CC - Item 4F - Approval of the Traffic Commission Recommendations for Traffic Calming Measures at the Intersection of Pistache Lane and Mission DriveROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: GLORIA MOLLEDA, CITY MANAGER, V 9 DATE: APRIL 27, 2021 SUBJECT: APPROVAL OF THE TRAFFIC COMMISSION RECOMMENDATIONS FROM THE MARCH 11, 2021, TRAFFIC COMMISSION SPECIAL MEETING FOR TRAFFIC CALMING MEASURES AT THE INTERSECTION OF PISTACHE LANE AND MISSION DRIVE SUMMARY At the March 11, 2021, Traffic Commission Special Meeting, staff presented traffic calming measures along the intersection of Pistache Lane and Mission Drive. The presented recommendations were approved by the Traffic Commission to be brought before the City Council for final approval. BACKGROUND Staff received a request to review traffic calming measures that would improve the line of sight for vehicles turning left from Pistache Lane onto Mission Drive due to the view being obstructed by parked vehicles on Mission Drive. Transtech Engineering staff has completed a traffic review to evaluate the intersection and recommend appropriate traffic calming measures that would improve the line of sight for vehicles turning from Pistache Lane entering traffic onto Mission Drive. The traffic review included an analysis of the existing roadway conditions, review of approximately 6 years of available collision data, review of available average daily traffic counts, review of the documented 85th% of speed on Mission Drive, as well as a line -of -sight analysis. The placement of all traffic control devices is dictated by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the CVC (California Vehicle Code). Mission Drive is an east/west arterial roadway per the City's Master Plan of Streets with a posted speed limit of 35 MPH just east of Walnut Grove Avenue. This segment of Mission Drive also has posted school speed limit signage of "School 25 MPH When Children are Present" sign for eastbound travel located approximately 105 -feet west of Muscatel Avenue. Mission Drive is approximately 63 -feet wide, with two lanes in each direction and a solid double yellow AGENDA ITEM 4.F City Council Meeting April 27, 2021 Page 2 of 5 centerline. Parking is allowed on both sides of Mission Drive except along segments with "No Stopping Anytime" signs. There is no existing red curb on either side of Pistache Lane as it intersects with Mission Drive, however there are existing red curbs located east and west of Dubonnet Avenue as it intersects with Mission Drive. The Citywide speed survey conducted for the City shows that the 85th% of speed is at 36 MPH. Mission Drive carries about 19,000 vehicles per day. Land use is mainly a mix of Single Family Residential, church with some office. The minor streets of Pistache Lane and Dubonnet Avenue are both cul-de-sac's and are stop controlled at Mission Drive. Pistache Lane runs north/south and is considered a residential local roadway per the City's Master Plan of Streets with a prima facie speed limit of 25 MPH. Pistache Lane where it intersects with Mission Drive is approximately 56 -feet wide and narrows down to 35 -feet with one lane in each direction and no marked center line. Pistache Lane is a cul-de-sac. Pistache Lane is stop controlled at the intersection with Mission Drive for vehicles heading southbound along Pistache Lane and is uncontrolled in the east/west directions along Mission Drive. In this area, Pistache Lane runs through a Planned Development Residential zone with 12 houses with direct access. Dubonnet Avenue runs north/south and is considered a residential local roadway per the City's Master Plan of Streets with a prima facie speed limit of 25 MPH. Dubonnet Avenue where it intersects with Mission Drive is approximately 30 -feet wide and narrows down to 28 -feet with one lane in each direction and no marked center line. Dubonnet Avenue is a cul-de-sac. Dubonnet Avenue is stop controlled at the intersection with Mission Drive for vehicles heading northbound along Dubonnet Avenue and is uncontrolled in the east/west directions along Mission Avenue. In this area, Dubonnet Avenue runs through a single-family residential zone. Collision data was obtained from the computerized collision records system maintained by the State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of all collisions that occurred within 100 -feet of the intersection of Mission Drive and Pistache Lane was conducted over a 6 -year period between January 2015 to the most recent available accident data, December 2020. There was a total of 2 accidents reported. The driver of a vehicle approaching or departing from an intersection or driveway should have an unobstructed view of the intersection, including any traffic control devices, and sufficient lengths along the intersecting highway to permit the driver to anticipate and avoid potential collisions. These unobstructed views form triangular areas are known as sight triangles. Any object within the sight triangle that would obstruct the driver's view of an approaching vehicle should be removed or modified or appropriate traffic control measures should be installed as per the CAMUTCD. A parked vehicle extends approximately 7 -feet from the curb, so it is necessary to consider the width of a vehicle when determining the amount of red curb needed to obtain a clear sight triangle. Per A Policy on Geometric Design of Highways and Streets (AASHTO) Table 3-1, for a roadway with a posted speed of 35 MPH the clear sight distance needed is 250 feet. Install approximately 12 -feet of red curb along the north side of Mission Drive beginning from the west side corner of Pistache Lane and Mission Drive. The additional red curb will improve line -of -sight for right turning vehicles and will prevent vehicles from parking too close to Pistache Lane. This will remove approximately 1 parking space along the north side of Mission Drive, just west of Pistache Lane. 57 feet of available parking will remain to accommodate approximately 3 vehicles to park along the north side of Mission Drive, just west of Pistache Lane. STAFF RECOMMENDATION It is recommended that the City Council approve the following items: 1. Install approximately 29 -ft of red curb along the north side of Mission Drive beginning from the east side corner of Pistache Lane and Mission Drive. The additional red curb will improve line -of -sight for left turning vehicles and will prevent vehicles from parking too close to Pistache Lane. This will remove approximately 1 parking space along the north side of Mission Drive, just east of Pistache Lane. Approximately 52 -feet of available parking will remain to accommodate approximately 2 vehicles to park along the north side of Mission Drive, just east of Pistache Lane. 2. Install approximately 12 -feet of red curb along the north side of Mission Drive beginning from the west side corner of Pistache Lane and Mission Drive. The additional red curb will improve line -of -sight for right turning vehicles and will prevent vehicles from parking too close to Pistache Lane. FISCAL IMPACT The Field Services Division can complete the recommended items within the approved Fiscal Year 2020-2021 budget utilizing the Street Repair Maintenance account (201-3010-5350) funds with the authorization from the Public Works Director. STRATEGIC PLAN IMPACT This item is consistent with the City of Rosemead's Strategic Plan of improving the City's public infrastructure and public right of way to enhance roadway and pedestrian safety in the City. TRAFFIC REVIEW NEAR THE INTERSECTION OF ENCINITA AVENUE AND PITKIN STREET Director of Public Works, Chris Daste and Transtech Traffic Engineer, Jana Robbins gave the Traffic Commissioners a summary on the item, along with the following recommendations: 1. Install Bollards along the bulb out, made of concrete approximately4-feet apart, with a total of 11 bollards in the northern section, and 6 bollards at the southern potion of the bulb out (17 total). The bollards should be concrete or steel painted in yellow and black following guidelines per CAMUTCD Section 2C. 2. Install an Intersection Warning (W1-7) sign with a Type N-1 (CA) sign below at the edge of the bulb out, as shown in Figure 4, facing WB traffic on Pitkin Street. This would add a visual cue that Pitkin Street dead ends at Encinita Avenue. Installation should follow guidelines per CAMUTCD Section 2C.47 and 2C.65. 3. TRAFFIC REVIEW OF SIGNAGE AND MARKINGS ON SAN GABRIEL BOULEVARD NEAR HELLMAN AVENUE AND THE EB 1.10 FREEWAY ON-RAMP Director of Public Works, Chris Daste and Transtech Traffic Engineer, )ar 6bbins gave the Traffic Commissioner a summary on the item, along with the following recommendations: 1. Remove the existing signage on San Gabriel Boulevard:.1\15:6n Mast Armand the approach to the intersection and replace with larger signs (54X54) for Multi-Lane,Raads per CAMUCTCD 26.19. To make the sign easier for motorists to read the lane designations, it is reoammended to add the RT>Lane and 1-10 symbol below the Thru/RT lane and ONLY HELLMAN below the right turn arrow on the sign por CAMUTCD 2B. 19-20. The approach sign should be moved to the start of therlght,turn only lane (150' to 300' Irf advance). 2. Re -paint Right Arrow Pavement Legend on right -only lace along`San Gabriel Boulevard according to Figure 4. This includes adding the Pavement Legend "ONLY" approximately 90 -feet before Hellman Avenue, directly under the RT ARROW to say "ONLY" Legend, t' dicate to drivers this lane is only for turning onto Hellman Avenue. 3. Vice -Chair Qutntanilla suggested changing the Straight Arrow (R3-5) + Right Only Arrow (R3-8) sign to avoid confusion or having drivers use the lane to make'a.right on Hellman Avenue. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that she would look for other signage ideas and bring it back for the Commissioners to review. Commissioner Lim agreed with'Vib" Chair Quintanilla's suggestion, along with recommending eliminating the right turn arrow, continue with the 1-10 sign and installing larger signage. Commissioner Ly agreed with staffs recommendation on adding signage and ground markings and added that the intersection at San Gabriel Boulevard and the west 60 -freeway entrance is similar to the proposed intersection, and staff may be able to use similar signage. Commissioner Ly also asked if the City needed Cal -Trans approval prior to making the improvements. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that the City will need to get Cal -Trans approval for the signage, but not for the ground markings. Commissioner Ly asked for clarification on whether the City needed Cal -Trans approval for the placement of the sign or the design of the sign. Special Rosemead Traffic Commission Meeting Minutes of March 11, 2021 Page 3 of 4 Transtech Traffic Engineer, Jana Robbins responded that they need Cal -Trans approval for the design of the sign and not the placement of the sign. Chair Masuda agreed with Vice -Chair Quintanilla's suggestions, along with agreeing that the current proposed signage may cause confusion. Mr. Masuda also agreed with placing the 1-10 frwy icon on top of the arrow. Staff was asked to table the item to the next meeting to allow them to provide addition options for the signage design, ground markings, and incorporate the Commission's suggestions into the new options. 4.
