APPOINTMENT OF AN ALTERNATE REPRESENTATIVE TO ATTEND
THE GENERAL ASSEMBLY BUSINESS MEETING ON MAY 5, 2022
SUMMARY
Southern California Association of Governments (SCAG) contacted City staff regarding the
upcoming 2022 General Assembly Business meeting scheduled for May 5, 2022. The City's
Official Representative (voting member) is Council Member Steven Ly. SCAG is aware of Mr.
Ly's current military leave; and therefore, inquired if the City plans to appoint an Alternate
Representative to participate in the meeting. If the City Council wishes to have representation in
the meeting, then an Alternate Representative must be appointed by Council action.
DISCUSSION
SCAG's General Assembly Business meeting is held once a year to discusspolicy matters for
the Association, approve Bylaws, and ratify the election of Officers. The 2022 General Assembly
Business meeting will be in person on Thursday, May 5, 2022, in Palm Desert. Currently, the
City's Official Representative is Council Member Steven Ly. In October 2021, Mr. Ly was
called to military service for an extended leave of absence. SCAG is aware of Mr. Ly's current
leave of absence and requests that the City Council make an Alternate Representative
appointment, as permitted by their Bylaws. SCAG Bylaws declare the following:
B. Representation in the General Assembly
(3) In the event that a member city of the Association does not have one of its city council
members as its respective Regional Council representative, or if a member city does not wish to
have its Regional Council representative be its Official Representative or Alternate, the member
city may appoint as its Official Representative or Alternate a member of its city council who is
not a Regional Council representative.
If the City Council wishes to have representation at the 2022 General Assembly Business
meeting on May 5, 2022, an Alternate Representative must be appointed by Council action. The

Alternate Representative will be entitled to cast a vote at the General Assembly Business
meeting on behalf of the City.
STAFF RECOMMENDATION
It is recommended that the City Council discuss and appoint an Alternate Representative to
attend the 2022 General Assembly Business meeting if desired.
