PLAN
SUMMARY
At its regular meeting on October 14, 2008, City Council approved the issuance of a
Request for Proposals for a Preservation Plan for the Dinsmoor Heritage House.
The completed Preservation Plan will include a Historic Structures Report (in
accordance with federal standards for historic preservation). This will provide an
inventory and assessment of the structure and its various systems (electrical,
mechanical, plumbing) and recommendations for renovation.
Requests for Proposals (RFP) were solicited, with responses received from three (3)
firms. Staff reviewed the proposals for completeness, relevant experience,
understanding of the scope of work, qualifications of the project team, proposed work
schedule, and cost effectiveness. All three firms were invited to participate in interviews
with the following results:
Historic Resources Group $30,000
Architectural Resources Group $32,420
Chattel Architecture Planning & Preservation, Inc. $30,000
'Estimate excluded costs for general facilities evaluation.
Historic Resources Group was ranked the highest. They submitted the most
comprehensive proposal that met the City's timelines and project requirements. They
have completed similar preservation plans for a number of historic sites. References
were checked and their performance was deemed better than satisfactory. Their
proposal is also one of the most cost effective.
Estimates for the Preservation Plan meet the City's budgeted amount of $30,000 for this
service. However, it is prudent to include a contingency in the event additional services
are requested (i.e., community surveys, additional stakeholder meetings, architectural

drawings, etc.). Therefore, an additional allocation of $10,000 is recommended to cover
fees in excess of the budgeted amount.
Staff Recommendation
Staff recommends the contract be awarded to Historic Resources Group and authorize
the City Manager and City Clerk to execute the contract.

This item has been noticed through the regular agenda notification process.
FISCAL IMPACT
Capital Improvement funds in the amount of $100,000 were included in the FY 2007 -08
Budget for improvements at the Dinsmoor Heritage House. These funds were carried
over to the current fiscal year, and a portion of these monies will be used for the
development of the Preservation Plan.

Development of a Preservation Plan
for the Dinsmoor Heritage House
Dear Mr. Montgomery-Scott:
Thank you for providing the opportunity to submit a proposal to provide historic architecture services
for the Dinsmoor Heritage House.
We found that we could provide a preservation plan, including a Historic Structure Report,
recommendations for rehabilitation, and budgets, within your project budget of $30,000. However,
the costs, broadly speaking, of providing "preparation of plans and specifications for all renovations
recommended in the Report" adequate to direct a contractor to execute the work is considerably
higher than $30,000. We cannot easily estimate the potential costs of preparing plans and
specifications without having completed the preservation plan and determined the scope of the needed
rehabilitation work.
In other projects, such as the rehabilitation of the Riverside Metropolitan Museum building, and the
upcoming Virginia Robinson Gardens house project for the County of Los Angeles, we have found
that a "two- phased" approach is very informative and cost effective. The first phase is an assessment
of building condition, such as you have requested. That study yields a scope of work, budget, and
priorities. The second phase is the implementation of the "road map" drawn by the first phase. The
scope of consultants work and fees, and the possible phasing of construction work, can be more
tightly budgeted after the determination of needs in the first phase.
Our team of staff people and subconsultants has extensive experience working together on historic
buildings. We know that we can efficiently provide clear and useful information to owners, providing
a "road map" for treating historic buildings that also conforms to the recognized standards for historic
buildings under local landmark ordinances, the California Environmental Quality Act, and as put
forward by the National Park Service. We work very well, hands -on, with public agencies, local
interested individuals and organizations, builders, and artisans. We have model specifications that are
applicable to the special needs of historic structures.

Our staff meets the criteria for Architectural Historians, Architects, and Historic Architects as
established by the Secretary of the Interior. There are probably no other regional firms that have
completed as many Historic Structure Reports and historic building assessments. Our completed
preservation planning projects for estates owned by public agencies and non -profit organizations
includes the Gamble House in Pasadena, the Edward L. Doheny Mansion in Los Angeles, the
Adamson House in Malibu, and Doris Duke's Shangri -La in Honolulu. We are qualified by the
Institute of Museum and Library Services as providers for the Conservation Assessment Program; we
have completed several reports for museums with collections in historic buildings through referrals
from that program.

I. Statement of Qualifications
Historic Resources Group is pleased to submit this proposal to develop a preservation
plan for the Dinsmoor Heritage House. Our firm has extensive experience in producing
historic structure reports for a wide variety of building types, including historic house
sites like the Dinsmoor House. In addition to the selected projects listed below, we have
completed many other Historic Structure Reports, including the Edward L. Doheny
Mansion at Mount Saint Mary's College, Los Angeles, The Rose Bowl, Pasadena,
Shangri -La (The Doris Duke Estate, now the museum of the Doris Duke Foundation for
Islamic Art) in Honolulu, the Adamson House at Malibu Lagoon State Park, St. Vincent
De Paul Church in Los Angeles, twelve buildings at El Pueblo de Los Angeles Historic
Monument for the Department of Recreation and Parks, and the Sacramento Memorial
Auditorium for the City of Sacramento.
The work will be led and directed by Peyton Hall, FAIR, who brings thirty four years of
experience in architectural practice, including twenty eight years in the practice of
historic architecture following thesis study at Yale University, a certificate from the
Center for Palladian Studies in Vicenza, Italy, and a National Endowment for the Arts
Fellowship at the Tokyo National Cultural Properties Institute.
This team of architects and engineers has worked together on other studies and projects.
Most importantly, we understand local building technology, history, and problems with
old buildings. Beyond historical studies, we understand practical, functional, and budget
issues. We are accustomed to working with public agency staff and elected officials,
contractors, and artisans.
Historic Resources Group, LLC, brings to the team veteran staff employees who meet the
Secretary of the Interior's Professional Qualifications Standards for History,
Architectural History, Architecture, and Historic Architecture.
We are qualified by the Institute for Museum and Library Sciences for referrals to
grantees as providers of assessments under the Conservation Assessment Program for
museums with collections in historic buildings. These report formats are concise and
produced on short schedules, demonstrating our ability to produce focused, useful
observations and recommendations.

Christy Johnson McAvoy, Hon. AIACC, Managing Principal, is a nationally
recognized expert in historic preservation planning and development. An entrepreneur
- who has owned and operated several consulting businesses, she has combined her
academic skills with proven problem - solving approaches to real world issues. Her
command of the regulatory and incentive environment for historic buildings has allowed
her to assemble teams of experts who work collaboratively to achieve cost effective,
timely, and integrated approaches to projects, whether in the rehabilitation of historic
buildings, resource identification, preservation planning, community outreach, or heritage
education. Her civic involvement extends to such national organizations as the National
Trust for Historic Preservation, as an emeritus member of the Board of Advisors, and the
Board of the National Center for Preservation Training and Technology. Ms. McAvoy is
past- President of the California Preservation Foundation and the Los Angeles
Conservancy and served as the official representative of the California State Historic
Preservation Officer (SHPO) during two years following the Northridge Earthquake.
Peyton Hall, FAIA, Principal, holds a Bachelor of Architecture from the University of
Virginia and a Master of Environmental Design from Yale University, where he was
awarded the Parsons Medal in City Planning. Post - graduate work includes study at the
Center for Palladian Studies in Vicenza, Italy, and a National Endowment for the Arts
Fellowship at the Tokyo National Institute for Cultural Properties.

With more than 30 years of architectural experience, his list of noteworthy and award -
winning preservation projects include The Gamble House, Angels Flight, twelve
structures at El Pueblo de Los Angeles Historical Monument (Olvera Street), the Los
Angeles Memorial Coliseum, the Rose Bowl, the Alex Theatre (Glendale), the
Grauman's Egyptian and Chinese Theatres (Hollywood), Hotel Casa del Mar (Santa
Monica) the Hughes Industrial Historic District at Playa Vista, Fox Studio, Doris Duke's
Shangri -La in Honolulu, the Fox Theatre, Riverside, and the Harada House.
He is a past President of the Board of Trustees of the California Preservation Foundation
and past Chair of the Board of Directors of Pasadena Heritage. He is a lecturer and
founding faculty member of the Master of Historic Preservation program in the School of
Architecture at the University of Southern California.
Laura Janssen, Senior Architectural Historian, has a Bachelor of Arts degree in Art
History from University of California at Los Angeles and a Master of Science degree in
Historic Preservation from the School of the Art Institute of Chicago.
During her graduate studies, Ms. Janssen developed a preservation plan for Norwood
Park, a suburban residential neighborhood of Chicago, and produced documentation
reports for the Portuma Estate complex in County Gallway, Ireland. She received
honorable mention in the 2000 Charles E. Peterson Prize for her measured drawings of
Quinn Chapel in Chicago for the Historic American Building Survey. After graduation
she worked for the National Park Service where she completed an architectural survey for
the Historic American Engineering Record documenting Detroit's industrial riverfront.
Ms. Janssen frequently volunteers for the Los Angeles Conservancy and recently
completed site inspections of the Conservancy's easement properties. She maintains
memberships in the Los Angeles Conservancy, the National Trust for Historic
Preservation and the Society for American Baseball Research.
At Historic Resources Group, Ms. Janssen assists the Director of Architecture with the
preparation of historic structure reports and tax credit applications. She also assists with
historic resource surveys, the preparation of National Register nominations and the
California Mills Act historic property contract applications.
Avigail A. Charnov, Associate Architectural Conservator, has a Bachelor of the Arts
degree in history from Barnard College, Columbia University and a Master of Science
degree in Historic Preservation from the Graduate School of Architecture Planning and
Preservation at Columbia University. Ms. Charnov is a recipient of the 2006 -2007
Columbia University Historic Preservation Thesis Travel Grant.
During her graduate studies, Ms. Charnov focused on the material conservation of
historic buildings. With a background in archaeological site excavation, she studied the
deterioration and conservation of historic and archaeological sites. Ms. Charnov produced
a master's thesis on the conservation of historic earthen sites at the request of the
National Park Service, for which she has worked. After graduation Ms. Charnov worked
as site conservator for the Tel Gezer excavations in Israel. She continues her relationship
with the National Park Service and the archaeological community.

research, conditions assessments and conservation - related projects.
Subconsultants
Kelly Sutherlin McLeod Architecture, Inc. is an award - winning architectural firm,
founded in 1988 by Kelly Sutherlin McLeod, AIA. The office is located in Long Beach,
California, with projects located throughout the greater Southern California region. KSM
Architecture, Inc. has earned a strong reputation based on professionalism, providing
innovative designs and effective administration of well coordinated, complete design
services. Ms. McLeod meets the Secretary of the Interior's Criteria for Architecture and
Historic Architecture.
KSM Architecture, Inc. provides full design services from the initial conceptual design
through construction administration phases. The professional experience of the firm is
diverse and includes high -en custom residential, light commercial, civic, and urban
design planning projects for public and private sector clientele. The firm provides
complete architectural services for a variety of new construction and for projects with the
specialized interest of adaptive reuse, historic preservation and renovation of existing
non - historic and significant historic landmark buildings.
Donald F. Dickerson Associates, Inc. (DFDA) has been active in the Engineering,
Construction and Building Codes since 1944. The Firm is a member of the National and
California Professional Engineer Societies, the American Society of Heating,
Refrigeration and Air Conditioning Engineers, The International Association of Plumbing
and Mechanical Officials, The National Fire Protection Association and the American
National Standards Institute. Mr. Donald F. Dickerson was the founder and first President
of The American Society of Plumbing Engineers. The foundation and building blocks of
DFDA include a thorough understanding and accurate interpretation of the National and
Local Codes. DFDA promotes active involvement in all of the above organizations,
attendance of continuing educational programs and participation in professional seminars.
DFDA is constantly providing design documents for the purpose of construction,
which mandates that knowledge of all applicable codes be current.
Structural Focus is a structural engineering consulting company specializing in the
design of complex and innovative buildings. David Cocke, SE, has associated with
Historic Resources Group on other projects, including the Harada House in Riverside,
California for the Riverside Metropolitan Museum. Partnering with architects from
project conception until the reality of occupancy, Structural Focus embraces the
collaborative process of design with the owner and the design team to get the facility they
need and want. If the team pushes the limits to get the optimum facility, and in the end
it's on budget, on time and it works - it's a great design. Since Structural Focus's 2001
inception, the staff has designed over 4 million s, f. of new structures representing nearly
$400 million in construction costs. In addition, Structural Focus has rehabilitated dozens
- of existing buildings, including six on the National Register of Historic Places, and
numerous other historic buildings. Whether the projects involve historic restoration,

detailed laboratories, acoustically sensitive post- production facilities, or a corporate

Construction Cost Consultants, a woman and minority owned and operated
business enterprise was established in December 1992 as an organization dedicated
to providing the full spectrum of construction estimating and cost control services.
We provide expertise in the areas of estimating, scheduling, value engineering,
claims analysis and change order evaluation. Ms. Gurdeep Kaur - Dailey, the principal of
Construction Cost Consultants has over fifteen years of experience serving as Senior
Estimator on large scale, medium sized and small projects. Her professional experience
encompasses a wide range of projects including residential, educational, medical,
industrial,institutional, military and commercial projects.

1.0 Task One - Historic Research
1.1 Coordinate with City and Committee to receive information and Month #1
referrals for sources of information.
Schedule a meeting with City staff and interested individuals and
organization representatives to receive, review, and discuss available
information about the history, architecture, facility conditions, and
programmatic needs at the site. We would request the City to provide
access to any records of construction, maintenance, and development
or buildingpermits.
1.2 Conduct archival and other research based on extensive knowledge of Month #1
history, architectural history, and research experience in Southern
California.
In addition to follow- through on research leads provided at the site,
review our private library, and visit or contact local sources for
published history, archival photographs, and archival documents that
may pertain to the site, including Sanborn insurance maps.
1.3 Write narrative history, chronology. Month #3
Write the story of the site and building, including insertion ofgraphics
such as archival photos, drawings, diagrams, etc., that pertain to the
property. Footnotes and a bibliography will be provided as
appropriate.
1.4 Write statement of significance, summarize eligibility, and make Month #3
determination of appropriate criteria for treatment (with reference to
the Secretary of the Interior's Standards for the Treatment of Historic
Properties.).
Articulate the criteria under which the property is significant, from
public records, determinations, and listings, at the local, state, and
national levels. We can make a determination of eligibility if that has
not been provided, or confirm a determination based on research and
observation of the buildings current integrity. State the year, or period
of time that constitutes the "period ofsignificance" of the property.
Note that the Secretary of the Interior's Standards are appropriate,

2.0 Task Two -Architectural Description & Assessment

2.1 Conduct field observation, including selected photography, of exterior Month #2
and interior conditions.
The key consultant staff, and subconsultants will schedule with City
staff a fill access survey day for detailed observation (no probing or
destructive testing) of the site and buildings, from attic to crawl space,
as the case may be. We will take general survey photographs for
reference and use, not constituting a comprehensive photo -
documentation (e.g., all spaces, but not necessarily every lockset).
2.2 Assess and document conditions, including structural, FIVAC Month #2
assessment, and architectural materials & systems. Present conditions
in table form, and characterize conditions as good, fair, or poor, in
addition to condition descriptions.
2.3 Structural engineering subconsultant services: Structural Focus
We have completed a number ofstudies and projects with David
Cocke, SE, and his staff, including the Harada House. They will
complete a structural assessment report that will concisely identify
structural shortcomings based on condition, use, and primarily with
respect to the standards for seismic safety identified by the City and
Structural Focus. This assessment will be adequate to describe one or
more alternatives, and a preferred alternative, for remedy of any
seismic strengthening needs.
2.4 "MEP" subconsultant services: Donald F. Dickerson Associates
We have completed a number of studies and projects with Donald F.
Dickerson Associates, a firm that offers, in house, licensed
engineering for plumbing, HVAC, and electrical disciplines, including
the Gamble House and Bembridge House. Dickerson will survey the
building infrastructure systems, and make recommendations for
repair, replacement, or upgrade for safety, function, and code
compliance.

Special concerns for historic sites include fire safety, detection and
prevention ofplumbing leaks, and temperature and humidity ranges
for conservation of both historic buildings and collections in historic
buildings.

3.0 Task Three - Recommended Prioritized Scope of Repairs
3.1 Write recommendations for conditions documented in table form,
including a brief discussion of alternatives, if appropriate.
Historic Resources Group will address building systems and materials
in general, including but not limited to roof, exterior finishes, doors
and windows, roof and ground drainage systems, interior finishes,
finish hardware, electrical fixtures, plumbing fixtures and fittings, and
integration ofsubconsultant recommendations into a table format the
lists spaces and features along side photographs, condition
assessments, and recommendations for repairs for each item.

3.2 Classify recommended scope of repairs for each item as immediate, Month #3

The table format noted above will include a column that classifies
each repair item.
3.3 Provide a narrative of recommended scope of repairs and findings of Month #3
conformance with the Secretary of the Interior's Standards for
Rehabilitation.
Historic Resources Group will provide a briefdescription of the
proposed scope of repairs for each item, integrating subconsultant
recommendations into a table format the lists recommendations in a
column alongside photographs, condition assessments, and priority.
Include a column that identifies which of the 10 Standards for
Rehabilitation applies (or more than one standard, if applicable) and
briefly describes why the proposed treatment conforms to the
Standards.
4.0 Task Four - Measured Drawings
4 . 1 Provided measured floor plans, exterior elevations, and two building Month #2
sections of as -found conditions, created in AutoCad, and deliverable
as AutoCad digital files in addition to hard copy presentation in the
report.
4.2 Prepare plans and specifications for all renovations recommended in After Month #4
the Report.
4.3 Narrative of the recommended work: refer to item 3.3 above. Month #3

5.0 Task Five - Code Compliance Evaluation:
5.1 Evaluate the building for code compliance, using the applicable
portions of the 2006 IBC, and recommend Code Compliance
upgrades. Include references as appropriate to the alternative available
in the California Historical Building Code, which is a part of the
California Building Code, and application of which is mandatory by
local building officials if the owner /applicant chooses to use. The
Dinsmoor House is a qualified historic property as defined in the
California Historical Building Code.
This work will be prepared by Kelly Sutherlin McLeod Architects, and
reviewed by Peyton Hall, FAIR.
6.0 Task Six - Project Budget

6.1 provide a preliminary project budget that is itemized approximately Month 44
by the work items recommended in the table described above, and
classify the costs in phases (immediate, 1 -2 years; near -term, 3 -6
years, and long term (7 -12 years).
This work will be completed by Construction Cost Consultants, Inc.,
with whom we have completed a number of budgeting projects for
projects at the assessment phase. Therefore, they are familiar with
historic sites, and with Historic Structure Reports as part of the
process.
6.2 Submit draft report to the City of Rosemead for review and comment; Month #4
respond to questions and comments.
Our objective is to provide clear, concise, well organized information
that assists in providing a road map for repairs and improvements.

III. Related Experience /Customer References

Historic Resources Group completed a state -of -the -art computer -based historic structure
report for the Gamble House, a National Historic Landmark constructed in 1909 as a
winter home for the Gamble family of Cincinnati. Supported by a grant from the Getty
Foundation, this effort serves as a model for interactive digital maintenance plans at other
facilities, and supports the use of new technologies in historic preservation in the twenty -
first century.
In a national context, The Gamble House Historic Structure Report has been
acknowledged as a leading edge tool which provides specific guidance for physical
conservation, is an appropriate and versatile container for record - keeping, and addresses

Historic Resources Group was hired by the Riverside Metropolitan Museum to prepare a
historic structure report as a basis for the rehabilitation of Riverside's Harada House, a
National Historic Landmark. The modest house, originally constructed in 1910, is
significant as its ownership by a Japanese- American family challenged the
constitutionality of the 1913 Alien Land Law. The report will document the history and
existing conditions of the building and provide recommendations for treatment and
maintenance. This report was funded by the Getty Foundation.
A major stabilization project and partial structural and roofing projects have been
completed. The remaining structural work has been designed and engineered, and is
awaiting funding.

Proposal for the Dinsmoor Heritage House Preservation Plan
Historic Resources Group completed a substantial Historic Structure Report for the
Bembridge House for Long Beach Heritage several years ago. The site is a gem -like
Queen Anne style "Victorian" structure in an old city neighborhood that is remarkable for
having been owned and occupied by the same family for most of its history. Therefore,
the house, its finishes, and its furnishings are an outstanding document of early twentieth
century life in Southern California.
Rehabilitation work has been limited due to lack of funds, but the owners have proceeded
with a substantial repair to the carriage house, which was in dire need of structural
stabilization.

the USC School of Architecture's Summer Program in Historic Preservation, Ms. McLeod recently traveled
to China at the invitation of Quingyun Ma, Dean of the USC School of Architecture. Serving as an
ambassador of USC, she visited the UNESCO World Heritage Preservation site of Lijiang, China, and met
with World Heritage representatives and Chinese government officials to discuss vital preservation issues.
Ms. McLeod served eight years as an appointed member of the City of Long Beach Redevelopment
Agency Board, four of which were as Chair of the Board. This Mayoral appointment required leadership
and responsibility for promoting the revitalization of the City's numerous redevelopment project areas.
Ms. McLeod has also served Mayoral appointments on the Cultural Heritage Commission and the
Economic Development Commission in the City of Long Beach in decision making and advisory roles for
cultural resource and urban planning issues. As a member of the Cultural Heritage Commission Kelly
Sutherlin McLeod, AIA, worked with designers and owners on the review and approval of proposed
revitalization of many of the city's major historic landmark structures. Ms. McLeod served on the
Economic Development Commission's Retail and Commercial Recruitment subcommittee, involved in the
EDC's support of revitalization and development goals for downtown Long Beach.

Donald F. Dickerson Associates, Inc., (DFDA) began in January of 1961 when their services were
offered to the Architectural community in the Los Angeles area.
This family owned and controlled woman business enterprise provides professional mechanical,
electrical, plumbing, life safety and fire protection services to the building and construction industry
through their many architectural, contractor and building owner clients.
Dickerson Associates projects have been designed for installation /construction throughout the United
States and in many overseas locations. The corporation has established off shore task force offices
to facilitate the design and construction of the out -of- country projects.
The corporation has, historically, maintained between 20 and 28 personnel which are divided into
production and activity centers headed by seasoned professionals. When required, the management
staff of DFDA has the capability of expanding the staff to as many as 75 people which we have done
at times in the past.
DFDA's staff includes experienced and competent individuals who have been working together for
more than ten years. Our professional team is highly respected in the industry for providing a

SUMMARY
Donald F. Dickerson Associates, Inc. (DFDA) has been active in the Engineering,
Construction and Building Codes since 1944. The Firm is a member of the National and
California Professional Engineer Societies, the American Society of Heating, Refrigeration
and Air Conditioning Engineers, The International Association of Plumbing and Mechanical
Officials, The National Fire Protection Association and the American National Standards
Institute. Mr. Donald F. Dickerson was the founder and first President of The American
Society of Plumbing Engineers.
The foundation and building blocks of DFDA include a thorough understanding and
accurate interpretation of the National and Local Codes. DFDA promotes active
involvement in all of the above organizations, attendance of continuing educational
programs and participation in professional seminars.
We at DFDA are constantly providing design documents for the purpose of construction,
which mandates our knowledge for all applicable codes be current.
Most of our design task include construction services which require DFDA personnel to
follow the project through the issuance of the Certificate of Occupancy.
DFDA has extensive knowledge in Plumbing, Fire Life Safety, Mechanical and Electrical

DFDA's Project Management Approach is based on the project Task Force assignment
where specific key personnel are assigned as a job leaders for each discipline. These
leaders are the most experienced and proficient engineers having related experience
applicable to the specific project. Project Management is a step function which provides
a check list of activities that must be reviewed prior to proceeding. Each discipline must
complete a check list and an interdisciplinary review to ensure an accurate overall
engineering effort. DFDA's initial step is to define our clients objective with a detailed
scope of work and a deliverable project list.
Quality assurance is implemented at the schematic design stage (conceptual). DFDA's
quality assurance is an inclusive review of each discipline as well as an overall discipline
coordination. Quality assurance procedures include random selection of the worst case
scenario for verification of specific design parameters and also for each disciplines task.
Project Management overview integrates schedule and cost control into each and every
aspect of design. DFDA's project management objective is to develop a design that
satisfies all requirements and is economically feasible to construct. To that end cost
estimating is within the preview and capabilities of each Discipline project leader.
Without sacrificing quality control or cost control, DFDA understands that the schedule is
of the utmost importance and prepares a detailed time line for each item on the project
deliverable list and proceeds on schedule by adjusting manpower activity to finish on time.

EXECUTIVE VICE PRESIDENT
Phil Trafton has been active in the construction and engineering industry since 1972.
He is Executive Vice President in charge of project management, design criteria and
contract execution. He works closely with the President and Project Management staff
during project set -up and throughout design development and construction document
phases.
Mr. Trafton attended New Mexico State University and has taken additional studies at
the University of California at Los Angeles. He is past president of the Southern
California Chapter of the American Society of Heating, Refrigerating and Air
Conditioning Engineers, currently serving as a voting member of several technical
committees at the Society level and as liaison to Standard 62 indoor air quality. He is
also a member of the American Society of Plumbing Engineers. He has lectured on
mechanical systems to the Health Care Administration Program of California State
University at Long Beach, the Southern California American Institute of Architects
Associates Program and has been a guest speaker on solar systems to the AIA at the
Chapter level. He has also lectured on Hospitality Facilities, Management and Design
at the University of California, Los Angeles, Board of Director for the Design
Professional Coalition and member of the City of Los Angeles Smoke Evacuation Task
Force.
Mr. Trafton's executive responsibilities include system design concept, project
management and quality control of Engineering projects, including studies, calculations,
design, specifications, reports and cost estimates delivered on time and within budget.
In the final analysis, the project is the thing. Mr. Trafton's involvement and
attention to detail at the project level works to assure project success and
client satisfaction.

Construction Cost Consultants, a woman and minority owned and operated
business enterprise was established in December 1992 as an organization dedicated
to providing the full spectrum of construction estimating and cost control services.
We provide expertise in the areas of estimating, scheduling, value engineering,
claims analysis and change order evaluation.
Ms. Gurdeep Kaur - Dailey, the principal of Construction Cost Consultants has over
fifteen years of experience serving as Senior Estimator on large scale, medium sized
and small projects. Her professional experience encompasses a wide range of
projects including residential, educational, medical, industrial,institutional, military and
commercial projects.
Ms. Kaur - Dailey has a Bachelors of Science in Quantity Surveying and a Masters
of Science in Construction Management from the University of Loughborough in
England.Prior to forming her own company she worked as a Senior Estimator for
Daniel, Mann, Johnson & Mendenhall ( DMJM ) and Lee Saylor Inc.
All the members our our team are highly qualified and experienced construction
- professionals whose expertise is drawn from numerous years of hands on experience
working in design firms, consulting practices and with contractors.
We offer our clients a team fully conversant with local practices, codes and costs. We
have the ability to meet critical deadlines with prompt, accurate and cost effective
service.
We are currently the consulting on -call estimators for the Los Angeles County
Dept. of Public Works and have been providing them with estimating /cost
control services for 5 1/2 years.
Our offices are located in Los Angeles & Burbank.
We have extensive experience in preparing estimates for all project types & sizes
including historical restoration projects .
