TRAFFIC REVIEW OF SIGNAGE AND MARKINGS ON SAN GABRIEL BOULEVARD NEAR HELLMAN AVENUE AND THE EB I-10 FREEWAY ON-RAMP SUMMARY On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended appropriate measures to improve and evaluate the existing signage located on San Gabriel Boulevard for the northbound (NB) travel as drivers approach Hellman Avenue and the eastbound (EB) 1-10 Freeway On-Ramp. The current signage on San Gabriel Boulevard provides lane designations for the freeway on-ramp and other roads, however the current signage as is, is not clear and makes it difficult for motorists to understand and maneuver into the correct lanes, especially as drivers drive NB approaching the Hellman Avenue intersection and the EB 1-10 On-Ramp. Due to the on- Gabriel Boulevard, there are currently signs installed showing lane designations, however the signs show as if there are 2 lanes making a right onto the freeway. Clarification of the lane designations exist with text below the right turn arrows; however, the writing is small. Please note that this intersection appears to be within Caltrans jurisdiction and may require coordination between the City and Caltrans to facilitate any improvements. If the recommended improvements are approved, City Staff may need to initiate the coordination efforts with Caltrans to implement the below recommended improvements. STAFF RECOMMENDATION It is recommended that the Traffic Commission take the following actions: 1. Remove the existing mast arm signage for northbound traffic along San Gabriel Boulevard and on the approach to the intersection and replace with larger signs (54x45) for Multi-Lane Roads per CAMUTCD 2B.19. To make the sign easier for motorists to read the lane designations, it is recommended to add ONLY HELLMAN below the right turn arrow on the sign per CAMUTCD 2B.19-20. It is also recommended to remove the Thru/RT symbol on the mast arm sign and replace with a thru arrow with the 10 FWY EAST in larger font to avoid confusion for vehicles that aim to turn onto Hellman Avenue. The approach sign should be moved to the start of the right turn only ; ROSEMEAD TRAFFIC COMMISSIONSPECIAL MEETINGSeptember9, 2021 2. Re--only lane along San Gabriel Boulevard as show in the proposed diagram of Attachment A. Add Pavement Legend -feet before Hellman Avenue, directly under the RT ARROW to say ; 3. -feet south of Hellman Avenue and again approximately 80-feet south of Hellman Avenue; 4. Install lane line extension through the intersection (per Section 3B.08 and Figure 3B-13 of the CAMUTCD) for the right turning lane to Hellman Avenue to help guide vehicles to making the right onto Hellman Avenue; 5. ersection of San Gabriel Blvd and Hellman Avenue; 6. the right turn lane, as shown on Figure 10 of Attachment A. (CAMUTCD Figure 3B-11); and 7. Attachment A. Per CAMUTCD Section 2C.40, this sign may be used in advance of the R3-7R sign. B. TRAFFIC REVIEW AT THE INTERSECTION OF RAMONA BOULEVARD AND BURTON AVENUE SUMMARY On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended appropriate measures to improve and evaluate the existing stop signage, pavement legends, and markings at the intersection of Ramona Boulevard and Burton Avenue. The intersection currently is an all-way stop. The placement of all traffic control devices is dictated by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the CVC (California Vehicle Code). On behalf of the City of Rosemead, engineering staff has completed a traffic analysis to evaluate the intersection and recommend appropriate measures that would increase the visibility of the stop signs at intersection. STAFF RECOMMENDATION It is recommended that the Traffic Commission take the following actions: 1. Install new larger STOP Signs (36x36) along with an All Way (R1-3P) plaque mounted under each STOP Sign at the Intersection of Ramona Boulevard and Burton Avenue as shown. a. Larger STOP Signs intersection. The visibility of intersections and ability of approaching drivers to perceive them can be enhanced by installing larger signs at intersections. This should follow the guidelines per CAMUTCD Table 2B.1. b. All Way (R1-3P) Plaque directions of travel are required to stop at the intersection. (R1-; and 2. Install red retroreflective strips on all the STOP posts, per CAMUTCD Section 2B.10, paragraph 6. ROSEMEAD TRAFFIC COMMISSIONSPECIAL MEETINGSeptember9, 2021 a. Retroreflective strips are strips installed on posts that match the background of the sign which aids to enhance the visibility of the STOP Signs and is beneficial when additional attention needs to be drawn to a stop sign especially during nighttime conditions; and 3. Refresh STOP legend and bar at STOP locations (high visibility paint) at the intersection of Ramona Boulevard and Burton Avenue. a. STOP Pavement Legend and bar: a STOP pavement legend and bar provides further make a complete Stop; and 4. Repaint the yellow painted crosswalk to white (high visibility paint) ladder stripe for the west leg at the intersection of Ramona Boulevard and Burton Avenue. a. Repaint the Crosswalk in the west leg white. Per CVC Section 21368 and CAMUTCD with no other marked crossings the crosswalk should be painted white; and 5. Install STOP Ahead (W3-1) Symbol Sign along Burton Avenue (high visibility paint). a. STOP Ahead (W3-1) Sign approaching an intersection that requires a vehicle to make a complete Stop per CAMUTCD 2C.05. C. TRAFFIC COMMISSION DIRECTION FOR RED CURB REVIEW NEAR 9103-9113 GARVEY AVENUE SUMMARY City Staff has received a request from a resident whose father owns the buildings located at 9103-9113 Garvey Avenue. The resident is requesting the City to review the existing red curb in front of the building and is requesting the City to remove the red curb. Staff has conducted an initial review of the location and request. At this time, staff is asking for direction from the Traffic Commission if staff should conduct a further review of the location and speak with the resident about the red curb removal request. Please note that if the red curb is removed, it may involve contacting Metro to see if they would be agreeable to move the bus stop and its amenities, and if so, Metro and the City would need to identify locations to move the bus stop to. Moving the bus stop may also require relocating all the bus stop amenities. STAFF RECOMMENDATION It is recommended that the Traffic Commission: 1. Deny the request to remove the red curb and leave as is, no further action; or 2. Provide direction to staff to conduct a further review of the location and evaluate the red curb removal request and bring the item back to Traffic Commission for review. 4. STAFF REPORTS 5.
