Approval of Minutes Recommendation: That the City Council approve the special meeting minutes of May 12, 2020, regular meeting minutes of September 22, 2020, and special meeting minutes of April 27, 2021. 3 Rosemead City Council & Successor Agency to the Community Development Commission Special and Regular Joint Meeting Agenda May 11, 2021 C. Approval of the FY 2021-2022 Annual Action Plan as Required by the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Community Development Block Grant — Coronavirus (CDBG-CV3) Programs At the April 27, 2021 meeting, the City Council conducted a public hearing on the proposed FY 2021-2022 Annual Action Plan and directed staff to adjust the CDBG-CV3 funding allocation to support Family Promise as a social service activity. After the meeting, Staff followed up with Family Promise on next year's service estimates and updated CDBG-CV3 carryover and is recommending a CDBG-CV3 allocation of $15,000 for FY 2021-2022. Recommendation: That the City Council take the following actions: 1. Approve the FY 2021-2022 Annual Action Plan including CDBG, HOME, and CDBG-CV3 funding recommendations, and authorize the submittal of the Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD); 2. Authorize the City Manager to execute all appropriate and necessary documents to receive funding and implement approved use and make necessary budget adjustments based on HUD's final allocation amount; and 3. Authorize the City Manager to execute sub -recipient agreements with the non- profit organizations receiving CDBG, HOME, and CDBG-CV3 allocations in the Annual Action Plan. D. Storm Water Catch Basin CPS Unit Upgrade Project No. 49011 — Award of Contract As part of the City's Fiscal Year 2019-2020 Capital Improvement Program, the City Council approved the Storm Water Catch Basin CPS Unit Upgrade Project. The project consists of retrofitting two hundred fifty-six (256) storm water catch basins with trash capture devices to prevent infiltration of trash from the stormwater system to the waterways. The project is funded with Safe, Clean Water Program (SCWP) Funds in the amount of $210,000. Recommendation: That the City Council take the following actions: 1. Approve the plans and specifications for the Storm Water Catch Basin CPS Unit Upgrade Project — ProjectNo. 49011; and 2. Authorize the City Manager to enter into a contract with United Storm Water, Inc., for the bid amount of $182,573.00. In addition, authorize an amount of $18,257.30 (10%) as a contingency to cover the cost of unforeseen construction expense, for a total amount of $200,830.30. Garvey Park Youth Center At the direction of the City Council and as part of the Rosemead 2018-2020 Strategic Plan, staff was asked to evaluate the potential to locate a youth program at Garvey Park with usage of the current City facility with Parks & Recreation staff. Staff has identified the potential expansion of youth programs and usage of the current facility beginning next fiscal year 2021-2022. Recommendation: That the City Council discuss and provide feedback and further direction. B. COVID-19 This is a recurring item that will be on the agenda to update the City Council on items related to COVID-19. Recommendation: That the City Council discuss and provide further direction. 7. MATTERS FROM MAYOR & CITY COUNCIL A. Discussion and Consideration of a Resolution Expressing "A Vote of No Confidence" in Los Angeles County District Attorney George Gascon Council Member Steven Ly requested an item proposing a vote of no confidence in Los Angeles County District Attorney George Gasc6n to be placed on the agenda for consideration. The District Attorney (DA) is an elected county official established by Government Code Section §26500-26543 and is responsible for the prosecution of criminal violations of state law and county ordinances occurring within the county in which they are elected. The Los Angeles DA's Office prosecutes felony crimes and misdemeanor crimes in unincorporated areas and in 78 of the county's 88 cities, including the City of Rosemead. The Los Angeles County DA's Office has a legal responsibility to execute laws enacted by voters or the state legislature. These laws protect the public and uphold prosecutorial policies. The DA also oversees investigation, apprehension, and prosecution of these in court. Los Angeles County DA George Gasc6n was elected as part of the November 3, 2020 General Election, capturing 54% of the Los Angeles County vote.
