CC - 2021-65 - Amending the FY 2021-22 Capital Improvement Program Budget to include the Mission Drive pedestrian hybrid beacon system & authorize the City Manager to execute an agreement with the LA County Metropolitan Transportation Authority (LACMTA)RESOLUTION NO. 21-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, TO AMEND THE FY 2021-22 CAPITAL IMPROVEMENT PROGRAM BUDGET TO INCLUDE THE MISSION DRIVE PEDESTRIAN HYBRID BEACON SYSTEM AND AUTHORIZE THE CITY MANAGER TO EXECUTE ON BEHALF OF THE CITY AN AGREEMENT BETWEEN THE CITY OF ROSEMEAD AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (LACMTA) THE ROSEMEAD CITY COUNCIL HEREBY RESOLVES AS FOLLOWS: WHEREAS, on June 23, 2016, the Los Angeles County Metropolitan Transportation Authority (LACMTA) adopted Ordinance #16-01, the Los Angeles County Traffic Improvement Plan, which Ordinance was approved by the voters of Los Angeles County on November 8, 2016, as "Measure M" and became effective on July 1, 2017; and WHEREAS, on May 23, 2019, the LACMTA Board programmed $388,050 in Measure M Funds to the City of Rosemead for the project. These funds were reprogrammed on May 27, 2021, LACMTA board meeting in Measure M Funds; and WHEREAS, in October 2021, the City received the Funding Agreement from LACMTA to receive the funds; and WHEREAS, the Funds are currently programmed as follows: $35,000 in Measure M Funds in Fiscal Years (FY) 2021-22; $211,830 in FY 2022-23; and $141,220 in FY 2023-24. The . total designated funds for PS&E and Construction of the Mission Drive: Pedestrian Hybrid Beacon System is $388,050; and WHEREAS, the City of Rosemead and LACMTA desire to enter into the subject Agreement. THE ROSEMEAD CITY COUNCIL HEREBY RESOLVES AS FOLLOWS: SECTION 1. The City Council hereby authorizes the City Manager to execute the Agreement between the City of Rosemead and the LACMTA for Mission Drive Pedestrian Hybrid Beacon System Project and amends both the Fiscal Year 2021-22 Capital Improvement Program budget to include the Mission Drive Pedestrian Hybrid Beason Project in the amount of $388,050.00 and the Measure M revenue estimate to include the first-year allocation of $35,000.00. SECTION 2. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this 14th day of December, 2021.
