DATE: MARCH 9, 2021 SUBJECT: RESOLUTION AUTHORIZING THE APPLICATION FOR GRANT FUNDS FROM THE CALIFORNIA DEPARTMENT OF PARKS AND RECREATION SUMMARY The City of Rosemead has another opportunity to apply for grant funds through the Statewide Park Program (SPP) competitive grants, made available through Proposition 68, will create new parks and new recreation opportunities in critically underserved communities across California. Eligible projects include creation of new parks, expansion of existing parks, or renovation of existing parks. Grant requests can range from $200,000 to $8.5 million, with no match requirement. Grant applications are due March 12, 2021. STAFF RECOMMENDATION Staff recommends that the City Council adopt Resolution No. 2021-10 authorizing the City of Rosemead to apply for grant funds from the California Department of Parks and Recreation. ANALYSIS The California Department of Parks and Recreation has announced the availability of over $395 million in this 4th and final round of funding of the Statewide Park Development and Community Revitalization Program. This round of funding completes the largest park related grant program in California's history with over $1 billion in funding between the Proposition 68 and Proposition 84 Bonds Acts. The program will award grand funds to agencies whose eligible park and open space projects best meet the grant requirements. The City of Rosemead submitted an application for round 3 of this funding and, while the project did not receive funding,the City received feedback from the state on the application and believes that there is an opportunity for funding in round 4. AGENDA ITEM 4.E City Council Meeting March 9,2021 Page 2 of 2 Staff has identified a project that will best qualify for this grant opportunity. The potential project is a portion of the Southern California Edison (SCE) Corridor located between Mission Drive and Wells Street just west of Walnut Grove. FISCAL IMPACT No matching funds are required if awarded. STRATEGIC PLAN IMPACT The proposed agreement is consistent with Strategy 4 (Parks and Recreation) of the 2018-2020 Strategic Plan. Submitted by: Tom Boecking Director of Parks & Recr ation Attachment A: Resolution No. 2021-10 Approving the Application for Statewide Park Development and Community Revitalization Program Grant Funds O .y CIVIC PRIDE 'NCORPORATED 0 Attachment A Resolution No. 2021-10 RESOLUTION NO. 2021-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING THE APPLICATION FOR STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM GRANT FUNDS WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Statewide Park Development and Community Revitalization Grant Program,setting up necessary procedures governing the application; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the Applicant to certify by resolution the approval of the application before submission of said application to the State; and WHEREAS, successful Applicants will enter into a contract with the State of California to complete the Grant Scope project; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby: APPROVES THE FILING OF AN APPLICATION FOR THE FOUNDER'S PARK PROJECT; AND 1. Certifies that said Applicant has ow will have available, prior to commencement of any work on the project included in this application,the sufficient funds to complete the project; and 2. Certifies that if the project is awarded, the Applicant has or will have sufficient funds to operate and maintain the project, and 3. Certifies that the Applicant has reviewed, understands, and agree to General Provisions contained in the contract shown in the Grant Administration Guide; and 4. Delegate the authority to the City Manager to conduct all negotiations, sign and submit all documents, including, but not limited to application, agreements, amendments, and payment requests, which may be necessary for the completion of the Grant Scope; and 5. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines. 6. Will consider promoting inclusion per Public Resources Code §80001(b)(8 A-G).
