REPORTS
SUMMARY
California Government Code § 65400 requires the filing of both a General Plan and Housing
Element Annual Progress Report by April 1' of each year, for the prior calendar year, with the
State Office of Planning and Research (OPR) and the Department of Housing and Community
Development (HCD). State law also requires that the Annual Progress Reports be presented at a
public meeting before the City Council where members of the public are given an opportunity to
comment on the City's progress. This agenda item meets these statutory requirements.
The General Plan Annual Progress Report (Attachment "A") summarizes the status of the City's
General Plan and progress in its implementation. The Housing Element Annual Progress Report.
(Attachment "B") summarizes low- to above moderate-income residential building activity;
Regional Housing Needs Allocation (RHNA) progress; and progress of the housing program
implementation for the 2020 calendar year. The Housing Element Annual Progress Report was
prepared on forms provided by HCD, using definitions adopted by HCD.
DISCUSSION
The City of Rosemead General Plan is a long-range planning program that is designed to guide
the orderly growth and development of the City over the long-term. The General Plan
communicates the City's vision of its future and establishes a policy framework to govern
decision-making concerning the physical development of the community. It also provides
assurances that the community at large will be supported by an adequate range of public services
and infrastructure systems.
Annual Progress Reports provide local legislative bodies with information regarding the
implementation of the General Plan and the Housing Element for their city or county. The
Annual Progress Reports are strictly reporting documents that do not create or modify any City
of Rosemead goals or policies found within the General Plan or Housing Element. Annual
Progress Reports must be presented to the local legislative body for review and acceptance. Once

approved, the General Plan and Housing Element Annual Progress Reports must be filed with
the State Office of Planning and Research and the Department of Housing and Community
Development.
STAFF RECOMMENDATION
Staff recommends that the City Council:
1. Receive and file the 2020 General Plan and Housing Element Annual Progress Reports;
and
2. Direct the Community Development Department to transmit the 2020 General Plan and
Housing Element Annual Progress Reports to the Governor's Office of Planning and
Research and California Department of Housing and Community Development.

STRATEGIC PLAN IMPACT
The General Plan and Housing Element Annual Progress Reports are consistent with Strategy I:
Economic Development, to encourage new high quality and affordable housing stock.
Submitting the Annual Progress Reports does not impact the strategic plan.

2020 General Plan Annual Progress Report
General Plan Status and Implementation
Compliance with State General Plan Guidelines
Each element of the City of Rosemead General Plan is in compliance with the guidelines
for the content of local general plans that were issued by the Governor's Office of Planning
and Research. The City is in the process of updating the Housing Element in preparation
for the 6th Regional Housing Need Assessment (RHNA) Cycle, as well as the Public
Safety Element to satisfy SB 379 and integrate environmental policies throughout the
General Plan.
Housing Element
The Housing Element was adopted in 2013. The Housing Element covers the planning
period from January 1, 2014, through October 1, 2021. Currently, the City is in the process
of updating the Housing Element in preparation for the 6th Regional Housing Need
Assessment (RHNA) Cycle.
No amendments were made in 2020.
Implementation:
• Update of the Housing Element in preparation for the 6th RHNA Cycle
o The City has selected a Land Use Consultant (RRM Design Group) to
assist with the Housing Element update. To date, the City has
conducted stakeholder interviews, community outreach, and is
currently conducting a housing needs assessment and site analysis.
Land Use Element:
The Land Use Element was adopted in 2010. The Land Use Element focuses on the built
environment and pulls together issues and goals from the other elements, laying out the
framework for balancing development with broader community aims.
One amendment was made to the Land Use Element.
• Resolution No. 2020-43, Approved November 10, 2020
o Approved General Plan Amendment 19-01 to amend the land use
designation of 3133-3141 Willard Avenue from Medium Density
Residential (0-12 units per acre) to High Density Residential (0-30
units per acre).
Implementation:
• Ordinance 995, Approved September 8, 2020
o Amended Title 17 (Zoning) of the Municipal Code to comply with new
State provisions for Accessory Dwelling Units.

• Ordinance 997, Approved December 8, 2020
o An ordinance for the approval of Zone Change 19-01 and Planned
Development 19-01, amending the Zoning Map of the subject site from
Light-Multiple Residential (R-2) to Planning Development (P-D) zone.
The subject site is located at 3133-3141 Willard Avenue.
• Local Early Action Planning (LEAP) Grants, Awarded September 2, 2020
o The City was awarded $150,000 in grant funding and will be utilizing
the funds to update the City's Housing Element in preparation for the
6th RHNA Cycle.
• Director of Emergency Services Order No. 20-01, July 9, 2020
o Encouraged restaurants to apply for a no-fee Temporary Outdoor
Dining Permit During COVID-19 Local Emergency to provide
additional opportunity for restaurant establishments located in the City
to expand their services outdoor within an approved area and in
accordance with Governor's Reopening Plan and Los Angeles County
Public Health Officer's Order. In 2020, the City processed and
approved 19 applications from local restaurants.
• Continued progress in the Development of the Freeway Corridor Mixed-Use
Overlay Zone, 2020
o The City worked with RRM Design Group for the continued
development of the Freeway Corridor Mixed-Use Overlay Zone. The
incorporation of the Freeway Corridor Mixed-Use Overlay Zone will
encourage new residential development within proposed mixed-use
developments as well as streamline both the development approval
process and California Environmental Quality Act review process.
Circulation Element:
The Circulation Element was adopted in 2010. The Circulation Element addresses issues
related to vehicular circulation, parking management, public transit, walking, biking, and
trails.
No amendments were made in 2020.
Implementation:
• Installation of High Intensity Activated Crosswalk (Mission St. and Ivar Ave.),
Completed, August 2020
o Installation of a High Intensity Activated Crosswalk. The City was
reimbursed for the costs of the construction contract as the City
received funding authorization for a Federal Highway Safety
Improvement Program Local (HSIPL) reimbursable grant to complete
the construction portion of the project in FY 18/19.

• Crosswalk Installation Phase II at Jay Imperial Park, Completed, December
2020
o The Crosswalk Installation Phase II at Jay Imperial Park project
consisted of the installation of crosswalk signage, striping, and
lighting, removal and installation of asphalt pavement and concrete
ramp curbs as a means to connect the existing park walking trail on
the East and West side of Pine Street.
• Rosemead Park Walking Trail, Completed, December 2020
o The Rosemead Park Walking Trail project involved the removal and
replacement of the rubberized surface material, and the underlying
base material as necessary. The trail is a half-mile loop around
Rosemead Park and the rubberized surfacing was over 10 years old.
• Traffic Review of Burton Avenue between Garvey Avenue and Ramona Blvd,
Approved December 8, 2020
o Installation of Side Stripes on each side of Burton Avenue between
Garvey Avenue and Ramona Boulevard.
o Installation of a Solid Double Yellow Centerline with Raised Pavement
Markers (RPMs) on both sides of the Solid Double Yellow Centerline
along Burton Avenue between Garvey Avenue and Ramona
Boulevard.
o Installation of midblock speed limit (R2-1) signs in both directions of
travel (north and south) along the east and west side of Burton Avenue
between Garvey Avenue and Ramona Boulevard. The segment along
Burton Avenue between Garvey Avenue and Ramona Boulevard is
approximately 3,300-feet long.
• Installation of a speed limit (R2-1) sign on the eastside of Burton
Avenue approximately 1,650-feet from Garvey Avenue.
• Installation of a speed limit (R2-1) sign on the westside of Burton
Avenue approximately 1,650-feet from Ramona Boulevard.
• Garvey Avenue Line of Sight Review at the Driveway of the Palm Hotel (8463
Garvey Avenue), Approved September 8, 2020
o Installation of approximately 30' (feet) of red curb east of the driveway
along the north side of Garvey Avenue. This recommendation is based
on AASHTO's guidelines for Stopping Sight Distance. The red curb
will improve line of sight and will allow vehicles exiting the Palm Motel
driveway to see vehicles approaching westbound on Garvey Avenue
in the curb lane traveling 35 mph. This will remove approximately one
parking space in front of the Palm Motel and will still allow for 5
vehicles to park along the curb in front of the adjacent businesses.
• Parking Conditions Review on Marshall Street between Bartlett Avenue and
Muscatel Avenue, Approved September 8, 2020
o Installation of red curb from Bartlett Avenue to Muscatel Avenue on

the north side of Marshall Street. This will remove approximately nine
parking spaces; it will reinforce the existing no parking signage due to
insufficient street width needed to allow for both parking and a travel
lane in the WB direction. The segment from the wash to Muscatel
Avenue is already posted with No Parking. The red curb will serve to
make the "No Parking" segment more visible. Installation and
replacement of the faded street sweeping parking restriction sign
(R30A) at the southeast corner of the intersection of Marshall Street
and Dubonnet Avenue.
• Street Improvements to the Intersection of Evelyn Avenue and Emerson
Place, Approved March 24, 2020
o Installation of signage and pavement markings to improve the
advanced awareness of the crosswalk for traffic on Emerson Place.
Installation of red curbing on the southeast and northeast corners of
Evelyn Avenue and Emerson Place.
Resources Management Element:
The Resources Management Element was adopted in 2010. The Resources
Management Element examines both the natural and human-made environments and
establishes policies to protect those resources that distinguish and define Rosemead.
Topics addressed in this element include parks, recreation, open space, community
facilities, air quality, water resources and conservation, and energy conservation.
No amendments were made in 2020.
Implementation:
• Began construction of Community Garden located at 3212-3232 Del Mar
Avenue, December 2020
• Provided recreation programs for all ages Including virtual/outdoor contract
classes, virtual/outdoor/drive-thru special events and activities, Year-round,
2020
• Worked on a plan to obtain funding for the creation of a new park located at
the southwest corner of Walnut Grove Ave and Mission Drive, Year-round
2020
o Revised application for the second round of the Grant Application for
Proposition 68
o Researched additional funding sources to fund the project
• Grant application for the proposed Dog Park at Garvey Park was awarded
by the State of California Department of Parks and Recreation, Year-round
2020
o The project is currently in the design phase.

Public Safety:
The Public Safety Element was adopted in 2010. The Public Safety Element identifies
hazards present in the community and defines ways for proper planning and emergency
response services to mitigate the hazards including flooding. Currently, the City is in the
process of updating the Public Safety Element to satisfy SB 379 and integrate
environmental policies throughout the General Plan.
No amendments were made in 2020.
Implementation:
• Update of the Public Safety Element
o The City has selected a Land Use Consultant (RRM Design Group) to
assist with the Public Safety Element update satisfy SB 379 and
integrate environmental policies throughout the General Plan.
• Community Area Watch Meetings, Year-round, 2020
o . Due to COVID-19, Community Area Watch Meetings were held
virtually and were recorded and posted on the City's YouTube Chanel
as well.
• The City of Rosemead continued to conduct its weekly Monday evening radio
check-ins with its Amateur Radio Members, Year-round, 2020
• The City of Rosemead Community Emergency Response Team (CERT)
assist in mutual aid requests with our surrounding cities when requested.
• The Rosemead CERT Volunteers assisted at the US Forest Service Call
Center during the Bobcat Fire to provide updates of the Bobcat Fire to callers,
September 2020
• Great Shake-Out, October 15, 2020
o The exercise drill provided opportunities for Staff to practice "duck,
cover, and hold on", and review their workstations for any potential
hazards. The drill also tested the city-wide intercom system.
Noise Element:
The Noise Element was adopted in 2010. The Noise Element identifies community noise
concerns and includes policies and programs to minimize noise impacts in Rosemead.
No amendments were made in 2020.
Implementation: No activity took place in 2020 pertaining to this General Plan Element.
