SUBJECT: ADOPTION OF RESOLUTION NO. 2021-53, APPROVING THE CITY OF
ROSEMEAD 2030 STRATEGIC PLAN
SUMMARY
A strategic plan is a vital tool for local jurisdictions to ensure that the priorities set by the City
Council are conveyed in the organization's goals, that strategies are clearly developed to meet the
goals, and that the overall City government is accountable for meeting community needs. The City
of Rosemead 2030 Strategic Plan will be used by the City Council and City Departments to develop
a roadmap consistent with the vision that identifies best practices and continuous enrichment to
improve efficiencies and strengthen internal operations and customer service. This Plan will help
bring the vision, mission, and goals to fruition over the next 10 years.
DISCUSSION
In June 2021, City staff launched a campaign to gather the community's ideas and input through a
survey to learn what they value most about Rosemead and what they believe the City should
prioritize over the next 10 years. The campaign continued through August and September and
obtained input from residents, businesses, and City staff. City staff made additional efforts to make
the survey to the Rosemead community through our website, City events, Monday Night Farmers'
Market, and our social media platforms.
Concurrently, City staff and the MIG Consultants hired to help us develop and execute the new
strategic plan scheduled a series of workshops involving the City Council, Executive Team, and
management staff to develop the Strategic Plan. Internal and public meetings were held. The
document includes a long-term vision, mission, goals, and objectives. This Plan will be the
foundation for what the City will prioritize over the next 10 years. Staff will use this Plan to
implement what is described in the Plan and will be reviewed and updated every two years to track
our progress and highlight our successes in meeting the goals and objectives brought forth and
approved by the City Council.

Below is a list of meetings held to discuss and develop the Strategic Plan:
➢ On June 29, 2021, MIG scheduled a kick-off meeting with the Executive Team to discuss
the timeline and plan for several months.
➢ During the first two of July, MIG conducted individual interviews with our City Council
to begin developing the City's vision and desirable outcomes for the Strategic Plan.
➢ On July 7, 2021, MIG scheduled a second workshop with the Executive Team to identify
and expound on the City Council's first round of input.
➢ On July 12, 2021, the City Council held its first Strategic Plan Goal Setting Workshop. The
City Council and MIG expounded on the strategic plan process, approach, and timeline.
The City Council also discussed specific goals and action items during this public
workshop.
➢ In August 2021, the City launched a youth engagement campaign to obtain specific ideas
on the youth vision for Rosemead's future.
➢ On September 2, 2021, MIG held a workshop with the City Council to provide them with
community survey results, emerging themes, and a draft of the Plan's vision, values, and
goals.
➢ On September 7, 2021, MIG held a workshop with the Executive Team and Management
Staff to provide them with survey results and go expand on the specific goals and objectives
of the Plan.
➢ On September 28, 2021, MIG held a follow-up meeting via Zoom with the Executive Team
and Management Staff to review the draft strategic plan framework and action plan.
➢ On October 12, 2021, staff scheduled a workshop with MIG and the City Council to present
the final draft of the Plan. At this meeting, the City Council provided their input and
comments and gave direction to staff to bring back the item at the next meeting for the
Council's approval. All comments and suggestions made by the City Council, City staff,
and community were considered and incorporated into the final 2030 Strategic Plan.
STAFF RECOMMENDATION
That the City Council adopt Resolution No. 2021-53, approving the City of Rosemead 2030
Strategic Plan.
FISCAL IMPACT
The strategic plan appropriation was funded under Fiscal Year 2021-22. Additionally, proposed
budgets for the upcoming fiscal years will include the funding allocation of resources to implement
the activities and projects the Strategic Plan identifies.
STRATEGIC PLAN IMPACT
If approved, this Plan will be utilized as the vision and mission for Rosemead for the next 10 years.

destination which draws visitors from across the San Gabriel Valley and beyond.
Land Use and Zoning: Rosemead supports new development and local businesses, focuses on
the revitalization of our major corridors, and finds creative solutions to the changing needs of
residents and businesses.
Objectives
Safety: Rosemead will enhance public safety in our city by providing safe access to public
facilities, expanding neighborhood safety programming, and improving quality of life, including
assisting homeless residents in our community.
Responsive, Inclusive City: Rosemead will continue to provide quality services that are inclusive
and responsive to meet the changing needs of our diverse community.
Infrastructure and Facilities: Rosemead will continue to renovate and enhance streets,
sidewalks, and public infrastructure; coordinate with relevant utility agencies regarding safety and
enhancements; and modernize facilities by expanding the use of wireless network technology and
renewable energy.
Parks and Programs: Rosemead will continue to expand the existing green space, parks, city
facilities, and programs available in Rosemead through community partnerships, expanded
community stewardship, and development of more robust cultural programming.
Employee Retention and Development: Rosemead will actively support employee development
and provide growth opportunities, cross -training and competitive salaries to retain quality staff.
Finance: Rosemead will remain a fiscally solvent city by enacting and adhering to established
financial policies including parameters for reserves. The City will continue to explore revenue
generating and cost savings opportunities through the development of alternative funding sources
and other possible means.
Activation and Economy: Rosemead will support active and vibrant business corridors, create
events to celebrate the city and its businesses, and cultivate destinations through public art,
activities, and promotion to continue to draw visitors to the city.
Land Use and Zoning: Rosemead will continue to create policies that encourage new
development, respond to the changing housing needs of residents, promote activation along our
major corridors, and support the local business community.

RESOLUTION NO. 2021— 53
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD, CALIFORNIA, APPROVING THE
CITY OF ROSEMEAD 2030 STRATEGIC PLAN
WHEREAS, a recognized best management practice for governing boards, of both private
and public organizations, is to create a strategic plan describing an organization's values, long-
term vision, mission, and goals as well as specific strategic and actions; and
WHEREAS, the City of Rosemead City Council desires to approve the 2030 Strategic
Plan to provide guidance and direction for the City's commissions, committees, and operating
departments over the next 10 years; and
WHEREAS, the City Council has conducted a series of workshops, and included input
from the community and City staff towards the development of the Plan; and
WHEREAS, the document includes a long-term vision statement identified in the 2030
Strategic Plan, as well as key organizational goals, strategies, and action plans; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemead,
California as follows:
Section 1. That the City of Rosemead City Council does hereby approve the City of
Rosemead 2030 Strategic Plan.
Section 2. That the City Clerk of the City of Rosemead shall certify to the adoption of this
Resolution which shall become effective upon its approval by the City Council.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the
City of Rosemead on the 26th day of October, 2021.
