CC - 04-27-04APPROVED CITY O R SE 1IE MINUTES OF THE REGULAR MEETING MATE d ROSEMEAD CITY COUNCIL APRIL 27, 2004 The regular meeting of the Rosemead City Council was called to order by Mayor Clark at 8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilman Alarcon. The Invocation was delivered by Reverend Frank Contreras of the Open Bible Church. ROLL CALL OF OFFICERS: Present: Councilmembers Alarcon, Vasquez, Taylor, Mayor Pro Tern Imperial, and Mayor Clark Absent: None APPROVAL OF MINUTES: APRIL 13, 2004 - REGULAR MEETING MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM IMPERIAL that the Minutes of the Regular Meeting of the Rosemead City Council held on April 13, 2004, be approved as submitted. Vote resulted: Yes: Alarcon, Clark, Taylor No: None Absent: None Abstain: Vasquez, Imperial The Mayor declared said motion duly carried and so ordered. PRESENTATIONS: Awards were presented to the Parks and Recreation Rosemead Youth Boys Basketball Team and coaches upon coming in V place in the B-Blue Division. 1. RESOLUTION NO. 2004-15 - CLAIMS AND DEMANDS The following Resolution was presented to the Council for adoption. Councilman Taylor requested a memorandum on check no. 79803 to Nick's Remodeling in the amount of $9,000 for lead reduction. IV. MATTERS FOR DISCUSSION AND ACTION - None VI. STATUS REPORTS - None VII. MATTERS FROM OFFICIALS A. MAYOR'S APPOINTMENTS FOR 2004-05 MOTION BY COUNCILMAN ALARCON, SECOND BY COUNCILMAN VASQUEZ that the Council approve the Mayor's Appointments for 2004-05. Vote resulted: Yes: Vasquez, Alarcon, Clark, Taylor, Imperial No: None Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. B. MAYOR CLARK Stated that the request from Yolanda Ruiz asking the Council to adopt a resolution in support of preventing the killer of her daughter from being paroled, will be placed on the next agenda. CCMIN: 4-27-04 Page #3 • Mayor Clark stated that this evening's meeting will be adjourned in memory of Helen Smith Hasbrouck. Mrs. Hasbrouck and her husband were long-time community activists. Mayor Clark announced that tonight's meeting will adjourn also in memory of Deputy David March commemorating the second anniversary of his death. Deputy March was gunned down two years ago during a routine traffic stop. The killer escaped to Mexico and remains free in that country. Mayor Clark stated that the City, the League of California Cities and the National League of Cities have passed resolutions asking Mexico to revise their extradition policy. Mrs. Clark continued that Mexico refuses to extradite criminals if the United States is seeking the death penalty or life imprisonment without parole. Mrs. Clark stated that this is a grave injustice. A special Rally for Deputy March is being held on May 80' at the College of the Canyons in Santa Clarita. Councilman Taylor asked that the meeting also be adjourned in memory of slain California Highway Patrol Officer Thomas Steiner. VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE - None IX. ADJOURNMENT There being no further action to be taken at this time, the meeting was adjourned at 8:15 p.m., in memory of Helen Smith Hasbrouck, a long-time community activist, in memory of Deputy David March upon the second anniversary of his death, and in memory of California Highway Patrol Officer Thomas Steiner, who was slain in the line of duty.
