TC - Item 3B - Traffic Review Along Driggs Avenue and Heglis Avenue South of Whitmore StreetROSEMEAD TRAFFIC COMMISSION TO: TRAFFIC COMMISSION FROM: GLORIA MOLLEDA, CITY MANAGER DATE: OCTOBER 7, 2021 STAFF REPORT SUBJECT: TRAFFIC REVIEW ALONG DRIGGS AVENUE AND HEGLIS AVENUE SOUTH OF WHITMORE STREET SUMMARY On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended appropriate traffic measures along the curve where Driggs Avenue meets Heglis Avenue south of Whitmore Street. The City of Rosemead received a resident request to review the parking conditions along the segment of Driggs Avenue and Heglis Avenue south of Whitmore Street. The resident has reported that due to vehicles being parked along both sides of Driggs Avenue/ Heglis Avenue, it is difficult for traffic to see pedestrians and oncoming vehicles. The resident reported that this segment of Driggs Avenue is a popular area for senior citizens and families with small children to walk along during the morning and evening hours. Since there are no sidewalks along this segment, the resident requested for red curb to be installed along both sides of Driggs Avenue near the curve in the road to deter vehicles from parking along that segment. ANALYSIS The traffic review included an analysis of the existing roadway conditions, data collection of average daily traffic (ADT) counts, a 24-hour speed survey and a review of 6.5 -years of available collision data along this segment. Driggs Avenue: Driggs Avenue is a north/south local roadway and is approximately 30 -feet wide, with one lane in each direction, no marked centerline separating opposing traffic along Driggs Avenue, and a prima facie speed limit of 25 MPH. Parking along both sides of Driggs Avenue is allowed anytime except on Fridays from 6:00 AM to 10:00 AM due to street sweeping. Land use through this segment of Driggs Avenue is primarily Single Family Residential. The east side of Driggs Avenue is in the City of El Monte. Heglis Avenue: Heglis Avenue is a north/south local roadway and is approximately 30 -feet wide, with one lane in each direction, no marked centerline separating opposing traffic and has a prima facie speed limit of 25 MPH. Parking along both sides (east and west sides) of Heglis Avenue is City Traffic Commission Meeting October 7, 2021 Page 2 of 3 allowed anytime except on Fridays from 6:00 AM to 10:00 AM due to street sweeping. Land use through this segment of Heglis Avenue is primarily Single Family Residential. Whitmore Street: Whitmore Street is an east/west Local roadway and is approximately 30 -feet wide, with one lane in each direction, no marked centerline separating opposing traffic along Whitmore Street, and a prima facie speed limit of 25 MPH. Parking along both sides (north and south sides) of Whitmore Street is allowed anytime except on Fridays from 6:00 AM to 10:00 AM due to street sweeping. Land use through this segment of Whitmore Street is primarily Single Family Residential. Collision data was obtained from the computerized collision records system maintained by the State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of all collisions that occurred along Driggs Avenue was conducted over a 6.5 -year period between January 2015 to the most recent available accident data, May 2021. There were no reported accidents. Average Daily Traffic (ADT) data was obtained from counts taken on September 9th, 2021, for Driggs Avenue while schools were in session. The ADT was determined to be 53 vehicles per day. To assess the speed at which vehicles are traveling along Driggs Avenue, speed samples were taken. A 24-hour speed sample was taken on September 9th, 2021. The 85th percentile speed of vehicles along Driggs Avenue is at 24 mph. This translates to mean that 85 percent of the vehicles sampled are traveling at 24 mph or below which is below the speed limit of 25 mph. STAFF RECOMMENDATION After a thorough review of existing field and traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was determined that chevron alignment signs should be installed along the far end of the curve to improve awareness of vehicles approaching the curve. It was also determined that a center line consisting of a solid double yellow line should be installed at the curve of the intersection to ensure vehicles stay in their correct lane while turning as well as some red curb at the apex of the curve. Please refer to Figure 4 for a visual demonstration of the proposed conditions. A detailed traffic report and proposed figure diagram is attached as Attachment A to this staff report, please refer to the proposed diagram (Figure 4) in the attachment. Below is a detailed list of the recommendations, these improvements are also shown on Figure 4 of Attachment A: 1. Install approximately 130 -foot -long center line consisting of a solid double yellow line along the curve between 3108 and 3119 Driggs Ave with raised pavement markers (RPMs) along the yellow center lines. Detail 22. Per CAMUTCD Section 3B.01. City Traffic Commission Meeting October 7, 2021 Page 3 of 3 2. Install Chevron Alignment signs (WI -8) along the curve to provide additional emphasis and guidance for a change in horizontal alignment. The Chevron Alignment sign shall be a vertical rectangle, without a border. Chevron Alignment signs shall be installed on the outside of a turn or curve, in line with and approximately a right angle to approaching traffic. Detail 22. Per CAMUTCD Section 2C.09 and Figure 2C-2. Install approximately 120 feet of red curb at the curve beginning at the west edge of the driveway at 3119 Driggs Avenue. A review of all collisions that occurred along Driggs Avenue was conducted over a 6.5 -year period between January 2015 to the most recent available accident data, May 2021. Based on the information provided, a summary breakdown of the number of collisions per year is shown below. 2021 (Up to May 2021): 0 Collisions 2020: 0 Collisions 2019: 0 Collisions 2018: 0 Collisions 2017: 0 Collisions 2016: 0 Collisions 2015: 0 Collisions As shown on the summary breakdown for the collisions per year, there were no collisions reported along Driggs Avenue. AVERAGE DAILY TRAFFIC (ADT) Average Daily Traffic (ADT) data was obtained from counts taken on September 9th, 2021 for Driggs Avenue while schools were in session. A summary of ADT data is shown in Table 1: Average Daily Traffic (ADT). A 24-hour speed sample was taken on September 9th, 2021. The 85`" percentile speed of vehicles along Driggs Avenue is at 24 mph. This translates to mean that 85 percent of the vehicles sampled are traveling at 24 mph or below which is below the speed limit of 25 mph. Table 2 below shows the September 91", 2021 speed survey results. The speed summary is attached (Attachment 2) at the end of the report. I Page 4 of 9 TECHNICAL REPORT: TRAFFIC REVIEW ALONG DRIGGS AVENUE AND HEG LIS AVENUE SOUTH OF WHITMORE STREET YELLOW CENTER LINE PAVEMENT MARKINGS AND WARRANTS The CAMUTCD Section 3B.01 provides the following standard on center lines: Center line pavement markings, when used, shall be the pavement markings used to delineate the separation of traffic lanes that have opposite directions of travel on a roadway and shall be painted yellow. On roadways without continuous center line pavement markings, short sections may be marked with center line pavement markings to control the position of traffic at specific locations, such as around curves, over hills, on approaches to grade crossings, at grade crossings, and at bridges. The center line markings on two-lane, two-way roadways shall be one of the following as shown in Figure 3: A. Two -direction passing zone markings consisting of a normal broken yellow line where crossingthe center line markings for passing with care is permitted for traffic traveling in either direction; B. One -direction no -passing zone markings consisting of a double yellow line, one of which is a normal broken yellow line and the other is a normal solid yellow line, where crossing the center line markings for passing with care is permitted for the traffic traveling adjacent to the broken line, but is prohibited for traffic traveling adjacent to the solid line; or C. Two -direction no -passing zone markings consisting of two normal solid yellow lines where crossing the center line markings for passing is prohibited for traffic traveling in either direction. A single solid yellow line shall not be used as a center line marking on a two-way roadway. The center line markings on undivided two-way roadways with four or more lanes for moving motor vehicle traffic always available shall be the two -direction no -passing zone markings consisting of a solid double yellow line as shown in Figure 3.
