SGVRHT Overview
▪The San Gabriel Valley Regional Housing Trust (SGVRHT) is a Joint Powers Authority
formed by SB 751 (Rubio) to fund and finance the planning and construction of
affordable and homeless housing projects.
▪SGVRHT is able to receive and leverage public and private financing.
▪SGVRHT has secured public funds through member city allocations and a state
matching grant program
▪SGVRHT is developing an implementation plan to secure private funds
▪The SGVRHT is governed by a nine-member Board of Directors
▪7 representatives from jurisdictions that are members of the SGVRHT
▪2 experts in housing and homelessness.The members are appointed by the
Governing Board of the San Gabriel Valley Council of Governments
▪22 cities have joined the SGVRHT

Future Project Funding: San Gabriel
Valley Project Pipeline
•The San Gabriel Valley Project Pipeline serves as the first step to receiving a
funding award from SGVRHT
•Projects must be located in a member city and have member city support
•Projects are added by completing the application available at sgvrht.org
•Currently there are 18 projects on the pipeline, totaling over 1,000 units
•Funding awards will be made based on the availability of funds and the
requirements of available sources of funding
•The next LHTF application is due August 3rd
The pipeline enables the SGVRHT to demonstrate the need for affordable and
homeless housing in the region and define the gap financing required

Innovation: Emergency Shelter Pilot Program
▪Interim housing for persons experiencing homelessness with a local preference
▪Case management and security will be provided on-site
▪SGVRHT will provide capital funding for: shelters, restroom facilities, office/case management space, and site prep.
▪Sites will be operational for a minimum of 1 year and maximum of 3 years
▪Program is highly responsive to State priorities for Homelessness and COVID-19 due to the non-congregate nature of the shelters.

SGVRHT Planning Efforts and Regional
Collaboration
The below studies will be used to address the affordable and homeless housing
needs within the SGV through the identification of potential sites for affordable
and homeless housing development, provision of technical assistance to member
cities, and exploration of opportunities to leverage land as a capital resource.
