A. RED CURB REVIEW AT THE NORTHEAST CORNER CURB RAMP OF RIO HONDO AVENUE AND
OLNEY STREET
SUMMARY
The City of Rosemead received a resident request to evaluate the curb markings for the northeast corner
curb ramp of Rio Hondo Avenue and Olney Street. The request from the resident was for handicapped
parking in front of the residence as well as for red curb along the curb on either side of the curb ramp. At the
time of this review, the resident has not officially submitted the City of Rosemead Disabled Persons' Parking
Policy and Application. The blue curb portion of the request will be evaluated at a later time after the
submission of the application. On behalf of the City of Rosemead, engineering staff completed a traffic
review and recommended appropriate
the northeast corner of Rio Hondo Avenue and Olney Street.
After a thorough review of existing field and traffic conditions and per the California Manual on Uniform
Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and
engineering judgement, it was determined that red curb should be installed on the northeast corner of the
intersection at Rio Hondo Avenue and Olney Street on both sides of the curb ramp.
STAFF RECOMMENDATION
It is recommended that the Traffic Commission take the following actions:
1. INSTALL RED CURB on the northeast corner of the curb ramp of the intersection at Rio
Hondo Avenue and Olney Street on both sides of the curb ramp
B. TRAFFIC REVIEW ON HERSHEY STREET BETWEEN DEL MAR AVENUE AND KELBURN AVENUE
SUMMARY
The City of Rosemead received a resident request to evaluate installation of speed humps along Hershey
Street between Del Mar Avenue and Kelburn Avenue. On behalf of the City of Rosemead, engineering staff
completed a traffic review and recommended appropriate measures on Hershey Street Between Del Mar
Avenue and Kelburn Avenue.

The traffic review included an analysis of the existing roadway conditions, a review of approximately 5.5
years of available collision data, an average daily traffic count (ADT), a 24-hour speed survey as well as an
examination of the field conditions. After a thorough review of existing field and traffic conditions and per the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based
on the traffic review and engineering judgement, it was determined that the segment along Hershey Street
between Del Mar Avenue and Kelburn Avenue would benefit from a combination from installation of speed
limit signs and upgrades to the existing stop sign locations.
STAFF RECOMMENDATION
It is recommended that the Traffic Commission take the following actions:
1.NEW SPEED LIMIT SIGNAGE: Install two (2) 25 mph speed limit (R2-
directions of travel (east/west) along Hershey Street as vehicles enter the segment from Del Mar
Avenue and Kelburn Avenue as shown in Figure 4 and as follows:
a.Speed Limit sign should be installed on the southside of Hershey Street (for EB)
approximately 220-feet east of Del Mar Avenue, on the existing street light post.
b.Speed Limit sign should be installed on the northside of Hershey Street (for WB)
approximately 170-feet west of Kelburn Avenue before the power pole on its own post.;
and
2.EXISTING STOP LOCATION UPGRADE: Install the following items at each existing stop sign
location (4 locations) along Hershey Street at Del Mar Avenue, Brighton Street, and Kelburn
Avenue
a.Red Reflective Strip: Install red reflective strips on the stop sign post.
b.Stop Sign: Remove and replace the existing faded stop signs with new stops signs (R1-
1)(

new stop signs.
