SUBJECT: LEASE PURCHASE AGREEMENT - 37 FOOT AERIAL TRUCK
SUMMARY
As part of the City's Vehicle Replacement Budget, staff included the purchase of a 37
foot aerial truck. The aerial truck will be used by the Public Works Services Business
Unit for the maintenance of light fixtures, banner installation, minor tree trimming, and
emergency response. After researching truck vendors and types, the City learned that
the City of Santa Fe Springs recently conducted a competitive bid for the
aforementioned vehicle. Staff has obtained information related to the Santa Fe Springs
bid and requests the City Council's approval to use this bid to purchase an aerial truck.
Staff Recommendation
Staff recommends that the City Council authorize the lease-purchase of a 37 foot aerial
truck from Altec Industries, Inc. using the City of Santa Fe Springs competitive bid
process conducted on September 25, 2008.
DISCUSSION
Background
During the preparation of the City's Fiscal Year 2009 budget, the Public Works Services
Business Unit included funds for the lease-purchase of an aerial truck to help perform
both routine and special work requests. Some requests include the maintenance of
light fixtures in parks, parking lots, and City facilities; banner installations, tree trimming;
and emergency response activities (tree branch removal, damaged buildings, etc.).
Staff researched several aerial truck options and learned that the City of Santa Fe
Springs conducted a competitive bid process for an aerial truck in August 2008
(Attachment 1). After reviewing the bid specification, staff determined that the vehicle
will meet the City's needs.
In accordance with the City's Purchasing Policy, the City Council may use a competitive
bid conducted by another public agency to purchase goods and services. Known as

"Piggybacking" on another contract, this process allows the City to receive the same
competitively bid price without having to spend a significant amount of staff time to
formally bid and purchase the same goods or services.
If approved by your City Council, staff estimates that the City will take delivery of the
vehicle in 8 months (October 2008). Due to specialized nature of this equipment, a
significant amount of lead time is needed to build the vehicle.
FINANCIAL REVIEW
Funds are included in the City's Vehicle Replacement Budget for the purchase of this
vehicle. The total purchase price of the aerial truck is $95,190.72, plus tax and
miscellaneous fees. If approved, the vehicle will be purchased through a lease-
purchase program where the City pays an annual lease payment of $35,318 for three
years with a $1 residual due at the end of the lease term. After this residual payment is
made the City will retain outright ownership of the vehicle.

Award Bid to Altec Industries. Inc. for a Thirty-Seven Foot Aerial Truck
RECOMMENDATION
That the City Council award a bid to Altec Industries, Inc. and allow the
Director of Purchasing Services to issue a purchase order to process the
transaction.
BACKGROUND
The City Council has previously approved funds in the Fiscal Year 08/09
budget for the replacement of an aerial truck which is used by the Public
Works Department by the Traffic & Street Lighting Crew.
The Fiscal Year 08/09 vehicle replacement plan identified unit (445) for
disposition due to age and utilization. It is no longer feasible to invest in
repairs to this vehicle.
This is a specialized piece of equipment with very few vendors making it
available. The Director of Purchasing Services has solicited bids and requests
approval to award to Altec Industries, Inc. based on the below received bids.

Warranty on structural integrity of the following major components is to be warranted for so long as the initial
purchaser owns the product: Booms, boom articulation links, hydraulic cylinder structures, outrigger
weldments, pedestals, subbases and turntables.
Bidder is to supply a self-directed, computer based training (CBT) program. This program will provide basic
instruction in the safe operation of this aerial device. This program will also include and explain ANSI and
OSHA requirements related to the proper use and operation of this unit.
3. Delivery: 300 days after receipt of order PROVIDING:
A. Chassis is received a minimum of sixty (60) days before scheduled delivery.
B. Approval drawings are returned by requested date.
C. Vendor or customer supplied accessories are received by date necessary for compliance with scheduled
delivery.
D. Altec makes every effort to meet the delivery commitments we provide to our customers. Unfortunately, if a
chassis manufacturer fails to deliver the bare chassis to our plant for the installation of our equipment, we
cannot deliver a finished product to you, our customer. Recent inconsistencies by some chassis
manufacturers have forced us to include this disclaimer in every bid. If a chassis manufacturer halts or delays
production for any reason, Altec cannot be held responsible.
4. After the initial warranty period, Altec Industries, Inc. offers mobile service units, in-shop service and same day
parts shipments on most parts from service locations nationwide at an additional competitive labor and parts
rate. Call 877-GO-ALTEC for all of your Parts and Service needs.
5. IMPORTANT NOTE: The Alter; ISO-Grip System, like the insulating upper boom and insulating lower boom
insert, is not a primary protection system. These systems offer an additional layer of secondary dielectric
protection for the operator, but they are not intended to replace safe work practices or primary methods of
protection such as cover-up and the use of personal protection equipment, including rubber gloves and
sleeves.
