On January 21, 2001, the Planning Commission approved Design Review 01-89 and
Zone Variance 01-303 for the construction of a McDonald's located at the northeast
corner of the lot and a parking lot. On June 16, 2003, the Planning Commission approved
Design Review 03-104 for the development of three new commercial buildings totaling
30,000 square feet. However, the project was modified on July 18, 2005, under Design
Review 03-104 (Modification), for the development of a shopping center consisting of two
commercial buildings totaling 25,500 square feet for office and retail use. On May 20,
2013, the Planning Commission approved Modification 13-01 to permit 10,000 square
feet of restaurant use and 15,500 square feet of retail or office use within the shopping
center. On December 2, 2019, the Planning Commission approved Modification 19-01 to
amend Modification 13-01, which amended Condition of Approval No. 1 and deleted
Condition of Approval No. 37, allowing for additional restaurant or fast food use to be
established in the shopping center. Additionally, on November 20, 2017, the Planning
Commission approved Conditional Use Permit 17-07 for the establishment of a massage
services use located at the southern portion of the shopping center (3927 Walnut Gorve
Avenue, Units 121 & 122). The construction of the project was completed in 2014.
Currently, the commercial buildings are occupied by restaurants, retail stores, beauty
shoes. and another massaae business.

® The massage establishment shall maintain a 24-hour video surveillance recording
system, which includes coverage of the following areas:
o Patron and employee arrival and departure;
o Immediate and adjoining parking areas;
o Entire exterior perimeter;
o Office and cashier areas; and
o General floor area.
• The video surveillance shall be stored for a minimum of 30 days and be made
available to law enforcement and code enforcement upon request.
• The parking lot and exterior of the business shall maintain good lighting during
hours of darkness.
Site Plan
The applicant is not proposing any modifications to the existing commercial site.
Floor Plan
The applicant is proposing a commercial tenant improvement to the existing 1,009
square -foot space.The proposed floor plan will consist of a reception area, six foot
massage stations, six massage rooms, a restroom, a shower and dressing room, and a
laundry room.
