Valley Boulevard, Rosemead, California. The Pledge to the a Flag was led by Mayor Clark The Invocation was delivered by Councilman Alarcon ROLL CALL OF OFFICERS: Present: Councilmembers Alarcon, Vasquez, Taylor, Mayor Pro Tern Imperial, and Mayor Clark Absent: None APPROVAL OF MINUTES: NONE PRESENTATIONS: NONE 1. ORAL COMMUNICATIONS FROM THE AUDIENCE - NONE H. PUBLIC HEARINGS A. PUBLIC HEARING REGARDING ADOPTION OF THE ANNUAL FUNDING PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME PROGRAMS FOR FISCAL YEAR 2004- 2005 Bill Crowe, City Manager, presented the staff report. The Mayor opened the public hearing for those in the audience who wish to speak for or against this item. There being no one wishing to speak, the Mayor closed the public hearing. MOTION BY COUNCILMAN ALARCON, SECOND BY COUNCILMAN VASQUEZ that the Council approve the revised capital improvement funding request; approve the revised public service funding; approve submission of the Annual Funding Plan; and authorize the City Manager to execute all appropriate certifications and submit to HUD. CC-C REQUEST TO MODIFY PARKING RESTRICTIONS AT 7951-7953 GARVEY AVENUE Juan Nunez, 2702 Del Mar, Rosemead, asked how long does it take the Parking Control Officers to patrol the streets and/or to make the loop on Garvey Avenue? Mr. Nunez pointed out that parking for the businesses would only be affected on Tuesdays and Fridays, when the Auto Auction is open. Councilman Taylor stated that those businesses are surrounded by the Auto Auction, and their patrons are not always considerate of the parking limits. Mr. Taylor continued that the modification of the parking restrictions for those businesses will not affect the Auto Auction, and that their request is a reasonable one. Mr. Nunez asked again how long does it take the Parking Control Officers to patrol from city-limit to city-limit, in order to mark the tires of cars parked in front of those businesses. Councilman Taylor stated that selective enforcement can be requested when anyone is violating the parking restrictions. Mr. Taylor explained that there are not enough Parking Control Officers to patrol each arterial street in the City. MOTION BY COUNCILMAN TAYLOR, SECOND BY COUNCILMAN VASQUEZ that the Council approve the Traffic Commission's recommendation to remove the existing 2- hour parking restriction at 7951-53 Garvey Avenue and extend the existing 20-minute parking restriction to everyday, except holidays, and to install green curb between the signs. MATTERS FROM OFFICIALS CCMIN:5-25-04 Page #3 Ll Mayor Pro Tern Imperial requested that the Rosemead High School Wrestling Team, which has a winning team this year, be recognized at the next meeting. Mayor Clark announced that the City's Memorial Day Service will be held on Monday, May 31' in the fountain area of City Hall. VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE Patricia Foltyn, 2920 Ruby Avenue, #T, Fullerton, thanked the Council on behalf of the West San Gabriel Valley YMCA Board of Directors, for their support of Camp Ta-Ta Pochon. Ms. Foltyn continued that she is also the proud caretaker of the sculpture commemorating camping that she received from the American Camping Association. IX. ADJOURNMENT There being no further action to be taken at this time, the meeting was adjourned at 8:15 p.m. The next adjourned regular meeting will be held on Tuesday, June 1, 2004, at 6:00 p.m. in the Conference Room.
