RE: RFQ No. 2022-01 - On-Call Environmental Consulting Services to the Community
Development Department (Pre-Qualified Consultants List)
TO: ALL Prospective Proposers
The City of Rosemead is issuing this “Letter of Clarification” regarding the Request for
Qualifications No. 2022-01 - On-Call Environmental Consulting Services to the Community
Development Department to clarify and correct the formatting of Nos. 1-7 in section E, which
should instead be Nos. 1-9.
Request for Qualifications No. 2022-01 Clarification
E. PROPOSAL FORMAT
All proposals shall include the following information:
1. Contact Information: name, address, and contact information including fax, e-mail, and
other means of contacting the firm.
2. Firm Profile: size and organization, rates, functions and capabilities, and firm philosophy.
3. Statement of Qualifications: The information requested in this section should
describe the qualifications of the firm, key staff and subcontractors performing
projects within the past five (5) years that are similar in size and scope to demonstrate
competence to perform these services. Information shall include:
i. Names and resumes of key staff that participated on named projects and their
specific responsibilities with respect to this work. Include precise designation of
responsible principals and project managers handling day-to-day work program;
names and resumes of back-up personnel supporting the project managers; and
designation of an alternate project manager in the event illness or other
occurrence prevents the project managers from overseeing the contract.
ii. Project Approach, where applicable: Include an outline of how services would be
made available to the City.

2. 4. Documentation of Recent Projects specifically addressing the types of work products
and activities contained in the request for proposals; the budget employed; references or
contacts currently available to answer City questions. Provide examples of three (3)
recently completed projects demonstrating the consultant’s current CEQA and NEPA
environmental review experience working with municipalities or other public agencies.
Falsification of work experience by documenting projects not handled by the firm or
individuals will be grounds to eliminate the proposal from further consideration.
3. 5. Current and Accessible References: Each proposal must include at least three public
agency references going back at not more than five years from the issuance of this RFQ in
which the proposer was engaged to perform tasks similar to those requested under this
RFQ. References should place an emphasis on past projects in which the personnel to be
used by proposer for this project were deployed. The references should include the name,
title and contact information of the public agency officer or employee responsible for
overseeing the proposer’s work.
4. 6. Fee Schedule/Cost Proposal: Consultant’s compensation for all work performed in
accordance with this Agreement.
5. 7. Timeline: A detailed timeline should be provided for the environmental documents,
including the initial study, ND, MND, and EIR proposal.
6. 8. Documentation of errors and omissions insurance, other insurance as required by City
policy, and equal employment opportunity as required by law.
7. 9. For continuing services subject to annual renewal, willingness to participate in an
annual cost-effectiveness and performance evaluation in writing by the City’s Finance
Director and Community Development Director prior to contract renewal.
When issued, Letters of Clarification automatically become a part of the RFQ and supersede any
previous specifications and/or provisions in conflict therewith. By submitting a proposal,
proposers shall be deemed to have received all Letters of Clarification and to have incorporated
them in their proposal.
