SUBJECT:RED CURB REVIEW AT THE NORTHEASTCORNER CURB RAMP OF
RIO HONDO AVENUE AND OLNEY STREET
SUMMARY
On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended
corner of Rio Hondo Avenue and Olney Street.
The City of Rosemead received a resident request to evaluate the curb markings for the northeast
corner curb ramp of Rio Hondo Avenue and Olney Street. The request from the resident was for
handicapped parking in front of the residence as well as for red curb along the curb on either side
of the curb ramp. At the time of this review, the resident has not officially submitted the City of
Rosemead Disabled Persons' Parking Policy and Application. The blue curb portion of the request
will be evaluated at a later time after the submission of the application.
ANALYSIS
The traffic review included an analysis of the existing roadway conditions and 5.5-years of
available collision data.
Rio Hondo Avenue: Rio Hondo Avenue is a north/south local roadway and is approximately 40-
Survey, Rio Hondo Avenue is a Minor Arterial and has a posted speed limit of 30 MPH with 25
MPH in the school zones. Rio Hondo Avenue is marked with a double yellow centerline separating
opposing traffic. Parking along both sides of Rio Hondo Avenue is allowed anytime except during
street sweeping. Land use through this segment of Rio Hondo Avenue is primarily Single Family
Residential.

Olney Street: Olney Street is an east/west roadway and is approximately 36-feet wide, with one
lane in each direction. Olney Street has no marked centerline separating opposing traffic and has
a marked speed limit of 25 MPH. Parking along both sides (north and south sides) of Olney Street
is allowed anytime except during street sweeping. Land use through this segment of Olney Street
is primarily Single Family Residential.
Collision data was obtained from the computerized collision records system maintained by the
State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review
of available collisions that were reported to SWITRS near the intersection of Rio Hondo Avenue
at Olney Street, was conducted over a 5.5-year period between January 2016 through October 2021
(available data at the time of traffic review). Based on the information provided, a summary
breakdown of the number of collisions per year is shown below. According to the review of the
collision history list, there were a total of 2 collisions within 100-feet of the intersection at Rio
Hondo Avenue and Olney Street, over the last 5.5 years. Out of the 2 collisions, 1 was broadside,
and 1 was head-on. Out of the 2 collisions, both were due to improper turns, and both resulted in
property damage only.
STAFF RECOMMENDATION
After a thorough review of existing field and traffic conditions and per the California Manual on
Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the
traffic review and engineering judgement, it was determined that red curb should be installed on
the northeast corner of the intersection at Rio Hondo Avenue and Olney Street on both sides of the
curb ramp.
A detailed traffic report and proposed figure diagram is attached as Attachment A to this staff
report, please refer to the proposed diagram (Figure 3 and 4) in the attachment.
Below is a detailed list of the recommendations, these improvements are also shown on Figure 4
of Attachment A:
1. INSTALL RED CURB on the northeast corner of the curb ramp of the intersection at Rio
Hondo Avenue and Olney Street on both sides of the curb ramp

INTRODUCTION
The City of Rosemead received a resident request to evaluate the curb markings for the northeast corner
curb ramp of Rio Hondo Avenue and Olney Street. In response to this request and on behalf of the City,
engineering staff completed a traffic review and recommended appropriate curb markings near the curb
ramp in front of the resident's address at the northeast corner of Rio Hondo Avenue and Olney Street.
The request from the resident was for handicapped parking in front of the residence as well as for red
curb along the curb on either side of the curb ramp. At the time of this review, the resident has not
officially submitted the City of Rosemead Disabled Persons' Parking Policy and Application. The blue curb
portion of the request will be evaluated at a later time after the submission of the application. This review
is for evaluation for the installation of red curb. The traffic review included an analysis of the existing
roadway conditions and 5.5 -years of available collision data. Please refer to Figure 1 below for a vicinity
map of the subject location.

RECOMMENDATIONS
After a thorough review of existing field and traffic conditions and per the California Manual on Uniform
Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and
engineering judgement, it was determined that red curb should be installed on the northeast corner of
the intersection at Rio Hondo Avenue and Olney Street on both sides of the curb ramp. Please refer to
