Public Hearing on Ordinance No. 998 (Municipal Code Amendment 21-01 — Residential Small Lot Ordinance) The proposed Residential Small Lot Ordinance ("Small Lot Ordinance") amends various sections of the Rosemead Municipal Code Title 17 ("Zoning") by defining and establishing standards to allow the construction of homes on small lots with fee -simple ownership in the R-3 ("Medium Multiple Residential') zone. The Small Lot Ordinance creates incentives for infill residential development in areas zoned for multi -family to spur more fee -simple housing production and will not increase the allowed density permitted in the R-3 zone. The goal is to create new homeownership opportunities compared to that of traditional single-family homes or condominiums. Recommendation: That the City Council take the following actions: 1. Approval of Minutes Recommendation: That the City Council adopt the special meeting minutes of February 9, 2021, regular meeting minutes of February 9, 2021, and special meeting minutes of April 6, 2021. C. Display of the Vietnamese American Heritage and Freedom Flag with the United Stated of America Flag Along Valley Boulevard as a Symbol of Freedom and Democracy 3 Rosemead City Council Regular Joint Meeting Agenda April 13, 2021 Every year in April, the Vietnamese Refugee Community of Los Angeles County request that the City Council support the Vietnamese American citizens of the Rosemead community by authorizing the display of the Vietnamese American Heritage and Freedom Flag along with the United States of America Flag, as a symbol of freedom and democracy, on Valley Boulevard from Sunday, April 25, 2021, through Sunday, May 2, 2021. The flags' displayed together, side-by-side, is consistent with the United States Flag Code protocol. Recommendation: That the City Council approve the request of the Vietnamese Refugee Community of Los Angeles County to display the Vietnamese American Heritage and Freedom Flag side-by-side with the United States of America Flag along Valley Boulevard from April 25, 2021, through May 2, 2021, in accordance with the protocol specified in the United States Flag Code. 5. MATTERS FROM CITY MANAGER & STAFF A. Fiscal Year 2020-21 Mid -Year Budget Review and Adoption of Resolution No. 2021-14 Amending the FY 2020-21 Operating Budget and Related Actions On June 9, 2020, the City Council adopted the 2020-21 Operating and Capital Improvement Program Budgets. As reported to the City Council at its September 22, 2020 meeting, the COVID-19 Pandemic is still having a significant negative effect on many of the City's revenue sources; however, some of the City's main sources, namely Property Tax and Sales Tax are estimated to exceed budgeted numbers while certain services to the community have been curtailed decreasing operating expenses. This report summarizes the City's General Fund overall financial position for the current fiscal year through December 2020, including a discussion on revenue sources and expenditure trends. The estimates stated within are justthat, estimates, and are subjectto change as the current fiscal year continues. This report will also cover recommended mid -year adjustments, intra -fund transfers, and current staffing. Recommendation: That the City Council take the following actions: 1. Receive and file the Mid -Year Budget Review; and 2. Approve Resolution No. 2021-14, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING THE FY 2020-21 OPERATING BUDGET AND RELATED ACTIONS B. Award of Contract for Strategic Plan Professional Services The City of Rosemead has historically contracted for Strategic Plan professional services. The objective of the development of a strategic plan is to provide a roadmap that is consistent with the City Council's vision to identify best practices and continuous enrichment strategies to improve efficiencies and strengthen both 4 Rosemead City Council Regular Joint Meeting Agenda April 13, 2021 internal operations and customer services in a manner that adapts to the ever- changing and evolving long term goals of the City. In December of 2009, the City Council adopted Rosemead's first Strategic Plan, which established a Vision for the community in the year 2020, as well as Key Organizational Goals, Community Values — Our "Brand Platform," a statement of Rosemead's "Community Personality," and "Five -Year Financial Projections." The Strategic Plan also included specific strategies and action items towards the fulfillment of the Vision for 2020. Every two years from the Plan's onset, staff assessed the Vision for 2020 Strategic Plan report and provided the City Council with progress reports on the goals outlined in the Plan. During January 28, 2020, City Council Meeting, the City Council received a final status report on the goals and action items achieved from the City's Vision for 2020 Strategic Plan. Shortly following the mentioned progress report, staff released a new Request for Proposal ("RPF') seeking proposals from firms to facilitate the City's Vision for 2030 Strategic Plan. Recommendation: That the City Council take the following actions: 1. Select one of the three recommended firms to provide services to facilitate and execute the City's strategic planning workshops and development of a Strategic Plan 2020-2030; and 2. Authorize the City Manager to execute an agreement with the selected firm. C. COVID-19 Update This is a recurring item that will be on the agenda to update the City Council on items related to COVID-19. Recommendation: That the City Council discuss and provide further direction. 6. MATTERS FROM MAYOR & CITY COUNCIL A. Ad -Hoc Committee for New Chief of Police Lieutenant Tony Duong, who currently serves as the City's Chief of Police, has been promoted to second in command at the Los Angeles County Sheriffs Department — Temple Station. At this time, staff is requesting that two Council Members be appointed to serve in the interview process with the City Manager to appoint a new Chief of Police. Recommendation: That the City Council discuss and provide further direction. B. Hate Crimes and Discrimination Against Asian Americans and Pacific Islanders Discussion This item is presented to the City Council at the request of Mayor Polly Low. Due to the recent hate crimes and discrimination against Asian Americans and Pacific Islanders, she would like to discuss this issue further. s Rosemead City Council Regular Joint Meeting Agenda April 13, 2021 Recommendation: That the City Council discuss and provide further direction. C. Mayor's Appointments for 2021-2022 Each year, a listing of City Council Member appointments to a variety of Regional and State committees and boards is prepared and submitted to the Mayor. Attached is the current listing of the Mayor's Appointments from 2020-2021 for discussion and consideration of appointments for 2021-2022. Once the appointments have been made, the City Clerk's Office will prepare the Agency Report of Public Official Appointments Form 806, as required by the Fair Political Practices Commission (FPPC), file the form with the FPPC, and post it on the City's website. Recommendation: Appointments for Form 806. D. Council Comments 7.
