NEAR HELLMAN AVENUE AND THE EB I-10 FREEWAY ON-RAMP
SUMMARY
On March 11, 2021, a traffic study with several recommendations was presented to the Traffic
Commission to improve the existing signage and markings located on San Gabriel Boulevard for
northbound travel as drivers approach Hellman Avenue and the EB 14 0 Freeway On -Ramp. After
discussion and presentation of the item, the Traffic Commission directed staff to review the
location further and evaluate additional options for signage and pavement markings. On September
9, 2021, Staff presented their traffic review with additional enhancement options based on the
Traffic Commission request during the March meeting and proposed new recommendations for
signage and pavement markings for the location. All proposed improvements are within the City's
right of way. Traffic Commission accepted Staff recommendations and requested that staff contact
Caltrans regarding the process for using the Interstate freeway symbol pavement marker to present
and include the option for along with the other recommendations for Council approval. Staff has
contacted Caltrans about the recommendations, and it was determined that neither a Caltrans
permit nor permission is necessary for the recommended items. Public Works Field Services staff
will be able to complete all the recommended items. If necessary, additional materials and supplies
may be purchased at a minimal expense to complete the recommended work and staff would utilize
approved Fiscal Year 2021-2022 Traffic Signs & Markers available funds.
BACKGROUND
On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended
appropriate measures to improve and evaluate the existing signage located on San Gabriel
Boulevard for northbound travel as drivers approach Hellman Avenue and the EB 1-10 Freeway
On -Ramp. The current signage on San Gabriel Boulevard provides lane designations for the
freeway on-ramp and other roads, however the current signage as is, is not clear and makes it
difficult for motorists to understand and maneuver into the correct lanes, especially as drivers drive
NB approaching the Hellman Avenue intersection and the EB 1-10 On -Ramp. Due to the on -
ramp's proximity to the intersection of Hellman Avenue on San Gabriel Boulevard, signs have
been installed showing lane designations, however the signs show as if there are 2lanes making a

right onto the freeway. Clarification of the lane designations exist with text below the right turn
arrows; however, the writing is small.
After a thorough review of the area and analysis of the existing conditions, the study concluded
that the signage along San Gabriel Boulevard approaching the I-10 EB On Ramp would benefit
from additional traffic signage to allow motorists to select the appropriate lane before reaching the
end of the line of waiting vehicles. These improvements will aid in making the lane designations
more visible in advance of the freeway on-ramp and right turn only to Hellman Avenue before
motorists get to the end of the line of waiting vehicles.
DISCUSSION
During the September 9, 2021, Traffic Commission Special Meeting, Jana Robbins, Traffic
Engineer for Transtech Engineers, gave a presentation regarding the existing roadway conditions
and an overview of the proposed options to allow for lane designations to be clearer for motorists.
This traffic report included a review of existing signage and pavement legends as well as a review
of approximately 5 years of available collision data.
Ms. Robbins recommended the following improvements:
Remove the existing mast arm signage for northbound traffic along San Gabriel Boulevard
and on the approach to the intersection and replace with larger signs (54x45) for Multi -
Lane Roads per CAMUTCD 2B.19. To make the sign easier for motorists to read the lane
designations, it is recommended to add ONLY HELLMAN below the right turn arrow on
the sign per CAMUTCD 2B.19-20. It is also recommended to remove the Thru/RT symbol
on the mast arm sign and replace with a thru arrow with the 10 FWY EAST in larger font
to avoid confusion for vehicles that aim to turn onto Hellman Avenue. The approach sign
should be moved to the start of the right turn only lane (150' to 300' in advance);
2. Re -paint existing Right Arrow and "ONLY" Pavement Legend for the right -only lane
along San Gabriel Boulevard as show in the proposed diagram of Attachment A. Add
Pavement Legend "ONLY" approximately 80 -feet before Hellman Avenue, directly under
the RT ARROW to say "ONLY" Legend, to indicate to drivers this lane is only for turning
onto Hellman Avenue;
3. Install "Through Arrow with "FWY" pavement legend approximately 20 -feet south of
Hellman Avenue and again approximately 80 -feet south of Hellman Avenue;
4. Install lane line extension through the intersection (per Section 3B.08 and Figure 3B-13 of
the CAMUTCD) for the right turning lane to Hellman Avenue to help guide vehicles to
making the right onto Hellman Avenue;
5. Install approximately 25' & 15' of red curb along the east side of San Gabriel Blvd,
approximately 150' & 250' south of the intersection, respectively, as shown on Figure 8

and Figure 9 of Attachment A. This will prohibit any parking within 300' of the intersection
of San Gabriel Blvd and Hellman Avenue;
6. Install approximately 100' of wide dotted white lane line following the wide solid white
lane line for the right turn lane, as shown on Figure 10 of Attachment A. (CAMUTCD
Figure 313-11); and
7. Install 36"x36" regulatory sign Thru Traffic Merge Left W74(CA), as shown on Figure 10
of Attachment A. Per CAMUTCD Section 2C.40, this sign may be used in advance of the
R3 -7R sign.
The Traffic Commission, after deliberation, voted to amend Staff recommendations. The Traffic
Commission motioned to approve all recommendations and requested that Staff contact Caltrans
regarding the process for using the Interstate freeway logo before the item would go to City
Council for final approval.
The Traffic Commission voted 4-0 to recommend the revised motion to City Council for
authorization and approval for the following traffic improvements on San Gabriel Boulevard for
the northbound (NB) travel as drivers approach Hellman Avenue and the eastbound (EB) 1-10
Freeway On -Ramp.
TRAFFIC COMMISSION RECOMMENDATION
The Traffic Commission recommends to the City Council authorize the approval for the
following traffic improvements on San Gabriel Boulevard for the northbound (NB) travel as
drivers approach Hellman Avenue and the eastbound (EB) 1-10 Freeway On -Ramp:
Remove the existing mast arm signage for northbound traffic along San Gabriel Boulevard

FINANCIAL IMPACT
The City of Rosemead Public Works Field Services Division can complete the recommended items
utilizing the approved Fiscal Year 2021-2022 Traffic Signs & Markers available funds in account
202-3010-5660. All recommended items will be carried out by in-house staff. If necessary,
additional materials and supplies may be purchased at a minimal expense to complete the tasks.
STRATEGIC PLAN IMPACT
The project is consistent with the Strategic Plan's guiding principal for fiduciary responsibility of
providing for transparency in financial management of City's finances and providing quality of
life enhancement.

Please note that this intersection appears to be within Caltrans jurisdiction and may require
coordination between the City and Caltrans to facilitate any improvements. If the recommended
improvements are approved, City Staff would need to initiate the coordination efforts with Caltrans
to implement the below recommended improvements.
ANALYSIS
The traffic review included an analysis of the existing roadway conditions and evaluation on ways
to make the lane designations clearer for the motorists, this included a review of existing signage
and pavement legends as well as a review of approximately 5 years of available collision data.
This location is within the City of Rosemead however it appears that the subject intersection may
be under Caltrans jurisdiction. San Gabriel Boulevard is a north/south principal arterial roadway.
San Gabriel Boulevard is approximately 75 -feet wide, with two lanes in each direction separated
by a median created by two solid yellow lines. As San Gabriel Boulevard approaches the
intersection with Hellman Avenue, two lanes become four lanes, with a left turn lane and an

exclusive right turn lane to Hellman Avenue added. The right turn lane is strictly for right turns
onto Hellman Avenue. The lane designated by the sign as a shared right and through lane on San
Gabriel Boulevard is indicating that the lane passes through the intersection of Hellman Avenue,
and immediately north of the intersection this lane can either enter onto the I-10 Eastbound Ramp
or stay on San Gabriel Boulevard. This is represented in the attached picture summary. San Gabriel
Boulevard has a posted speed limit of 35 mph. San Gabriel Boulevard carries approximately
35,150 vehicles per day (both directions). The 2018/2019 intersection data also found in the Long
Range Plan that for existing conditions approximately 1,000 to 1,200 vehicles are continuing
through the intersection in the northbound direction. What this shows is that without adequate
advance signage vehicles will be unable to find a gap in through traffic to merge to the right to
enter the I-10 EB On -Ramp.
Collision data was obtained from the computerized collision records system maintained by the
State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review
of all collisions that occurred along San Gabriel Boulevard for vehicle traveling NB within 100 -
feet of the Eastbound 1-10 Ramps was conducted over a 5 -year period between January 2016 to
the most recent available accident data, December 2020. Per the review of the collision history,
there were 7 collisions over the last 5 year period that involved NB traffic. Overall, the intersection
had a total of 19 collisions over this same period, however since the area of concern is the NB
traffic getting onto the I-10 EB On -Ramp only those impacting the NB movements was recorded.
STAFF RECOMMENDATION
After a thorough review of the area and analysis of the existing conditions, the study concluded
that the signage along San Gabriel Boulevard approaching the 1-10 EB On Ramp would benefit
from additional traffic signage to allow motorists to select the appropriate lane before reaching the
end of the line of waiting vehicles. These improvements will aid in making the lane designations
more visible in advance of the freeway on-ramp and right turn only to Hellman Avenue before
motorists get to the end of the line of waiting vehicles.
This intersection appears to be within Caltrans jurisdiction and may require coordination between
the City and Caltrans to facilitate any improvements. It is recommended that City Staff initiate
these coordination efforts with Caltrans to implement the below recommended improvements.
A detailed traffic report and proposed figure diagram is attached as Attachment A to this staff
report, please refer to Figure 4 of Attachment A for the properad diagram.
Below is a detailed list of the recommendations:
1. Remove the existing signage on San Gabriel Boulevard NB on the Mast Arm and the
approach to the intersection and replace with larger signs (54x45) for Multi -Lane Roads
per CAMUTCD 2B.19. To make the sign easier for motorists to read the lane designations,
it is recommended to add the RT Lane and I-10 symbol below the Thru/RT lane and ONLY
HELLMAN below the right turn arrow on the sign per CAMUTCD 2B.19-20. The

to indicate to drivers this lane is only for turning onto Hellman Avenue.
3. Install and add Pavement Legends indicated by a Through and Straight Arrow and add the
1-10 Freeway icon underneath as shown in Figure 4. This includes adding two "Through
and Straight Arrows with the I-10 Frwy Icon" Legends at two locations along San Gabriel
Boulevard - approximately 10 -feet south of Hellman Avenue and again approximately 80 -
feet south of Hellman Avenue as shown in Figure 4.
4. Install lane line extension through the intersection (per detail 40 of the CAMUTCD) for
the right turning lane to Hellman Avenue to help guide vehicles to making the right onto
Hellman Avenue.

EXISTING ROADWAY CONDITIONS
San Gabriel Boulevard: Within the City of Rosemead, San Gabriel Boulevard is a north/south principal
arterial road. San Gabriel Boulevard is approximately 75 -feet wide, with two lanes in each direction
separated by a median created by two solid yellow lines. As San Gabriel Boulevard approaches the
intersection with Hellman Avenue, two lanes become four lanes, with a left turn lane and an exclusive
right turn lane to Hellman Avenue added. The right turn lane is strictly for right turns onto Hellman
Avenue. The lane designated by the sign as a shared right and through lane on San Gabriel Boulevard is
indicating that the lane passes through the intersection of Hellman Avenue, and immediately north of the
intersection this lane can either enter onto the 1-10 Eastbound Ramp or stay on San Gabriel Boulevard.
This is represented in the attached picture summary. San Gabriel Boulevard has a posted speed limit of
35 mph. San Gabriel Boulevard carries approximately 35,1501 vehicles per day (both directions). The
2018/2019 intersection data also found in the Long Range Plan that for existing conditions approximately

COLLISION INVESTIGATION
Collision data was obtained from the computerized collision records system maintained by the State of
California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of all collisions that
occurred along San Gabriel Boulevard for vehicle traveling NB within 100 -feet of the Eastbound 1-10
Ramps was conducted over a 5 -year period between January 2016 to the most recent available accident

Director of Public Works, Chris Daste and Transtech Traffic Engineer, Jana Robbins gave the Traffic Commissioners
a summary on the item, along with the following recommendations:
1. Install approximately 29 -feet of red curb along the north side of Mission Drive beginning from the east side
corner of Pistache Lane and Mission Drive. The additional red curb will improve line -of -sight for left turning
vehicles and will prevent vehicles from parking too close to Pistache Lane. This will remove approximately 1
parking space along the north side of Mission Drive, just east of Pistache Lane. Approximately 52 -feet of
available parking will remain to accommodate approximately 2 vehicles to park along the north side of Mission
Drive, just east of Pistache Lane.
2. Install approximately 12 -feet of red curb along the north side of Mission Drive beginning from the west side
corner of Plstache Lane and Mission Drive. The additional red curb will improve line -of -sight for right turning
vehicles and will prevent vehicles from parking too close to Pistache Lane. This will remove approximately 1
parking space along the north side of Mission Drive, just west of Pistache Lane. 57 feet of available parking
will remain to accommodate approximately 3 vehicles to park the north side of Mission Drive, just west of
Pistache Lane.

B. TRAFFIC REVIEW NEAR THE INTERSECTION OF ENCINITA AVENUE AND PITKIN STREET
Director of Public Works, Chris Daste and Transtech Traffic Engineer, Jana Robbins gave the Traffic Commissioners
a summary on the item, along with the following recommendations;
1. Install Bollards along the bulb out, made of concrete approximately4-feet apart, with a total of 11 bollards in
the northern section, and 6 bollards at the southern potion of the bulb out (17 total). The bollards should be
concrete or steel painted in yellow and black following guidelines per CAMUTCD Section 2C,
2. Install an Intersection Warning (W1-7) sign with a Type N-1 (CA) sign below at the edge of the bulb out, as
shown in Figure 4, facing WB traffic on Pitkin Street. This would add a visual cue that Pitkin Street dead ends
at Encinita Avenue, Installation should follow guidelines per CAMUTCD Section 2C.47 and 2C,65.
3. Refresh all existing curb markings at intersection in this area.
Vice Chair Quintanilla asked if there was comparable accident data collected for Rio Dell Street and Rose Street.
Transtech Traffic Engineer, Jana Robbins informed the Commissioners that they only collected accident data for Pitkin
Street.
Vice Chair Quintanilla asked if the school will be contributing to pay for the safety improvements.
Director of Public Works, Chris Daste responded that the terms or payment have not been discussed with the school.
Vice Chair Quintanilla ask during what hours was the traffic data collected.
Transtech Traffic Engineer, Jana Robbins informed the Commissioners that she was not aware of the time when the
data was collected but can provide them with the information at a future meeting,
Commissioner Lim stated that the report indicated that the data was collected on December 291h and school may have
been out on recess.
Vice Chair Quintanilla asked if staff received any information on the severity of the accident or if there was any damage
done to school property or the vehicle.
Transtech Traffic Engineer, Jana Robbins informed the Commissioners that the only damage that was reported was
damage done to the vehicle.
Commissioner Escobar had no comments on the item and agrees with staffs recommendation.
Staff noted for the record that Commissioner Ly arrived at 6;21 p.m.
Chair Masuda asked if there were any guidelines for the distance needed between each bollard or on the number of
bollards that can be installed at the location.
Transtech Traffic Engineer, Jana Robbins responded there were no guidelines and recommended installing the
bollards at least 4 -feet apart from each other.
Vice Chair Quintanilla suggested putting a knuckle at the northeast corner of Encinita Avenue.
Transtech Traffic Engineer, Jana Robbins informed the Commissioners that a knuckle can be installed, but it would be
costly.

C. TRAFFIC REVIEW OF SIGNAGE AND MARKINGS ON SAN GABRIEL BOULEVARD NEAR HELLMAN
AVENUE AND THE EB 1-10 FREEWAY ON-RAMP
Director of Public Works, Chris Daste and Transtech Traffic Engineer, Jana Robbins gave the Traffic Commissioner a
summary on the item, along with the following recommendations:
1. Remove the existing signage on San Gabriel Boulevard NB on Mast Arm and the approach to the intersection
and replace with larger signs (54X54) for Multi -Lane Roads per CAMUCTCD 28.19. To make the sign easier
for motorists to read the lane designations, it is recommended to add the RT Lane and 1-10 symbol below the
Thru/RT lane and ONLY HELLMAN below the right turn arrow on the sign per CAMUTCD 2B. 19-20. The
approach sign should be moved to the start of the right turn only lane (150' to 300' in advance).
2. Re -paint Right Arrow Pavement Legend on right -only lane along San Gabriel Boulevard according to Figure
4. This includes adding the Pavement Legend "ONLY" approximately 90 -feet before Hellman Avenue, directly
under the RT ARROW to say "ONLY" Legend, to indicate to drivers this lane is only for turning onto Hellman
Avenue,
3. Install and add Pavement Legends indicates by a Through and Straight Arrow and add the 1-10 Freeway icon
underneath as shown in Figure 4. This includes adding two "Through and Straight Arrows with the 1-10 Frwy
Icon" Legends at two locations along San Gabriel Boulevard — approximately 10 -feet south of Hellman Avenue
and again approximately 80 -feet south of Hellman Avenue as shown in Figure 4.
4. Install lane line extension through the intersection (per detail 40 of the CAMUTCD) for the right turning lane
to Hellman Avenue to help guide vehicles to making the right onto Hellman Avenue.
Vice Chair Quintanilla suggested on changing the Straight Arrow (R3-5) + Right Only Arrow (R3-8) sign to avoid
confusion or having drivers use the lane to make a right on Hellman Avenue.
Transtech Traffic Engineer, Jana Robbins informed the Commissioners that she will look for other signage ideas and
bring it back for the Commissioners to review.
Commissioner Lim agrees with Vice Chair Quintanilla's suggestion, along with recommending eliminating the right turn
arrow, continue with the 1-10 sign and installing larger signage,
Commissioner Ly agrees with staffs recommendation on adding signage and ground markings, along with mentioning
that the intersection at San Gabriel Boulevard and the west 60 -freeway entrance are like this intersection and staff may
be able to use similar signage at this location. Commissioner Ly also asked if the City needed Cal -Trans approval prior
to making the improvements.
Transtech Traffic Engineer, Jana Robbins informed the Commissioners that the City will need to get Cal -Trans approval
for the signage but not for the ground markings.
Commissioner Ly asked for clarification on whether the City needed Cal -Trans approval for the placement of the sign
or the design of the sign.

Transtech Traffic Engineer, Jana Robbins responded that they need Cal -Trans approval for the design of the sign and
not the placement of the sign.
Chair Masuda agreed with Vice Chair Quintanilla's suggestions, along with agreeing that the current proposed signage
may cause confusion. Mr. Masuda also agreed with placing the 1-10 frwy icon on top of the arrow.
The Traffic Commissioners asked to table the item to the next meeting to allow staff to provide addition options for the
signage design, ground markings, and to also incorporate the Commissioners suggestions into their new options.

SUMMARY
On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended
appropriate measures to improve and evaluate the existing signage located on San Gabriel
Boulevard for the northbound (NB) travel as drivers approach Hellman Avenue and the eastbound
(EB) 1-10 Freeway On -Ramp. The current signage on San Gabriel Boulevard provides lane
designations for the freeway on-ramp and other roads, however the current signage as is, is not
clear and makes it difficult for motorists to understand and maneuver into the correct lanes,
especially as drivers drive NB approaching the Hellman Avenue intersection and the EB 1-10 On -
Ramp. Due to the on -ramp's proximity to the intersection of Hellman Avenue on San Gabriel
Boulevard, there are currently signs installed showing lane designations, however the signs show
as if there are 2 lanes making a right onto the freeway. Clarification of the lane designations exist
with text below the right turn arrows; however, the writing is small. Please note that this
intersection appears to be within Caltrans jurisdiction and may require coordination between the
City and Caltrans to facilitate any improvements. If the recommended improvements are approved,
City Staff may need to initiate the coordination efforts with Caltrans to implement the below
recommended improvements.
This item was previously presented to the Traffic Commission at the March 11, 2021 Traffic
Commission Meeting. After discussion and presentation of the item, the Traffic Commission
directed staff to review the location further and evaluate additional options for signage and
pavement markings. Staff has completed their review based on the Traffic Commission direction
and determined new recommendations for signage and pavement markings at this location.
ANALYSIS
The traffic review included an analysis of the existing roadway conditions and evaluation on ways
to make the lane designations clearer for the motorists, this included a review of existing signage
and pavement legends as well as a review of approximately 5 years of available collision data.

This location is within the City of Rosemead however it appears that the subject intersection may
be under Caltrans jurisdiction. San Gabriel Boulevard is a north/south principal arterial roadway.
San Gabriel Boulevard is approximately 75 -feet wide, with two lanes in each direction separated
by a median created by two solid yellow lines. As San Gabriel Boulevard approaches the
intersection with Hellman Avenue, two lanes become four lanes, with a left turn lane and an
exclusive right turn lane to Hellman Avenue added. The right turn lane is strictly for right turns
onto Hellman Avenue. The lane designated by the sign as a shared right and through lane on San
Gabriel Boulevard is indicating that the lane passes through the intersection of Hellman Avenue,
and immediately north of the intersection this lane can either enter onto the I-10 Eastbound Ramp
or stay on San Gabriel Boulevard. This is represented in the attached picture summary. San Gabriel
Boulevard has a posted speed limit of 35 mph. San Gabriel Boulevard carries approximately
35,150 vehicles per day (both directions). The 2018/2019 intersection data also found in the Long
Range Plan that for existing conditions, approximately 1,000 to 1,200 vehicles are continuing
through the intersection in the northbound direction. What this shows is that without adequate
advance signage vehicles will be unable to find a gap in through traffic to merge to the right to
enter the I-10 EB On -Ramp.
Collision data was obtained from the computerized collision records system maintained by the
State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review
of all collisions that occurred along San Gabriel Boulevard for vehicle traveling NB within 100 -
feet of the Eastbound I-10 Ramps was conducted over a 5.5 -year period between January 2016 to
the most recent available accident data, May 2021. Per the review of the collision history, there
were 11 collisions over the last 5.5 -year period that involved NB traffic within 100 -feet of the
intersection. Overall, the intersection had a total of 23 collisions over this same period, however
since the area of concern is the NB traffic getting onto the I-10 EB On -Ramp, only those impacting
the NB movements was recorded.
STAFF RECOMMENDATION
After a thorough review of existing field and traffic conditions and per the California Manual on
Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the
traffic review and engineering judgement, it was determined that the signage along San Gabriel
Boulevard approaching the I-10 EB On Ramp would benefit from revised traffic signage that allow
motorists to select the appropriate lane before reaching the end of the line of waiting vehicles.
These improvements will aid in making the lane designations more visible in advance of the
freeway on-ramp and right turn only to Hellman Avenue before motorists get to the end of the line
of waiting vehicles.
This intersection appears to be within Caltrans jurisdiction and may require coordination between
the City and Caltrans to facilitate any improvements. It is recommended that City Staff initiate
these coordination efforts with Caltrans to implement the below recommended improvements.
A detailed traffic report and proposed figure diagram is attached as Attachment A to this staff
report, please refer to the properad diagram in the attachment.

Below is a detailed list of the recommendations:
1. Remove the existing mast arm signage for northbound traffic along San Gabriel Boulevard
and on the approach to the intersection and replace with larger signs (54x45) for Multi -
Lane Roads per CAMUTCD 2B.19. To make the sign easier for motorists to read the lane
designations, it is recommended to add ONLY HELLMAN below the right turn arrow on
the sign per CAMUTCD 2B.19-20. It is also recommended to remove the Thru/RT symbol
on the mast arm sign and replace with a thru arrow with the 10 FWY EAST in larger font
to avoid confusion for vehicles that aim to turn onto Hellman Avenue. The approach sign
should be moved to the start of the right turn only lane (150' to 300' in advance)
2. Re -paint existing Right Arrow and "ONLY" Pavement Legend for the right -only lane
along San Gabriel Boulevard as show in the proposed diagram of Attachment A. Add
Pavement Legend "ONLY" approximately 80 -feet before Hellman Avenue, directly under
the RT ARROW to say "ONLY" Legend, to indicate to drivers this lane is only for turning
onto Hellman Avenue.
Install "Through Arrow with "FWY" pavement legend approximately 20 -feet south of
Hellman Avenue and again approximately 80 -feet south of Hellman Avenue.
4. Install lane line extension through the intersection (per Section 3B.08 and Figure 3B-13 of
the CAMUTCD) for the right turning lane to Hellman Avenue to help guide vehicles to
making the right onto Hellman Avenue.
Install approximately 25' & 15' of red curb along the east side of San Gabriel Blvd,
approximately 150' & 250' south of the intersection, respectively, as shown on Figure 8
and Figure 9 of Attachment A. This will prohibit any parking within 300' of the intersection
of San Gabriel Blvd and Hellman Avenue.
6. Install approximately 100' of wide dotted white lane line following the wide solid white
lane line for the right turn lane, as shown on Figure 10 of Attachment A. (CAMUTCD
Figure 3B-11)
7. Install 36"x36" regulatory sign Thru Traffic Merge Left W74(CA), as shown on Figure 10
of Attachment A. Per CAMUTCD Section 2C.40, this sign may be used in advance of the
R3 -7R sign.

San Gabriel Boulevard: Within the City of Rosemead, San Gabriel Boulevard is a north/south principal

PICTURE SUMMARY: EXISTING CONDITIONS
COLLISION INVESTIGATION
Collision data was obtained from the computerized collision records system maintained by the State of
California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of all collisions that
occurred along San Gabriel Boulevard for vehicle traveling NB within 100 -feet of the Eastbound 1-10
Ramps was conducted over a 5.5 -year period between January 2016 to the most recent available accident
data, May 2021.
Table 1 on the following page provides a detailed list of these collisions within 100 -feet of the Eastbound
1-10 Ramps along San Gabriel Boulevard.

Per the review of the collision history, there were 11 collisions over the last 5.5 -year period that involved
NB traffic within 100 -feet of the intersection. Overall, the intersection had a total of 23 collisions over
this same period, however since the area of concern is the NB traffic getting onto the 1-10 EB On -Ramp
only those impacting the NB movements was recorded. Refer to Figure 3 for a diagram of NB collisions
within 100 -feet of the Eastbound 1-10 Ramps along San Gabriel Boulevard.

The addition of a painted median like Atlantic Boulevard was considered; however, it was found that there
is not enough space to add a painted median. The right turn lane and adjacent lane (Lane #3 & Lane #4)
are already at their minimum width. The 18 -foot lane on the west side of the street is required for the bus
stop and thru traffic. Additionally, any lane configuration changes on the south side of the intersection
would also require changes on the north side of the intersection.
After a thorough review of existing field and traffic conditions and per the California Manual on Uniform
Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and
engineering judgement, it was determined that the signage along San Gabriel Boulevard approaching the
1-10 EB On Ramp would benefit from revised traffic signage that allow motorists to select the appropriate
lane before reaching the end of the line of waiting vehicles. These improvements will aid in making the
lane designations more visible in advance of the freeway on-ramp and right turn only to Hellman Avenue
before motorists get to the end of the line of waiting vehicles.
This intersection also appears to be within Caltrans jurisdiction and may require coordination between
the City and Caltrans to facilitate any improvements. It is recommended that City Staff initiate these
coordination efforts with Caltrans to implement the below recommended improvements.

Recommendations
1. Remove the existing mast arm signage for northbound traffic along San Gabriel Boulevard and on the
approach to the intersection and replace with larger signs (54"x45") for Multi -Lane Roads per
CAMUTCD 26.19. To make the sign easier for motorists to read the lane designations, it is
recommended to add ONLY HELLMAN below the right turn arrow on the sign per CAMUTCD 26.19-
20. It is also recommended to remove the Thru/RT symbol on the mast arm sign and replace with a
thru arrow with the 10 FWY EAST in larger font to avoid confusion for vehicles that aim to turn onto
Hellman Avenue. The approach sign should be moved to the start of the right turn only lane (150' to
300' in advance).
2. Re -paint existing Right Arrow and "ONLY" Pavement Legend for the right -only lane along San Gabriel
Boulevard according to Figure 7.

a. Add Pavement Legend "ONLY" approximately 80 -feet before Hellman Avenue, directly under
the RT ARROW to say "ONLY" Legend, to indicate to drivers this lane is only for turning onto
Hellman Avenue.
3. Install "Through Arrow with "FWY" pavement legend as shown on Figure 7 - approximately 20 -feet
south of Hellman Avenue and again approximately 80 -feet south of Hellman Avenue as shown in
Figure 7.
4. Install lane line extension through the intersection (per Section 313.08 and Figure 313-13 of the
CAMLITCD) for the right turning lane to Hellman Avenue to help guide vehicles to making the right
onto Hellman Avenue.

Additional Options
5. Install approximately 25' & 15' of red curb along the east side of San Gabriel Blvd, approximately 150'
& 250' south of the intersection, respectively, as shown on Figure 8 and Figure 9. This will prohibit
any parking within 300' of the intersection of San Gabriel Blvd and Hellman Avenue.
6. Install approximately 100' of wide dotted white lane line following the wide solid white lane line for
the right turn lane, as shown on Figure 10. (CAMUTCD Figure 38-11)
7. Install 36"x36" regulatory sign Thru Traffic Merge Left W74(CA), as shown on Figure 10. Per CAMUTCD
Section 2C.40, this sign may be used in advance of the 113-711 sign.

A. TRAFFIC REVIEW OF SIGNAGE AND MARKINGS ON SAN GABRIEL BOULEVARD
NEAR HELLMAN AVENUE AND THE EB 1.10 FREEWAY ON-RAMP
Traffic Engineer Jana Robbins provided a brief description of the item and presented a PowerPoint
presentation of the studies that were conducted. This item was previously discussed during the
March 11, 2021, Traffic Commission Special Meeting and Staff was asked to conduct a traffic
review and return with recommendations on lane assignment. After completing the traffic review,
Staff reported adding additional lanes would not be possible. Traffic Engineer Jana Robbins
explained the existing roadway conditions and provided recommendations for adding improved
signage approaching the Hellman Ave intersection and the EB 1-10 On -Ramp.
Commissioner Drange asked why we could not turn the right turn only lane into a straight thru lane
onto the freeway ramp as well.
Traffic Engineer Jana Robbins responded that if they made it into a shared thru and right turn only
lane, the que would extend further down because you could not have two lanes getting onto the
freeway as there is not enough room on the ramp, thus creating more traffic on both lanes.
Vice Chair Quintanilla asked if the updated signage would have three vertical lines at the bottom as
shown in Figure 5 on the PowerPoint presentation.
Traffic Engineer Jana Robbins answered there will be three solid lines on the updated signage.
Vice Chair Quintanilla asked if an Interstate symbol marking could be placed on the ground to help
notify drivers in advance.
Traffic Engineer Jana Robbins answered they have considered it as it was part of their initial
recommendations and could eventually add the marking, however, it would require approval from
Caltrans,
Vice Chair Quintanilla responded that we should construe in phase 2 to further assist approaching
traffic that not the far -right lane, but the lane that indicates freeway enters the 1-10 Freeway,
Chair Masuda asked if this proposal was submitted to Caltrans, would adding the Interstate
freeway logo be an additional application or request.
Traffic Engineer Jana Robbins answered that all items being proposed are within the City's right of
way and we would not need to submit the request for approval for the Interstate freeway logo at
this time. As a courtesy, Staff would need to notify Caltrans about changing the mast arm signage
and during that same time, we could ask Caltrans what the process would be to use the Interstate
logo.
Vice Chair Quintanilla made a motion, seconded by Commissioner Drange, to accept Staff
recommendations, but to also have staff contact Caltrans regarding the process for using
the Interstate freeway logo before the item goes to City Council. Vote resulted in:

B. TRAFFIC REVIEW AT THE INTERSECTION OF RAMONA BOULEVARD AND BURTON
AVENUE
Staff received two public comments on this item.
Chair Masuda read aloud the public comment received from Daniel Hernandez dated September 9,
2021.
Chair Masuda read aloud the public comment received from Jeff Che dated September 7, 2021.
Chair Masuda moved the discussion to Staff recommendations.
On behalf of the City of Rosemead, Traffic Engineer Jana Robbins provided recommendations on
improving and evaluating the existing all -way stop signage, pavement legends, and markings at the
intersection of Ramona Boulevard and Burton Avenue.
Traffic Engineer Jana Robbins stated as part of the traffic review, collision data collected from
Statewide Integrated Traffic Records Systems (SWITRS), over a six-year period at this
intersection, there was a total of three collisions,
Traffic Engineer Jana Robbins proposed installing new 36x36 STOP sign with retroreflective strips
on the post and at the bottom of the plaque will indicate ALL WAY. The intersection will be
refreshed with white visibility paint and Stop Ahead sign will be installed,
Commissioner Michael Drange asked a question regarding the letter submitted by Jeff Che about
the calming measures project on Burton Avenue, Commissioner Drange asked what the calming
measures were and if there have been considerations of adding speed bumps on Ramona
Boulevard.
Traffic Engineer Jana Robbins responded that the calming measures consisted of adding a white
center strip and white side stripes which visually narrowed the roadway. It was found that narrower
roads resulted in driving slower as opposed to having a wide-open road,
Traffic Engineer Jana Robbins responded to Commissioner Drange's second question that the City
does not have in place a policy that has adopted speed bumps and that there are liability issues
the City must consider when they adopt a policy,
Commissioner Drange made a motion, seconded by Commissioner Escobar, to accept Staff
recommendations. Vote resulted in:

C. TRAFFIC COMMISSION DIRECTION FOR RED CURB REVIEW NEAR 9103-9113
GARVEYAVENUE
Traffic Engineer Jana Robbins gave a brief description of the item and provided recommendation
on the request from a resident requesting the City to review the existing red curb located at 9103-
9113 Garvey Ave and to remove the red curb,
Traffic Engineer Jana Robbins explained the reason the curb is marked red is because there is a
Metro Bus Stop at this location.
Chair Masuda commented that he visited the location and was still unsure about the request as to
why the resident was requesting to remove the red curb.
Commissioner Drange replied that he traverses that road on a bicycle and does not see where else
the Metro Bus Stop could be relocated.
Chair Masuda asked if Metro could deny the request to move the bus stop.
Traffic Engineer Jana Robbins responded that Metro could deny the request. The only other
possible location to have the bus stop would be on Sullivan Avenue, however, there is no
crosswalk.
Chair Masuda agreed with Staff recommendation to deny the request to remove the red curb and
leave as is, with no further action.
Commissioner Drange made a motion, seconded by Commissioner Escobar, to accept Staff
recommendation to deny the request to remove the red curb and leave as is, with no further
action. Vote resulted in:

Vice Chair Quintanilla asked for a status update on the Olney Street and Temple City Boulevard
on-ramp street closure.
Traffic Engineer Jana Robbins responded that City Council was waiting for the next in-person
meeting to discuss those matters because they wanted to have the residents be able to voice their
opinions,
Commissioner Drange asked if the City has an adopted bicycle plan and requesting a copy if it
exist,
Traffic Engineer Jana Robbins responded Staff will look into it and provide the document if
available.
Chair Masuda responded that there was an existing bike plan, however, it was never adopted, and
no further action was taken.
Chair Masuda asked if staff could look into traffic calming measures for Ramona Boulevard, from
Burton Avenue going east.
Traffic Engineer Jana Robbins responded they can have staff look into the request.
Chair Masuda asked Commissioners if it is agreed upon to have Staff look further into the request.
Commissioner Drange, Commissioner Escobar, and Vice Chair agreed with Chair Masuda to have
Staff investigate the occurrence of collisions, speed, and volume on Ramona Boulevard and
provide recommendations.

The meeting adjourned at 8:00 p.m. The next Traffic Commission meeting is scheduled for
October 7, 2021, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council
