CC - Item 4E - Approval of the Traffic Commission Recommendations for Traffic Calming Measures at the intersection of Encinita Avenue and Pitkin StreetROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: GLORIA MOLLEDA, CITY MANAGER DATE: APRIL 27, 2021 SUBJECT: APPROVAL OF THE TRAFFIC COMMISSION RECOMMENDATIONS FROM THE MARCH 11, 2021, TRAFFIC COMMISSION SPECIAL MEETING FOR TRAFFIC CALMING MEASURES AT THE INTERSECTION OF ENCINITA AVENUE AND PITKIN STREET SUMMARY At the March 11, 2021, Traffic Commission Special Meeting, staff presented traffic calming measures along the intersection of Encinita Avenue and Pitkin Street. The presented recommendations were approved by the Traffic Commission to be brought before the City Council for final approval. BACKGROUND The City of Rosemead received a request from the principal of Encinita Elementary School to review the intersection of Encinita Avenue and Pitkin Street for vehicle and pedestrian safety. The principal reported that parents of students in their vehicles are unaware that Pitkin Street ends and as a result jump the curb encroaching onto the school grounds. The principal reported that they were aware of two accidents that have occurred where vehicles came over the curb onto school property. The principal requested for the City to evaluate for the installation of a barrier device that can be placed along the bulb out to physically separate pedestrians on the sidewalk from vehicles. In response to this request, Transtech Engineering has completed a traffic review to evaluate the intersection of Encinita Avenue and Pitkin Street to see what measures can be implemented to improve pedestrian and vehicle safety along Encinita Avenue in front of the school building located at the western side where Pitkin Street intersects with Encinita Avenue. Students use Encinita Avenue and Pitkin Street to walk to school. After a thorough review of existing conditions, it was determined that the intersection of Encinita Avenue and Pitkin Street would benefit with additional traffic control measures to protect and separate pedestrians from vehicles. It is recommended to install of cement Bollards in the bulb out area, west of the existing hedges, will provide a physical barrier between pedestrians and AGENDA ITEM 4.E City Council Meeting April 27, 2021 Page 2 of 3 vehicles, as well as guide students onto the ramp when waiting to cross Encinita Avenue. These measures will provide a physical barrier for pedestrians walking along Encinita Avenue from traffic along the intersection of Encinita Avenue and Pitkin Street. A detailed traffic report and proposed figure diagram is included in Attachment B, please refer to Figure 4 of Attachment B for the properad diagram. Below is a detailed list of the recommendations: 1. Install Bollards along the bulb out, made of concrete approximately 4 -feet apart, with a total of 11 bollards in the northern section, and 6 bollards at the southern portion of the bulb out (17 total). The Bollards should be concrete or steel painted in yellow and black following guidelines per CAMUTCD Section 2C. 2. Install an Intersection Warning (W1-7) Sign with a Type N-l(CA) sign below at the edge of the bulb out, as shown in Figure 4, facing WB traffic on Pitkin Street. FISCAL IMPACT The Field Services Division can complete the recommended items within the approved Fiscal Year 2020-2021 budget utilizing the Street Repair and Maintenance account (201-3010-5350) funds with authorization from the Public Works Director. The recommended items listed as two (2) and three (3) will be completed by in-house staff. If necessary, additional materials and City Council Meeting April 27, 2021 Page 3 of 3 supplies may be purchased at a minimal expense to complete the in-house tasks. Recommended item one (1) will be awarded using the appropriate purchasing procedures. The total project cost for the installation of the bollards inclusive of construction, retention, project management, administration, and inspection is estimated to cost approximately $35,000.00 (Attachment A). The approved FY 20-21 Pedestrian Improvements project funded by the Transportation Development Act, Article 3 (TDA3) will be utilized to complete the project. STRATEGIC PLAN IMPACT This item is consistent with the City of Rosemead's Strategic Plan of improving the City's public infrastructure and public right of way to enhance roadway and pedestrian safety in the City. Students use Encinita Avenue and Pitkin Street to walk to school. ANALYSIS The placement of all traffic control devices is dictated by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the CVC (California Vehicle Code). The traffic review included an analysis of the existing roadway conditions and review of approximately 6 years of available collision data. Collision data was obtained from the computerized collision records system maintained by the State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of all collisions that occurred within 100 -feet of the intersection of Encinita Avenue and Pitkin Street was conducted over a 6 -year period of available data between January 2015 to the most recent available accident data, December 2020. Based on the information provided, there were a total of 5 accidents reported. City Traffic Commission Meeting March 11, 2021 Page 2 of 3 Encinita Avenue is a north/south major collector roadway and is approximately 35 -feet wide, with one lane in each direction separated by a dashed center line. This portion of Encinita Avenue is. located in the City of Rosemead. Parking is allowed on both sides of the street, excluding areas with red curb. There are existing white curb markings which are designated as loading zones between 7am to Spm on school days only. The speed limit on Encinita Avenue is posted as 25 mph along this section, as the area is designated as a school zone. Land use along this section is Single Family Residential. Pitkin Street is an east/west local roadway and is approximately 35 -feet wide, with one lane in each direction with no marked centerline. This portion of Pitkin Street is located in the City of Rosemead. Parking is allowed on both sides of the street, excluding areas with red curb. The speed limit has a prima facie speed limit of 25 mph. Land use along this section of Pitkin Street is Single Family Residential. Encinita Elementary School is located in the City of Rosemead and is a public elementary school within the Rosemead Elementary School District, Encinita Elementary School serves grades preschool through sixth grade with an average enrollment of 345 students. Due to COVID-19 and the ongoing pandemic, the school campus is closed, and classes are operating virtually at this time. AFF RECOMMENDATION After a thorough review of existing conditions, it was determined that the intersection of Encinita Avenue and Pitkin Street would benefit with additional traffic control measures in order to protect and separate pedestrians from vehicles. It is recommended to install of cement Bollards in the bulb out area, west of the existing hedges, will provide a physical barrier between pedestrians and vehicles, as well as guide students onto the ramp when waiting to cross Encinita Avenue. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that the City will need to get Cal -Trans approval for the signage, but not for the ground markings. Commissioner Ly asked for clarification on whether the City needed Cal -Trans approval for the placement of the sign or the design of the sign.
