SUBJECT: ADOPTION OF RESOLUTION 2021-64 APPROVING A PROPOSITION
68 PER CAPITA PROGRAM GRANT APPLICATION
SUMMARY
The City of Rosemead has the opportunity to apply for grant funds through the Prop 68 Per
Capita Program. The state will award $185 million for the General Per Capita Program. The
state will also award eligible agencies approximately $138 million for the Urban County Per
Capita Program. Grant funds are available for local park rehabilitation, creation, and
improvements to local governments, on a per capita basis. The City of Rosemead's available
total grant amount is approximately $211,000. Staff is recommending that the City Council
adopt Resolution 2021-64, approving the City's application for the funding.
DISCUSSION
The City of Rosemead has the opportunity to apply for Per Capita Program grant funds through
the California Drought, Water, Parks, Climate, Coastal Protection and Outdoor Access for All
Act of 2018. This program originates from Proposition 68, and funds will be administered by the
California Department of Parks and Recreation Office of Grants and Local Services.
For the General Per Capita Program, the state will award a total of $185 million. The City's
available grant amount is $177,952. For the Urban County Per Capita Program, the state will
award $13,875,000. The City's available grant amount for this program is $33,615. Per Capita
Grant Program funds total $211,567.
General Per Capita Program
Grant funds are available for local park rehabilitation, creation, and improvement to local
governments on a per capita basis. Grant recipients are encouraged to utilize awards to
rehabilitate existing infrastructure and address deficiencies in neighborhoods lacking access to
the outdoors. Projects must be used for capital outlay for recreational purposes, either
acquisition or development.

Urban County Per Capita Program
These additional funds are available to cities and districts in urbanized counties, defined as
counties with a population of 500,000 or more. Funds are available to cities providing park and
recreation services within the jurisdiction of 200,000 or less in population.
Proposed Project
The proposed project is the Dog Park at Garvey Park. These funds would be used to offset the
cost of the project. Should the proposed project change, staff will bring the item back to the City
Council, and the City can submit another project for state approval.
Staff will be submitting the application for the proposed project, and the accompanying
resolution by the application submittal deadline of December 31, 2021.
Eligible projects not serving a "severely disadvantaged community" defined as median
household income less than 60% of the statewide average require a 20% match. Based on the
location of the proposed project, a match will not be required.
Resolution Required
For the City to apply for the grant funds, the State Department of Parks and Recreation requires a
resolution from the City Council approving the City's application. Accordingly, staff has
prepared the attached resolution 2021-64 for adoption by the City Council.
STAFF RECOMMENDATION
Staff recommends that the City Council adopt Resolution 2021-64 approving the City's
application for grant funds through the Prop 68 Per Capita Grant Program and approve the
proposed project recommendation to be submitted as part of the state application.
FISCAL IMPACT
At this time, a match of 20% would not be required under the program guidelines, as the
proposed project serves a severely disadvantaged community. If the proposed project changes
and/or a match is required, staff will bring the item back to the City Council for budget and
project recommendations.
STRATEGIC PLAN IMPACT
The Project is consistent with the City of Rosemead's Strategic Plan Goal D — Parks and
Programs, which is to continue to expand the existing green space, park facilities, and programs

available in the City through community partnerships, expanded stewardship from the
community, development of more robust cultural programming.

RESOLUTION NO. 2021-64
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA, APPROVING THE APPLICATION FOR PER
CAPITA GRANT FUNDS
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility by the Legislature of the State of California for the administration of the Per Capita
Grant Program, setting up necessary procedures governing application(s); and
WHEREAS, said procedures established by the State Department of Parks and Recreation
require the grantee's Governing Body to certify by resolution the approval of project application
before submission of said applications to the State; and
WHEREAS, successful Applicants will enter into a contract with the State of California
to complete the project(s);
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemead,
California, does hereby resolve as follows:
1. Approves the filing of project application for Per Capital program grant project; and
2. Certifies that said grantee has or will have available, prior to commencement of project
work utilizing Per Capita funding, sufficient funds to complete the project(s); and
3. Certifies that the grantee has or will have sufficient funds to operate and maintain the
project(s), and
4. Certifies that all projects proposed will be consistent with the park and recreation element
of the City of Rosemead general or recreation plan (PRC §80063(a)), and
5. Certifies that these funds will be used to supplement, not supplant, local revenues in
existence as of June 5, 2018 (PRC §80062(d)), and
6. Certifies that it will comply with the provisions of § 1771.5 of the State Labor Code, and
7. (PRC §80001(b)(8)(A-G)) To the extent practicable, as identified in the "Presidential
Memorandum --Promoting Diversity and Inclusion in Our National Parks, National Forests,
and Other Public Lands and Waters," dated January 12, 2017, the City of Rosemead will
consider a range of actions that include, but are not limited to, the following:
a. Conducting active outreach to diverse populations, particularly minority, low
income, and disabled populations and tribal communities, to increase awareness
within those communities and the public generally about specific programs and
opportunities.
b. Mentoring new environmental, outdoor recreation, and conservation leaders to
increase diverse representation across these areas.
c. Creating new partnerships with state, local, tribal, private, and nonprofit
organizations to expand access for diverse populations.
d. Identifying and implementing improvements to existing programs to increase
visitation and access by diverse populations, particularly minority, low-income, and
disabled populations and tribal communities.
e. Expanding the use of multilingual and culturally appropriate materials in public
communications and educational strategies, including through social media
strategies, as appropriate, that target diverse populations.
f. Developing or expanding coordinated efforts to promote youth engagement and
empowerment, including fostering new partnerships with diversity -serving and
youth -serving organizations, urban areas, and programs.
g. Identifying possible staff liaisons to diverse populations
8. Agrees that to the extent practicable, the project(s) will provide workforce education and
training, contractor and job opportunities for disadvantaged communities (PRC
§80001(b)(5)).
9. Certifies that the grantee shall not reduce the amount of funding otherwise available to be
spent on parks or other projects eligible for funds under this division in its jurisdiction. A
one-time allocation of other funding that has been expended for parks or other projects, but
which is not available on an ongoing basis, shall not be considered when calculating a
recipient's annual expenditures. (PRC §80062(d)).
10. Certifies that the grantee has reviewed, understand, and agree to the General Provisions
contained in the contract shown in the Procedural Guide; and
11. Delegate the authority to the City Manager or designee to conduct all negotiations, sign
and submit all documents, including, but not limited to application, agreements,
amendments, and payment requests, which may be necessary for the completion of the
grant scope; and
12. Agrees to comply with all applicable federal, state, and local laws, ordinances, rules,
regulations, and guidelines.
