Adoption of Resolution No. 2021-53 Approving the City of Rosemead 2030 Strategic Plan A strategic plan is a vital tool for local jurisdictions to ensure that the priorities set by the City Council are conveyed in the organization's goals, that strategies are clearly developed to meet the goals, and that the overall City government is accountable for meeting community needs. The City of Rosemead 2030 Strategic Plan will be used by the City Council and City Departments to develop a roadmap consistent with the vision that identifies best practices and continuous enrichment to improve efficiencies and strengthen internal operations and customer service. This Plan will help bring the vision, mission, and goals to fruition over the next 10 years. Recommendation: That the City Council adopt Resolution No. 2021-53, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPROVING THE CITY OF ROSEMEAD 2030 STRATEGIC PLAN D. Adoption of Resolutions No. 2021-47 Establishing Salary and Benefits for the City Council of The City of Rosemead and Resolution No. 2021-50 Establishing Annual Salary and Benefits for Classifications in the Unrepresented Executive Management Group Through June 30, 2023 Resolution No. 2021-47 describes the salary and benefits for the City Council while Resolution 2021-50 describes salary and benefits for Executive Management (formerly known as Management) employees of the City effective July 1, 2021 through June 30, 2023. Recommendation: That the City Council adopt Resolution No. 2021-47, Entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING SALARY AND BENEFITS FOR THE CITY COUNCIL OF THE CITY OF ROSEMEAD • And Resolution No. 2021-50, Entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING ANNUAL SALARY RANGES AND BENEFITS FOR EXECUTIVE MANAGEMENT EMPLOYEES OF THE CITY OF ROSEMEAD 4 Rosemead City Council Special & Regulon Meeting Agenda October 26, 2021 E. Adoption of Resolution No. 2021-48 Approving a Two (2) Year Memorandum of Understanding Between the City of Rosemead and the Rosemead Employee Association, AFSCME Local 321 From July 1, 2021 Through June 30, 2023 The City Council will consider approval of a two-year Memorandum of Understanding (MOU) with the Rosemead Employee Association (REA), Local 321 of the American Federation of State, County, and Municipal Employees (AFSCME) covering all General Services employees. The MOU details the terms and conditions of employment and salary ranges effective July 1, 2021 through June 30, 2023. City representatives negotiated the tentative agreement with the Union which has also been ratified by the Union. AFSCME is the exclusive representative of employees on the City's General Service Unit. Recommendation: That the City Council adopt Resolution No. 2021-48, Entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPROVING A TWO (2) YEAR MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF ROSEMEAD AND THE ROSEMEAD EMPLOYEE ASSOCIATION, AFSCME LOCAL 321, FROM JULY 1, 2021 THROUGH JUNE 30, 2023 F. Adoption of Resolution No. 2021-49 Establishing Annual Salary and Benefits for Classifications in the Unrepresented Middle Management, Professional, and Confidential Service Through June 30, 2023 and Resolution No. 2021-51 Establishing Salary and Benefits for Part -Time Employees Resolution No. 2021-49 describes the salary and benefits for Middle Management, Professional, and Confidential (MMPC) employees effective July 1, 2021 through June 30, 2023, while Resolution No. 2021-51 describes the salary and benefits for all Part -Time employees of the City. Recommendation: That the City Council Adopt Resolution No. 2021-49, Entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING ANNUAL SALARY AND BENEFITS FOR CLASSIFICATIONS IN THE MIDDLE MANAGEMENT, PROFESSIONAL, AND CONFIDENTIAL SERVICE OF THE CITY OF ROSEMEAD 5 Rosemead City Council Special & Regulon Meeting Agenda October 26, 2021 • And Resolution No. 2021-51, Entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING ANNUAL SALARY AND BENEFITS FOR PART-TIME CLASSIFICATIONS IN THE SERVICE OF THE CITY OF ROSEMEAD G. Adoption of Resolution No. 2021-52 Amending the City of Rosemead's Salary Schedule for Fiscal Year 2021-22 to Meet the California Code of Regulations Title 2, Section 570.5 and 571 to Reflect New Salary Rates Approved for All Full -Time Employees California Code of Regulations (CCR) Section 570.5 and amendments to 571(b) require a consolidated Salary Schedule which shows all City classifications and salary ranges for purposes of determining eligible salary compensation for retirement be publicly available. The consolidated salary schedule must be adopted by the City Council even though the compensation changes were approved via a Memorandum of Understanding and/or employee salary and benefit Resolutions. The attachment to Resolution 2021-52 represents the Citywide Salary Schedule including salary increases for concurrent approval. If any changes are made to salary related resolutions presented concurrently, a modification would need to be made to the attached Schedule. Recommendation: That the City Council Adopt Resolution No. 2021-52, Entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING THE COMPREHENSIVE SALARY SCHEDULE TO MEET THE CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTION 570.5 AND 571 TO REFLECT APPROVED RATES FOR ALL FULL-TIME EMPLOYEES OF THE CITY OF ROSEMEAD 6. MATTERS FROM CITY MANAGER & STAFF 7. MATTERS FROM MAYOR & CITY COUNCIL A. Appointment of Rosemead Park Walking Trail Subcommittee At the September 29, 2021, City Council Meeting, the City Council provided staff with direction on developing a Rosemead Park Walking Trail Subcommittee to assist in identifying additional options for improvements to the Rosemead Park Walking Trail (Walking Trail). The close collaboration between staff and an appointed subcommittee will assist the City in evaluating possible options for the Walking Trail that was completed in December 2020, and further reviewing Staff recommended options to improve the Walking Trail developed in response to a January 12, 2021 community petition, as presented at the April 27, 2021, City 6 Rosemead City Council Special & Regulon Meeting Agenda October 26, 2021 Council Meeting. Recommendation: That the City Council take the following actions: 1. Appoint the Rosemead Park Walking Trail Subcommittee by selecting two (2) members of the City Council; and 2. Direct Public Works Department staff to obtain a representation of one (1) member of the Parks Commission. B. Council Comments 8.
