The project was approved with 37 conditions of approval. The Conditions of Approval is attached to this staff report as Exhibit "E". The City is initiating a modification to amend the conditions of approval to eliminate Condition of Approval No. 34, which currently states: 34. All power, telephone and cable television shall be underground. During a site inspection in July 2021, staff from the Public Works Department noted that power was not installed underground. The City Engineer discussed the issue with Southern California Edison (SCE) and as a result, it was determined that undergrounding power would not be feasible. According to SCE, overhead utilities are necessary as it is impossible to install power underground from the electrical pole that services the property.
