MAY 11, 2004
The regular meeting of the Rosemead City Council was called to order by Mayor Clark at 8:00
p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Mayor Pro Tern Imperial
The Invocation was delivered by Councilman Taylor

APPROVAL OF MINUTES: APRIL 27, 2004 - REGULAR MEETING
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM
IMPERIAL that the Minutes of the Regular Meeting of the Rosemead City Council held on April
27, 2004, be approved as submitted. Vote resulted:

PRESENTATIONS: NONE
1. ORAL COMMUNICATIONS FROM THE AUDIENCE
Juan Nunez, 2702 Del Mar, Rosemead, referring to the extradition treaty the United
States has with Mexico, stated that the treaty allows Mexico to dictate the extradition terms. Mr.
Nunez continued that a Mexican citizen committing a crim
9taaes, will not be prosecuted to the full extent aw because they may have a dual
citizenship. n the United States, then goes to Mexico,,
Mayor Clark stated that a memorial march was held last Saturday for Deputy David
March who was shot two years ago. His killer is in Mexico and Mexico will not extradite him.

CC-B EXTENSION OF AGREEMENT - PARKWAY AND MEDIAN
LANDSCAPE MAINTENANCE
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM
IMPERIAL that the Council approve the aforementioned item on the Consent Calendar. Vote

CC-A GROUNDS MAINTENANCE AGREEMENT- LOS ANGELES COUNTY
LIBRARY
Mayor Clark stated that the exit arrow painted on the Library parking lot pavement is
causing confusion. An entrance arrow was temporarily painted there during their recent
renovation directing vehicles to enter through the exit driveway due to the County
trailers/containers parked on one side of their lot. That arrow needs to be painted over as it is
showing through and causing confusion. Mayor Clark suggested that a "No Entrance" or "Do
Not Enter" signage be installed there also.
Mayor Pro Tern Imperial suggested that a crosswalk be installed from the library steps to
the parking lot.
Mayor Clark stated that crosswalks give a false sense of security to the pedestrian.
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM
IMPERIAL that the City extend the Agreement for another five years and that the Mayor be
authorized to execute the Agreement. Vote resulted:

CC-C AUTHORIZATION TO ATTEND ANNUAL CALIFORNIA JOINT
POWERS INSURANCE AUTHORITY 9TH ANNUAL RISK
MANAGEMENT CONFERENCE, OCTOBER 13-15,2004, INDIAN
WELLS
Juan Nunez, 2704 Del Mar, Rosemead, asked if the attendees take advantage of the other
non-conference activities, such as playing golf.
Councilman Taylor pointed out that any activities other than the conference, are paid for
by the attendees.
Mayor Clark assured Mr. Nunez that this Council does not do that, and that they are there
to work when attending conferences.
MOTION BY COUNCILMAN TAYLOR, SECOND BY COUNCILMAN VASQUEZ
that the Council authorize the attendance of any Councilmember, City Manager and staff as
assigned by the City Manager. Vote resulted:

OF THE CITY OF ROSEMEAD RECOMMENDING THAT PAROLE BE
DENIED TO CONVICTED MURDERER DANNY SAUL ROSALES
MOTION BY MAYOR PRO TEM IMPERIAL, SECOND BY COUNCILMAN
ALARCON that the Council adopt Resolution No. 2004-19 and the City Clerk be directed to
forward it to the appropriate agency. Vote resulted:
