Persons attending the meeting shall observe rules of
propriety, decorum, good conduct, and refrain from
impertinent or slanderous remarks. Violation of this rule
shall result in such persons being barred from further
audience before the governing body. Pursuant to Gov.
Code Sect. 54954.3(c), any person who engages in
unlawful interference shall be removed from chambers.
Any writings or documents provided to a majority of the
Rosemead Traffic Commission regarding any item on this
agenda will be made available for public inspection in the
City Clerk's Office during normal business hours.

A. TRAFFIC REVIEW ALONG NEWBY AVENUE BETWEEN ROSEMEAD BOULEVARD AND MISSION
DRIVE
SUMMARY
The City received a resident request to conduct a traffic review along Newby Avenue between Rosemead
Boulevard and Mission Drive, south of Rosemead High School. The resident reported speeding vehicles
traveling along Newby Avenue. The resident also reported that both residents in the community and students
from Rosemead High School walk the Newby Avenue corridor. As a potential solution, the resident requested
that speed humps be placed along Newby Avenue between Rosemead Boulevard and Mission Drive. The
City of Rosemead currently does not have a speed hump policy in place, therefore other traffic calming
measures were evaluated as part of the traffic engineering recommendations. On behalf of the City of
Rosemead, engineering staff completed a traffic review and recommended appropriate traffic calming
measures along Newby Avenue between Rosemead Boulevard and Mission Drive. The traffic review included
an analysis of the existing roadway conditions, review of approximately 5.5 years of available collision data,
an average daily traffic count (ADT), a 24-hour speed survey as well as an examination of the field conditions.
STAFF RECOMMENDATION
It is recommended that the Traffic Commission take the following actions, these improvements are also shown
on Figure 10 of Attachment A:
1. Install 30"x36" SPEED LIMIT signs (R2-1) at each end of this segment, for eastbound and
westbound direction vehicles, 25MPH. CAMUTCD Section 28.13
• The addition of these signs will provide advanced speed limit reminders for vehicles entering
the segment of Newby Avenue from Rosemead Boulevard to Mission Drive.
• The speed limit signs shall be installed approximately 150 -feet east from the intersection of
Newby Avenue and Rosemead Boulevard for eastbound direction, and approximately 150 -feet
west from the intersection of Newby Avenue and Mission Drive for westbound direction.; and

2. Install of "25" PAVEMENT LEGENDS next to proposed speed limit signs, for eastbound and
westbound direction vehicles. CAMUTCD Section 3B.20
• The addition of these pavement legends will provide additional emphasis to the regulatory
signage, speed limit, without requiring diversion of the road user's attention from the roadway
surface.
• Pavement legend shall be installed adjacent to proposed eastbound speed limit sign,
approximately 150 -feet east and west from the major intersections Rosemead Boulevard and
Mission Drive.; and
3. Replace the existing STOP SIGN (111-1) with 36"x36" Stop sign and add "CROSS TRAFFIC
DOES NOT STOP" (W44P) plaque underneath new STOP SIGN located at Newby Avenue and
Rosemead Boulevard for eastbound traffic. CAMUTCD Section 2C.59
• Replace existing STOP SIGN (R1-1) with 36"x36" Stop sign and add "CROSS TRAFFIC
DOES NOT STOP" (W4 -4P) plaque underneath new STOP SIGN located at Newby Avenue
and Mission Drive for westbound traffic. CAMUTCD Section 2C.59, and
4. Refresh/repaint stop bar and legend to increase visibility on both roadways for eastbound traffic
at the intersection of Newby Avenue and Mission Drive and for westbound traffic at the intersection
of Newby Avenue and Rosemead Boulevard. CAMUTCD Section 3B. 16; and
5. Refresh/repaint the dashed yellow center line and Repaint 50' of Double yellow at the
beginning of each segment from Rosemead Boulevard and Mission Drive. CAMUTCD Section
3B. 01; and
6. Install red reflective posts on all stop signs (all directions). Per CAMUTCD Section 2A.21
• Install a red reflective strip on existing Stop signposts located on Newby Avenue.
B. TRAFFIC REVIEW ALONG DRIGGS AVENUE AND HEGLIS AVENUE SOUTH OF WHITMORE STREET

The City of Rosemead received a resident request to review the parking conditions along the segment of
Driggs Avenue and Heglis Avenue south of Whitmore Street. The resident reported that due to vehicles being
parked along both sides of Driggs Avenue and Heglis Avenue, it is difficult for traffic to see pedestrians and
oncoming vehicles. The resident reported that this segment of Driggs Avenue is a popular area for senior
citizens and families with small children to walk along during the morning and evening hours. Since there are
no sidewalks along this segment, the resident requested for red curb to be added along both sides of Driggs
Avenue near the curve in the road to deter vehicles from parking along that segment. On behalf of the City of
Rosemead, engineering staff completed a traffic review and recommended appropriate traffic measures along
the curve where Driggs Avenue meets Heglis Avenue south of Witmore Street. The traffic review included an
analysis of the existing roadway conditions, data collection of average daily traffic (ADT) counts, a 24-hour
speed survey and a review of 6.5 -years of available collision data along this segment.
STAFF RECOMMENDATION
It is recommended that the Traffic Commission take the following actions, these improvements are also shown
on Figure 4 of Attachment A:

1. Install approximately 130 -foot -long center line consisting of a solid double yellow line along the
curve between 3108 and 3119 Driggs Ave with raised pavement markers (RPMs) along the yellow
center lines. Detail 22. Per CAMUTCD Section 313.01.; and
2. Install Chevron Alignment signs (W1-8) along the curve to provide additional emphasis and
guidance for a change in horizontal alignment. The Chevron Alignment sign shall be a vertical
rectangle, without a border. Chevron Alignment signs shall be installed on the outside of a turn or
curve, in line with and approximately a right angle to approaching traffic. Detail 22. Per CAMUTCD
Section 2C.09 and Figure 2C-2.; and
3. Install approximately 120 feet of red curb at the curve beginning at the west edge of the driveway
at 3119 Driggs Avenue. The curve is too narrow to allow parking on both sides of the street. Per
CAMUTCD 36.23,
C. TRAFFIC REVIEW AT THE INTERSECTION OLNEY STREET AND VANE AVENUE
SUMMARY
The City of Rosemead received a resident request to review the existing traffic conditions at the intersection
of Onley Street and Vane Avenue. The resident reported that vehicles do not come to a complete stop at the
intersection. On behalf of the City of Rosemead, engineering staff completed a traffic review and
recommended appropriate traffic improvements at the intersection of Onley Street and Vane Avenue. As part
of this traffic review an investigation of the intersection's collision history over a 5.5 -year period, a peak hour
intersection turning movement count, field observations of the stop as well as an examination of the existing
roadway conditions were evaluated.
STAFF RECOMMENDATION
It is recommended that the Traffic Commission take the following actions, these improvements are also shown
on Figure 6 of Attachment A:
1. Install 30"06" SPEED LIMIT signs (R2-1) at each end of this segment, for eastbound and
westbound direction vehicles, 25MPH. CAMUTCD Section 2B, 13
Larger STOP Signs: Larger 36"x36" STOP signs will increase the driver's awareness of the
intersection. The visibility of intersections and ability of approaching drivers to perceive them
can be enhanced by installing larger signs at intersections. This should follow the guidelines
per CAMUTCD Table 2B. 1.
All Way (R1 -3P) Plaque: An All -Way plaque will increase the driver's awareness that all
directions of travel are required to stop at the intersection. (R1-3P)18"x6".; and
2. Install red retroreflective strips on all the STOP posts, per CAMUTCD Section 2B. 10, paragraph 6.
• Retroreflective strips are strips installed on posts that match the background of the sign
which aids to enhance the visibility of the STOP Signs and is beneficial when additional
attention needs to be drawn to a stop sign especially during nighttime conditions.; and
3. Refresh STOP legend and bar at STOP locations (high visibility paint) at the intersection of Vane
Avenue at Olney Street.

• STOP Pavement Legend and bar: a STOP pavement legend and bar provides further
awareness for driver's that they are approaching an intersection that requires a vehicle to
make a complete Stop.; and
4. Repaint the yellow painted crosswalk (high visibility paint) ladder stripe for the west leg at the
intersection of Vane Avenue at Olney Street.; and
5. Add red curb between crosswalk Striping and driveway to the west on the south side of Olney
Street. Vehicles parked in this area will block the view of a pedestrian waiting on the curb to cross.
Per CVC no cars should park or block a crosswalk. CVC:21970
