TC - Item 3C - Traffic Commission Direction for Red Curb Review Near 9103-9113 Garvey AvenueROSEMEAD TRAFFIC COMMISSION TO: TRAFFIC COMMISSION FROM: DIRECTOR OF PUBLIC WORKS DATE: SEPTEMBER 9, 2021 STAFF REPORT SUBJECT: TRAFFIC COMMISSION DIRECTION FOR RED CURB REVIEW NEAR 9103-9113 GARVEY AVENUE SUMMARY City Staff has received a request from a resident whose father owns the buildings located at 9103- 9113 Garvey Avenue. The resident is requesting the City to review the existing red curb in front of the building and is requesting the City to remove the red curb. These buildings appear to be businesses and not residential. Staff has conducted an initial review of the location and request. Garvey Avenue along this corridor is considered a major street with 2lanes in each direction and a two-way center left turn pocket. The street is posted for No Tour Bus Parking, No Overnight Parking as well as with 2 -hour parking restrictions. Land use along this corridor is mainly business commercial. Based on the initial field review, there is existing red curb from the existing crosswalk at the Garvey Community Signal on the north side of Garvey Avenue that extends approximately 105' (feet) along Garvey Avenue in front of the request locations. It appears the reason the curb is marked red is because there is as a Metro Bus Stop at this location for Metro Stops 70 and 176. This existing bus stop has a covered bus shelter, bus bench and trash can. The covered bus bench is at the western edge of the red curb. Along the storelbuilding front there appears to be large trees, signal equipment, and a 35 MPH sign and pole. The buildings located at 9103-9113 Garvey Avenue appear to have doors/entrances however it is not clear if any of these are used by pedestrians or business patrons/employees. There is an existing traffic signal which provides access to the Garvey Community Center located to the south of the site and an east/west alley to the north. Behind the request location is a fenced lot that may be used for parking however it is unclear what the current use of the lot is. At this time, staff is asking for direction from the Traffic Commission if staff should conduct a further review of the location and speak with the resident about the red curb removal request. Please note that if the red curb is removed, it may involve contacting Metro to see if they would be agreeable to move the bus stop and its amenities, and if so, Metro and the City would need to identify locations to move the bus stop to. Moving the bus stop may also require relocating all the bus stop amenities. City Traffic Commission Meeting September 9, 2021 Page 2 of 2 STAFF RECOMMENDATION It is recommended that the Traffic Commission consider the following options: 1. Deny the request to remove the red curb and leave as is, no further action. 2. Provide direction to staff to conduct a further review of the location and evaluate the red curb removal request and bring the item back to Traffic Commission for review.
