SUBJECT: COUNTY OF LOS ANGELES REQUEST FOR REDESIGNATION OF
LOCAL ENFORCEMENT AGENCY FOR SOLID WASTE
MANAGEMENT
SUMMARY
In July 2006, the Los Angeles County Department of Health Services reorganized its
functions and created the Department of Public Health (DPH). The DPH Solid Waste
Management Program acts as the County agency responsible for enforcing all laws and
regulations relating to the management of solid waste handling, transport, and disposal.
The City was recently asked to formally designate the County of Los Angeles
Department of Public Health as the Local Enforcement Agency (LEA) for all laws and
regulations pertaining to solid waste management. Approval of the attached resolution
will satisfy this redesignation request.
Staff Recommendation
Staff recommends that the City Council adopt Resolution 2009-06 approving the Los
Angeles County Solid Waste Management Program (SWMP) as the Local Enforcement
Agency responsible for enforcing all laws and regulations pertaining to the management
of solid waste within the City.

RESOLUTION OF THE CITY COUNCIL OF
ROSEMEAD, CALIFORNIA APPROVING THE LOS ANGELES COUNTY SOLID WASTE
MANAGEMENT PROGRAM (SWMP) AS THE LOCAL ENFORCEMENT AGENCY (LEA)
RESPONSIBLE FOR ENFORCING ALL LAWS AND REGULATIONS PERTAINING TO THE
MANAGEMENT OF SOLID WASTE WITHIN THE CITY OF ROSEMEAD
WHEREAS, the Los Angeles County Department of Health Services (DHS) has acted
as the Lead Enforcement Agency (LEA) within the City of Rosemead for enforcement of
solid waste handling, transport, and disposal; and
WHEREAS, effective July 26, 2006, DHS reorganized functional responsibilities with the
Los Angeles County Department of Public Health (DPH); and
WHEREAS, DPH now consists of the Los County Department of Environmental Health
and the Los Angeles County Solid Waste Management Program (SWMP); and
WHEREAS, the SWMP has been assigned LEA responsibility for the management of
solid waste within Los Angeles County.
NOW, THEREFORE, BE IT RESOLVED that the Rosemead City Council approves the
Los Angeles County Solid Waste Management Program is the Lead Enforcement
Agency (LEA) responsible for the enforcement of laws and regulations pertaining to the
handling, transport, and disposal of solid waste within the City of Rosemead; and that
the City Clerk shall certify to the adoption of this Resolution and shall forward a copy of
this Resolution to the LEA, Los Angeles County Department of Public Health, Solid
Waste Management Program.
PASSED, APPROVED, and ADOPTED this 10th day of February, 2009.

Redesignation of Local Enforcement Agency for Solid Waste Management
This letter serves as a second reminder to a notice sent during July 2007 to seek your city's support and
cooperation in redesignating the Los Angeles County Department of Public Health, Environmental
Health, Solid Waste Management Program (SWMP), as the Local Enforcement Agency (LEA)
responsible for enforcing all laws and regulations relating to the management of solid waste in your city.
In July of 2006, the Los Angeles County Department of Health Services (DHS), reorganized and the
Department of Public Health (DPH) was formed. Within DPH is the Los Angeles County Department of
Environmental Health, SWMP, LEA. The LEA is currently authorized and designated under DHS in
your city to enforce all laws and regulations relating to solid waste disposal, handling, and transport.
This letter is to request that the governing body in your city provide the designation approval for the
SWMP to act as the LEA within your city under DPH, and provide a certified copy of this designation to
the LEA.
