USE OF AMERICAN RESCUE PLAN (ARP) STATE AND LOCAL
FISCAL RECOVERY FUNDS (SLFRF)
SUMMARY
At the March 8, 2022, and the April 26, 2022, City Council meetings, Staff presented overviews
of recommended uses of State and Local Fiscal Recovery Funds as allowed under the Final Rule
of the American Rescue Plan. Based on direction given to staff by the City Council, this report
is to amend the FY 2021-22 Operating Budget for various activities. Other recommended uses
as authorized by the City Council at the April 26, 2022, meeting will be included in the FY 2022-
23 Proposed Budget for further consideration.
At the April 26, 2022 City Council meeting, the City Council authorized the acceptance of the
$10 million standard allowance for revenue loss as provided in the Final Rule of the ARP. The
attached resolution amends the FY 2021-22 revenue estimate to include the second payment of
ARP funding due in May 2022, moves the $10 million in revenue loss from the ARP fund to the
SLFRF Revenue Loss Fund and appropriates funding for the uses listed below.

The appropriations would be used to pay past and future expenses related to employee
compensation based on the mandate, the cost of one month's salary and benefits for the two new

positions, and to fund the one-time premium pay awards for employees. The one-time premium
pay includes the payment of $2,000 to each current full-time employee (excluding the Executive
Management Team) that also worked during calendar year 2021, $500 to part-time employees
currently working for the City who also worked up to 500 hours during calendar year, and
$1,000 to part-time employees currently working for the City who worked over 500 hours during
calendar year 2021. The premium pay for 3/4 -time classifications would be based on the same
criteria as for other part-time employees.
This action also amends the City's authorized staffing level from 58 to 60 full-time positions by
adding one Human Resources Analyst Position in Administration (Human Resources division)
and one Administrative Assistant position in the City Clerk's Office. The monthly salaries for
these positions are $5,164 - $6,738 and $3,960 - $5,167 respectively. Both positions are existing
classifications and will be paid with ARP funding through December 31, 2026.
The other items discussed during the April 26, 2022 City Council meeting will be presented in
the FY 2022-23 Proposed Budget for Council consideration.
STAFF RECOMMENDATION
Staff recommends that City Council adopt Resolution No. 2022-30, amending the FY 2021-22
Adopted budget by increasing the revenue estimates in the ARP and SURF Revenue Loss Fund,
increasing appropriations in the ARP fund, and increasing the City's authorized staffing list by
two full-time positions (Human Resource Analyst and Administrative Assistant)
FISCAL IMPACT
This action increases the revenue estimate in the ARP fund by $8,939,300 and operating
appropriations by $265,300. The actions also approve a $10 million transfer -out of the ARP
fund and a $10 million transfer -in to the SURF Revenue Loss Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, AMENDING THE FY 2021-22 OPERATING
BUDGET AND AUTHORIZED STAFFING LIST
WHEREAS, a fiscal review is a prudent method to ensure that the City maintains a healthy
financial structure; and
WHEREAS, the City routinely adjusts fiscal year revenue estimates and appropriations
throughout the fiscal year; and
WHEREAS, the City Council adopted the FY 2021-22 Operating Budget and CIP budgets
on June 14, 2021 and amended the budgets on November 9, 2021, December 14, 2021, February
22, 2022, and March 22, 2022; and
WHEREAS, the received presentations on the American Rescue Plan State and Local
Fiscal Recovery Funds on February 22, 2022, March 8, 2022, and April 26, 2022; and.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemead,
California, as follows:

SECTION 2. That the City Council amends the 2021-22 Authorized Staffing List
effective May 10, 2022 by adding one Human Resources Analyst in Administration (Human
Resources Division) and one Administrative Assistant position in the City Clerk's Office.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution,
and it shall thereupon be in fall force and effect.
