A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
SUPPORTING THE NOMINATION OF MAYOR PRO TEM MARGARET
CLARK FOR THE SAN GABRIEL VALLEY COUNCIL OF
GOVERNMENTS' RIVERS BOARD SEAT ON THE SAN GABRIEL AND
LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY
WHEREAS, Mayor Pro Tern Margaret Clark serves on numerous committees dealing with
watershed and environmental issues including the National League of Cities Energy,
Environment and Natural Resources Steering Committee, and Southern California
Association of Governments Energy and Environment Committee; and
WHEREAS, Mayor Pro Tern Margaret Clark serves on the Board of Directors of the Los Angeles
and San Gabriel River Watershed Council, composed of numerous environmental
and governmental stakeholders and has the endorsement of that body; and
WHEREAS, her service as President of the Los Angeles Division of the League of California
Cities afforded her numerous opportunities to build relationships with
councilmembers in the southern portion of the watersheds; and
WHEREAS, Mayor Pro Tern Margaret Clark has served on the San Gabriel Water Quality
Authority since 1992 and currently serves as Chairwoman.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ENDORSES THE NOMINATION AND ELECTION OF MAYOR PRO TEM
MARGARET CLARK TO THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS'
RIVERS BOARD SEAT ON THE SAN GABRIEL AND LOWER LOS ANGELES RIVERS
AND MOUNTAINS CONSERVANCY
PASSED, APPROVED and ADOPTED THIS 23RD DAY OF NOVEMBER, 1999.

San Gabriel & Lower Los Angeles Rivers & Mountains Conservancy
As a member of the Los Angeles & San Gabriel Rivers Watershed Council,
I personally have observed and worked with Margaret Clark on a varAy of
environmental and water issues over the past several years. Through the Watershed
Council, plus the San Gabriel Valley Council on Governments, I hige had a number
of opportunities to observe her consistent, thoughtful, reflective JLWer. Her personal
signatures are "gentle strength" and "genuine care" - working resNWfully, persiste,
and persuasively in getting the job done that is essential to process or closure. Her
commitment to preparation is outstanding. Margaret may be counted on to do her
homework and to be there. I have yet to find another leader in governance in the region
who has been able to achieve so much progress and understanding among agencies and
cities as Margaret Clark. Her knowledge of the inner - workings of agencies and governance,
as well as the interconnectedness of good government are truly one -of -a -kind. Her
achievements speak highly of her successful governance capabilities and commitment.
Margaret Clark's record on environment and water is an integral part of that success.
As a "Republican with a strong environmental record," I have found Margaret to be closely
aligned to my own practice of consensus building and collaborative processes in defining
common ground among a variety of stakeholder perspectives. Certainly, Margaret is quite
experienced and skilled in working productively within the context of diversity of opinions,
backgrounds, and political points of view. Her successes in environment and water speak
highly of Margaret's relational skills.
The above record of performance and insights into the person and work of Margaret Clark,
are the basis for which she was welcomed as a Director -at -Large for the San Gabriel Mountains
Regional Conservancy. Her vast experience, skills and continuing successes will find an
important contribution to the heavy load anticipated for the successful implementation and
balance of the new Board of the SGLLRMC. It is with hearty respect and regard that
recommendation without reservation is made for Margaret Clark to the SGLLRMC.

Dear Mr. Conway:
At the November 23rd regular meeting of the Rosemead City Council, formal action was taken to
approve Resolution No. 99 -46 supporting the nomination and election of Mayor Pro Tern
Margaret Clark for the San Gabriel Valley Council of Governments' "Rivers Board Seat" on the
San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy. A certified copy of the
resolution is attached.
Further by unanimous vote of the City Council, Mayor Pro Tern Margaret Clark was appointed as
the City's delegate to the SGVCOG Board and Councilman Robert Bruesch was selected to serve
as the City's alternate.
