The City of Rosemead is issuing this “Letter of Clarification” regarding Request for Proposal No.
2022-03 - Environmental Consulting Services to the Community Development Department to
clarify the project overview.
Request for Proposal No. 2022-03 Clarification
A. OVERVIEW
On January 11, 2022, the Rosemead City Council approved the 6th Cycle Housing Element for
planning period 2021-2029. The Housing Element has been submitted to the California
Department of Housing and Community Development (HCD) for review and certification.
In the Housing Element, the City identified a number of parcels that may provide opportunity to
accommodate additional housing, if rezone efforts were undertaken. It was assumed that these parcels
would fall under the Residential/Commercial‐Mixed‐Use, Design Overlay (RC‐MUDO) at 30 dwelling units
per acre (du/ac). In addition to rezoning the parcels to accommodate the City’s RHNA, the project will
also include rezoning areas along commercial corridors suitable for residential and/or
residential/commercial mixed‐use development (Garvey Avenue, Rosemead Boulevard, San Gabriel
Boulevard, Temple City Boulevard, Valley Boulevard, and Walnut Grove Avenue). These additional areas
have not been identified, but are assumed to be located along the City’s commercial corridors.
To comply with Assembly Bill (AB) 1398, the City is now pursuing to rezone sites to accommodate
for the City’s RHNA, as identified in Appendix C, Table B of the 6th Cycle Housing Element. AB
1398 requires all jurisdictions that do not have an adopted Housing Element found to be
substantial compliant with HCD by February 11, 2022, to complete all necessary rezoning within
one year of the housing element due date (October 15, 2022).
The City is proposing to amend the Zoning and General Plan Land Use Maps to extend the existing
Residential/Commercial-Mixed-Use, Design Overlay (RC-MUDO) or Freeway Corridor Mixed-Use

Overlay (FCMU Overlay) areas to include these parcels. The consultant will prepare the
environmental analysis/report for the project.
The City is seeking proposals from qualified land use planners, urban designers, and
environmental professionals interested in providing assistance with the environmental
consulting services for the preparation of the amendments to the Zoning Map and Land Use
Map. A copy of the 6th Cycle Housing Element is available at:

When issued, Letters of Clarification automatically become a part of the RFQ and supersede any
previous specifications and/or provisions in conflict therewith. By submitting a proposal,
proposers shall be deemed to have received all Letters of Clarification and to have incorporated
them in their proposal.
