BURTON AVENUE
SUMMARY
On September 9, 2021, a traffic study with several recommendations was presented to the Traffic
Commission to improve the existing stop signage, pavement legends, and markings at the
intersection of Ramona Boulevard and Burton Avenue. After discussion and presentation of the
item, the Traffic Commission approved the Staff recommendations for the area. Public Works
Field Services staff will be able to complete all the recommended items. If necessary, additional
materials and supplies may be purchased at a minimal expense to complete the recommended work
and staff would utilize approved Fiscal Year 2021-2022 Traffic Signs & Markers available funds.
BACKGROUND
On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended
appropriate measures to improve and evaluate the existing stop signage, pavement legends, and
markings at the intersection of Ramona Boulevard and Burton Avenue to address resident concerns
of the visibility of the all -way stop.
The intersection currently is an all -way stop. The placement of all traffic control devices is dictated
by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on
Uniform Traffic Control Devices) and the CVC (California Vehicle Code). On behalf of the City
of Rosemead, engineering staff has completed a traffic analysis to evaluate the intersection and
recommend appropriate measures that would increase the visibility of the stop signs at intersection.
After a thorough review of existing field and traffic conditions and per the California Manual on
Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the
traffic review and engineering judgement, it was determined that the intersection of Ramona
Boulevard and Burton Avenue would benefit from additional traffic control measures in order to
increase the visibility of the all -way stop for vehicles approaching the intersection of Ramona
Boulevard and Burton Avenue.

DISCUSSION
During the September 9, 2021, Traffic Commission Special Meeting, Jana Robbins, Traffic
Engineer for Transtech Engineers, gave a presentation regarding the existing field and traffic
conditions at the intersection of Ramona Boulevard and Burton Avenue. The traffic review
included an analysis of the existing roadway conditions and approximately 6 years of available
collision data.
Ms. Robbins recommended the following improvements:
1. Install new larger STOP Signs (36x36) along with an All Way (R1 -3P) plaque mounted
under each STOP Sign at the Intersection of Ramona Boulevard and Burton Avenue as
shown.
a. Larger STOP Signs: Larger 36"x36" STOP signs will increase the driver's
awareness of the intersection. The visibility of intersections and ability of
approaching drivers to perceive them can be enhanced by installing larger signs at
intersections. This should follow the guidelines per CAMUTCD Table 2B.1.
b. All Way (111-3P) Plaque: An All Way plaque will increase the driver's awareness
that all directions of travel are required to stop at the intersection. (R1 -3P) 18"x6".
2. Install red retroreflective strips on all the STOP posts, per CAMUTCD Section 213.10,
paragraph 6.
a. Retroreflective strips are strips installed on posts that match the background of
the sign which aids to enhance the visibility of the STOP Signs and is beneficial
when additional attention needs to be drawn to a stop sign especially during
nighttime conditions.
3. Refresh STOP legend and bar at STOP locations (high visibility paint) at the intersection
of Ramona Boulevard and Burton Avenue.
a. STOP Pavement Legend and bar: a STOP pavement legend and bar provides
further awareness for driver's that they are approaching an intersection that requires
a vehicle to make a complete Stop.
4. Repaint the yellow painted crosswalk to white (high visibility paint) ladder stripe for the
west leg at the intersection of Ramona Boulevard and Burton Avenue.
a. Repaint the Crosswalk in the west leg white. Per CVC Section 21368 and
CAMUTCD 313.18 unless a crosswalk is within 600' of school grounds or 2,800'
from a school building with no other marked crossings the crosswalk should be
painted white.; and
5. Install STOP Ahead (W3-1) Symbol Sign along Burton Avenue (high visibility paint).
a. STOP Ahead (W3-1) Sign: STOP Ahead Signs increase the driver's awareness
that they are approaching an intersection that requires a vehicle to make a complete

The Traffic Commission voted 4-0 to approve the staff recommended traffic control measures at
the intersection of Ramona Boulevard and Burton Avenue.
TRAFFIC COMMISSION RECOMMENDATION
The Traffic Commission recommends the City Council authorize approval for the following
traffic control measures at the intersection of Ramona Boulevard and Burton Avenue:
1. Install new larger STOP Signs (36x36) along with an All Way (R1 -3P) plaque mounted
under each STOP Sign at the Intersection of Ramona Boulevard and Burton Avenue as
shown.
a. Larger STOP Signs: Larger 36"06" STOP signs will increase the driver's

FINANCIAL IMPACT
The City of Rosemead Public Works Field Services Division can complete the recommended items
utilizing the approved Fiscal Year 2021-2022 Traffic Signs & Markers available funds in account
202-3010-5660. All recommended items will be carried out by in-house staff. If necessary,
additional materials and supplies may be purchased at a minimal expense to complete the tasks.
STRATEGIC PLAN IMPACT
The project is consistent with the Strategic Plan's guiding principal for fiduciary responsibility of
providing for transparency in financial management of City's finances and providing quality of
life enhancement.

SUMMARY
On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended
appropriate measures to improve and evaluate the existing stop signage, pavement legends, and
markings at the intersection of Ramona Boulevard and Burton Avenue.
The intersection currently is an all -way stop. The placement of all traffic control devices is dictated
by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on
Uniform Traffic Control Devices) and the CVC (California Vehicle Code). On behalf of the City
of Rosemead, engineering staff has completed a traffic analysis to evaluate the intersection and
recommend appropriate measures that would increase the visibility of the stop signs at intersection.
ANALYSIS
The traffic review included an analysis of the existing roadway conditions and review of
approximately 6 years of available collision data.
The intersection of Ramona Boulevard and Burton Avenue is an all -way stop and is within the
City of Rosemead. Ramona Boulevard is an east/west major collector roadway and is
approximately 28 -feet wide, with one lane in each direction. The roadway has a solid double
yellow centerline to the west of the intersection with Burton Avenue and a solid yellow centerline
to the east of the intersection with Burton Avenue. Parking is allowed on the south side of the
street except during street sweeping days. Per the City of Rosemead's Engineering and Traffic
Survey (Speed Survey), Ramona Boulevard has a speed limit of 30 mph except as shown by the
15 MPH Curve warning signage (WI -2 (L&R)) as shown in Figure 2 of Attachment A for vehicles
traveling along the curve just west of Burton Avenue. Land use through this section of Ramona
Boulevard is Single Family Residential. Burton Avenue is a north/south local roadway and is
approximately 32 -feet wide, with one lane in each direction and no marked centerline. Parking is
allowed on the south side of the street except during street sweeping days. Burton Avenue has a
posted speed limit of 25 MPH. Land use along this section of Burton Avenue is Single Family
Residential.

Collision data was obtained from the computerized collision records system maintained by the
State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review
and analysis of all collisions that occurred within 200 -feet of the intersection of Ramona Boulevard
and Burton Avenue was conducted over a 6 -year period between January 2015 to the most recent
available accident data, December 2020. There was a total of 3 accidents reported. Per the review
of the collision history, there were 3 collisions reported within 200 -feet of the intersection of
Ramona Boulevard and Burton Avenue within the 6 -year period. Of the 3 collisions, 2 collisions
were rear ends, and 1 was a sideswipe with 2 of the collisions reported to be caused by unsafe
speeds, and 1 reported was due to an improper turn. It appeared that most were a result of vehicles
exiting from driveways or parking spaces to enter onto the stream of traffic. No collisions were
reported within the intersection.
STAFF RECOMAJEENDATION
The placement of all traffic control devices is dictated by engineering judgment and based on
guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and
the CVC (California Vehicle Code). The installation of all official traffic control devices is also
based on an engineering review with justification.
After a thorough review of existing field and traffic conditions and per the California Manual on
Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the
traffic review and engineering judgement, it was determined that the intersection of Ramona
Boulevard and Burton Avenue would benefit from additional traffic control measures in order to
increase the visibility of the all -way stop for vehicles approaching the intersection of Ramona
Boulevard and Burton Avenue.
A detailed traffic report and proposed figure diagram is attached as Attachment A to this staff
report, please refer to the properad diagram in the attachment. Please refer to the below list for
recommendations and to Figure 4 found in Attachment A for an Aerial view of the proposed
recommendations and to Figures 5 through 9 found in Attachment A for a street view of the
proposed recommendations.

Collision data was obtained from the computerized collision records system maintained by the State of

A. TRAFFIC REVIEW OF SIGNAGE AND MARKINGS ON SAN GABRIEL BOULEVARD
NEAR HELLMAN AVENUE AND THE EB 1.10 FREEWAY ON-RAMP
Traffic Engineer Jana Robbins provided a brief description of the item and presented a PowerPoint
presentation of the studies that were conducted. This item was previously discussed during the
March 11, 2021, Traffic Commission Special Meeting and Staff was asked to conduct a traffic
review and return with recommendations on lane assignment. After completing the traffic review,
Staff reported adding additional lanes would not be possible. Traffic Engineer Jana Robbins
explained the existing roadway conditions and provided recommendations for adding improved
signage approaching the Hellman Ave intersection and the EB 1-10 On -Ramp.
Commissioner Drange asked why we could not turn the right turn only lane into a straight thru lane
onto the freeway ramp as well.
Traffic Engineer Jana Robbins responded that if they made it into a shared thru and right turn only
lane, the que would extend further down because you could not have two lanes getting onto the
freeway as there is not enough room on the ramp, thus creating more traffic on both lanes.
Vice Chair Quintanilla asked if the updated signage would have three vertical lines at the bottom as
shown in Figure 5 on the PowerPoint presentation.
Traffic Engineer Jana Robbins answered there will be three solid lines on the updated signage.
Vice Chair Quintanilla asked if an Interstate symbol marking could be placed on the ground to help
notify drivers in advance.
Traffic Engineer Jana Robbins answered they have considered it as it was part of their initial
recommendations and could eventually add the marking, however, it would require approval from
Caltrans,
Vice Chair Quintanilla responded that we should construe in phase 2 to further assist approaching
traffic that not the far -right lane, but the lane that indicates freeway enters the 1-10 Freeway,
Chair Masuda asked if this proposal was submitted to Caltrans, would adding the Interstate
freeway logo be an additional application or request.
Traffic Engineer Jana Robbins answered that all items being proposed are within the City's right of
way and we would not need to submit the request for approval for the Interstate freeway logo at
this time. As a courtesy, Staff would need to notify Caltrans about changing the mast arm signage
and during that same time, we could ask Caltrans what the process would be to use the Interstate
logo.
Vice Chair Quintanilla made a motion, seconded by Commissioner Drange, to accept Staff
recommendations, but to also have staff contact Caltrans regarding the process for using
the Interstate freeway logo before the item goes to City Council. Vote resulted in:

B. TRAFFIC REVIEW AT THE INTERSECTION OF RAMONA BOULEVARD AND BURTON
AVENUE
Staff received two public comments on this item.
Chair Masuda read aloud the public comment received from Daniel Hernandez dated September 9,
2021.
Chair Masuda read aloud the public comment received from Jeff Che dated September 7, 2021,
Chair Masuda moved the discussion to Staff recommendations,
On behalf of the City of Rosemead, Traffic Engineer Jana Robbins provided recommendations on
improving and evaluating the existing all -way stop signage, pavement legends, and markings at the
intersection of Ramona Boulevard and Burton Avenue.
Traffic Engineer Jana Robbins stated as part of the traffic review, collision data collected from
Statewide Integrated Traffic Records Systems (SWITRS), over a six-year period at this
intersection, there was a total of three collisions.
Traffic Engineer Jana Robbins proposed installing new 36x36 STOP sign with retroreflective strips
on the post and at the bottom of the plaque will indicate ALL WAY. The intersection will be
refreshed with white visibility paint and Stop Ahead sign will be installed.
Commissioner Michael Drange asked a question regarding the letter submitted by Jeff Che about
the calming measures project on Burton Avenue, Commissioner Drange asked what the calming
measures were and if there have been considerations of adding speed bumps on Ramona
Boulevard,
Traffic Engineer Jana Robbins responded that the calming measures consisted of adding a white
center strip and white side stripes which visually narrowed the roadway. It was found that narrower
roads resulted in driving slower as opposed to having a wide-open road.
Traffic Engineer Jana Robbins responded to Commissioner Drange's second question that the City
does not have in place a policy that has adopted speed bumps and that there are liability issues
the City must consider when they adopt a policy.
Commissioner Drange made a motion, seconded by Commissioner Escobar, to accept Staff

C. TRAFFIC COMMISSION DIRECTION FOR RED CURB REVIEW NEAR 9103-9113
GARVEYAVENUE
Traffic Engineer Jana Robbins gave a brief description of the item and provided recommendation
on the request from a resident requesting the City to review the existing red curb located at 9103-
9113 Garvey Ave and to remove the red curb.
Traffic Engineer Jana Robbins explained the reason the curb is marked red is because there is a
Metro Bus Stop at this location.
Chair Masuda commented that he visited the location and was still unsure about the request as to
why the resident was requesting to remove the red curb.
Commissioner Drange replied that he traverses that road on a bicycle and does not see where else
the Metro Bus Stop could be relocated.
Chair Masuda asked if Metro could deny the request to move the bus stop.
Traffic Engineer Jana Robbins responded that Metro could deny the request. The only other
possible location to have the bus stop would be on Sullivan Avenue, however, there is no
crosswalk.
Chair Masuda agreed with Staff recommendation to deny the request to remove the red curb and
leave as is, with no further action.
Commissioner Drange made a motion, seconded by Commissioner Escobar, to accept Staff
recommendation to deny the request to remove the red curb and leave as is, with no further
action. Vote resulted in:

Vice Chair Quintanilla asked for a status update on the Olney Street and Temple City Boulevard
on-ramp street closure.
Traffic Engineer Jana Robbins responded that City Council was waiting for the next in-person
meeting to discuss those matters because they wanted to have the residents be able to voice their
opinions.
Commissioner Drange asked if the City has an adopted bicycle plan and requesting a copy if it
exist,
Traffic Engineer Jana Robbins responded Staff will look into it and provide the document if
available.
Chair Masuda responded that there was an existing bike plan, however, it was never adopted, and
no further action was taken,
Chair Masuda asked if staff could look into traffic calming measures for Ramona Boulevard, from
Burton Avenue going east.
Traffic Engineer Jana Robbins responded they can have staff look into the request.
Chair Masuda asked Commissioners if it is agreed upon to have Staff look further into the request.
Commissioner Drange, Commissioner Escobar, and Vice Chair agreed with Chair Masuda to have
Staff investigate the occurrence of collisions, speed, and volume on Ramona Boulevard and
provide recommendations.

The meeting adjourned at 8:00 p.m. The next Traffic Commission meeting is scheduled for
October 7, 2021, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council
