PROPERTY HISTORY AND DESCRIPTION
The project site is located on the south side of Pitkin Street, between Encinita Avenue
and Rio Hondo Avenue. According to the Los Angeles County Assessor's Office, the
project site consists of one parcel, totaling approximately 12,000 square feet of lot area.
The project site currently consists of a 1,689 square -foot, one-story, single-family dwelling
which was built in 1956. All existing detached ancillary structures will be demolished.

DISCUSSION
Project Description
As illustrated in Exhibit "B", the applicant has proposed a new 2,446 square -foot, two
story, single-family dwelling unit with a detached three -car garage at the rear of the lot. In
addition to the proposed single-family dwelling unit, the applicant has requested a 20%
exception for the side yard setback from the minimum required 6'-0" to 5'-0" to continue
the existing wall of the existing nonconforming single-family dwelling unit for the
construction of a 484 square -foot attached two -car garage. A 142 square -foot attached
patio is also proposed for the existing nonconforming single-family dwelling unit, but it is
not part of the Minor Exception. Furthermore, the applicant has proposed to renovate the
exterior of the front dwelling unit to match the proposed rear dwelling unit in terms of color,
materials, and design.

Development Standards
Staff has verified that the proposed single-family dwelling unit and proposed garage and
patio additions to the existing nonconforming dwelling unit would be in compliance with
the applicable development standards of the Rosemead Zoning Code, as demonstrated
in the following table:

The two-story, single-family dwelling at the rear will consist of 2,446 square feet: 1,435
square feet on the first floor and 1,011 square feet on the second floor. The first -floor plan
consists of a foyer, living room, dining room, kitchen, pantry, laundry room, three
bedrooms, and two bathrooms. The second -floor plan consists of a family room, game
room, an open office, a bathroom, and a master bedroom with a closet and bathroom.
Elevations
The applicant has proposed a contemporary design for the new two-story single-family
dwelling unit and will utilize a warm, earth -tone color scheme. The primary exterior color
would be brown, and the proposed roof would consist of high-quality fiberglass, charcoal -
colored roof shingles. To contrast the exterior walls, the applicant has proposed white
window frames and sills, trims, and fascia boards. Furthermore, an earth -tone blend of
gold, brown, and olive for the stone veneer will be incorporated into the base and entryway
of the single-family dwelling unit. More specifically, the applicant is proposing the following
color and materials:
