of
Consolidated Annual Performance and Evaluation Report (CAPER):
a. Plan Considerations
Staff will evaluate and report the accomplishments of the
previous program year for CDBG and HOME and will summarize
expenditures that took place during the previous program year.
b. Plan Review and Comment
The City encourages citizen participation in the development of
the CAPER. The draft CAPER shall be made available for public
review and comment period for a 15-day period. Written
comments will be accepted during public review period by the
City Manager or designee. A summary of any written comments
received, or oral comments provided and the City's responses to
the comments will be attached to the final CAPER or provided

during the public hearing if one is required. Copies will be made
available following the process described in Section G of this
document.
c. Public Hearing
A public hearing is not required by HUD. If the City has not
conducted its two separate public hearings for the program year,
a public hearing will be conducted on the CAPER. Section G
describes the process for publishing notice for and conducting
public hearings.
d. Submittal to HUD
Upon completion of the public review period, City staff shall
submit the CAPER to HUD. Documents related to the public
participation process, including copies of public notices and a
summary of all public comments received, shall be attached to
the CAPER. The CAPER shall be submitted to HUD within 90 days
following the end of the program year pursuant to regulations.
F. Analysis of Impediments or Assessment of Fair Housing (AI or AFH)
The Analysis of Impediments to Fair Housing Choice (AI) or Assessment of
Fair Housing (AFH) is a five-year plan completed by the City individually or as
part of a local consortium of other HUD grantees pursuant to HUD guidance
for the evaluation of local housing conditions, economics, policies and
practices and the extent to which these factors impact the range of housing
choices and opportunities available to all residents in an environment free
from discrimination.
HUD currently requires the submission of an AI not an AFH. As of April 2019,
HUD has suspended the AFH planning framework. The City submitted its AI with
its 2020-2024 Consolidated Plan.
1. Plan Development
The City shall follow the following procedures in the drafting and
adoption of the AI or AFH:
a. Plan Considerations
As soon as feasible after the start of the public participation process for
the AI or AFH, the City will make the HUD-provided data and any other
supplemental information available to residents, public agencies, and
other interested parties by posting the data on the City's website and
referencing this information in public notices.

accepted during public review period by the City Manager or designee.
A summary of the comments and the City's responses to the comments
will be attached to the draft AI or AFH. Copies will be made available
following the process described in Section G of this document.
c. Public Hearing
The City Council shall conduct a public hearing to accept public
comments on the draft AI or AFH. The City Council shall approve or
reject the AI or AFH. Section G describes the process for publishing
notice for and conducting public hearings.
d. Submittal to HUD
AI - Upon adoption, the City shall retain the AI in its records and annually
report in the Annual Action Plan and CAPER the status and disposition of the Fair
Housing Plan recommendations.
AFH - Should HUD require the AFH in the future, upon adoption of an AFH, the
City shall submit the AFH to HUD for review and acceptance or rejection.
The goals of the AFH shall be incorporated into the Consolidated Plan prior
to submission of the Consolidated Plan to HUD.

2. AI or AFH Amendment
The City shall follow the following procedures to complete substantial
amendments to AI or AFH, as needed.
a. Amendment Considerations
The City shall substantially amend the AI if a "substantial change" is
proposed by City staff or the City Council. For the purpose of the AI, a
"substantial change" is defined as the addition or deletion of Fair
Housing Plan recommendations.
The City shall substantially amend the AFH if a "substantial change" is
proposed by City staff or the City Council or as otherwise required by
HUD. An AFH that was previously accepted by HUD must be revised
and submitted to HUD for review if a material change occurs. A material
change is a change in circumstances in the jurisdiction of a program
participant that affects the information on which the AFH is based to
the extent that the analysis, the fair housing contributing factors, or
the priorities and goals of the AFH no longer reflect actual
circumstances. Examples include Presidentially declared disasters,
under title IV of the Robert T. Stafford Disaster Relief and Emergency
Assistance Act (42 U.S.C. 5121 et seq.), in the program participant's
area that are of such a nature as to significantly impact the steps a
program participant may need to take to affirmatively further fair
housing; significant demographic changes; new significant contributing
factors in the participant's jurisdiction; and civil rights findings,
determinations, settlements (including Voluntary Compliance
Agreements), or court orders; or, upon HUD's written notification
specifying a material change that requires the revision. A revision to
the AFH consists of preparing and submitting amended analyses,
assessments, priorities, and goals that take into account the material
change, including any new fair housing issues and contributing factors
that may arise as a result of the material change.
b. Public Review and Comment
The City encourages residents and stakeholders to participate in the
development of substantial amendments. Substantial Amendments to
the AI or AFH shall be made available for public review and comment
period for a 30-day period. Written comments will be accepted by the
City Manager or designee during the public review period. A summary
of the comments and the City's responses to the comments will be
attached to the Consolidated Plan Substantial Amendment.
The City will encourage participation from all residents, especially low-
and moderate-income residents, ethnic minorities, and those with
disabilities. The City will take efforts to make the plan accessible to all
such groups. Copies will be made available following the process
described in Section G of this document.

c. Public Hearing
The City Council shall conduct a public hearing to accept public
comments on the draft amendment to the AI or AFH. The City Council
may approve or reject the amendment to the AI or AFH. A revised AFH
must be submitted within 12 months of the onset of a material change
that triggers a "Substantial Amendment," or at such later date as HUD
may specify. Section G describes the process for publishing notice for
and conducting public hearings.
G. Public Hearings, Notification and Access
The following policies and procedures outlining the public hearing process and
public hearing notification apply to the development and substantial

1. Public Meetings and Hearings
a. Public Hearing Process
The City will conduct at least two (2) public hearings per year to obtain
citizens' views and comments on planning documents during the public
review and comment period. These meetings will be conducted at different
times of the program year and together will cover the following topics:
• Housing and Community Development Needs
• Development of Proposed Activities
• Review of Program Performance
During a program year when the City develops an AI or AFH and
Consolidated Plan, at least one public meeting or public hearing will be
conducted prior to the draft AI or AFH and Consolidated Plan being
published for comment.
b. Public Hearing Notification
For Program Years 2019 and 2020, the City of Rosemead will exercise
the waiver afforded by the CARES Act (Public Law 116-136) and have a
reduced public review and comment period of 5 days for the Consolidated
Plan. In all other Program Years staff shall ensure adequate advance notice
of all public meetings and hearings. Notices will be printed/posted at least
10 calendar days prior to the meeting date. Adequate noticing will include:
• Printing a public notice in the Rosemead Reader and possibly
other newspaper(s) of general circulation in the City;
• Display copies of notices on the City's website; and
• Posting notices at City Hall and at the Rosemead Public Library.

Notices will include information on the subject and topic of the meeting
including summaries when possible and appropriate to properly inform the
public of the meeting. Notices may be published in different languages and
will be accessible to those with disabilities. Meeting locations and access
is described below.
2. Documents for Public Review
Staff will ensure adequate advanced notice of all public review/comment
periods. Notices will be printed/posted prior to the commencement of the
public review period alerting residents of the documents for review and
providing a summary of the contents of the documents to include
information on the content and purpose of the document and the list of
locations where copies of the entire draft document(s) may be reviewed.
The public comment period for each Consolidated Plan document and
substantial amendment to each document subject to public review is listed
in each document section above.
The City will ensure that documents are available for disabled and non-
English speaking residents upon request.
Adequate noticing will include:
• Printinga public notice in the Rosemead Reader and possibly

3. Access to Meetings
Unless otherwise noted, Public Hearings requiring City Council action will
be conducted in front of the Rosemead City Council at 7:00 P.M. at the
Rosemead City Hall Council Chambers (8838 E. Valley Blvd., Rosemead,
California 91770). For public meetings not requiring City Council
participation, the City will make every reasonable effort to conduct such
hearings in the low- and moderate-income target areas and at times
accessible and convenient to potential and actual beneficiaries.
Efforts to ensure this may include, but are not limited to, scheduling
meetings in target neighborhoods, scheduling meetings during the
evening and weekend and requesting feedback from neighborhood groups
and stakeholders for guidance in effective meeting scheduling. Such
meeting or hearing will be posted and advertised to allow sufficient notice
to all interested persons.
In accordance with the City's Policy, translations will be available at all
public hearings if the City Manager or designee receives such a request at
least 72 hours prior to the public meeting or hearing.
It is the intention of the City to comply with the Americans with Disabilities
Act (ADA) in all respects. If an attendee or participant at a public hearing
needs special assistance beyond what is normally provided, the City will
attempt to accommodate these attendees in every reasonable manner.
Efforts may include, but are not limited to, accessible seating, video
recording for those homebound, sign language services and production of
written transcripts.The City Manager or designee must be notified at least

4. Access to Consolidated Plan Documents and Records
All approved Consolidated Plan Documents, and any approved
amendments thereto, will be kept on file by the.City at the City Hall, 8838
E. Valley Blvd., Rosemead, California 91770, online at:
www.cityofrosemead.org and can be made available to those requesting
the plan. The Consolidated Plan Documents shall be provided in a format
accessible to persons with disabilities upon request. Such formats may
include, but are not limited to, providing oral, Braille, electronic or large
print versions of the plan to those visually impaired and delivering copies
to those who are homebound. Upon request, the Consolidated Plan
Documents or summaries of those documents will be made available in an
accessible manner to non-English speaking persons or those with
disabilities.

The City will ensure timely and reasonable access to information and
records related to the development of the Consolidated Plan Documents,
and the use of HUD CPD funds from the preceding five years. Information
to be made available will include budget and program performance
information, meeting minutes, and comments received by the City during
the development of the Consolidated Plan and its supporting documents.
Requests for information and records must be made to the City in writing.
Staff will respond to such requests within 10 working days or as soon as
possible thereafter.
H. Technical Assistance
Upon request, staff will provide technical assistance to groups representing
extremely low-, low-, and moderate-income persons to develop funding
requests for HUD CPD eligible activities. Technical assistance will be provided
as follows:
• Establish an annual project proposal submission and review cycle
(Notice of Funds Availability, or "NOFA") that provides information,
instructions, forms and advice to interested extremely low-, low- and
moderate-income citizens or representative groups so that they can
have reasonable access to the funding consideration process.
• Provide self-explanatory project proposal forms and instructions to all
persons who request them whether by telephone or by letter. The
City's funding application form is designed to be easily understood and
short, while still addressing all key items necessary to assess the
proposed project.
• Statistics concerning specific areas of the City are furnished by City
staff upon request.
• Answer, in writing, all written questions and answer verbally all verbal
inquiries received from citizens or representative groups regarding
how to write or submit eligible project proposals.
• Meet with groups or individuals as requested, to assist in identifying
specific needs and to assist in preparing project proposal applications.
• Obtain information in the form of completed project proposal forms
from citizens or non-profit agencies and assemble a list of proposals
available for public review.
• Conduct a project eligibility analysis to determine, at an early stage,
the eligibility of each project. In cases where only minor adjustments
are needed to make proposals eligible or otherwise practical, City
staff will advise the applicants on the options available and desired
changes to the proposals.
• Provide bilingual translation on as needed basis.

I. Comments and Complaints
1. Comments
Citizens or the City government, as well as agencies providing services to
the community, are encouraged to state or submit their comments in the
development of the Consolidated Plan Documents and any amendments
to the Consolidated Plan. Written and verbal comments received at public
hearings or during the comment period, will be considered and
summarized, and included as an attachment to the City's final

2. Complaints
A complaint regarding the Consolidated Planning process and Consolidated
Plan amendments must be submitted in writing to the Community
Development Department Director. A written response will be made to
written complaints within 10 working days, acknowledging the letter and
identifying a plan of action, if necessary.
The City will accept written complaints provided they specify:
• The description of the objection, and supporting facts and data; and
• Provide name, address, telephone number, and a date of complaint.
7. Language Access
When a significant number of people speak and read a primary language other
than English, translation services at public hearings will be provided in such
language if translation services are requested in advance at least 72 hours
prior to the public meeting. Requests should be addressed to the City Manager

Introduction
On an annual basis, the City receives Community Development Block Grant (CDBG) and HOME
Investment Partnership (HOME) Program funds. In order to receive these grant funds, the City must
adopt a Consolidated Plan. The Consolidated Plan serves as the City's 5-year planning document for
the use of the funds. The Consolidated Plan is carried out each fiscal year (July 1 — June 30)
through an Annual Action Plan. The Annual Action Plan provides a concise summary of the actions,
activities, and the specific resources that will be used each year to address the priority needs and
specific goals identified by the Consolidated Plan. The City's current Consolidated Plan was adopted
by the City Council in April 2020 and its current fiscal year(2020-2021)Annual Year Annual Action
Plan was submitted to the U. S. Department of Housing and Urban Development (HUD) in May
2020. On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act of 2020 (the
"CARES Act") was signed into law by the Federal Government. The City of Rosemead received
CDBG-CV 1 funds to be used for activities that prevent,prepare for, or respond to the impacts of the
Coronavirus.
The City's Citizen Participation Plan states that the City shall amend the approved Annual Action
Plan if a "substantial change" is proposed by City staff or the City Council. For the purpose of the
Action Plan, a"substantial change" is defined as:
• Carrying out an activity not previously described in the Action Plan;
• Canceling an activity previously described in the Action Plan;
• Increasing or decreasing the amount to be expended on a particular activity from the amount
stated in the Action Plan by more than 50 percent; or
• Substantially changing the purpose, scope, location, or beneficiaries of an activity.
The proposed changes meet one of these four criteria, and so requires a substantial amendment to
FY 2019-2020 and FY 2020-2021 Annual Action Plans.

Please note, the original Public Hearings for both the Citizen Participation Plan and Substantial
Amendments was scheduled for February 23, 2021. However, due to a lack of quorum, the meeting
was canceled and the Public Hearings regarding these two items were postponed to March 9, 2021.
The City made the public aware of this change.
