A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
AUTHORIZING THE EXPENDITURE OF JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT FUNDS BY THE COUNTY OF LOS
ANGELES DISTRICT ATTORNEY'S OFFICE
WHEREAS, the City of Rosemead declines to directly accept funds made through the Juvenile
Accountability Incentive Block Grant ( JAIBG) Program administered by the Office
of Criminal Justice Planning (hereafter referred to as OCJP); and
WHEREAS, the County of Los Angeles District Attorney's Office has offered to provide JAIBG
eligible cities with resources including grant administration to support at -risk youth
programs (i.e. Heightened Enforcement and Targeting (HEAT), or Abolish Chronic
Truancy (ACT) or 707 program for serious juvenile offenders); and
NOW, THEREFORE, BE IT RESOLVED that the City Council ofthe City of Rosemead waives
its right to its entire direct subgrant award and authorizes the funds to be expended by the County of
Los Angeles District Attorney's Office for the mutual benefit of both units of local government to
target the City's at -risk youth.
IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement,
including civil court actions for damages, shall be the responsibility of the grant recipient and the
authorizing agency. The State of California and the OCJP disclaim responsibility for any such
liability.
BE IT FURTHER RESOLVED that the grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
