SUMMARY
At the November 4, 2021, Traffic Commission Meeting, staff presented traffic recommendations
to improve the existing parking conditions at the northeast corner curb ramp of Rio Hondo Avenue
and Olney Street. After discussion and presentation of the item, the Traffic Commission approved
the staff recommendations for the area. Public Works Field Services staff will be able to complete
all the recommended items. If necessary, additional materials and supplies may be purchased at a
minimal expense to complete the recommended work and staff would utilize the approved Fiscal
Year 2021-2022 Traffic Signs and Markers available funds.
BACKGROUND
Staff completed a traffic review and recommended appropriate curb markings near the curb ramp
in front of the resident's address at the northeast corner of Rio Hondo Avenue and Olney Street.
The City of Rosemead received a resident request to evaluate the curb markings for the northeast
corner curb ramp of Rio Hondo Avenue and Olney Street. The request from the resident was for
handicapped parking in front of the residence as well as for red curb along the curb on either side
of the curb ramp. At the time of this review, the resident has not officially submitted the City of
Rosemead Disabled Persons' Parking Policy and Application. The blue curb portion of the request
will be evaluated at a later time after the submission of the application.
After a thorough review of existing field and traffic conditions and per the California Manual on
Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the
traffic review and engineering judgment, it was determined that red curb should be installed on the

DISCUSSION
During the November 4, 2021, Traffic Commission Meeting, staff provided a presentation
regarding the existing roadway conditions on the northeast corner of the intersection at Rio Hondo
Avenue and Olney Street. The traffic review included an analysis of the existing roadway
conditions and 5.5 years of available collision data.
Rio Hondo Avenue: Rio Hondo Avenue is a north/south local roadway and is approximately 40 -
feet wide, with one lane in each direction at this location. Per the City's Engineering and Traffic
Survey, Rio Hondo Avenue is a Minor Arterial and has a posted speed limit of 30 MPH with 25
MPH in the school zones. Rio Hondo Avenue is marked with a double yellow centerline separating
opposing traffic. Parking along both sides of Rio Hondo Avenue is allowed anytime except during
street sweeping. Land use through this segment of Rio Hondo Avenue is primarily Single Family
Residential.
Olney Street: Olney Street is an east/west roadway and is approximately 36 -feet wide, with one
lane in each direction. Olney Street has no marked centerline separating opposing traffic and has
a marked speed limit of 25 MPH. Parking along both sides (north and south sides) of Olney Street
is allowed anytime except during street sweeping. Land use through this segment of Olney Street
is primarily Single Family Residential.
Staff obtained collision data from the computerized collision records system maintained by the
State of California called the Statewide Integrated Traffic Records Systems (SWITRS). A review
of available collisions that were reported to SWITRS near the intersection of Rio Hondo Avenue
at Olney Street, was conducted over a 5.5 years period between January 2016 through October
2021 (available data at the time of traffic review). Based on the information provided, a summary
breakdown of the number of collisions per year is shown below. According to the review of the
collision history list, there were a total of two collisions within 100 -feet of the intersection at Rio
Hondo Avenue and Olney Street, over the last 5.5 years. Out of the two collisions, one was
broadside, and one was head-on. Out of the two collisions, both were due to improper turns, and
both resulted in property damage only.
A detailed traffic report and proposed figure diagram is included as a Technical Report within
Attachment A to this staff report; please refer to the proposed diagram (Figure 3 and 4) in the
attachment.

STAFF RECOMMENDATION
The Traffic Commission voted 5-0 to approve the staff recommendation on the northeast corner
of the intersection at Rio Hondo Avenue and Olney Street. It is recommended that the City Council
authorize approval for the following improvement on the northeast corner of the intersection at
Rio Hondo Avenue and Olney Street:
1. INSTALL RED CURB on the northeast corner of the curb ramp of the intersection at
Rio Hondo Avenue and Olney Street on both sides of the curb ramp.
FINANCIAL IMPACT
The City of Rosemead Public Works Field Services Division can complete the recommended items
utilizing approved Fiscal Year 2021-2022 Traffic Signs and Markers available funds in account
202-3010-5660. All recommended items will be carried out by in-house staff. If necessary,
additional materials and supplies may be purchased at a minimal expense to complete the tasks.
STRATEGIC PLAN IMPACT
The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and
Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with
relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding
the use of wireless network technology and renewable energy.

The regular meeting of the Rosemead Traffic Commission was called to order by Chair Masuda at
7:02 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

Traffic Engineer Jana Robbins explained as part of the traffic review, engineering staff looked at
the existing roadway conditions, collision data, an average daily traffic count (ADT), and a 24-hour
speed survey.
Traffic Engineer Jana Robbins stated the City has not received the blue curb application from the
resident at this time of review.
On behalf of the City of Rosemead, Traffic Engineer Jana Robbins provided recommendations for
appropriate curb markings near the curb ramp in front of the resident's address at the northeast
corner of Rio Hondo Avenue and Olney Street.
Commissioner Drange asked if residents would park at the curb ramp if there was no red curb
painted.
Traffic Engineer Jana Robbins replied stating it should be implied as you would be cited for parking
and blocking a marked or unmarked crossing or a wheelchair ramp.

B. TRAFFIC REVIEW ON HERSHEY STREET BETWEEN DEL MAR AVENUE AND
KELBURN AVENUE
Traffic Engineer Jana Robbins provided a brief description of the item and presented a PowerPoint
presentation of the studies that were conducted.
Traffic Engineer Jana Robbins explained that the resident requested the City to evaluate
installation of speed humps along Hershey Street between Del Mar Avenue and Kelburn Avenue.
Traffic Engineer Jana Robbins explained that the City of Rosemead currently does not have a
speed hump policy in place, therefore other traffic calming measures were evaluated as part of the
traffic engineering recommendations.
Traffic Engineer Jana Robbins explained as part of the traffic review, engineering staff looked at
the existing roadway conditions, collision data, an average daily traffic count (ADT), and a 24-hour
speed survey.
On behalf of the City of Rosemead, Traffic Engineer Jana Robbins provided recommendations for
traffic calming measures along Hershey Street between Del Mar Avenue and Kelburn Avenue

Commissioner Drange asked why this segment of Brighton Street does not have a stop sign.
Traffic Engineer Jana Robbins responded to Commissioner Drange's question stating this location
would not meet the requirements for a stop sign warrant.
Chair Masuda opened the public comment period.
Speaker Michael P. Austin stated two of his dogs were hit by a car driving at 40 miles per hour.
Chair Masuda recalled the street being downhill in which the speeding had occurred while he was
driving in the area.
Resident Michael commented that in his initial report, he proposed a speed hump before the
decline of the hill as drivers would typically speed up. He also commented due to the incline of the
slope, there was a higher likelihood of an accident to occur.
Chair Masuda commented that when drivers go downhill, they tend to pick up speed, as well as
accelerate when going up a hill.
Chair Masuda closed the public comment period.
Commissioner Nguyen asked what the process was to adopt a speed hump policy.
Traffic Engineer Jana Robbins responded the process would start by going through the Traffic
Commission and then to City Council for approval. When considering a speed hump policy, the
City would need to set a criteria of where and which type of streets would be eligible.
Chair Masuda commented the speed hump policy was brought to Traffic Commission before,
however, it did not move forward. Instead, other traffic calming measures were considered to help
reduce traffic speeding.
Commissioner Nguyen asked when the last time the speed hump policy was brought to Traffic
Commission.
Chair Masuda responded that the speed hump policy was an item that residents have asked for,
however, a decision on it has never been thoroughly discussed because it was not a part of the
traffic calming plan.
Commissioner Escobar made a motion, seconded by Vice Chair Quintanilla, to accept Staff
recommendations. Vote resulted in:

5. COMMISSIONER REPORTS
Commissioner Drange asked how to agendize specific items received from residents for a future
Traffic Commission meeting.
Director of Public Works Chung responded to start the request on the citizen request management
(CRM) system via the City's website.
Commissioner Drange asked for a follow-up on the City's bicycle plan.
Commission Liaison Nguyen commented he sent an email with information relating to the bicycle
plan to the commissioners.
Commission Liaison Nguyen mentioned that a general question was received via Zoom by
Resident Michael P. Austin, asking "How would one be able to bring a matter before the traffic
commission. Would it be done via form filled out at City Hall?"
Director of Public Works Chung reiterated to start the request on the citizen request management
(CRM) system on the City's website.

The meeting adjourned at 8:18 p.m. The next Traffic Commission meeting is scheduled for
December 2, 2021, at 7:00 p.m, and will take place at the Rosemead City Hall, City Council
Chambers, 8838 East Valley Boulevard.
