1. WORKSHOP
A. Consideration of Resolution No. 2021-45 Authorizing the Need for Teleconferencing
Option for City Council and Commission Meetings Pursuant to Assembly Bill No. 361
On March 17, 2020, Governor Newsom signed Executive Order No. N-29-20
COVID-19 pandemic if notice and accessibility requirements are met. With the
surge of COVID-19 delta variant cases and the Executive Order N-08-21 sunsetting
on September 30, 2021, Assembly Bill (AB) 361 was signed by Governor Newsom
on September 16, 2021. AB 361 provides an alternative to the teleconferencing
requirements of Government Code Section 54953(b)(3) as long as there is a state
of emergency, and the Legislative Body makes certain findings regarding the state
of emergency.
Recommendation: That the City Council adopt Resolution No. 2021-45 authorizing
the need for a teleconferencing option in accordance with Government Code
Section 54953 (AB 361) to apply for the next 30 days.
B. Overview of Draft Strategic Plan 2021-2030
The City Council and consultant MIG, Inc., will discuss and review the City of
Rosemead Draft Strategic Plan for 2021-2030.

Election in Even-Numbered Years Pursuant to Senate Bill 970 Beginning in 2022
On September 28, 2021, the City Council introduced for first reading Ordinance
No. 1003, which amends municipal code section 1.12.010, moving the date of the
cit-numbered years to the
date of the statewide primary election in even-numbered years pursuant to senate
bill 970 beginning in 2022.
Recommendation: That the City Council approve the second reading and adopt
Ordinance No. 1003 by title only, entitled:

A. Presentation and Discussion on Possible Ordinance Relating to Secondhand
Smoke, Vaping and Smoke Free Multi-Unit Housing and Outdoor Dining
This item is presented to the City Council at the request of Council Member Sandra
Armenta. She would like to discuss a possible ordinance relating to secondhand
smoke, vaping and smoke free multi-unit housing and outdoor dining.
Recommendation: That the City Council discuss and provide further direction.

B. Adding Hispanic Heritage Month to the List of Approved Proclamations
On June 14, 2021 the City Council discussed and approved a master list of
proclamations. To facilitate the process, routine proclamations will be approved on
an annual basis. Any proclamations not listed will be presented to the City Council
for discussion and approval before officially declaring the proclamation at a
subsequent meeting. At the request of Council Member Sandra Armenta, she would
like to include Hispanic Heritage Month on the list of approved proclamations.
Recommendation: That the City Council discuss and approve adding the Hispanic
Heritage Month Proclamation to the list of approve proclamations.
