NEW BUSINESS A. TRAFFIC REVIEW OF PARKING CONDITIONS AT 2239 SAN GABRIEL BOULEVARD SUMMARY The City of Rosemead received a request from a business to evaluate the existing parking conditions adjacent to 2239 San Gabriel Boulevard. The business representative reported that due to the existing curb marking parking conditions near the business driveway entrances there is limited line of sight when exiting or entering the business. Currently due to no red curb, vehicles are parking right up to the driveway approach making it difficult to see oncoming traffic and maneuver in and out of the driveway, also sometimes blocking the entrances. The business representative has requested the City to evaluate installation of either red or green curb to address the issue and limit the time that vehicles can park in this area. On behalf of the City of Rosemead, engineering staff completed a traffic reviewto evaluate the parking conditions near the business entrances adjacent to 2239 San Gabriel Boulevard and recommended appropriate recommendations in response to this request. 411 /t19 2.1:11101 [1, 1 d, I q � 117ilI 1 IC] After a thorough review of existing conditions, it is recommended that the curb located between the business driveways and the existing green curb be painted red to deter vehicles from blocking access to the business driveways pending contact with the Tire Shop located at 8130 Constance Street. The placement of all traffic control devices is dictated by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the CVC (California Vehicle Code). The installation of all official traffic control devices is also based on an engineering review with justification. A detailed traffic report and proposed figure diagram is attached as Attachment A to this staff report, please refer to Figure 3 of Attachment A for the proposed recommendations diagram. Below is a detailed list of the recommendations: 1. Install approximately 17 -feet of red curb along the northside of Constance Street, between driveway 1 and driveway 2 at 2239 San Gabriel Boulevard, per CAMUTCD Section 3B.19. • The installation of red curb to the east of this business driveway number 1 will help prevent vehicles from blocking access to both driveways. 17 feet is less than the recommended space of 19' to 20' for a parked car. There will still be 46 -feet of available curb space west of the business driveway for vehicles to park. ROSEMEAD TRAFFIC COMMISSION June 3, 2021 2. Install approximately 10 -feet of red curb along the northside of Constance Street, just east of the business driveway number 2 at the NW corner of Constance Street and San Gabriel Boulevard, per CAMUTCD Section 3B.19. The 10 feet of red curb is essentially in the curve of the corner and any parked vehicles should not be parked here. The installation of red curb in this location will prevent vehicles from blocking access to the business driveway as well as being an obstacle to vehicles making a right turn into the street. 3. The existing field review found that there is an existing green curb painted on the opposite side of Constance Street between the curb return and stop sign (Approx. 14 -feet). It is suggested that this curb should be red and not green, per CVC Section 22500, CAMUTCD Section 3B. 19. It is recommended for the City to contact the Tire Shop located at 8130 Constance Street to inform the business of this suggested recommendation. • Change the curb to red and repainted the 14 -feet of curb to red curb, just east of the tire shop driveway located at 8130 Constance Street. The red curb is recommended to be installed along the southside of Constance Street between the corner of Constance Street at San Gabriel Boulevard and the existing Stop Sign. • Before repainting the existing green curb to red curb, it is recommended that the City contact the Tire Shop located at 8130 Constance Street and inform them of the recommendations. B. LINE OF SIGHT TRAFFIC REVIEW AT 8834 GARVEY AVENUE SUMMARY The City of Rosemead received a request to review and evaluate the line of sight when exiting the driveway entrance/exit of the mobile homes located at 8834 Garvey Avenue. The resident reported that there is limited sight visibility for vehicles attempting to exit due to vehicles parking too close to the driveway. Currently vehicles appear to be parking right up to the driveway approach making it difficult to see oncoming traffic and maneuver in and out of the driveway. On behalf of the City of Rosemead, engineering staff has completed a traffic analysis to evaluate the line of sight when exiting the mobile home neighborhood's driveway. The traffic review included an analysis of the existing roadway conditions, a line of sight analysis and an examination of 5.5 years of available collision data and recommended appropriate recommendations in response to this request. After a thorough review of existing conditions, it is recommended that 24' of curb directly to the west of the mobile home neighborhood's driveway located at 8834 Garvey Avenue be painted red to provide a better line of sight for vehicles exiting the driveway. The placement of all traffic control devices is dictated by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the CVC (California Vehicle Code). The installation of all official traffic control devices is also based on an engineering review with justification. Install approximately 24 -feet of red curb along the southside of Garvey Avenue, just west of the mobile home neighborhood's driveway located at 8834 Garvey Avenue, per CAMUTCD Section 3B.19. a. The installation of red curb to the west of the driveway will improve the line of sight from vehicles exiting the driveway. This will remove approximately 1 parking space and will leave 36 -feet of available curb space for vehicles to park along the southside of Garvey Avenue, just west of the mobile home neighborhood's driveway.
