CURB AT 8424 GARVEY AVENUE
At the May 5, 2022, Traffic Commission Meeting, staff presented recommendations and options
to install green curb along the property frontage at 8424 Garvey Avenue. After discussion and
presentation of the item, the Traffic Commission recommended Option 2, items A and B to install
approximately 47' of green curb (20 -minute parking) and signage during the hours of 7:00 a.m. to
6:00 p.m., 2 -hour parking signage during the hours of 7:00 a.m. to 6:00 p.m. (except Sundays),
and 2' of red curb on each side of the driveway including driveway aprons on the east side of the
property frontage. Traffic Commission recommended items are shown on the "Installation
Exhibit" in Attachment C. Public Works Field Services staff will complete all the recommended
items. If necessary, additional materials and supplies may be purchased at a minimal expense to
complete the recommended work and staff would utilize approved Fiscal Year 2021-2022 Traffic
Signs and Markers available funds.
BACKGROUND
The City of Rosemead received a curb request from a business owner to install green curb in front
of the business located at 8424 Garvey Avenue. The applicant stated that the request for green curb
would provide temporary parking to aid customers who want to pay a bill at the business. This
item had previously been brought to the Rosemead Traffic Commission at the February 2, 2017,
meeting where it was approved. Later the item was taken before City Council at the April 25, 2017,
meeting where it was tabled until the mixed-use property development at 8408 Garvey Avenue
was complete, and the parking could be considered. The initial request was to install green curb
approximately 29' to 30' (feet) long at the space between the two existing driveway aprons and
gates to the property at 8424 Garvey Avenue.

In response to this request, and on behalf of the City, engineering staff completed a parking review
and analysis of existing conditions. A parking study and analysis was also conducted on the south
side of Garvey Avenue between Delta Avenue and Earle Avenue on one (1) weekday to determine
the existing parking conditions and patterns.
ANALYSIS
Existing Conditions:
Garvey Avenue: Within the City of Rosemead, Garvey Avenue runs east and west and is
considered a minor arterial road by the California Road Functional Classification Map, with a
speed limit of 35 MPH. Garvey Avenue is approximately 76 -feet wide with two lanes of travel in
each direction and a double yellow marked center median. Parking is available on the north and
south side of Garvey Avenue except where red curb is marked and during street sweeping. There
is also a sign indicating 2 -hour parking between 7:00 am and 6:00 pm along Garvey Avenue. This
segment of Garvey Avenue travels through a mix use of medium density residential zoning and
commercial zoning, per the Rosemead General Plan.
Delta Avenue: Within the City of Rosemead, Delta Avenue runs north and south and is considered
a local road by the California Road Functional Classification Map, with a prima facie speed limit
of 25 MPH. Delta Avenue is approximately 35 -feet wide with one travel lane in each direction and
no marked center line. Parking is available on the east and west side of Delta Avenue except where
red curb is marked and during street sweeping. This segment of Delta Avenue travels through
commercial zoning and medium density residential zoning per the Rosemead General Plan.
Earle Avenue: Within the City of Rosemead, Earle Avenue runs north and south and is considered
a local road by the California Road Functional Classification Map, with a prima facie speed limit
of 25 MPH. Earle Avenue is approximately 36 -feet wide with one travel lane in each direction and
no marked center line. Parking is available on the east and west side of Earle Avenue except where
red curb is marked and during street sweeping. This segment of Earle Avenue travels through
medium density residential zoning and towards open space zoning per the Rosemead General Plan.
ABOUT THE 8424 GARVEY AVENUE BUSINESS
The nature of the business at 8424 Garvey Avenue is automobile sales and services. The owner
has stated that customers come in to make car payments or to look at vehicles for purchase. From
the sign on the gate the business is open from Tuesday through Saturday between 1:00 pm to 5:00
pm and closed on Sundays and Mondays. Based on statements in the earlier staff reports (2017

and 2016) the business owner has stated that employees park on-site and customers are required
to park off-site. This has not been re -confirmed with the business owner.
There is approximately 29' (feet) of space (1 car length) between the property's two
gates/driveways and approximately 47' (feet) (2-3 car lengths) of space in front of 8424 Garvey
Avenue (request location) and 8438 Garvey (direct neighbor to the east, an automotive car repair
shop). Between the 8438 Garvey Avenue (automotive car repair shop) and the 8440 Garvey
Avenue (mattress station) is another 30' (feet) of available curb parking. Per the City of Rosemead
Planning Department and the building records, 8424 Garvey Avenue (request location) was
approved for a vehicle center that consists of an automotive repair, a body shop, and used auto
sales. The use was approved without a Conditional Use Permit, and is considered legal -
nonconforming, as auto body shops are no longer permitted in the C-3 zone. 8424 Garvey Avenue
shall maintain the onsite parking as the use can cannot be expanded due to its non -conforming
status.
FIELD REVIEW: PARKING STUDY ANALYSIS AND OBSERVATIONS ALONG
GARVEY AVENUE
In response to this request for time limited parking in front of 8424 Garvey Avenue as well as a
request for green curb in front of 8408 Mixed Use facility a parking occupancy count was taken
during 1 weekday on Thursday April 14, 2022. A parking occupancy study was completed on
Thursday, April 14, 2022, along Garvey Avenue between Earle Avenue and Delta Avenue along
the south side of the curb. Parked vehicles were observed over a six -hour period, in which the
number of vehicles that were parked between 9:00 am to 3:00 pm were counted.
Parking along the south side of Garvey Avenue was observed to be at capacity between the hours
of 10:00 am to 2:00 pm, with most cars staying the entire time and not following or observing the
posted 2 -hour parking limit signs.
Currently there is signage indicating 2 -hour parking along this section of curb for the frontage of
the south side of Garvey Avenue between Delta Avenue and Earle Avenue where the businesses
are lined. Along this entire stretch of parking there is posted 2 -hour parking signage, based on the
parking study and analysis the vehicles parked during the observation did not obey the 2 -hour
parking limits, with many of the vehicles parked for more than 2 hours. It is recommended to
inform Parking Enforcement to spot check parking spaces along Garvey Avenue where there is
posted time limited parking restrictions.

CITY OF ROSEMEAD PAINTED CURB POLICY
In the City of Rosemead, the city municipal code distinguishes parking regulations for time -
sensitive parking. The policy for time sensitive parking and colored or green curb in the City of
Rosemead is as follows:
Rosemead Municipal Code — Traffic Local Ordinance
10.12.060 - Two-hour parking: The streets or portions of streets specified in this section are
designated for two-hour parking during the hours of nine a.m. to six p.m. on any day other than
Sundays or holidays and when signs are erected giving notice thereof, no vehicle shall be parked
and permitted to remain within the designated area for a period of time longer than two hours,
except as above stated. When appropriate markings have been installed by the City Traffic
Engineer delineating spaces for parking parallel and adjacent to the curbs of such streets or portions
of streets, vehicles shall be parked within the spaces so delineated:
10.12.070 - Twenty -minute parking: The streets or portions of streets specified in this section
are designated for twenty (20) minute parking and when signs are erected and the curb painted
green giving notice thereof, no vehicle shall be parked and permitted to remain within the
designated area for a period of time longer than twenty (20) minutes.
10.12.080 - Twelve -minute parking: The streets or portions of street specified in this section are
designated for twelve (12) minute parking during the hours of nine a.m. to six p.m. on any day
other than Sundays or holidays and when signs are erected and the curb painted green giving notice
thereof, no vehicle shall be parked and permitted to remain within the designated area for a period
of time longer than twelve (12) minutes.
CALIFORNIA VEHICLE CODE (CVC) DEFINITIONS/GUIDELINES ON PAINTED
CURBS: The below section is from the California Vehicle Code (CVC) and defines the meaning
of Painted Curbs per the CVC Section 21458 Painted Curbs.
CVC 21458 Painted Curbs
(a) Whenever local authorities enact local parking regulations and indicate them by the use
of paint upon curbs, the following colors only shall be used, and the colors indicate as
follows:
(1) Red indicates no stopping, standing, or parking, whether the vehicle is attended or
unattended, except that a bus may stop in a red zone marked or signposted as a bus loading
zone.

California Manual on Uniform Traffic Control Devices (CAMUTCD) and defines the meaning of
Curb Markings per the CAMUTCD Section 3B.23 Curb Markings.
CAMUTCD 311.23 Curb Markings
Standard:
The color of curb markings shall conform to CVC 21458 quoted below:
(a) Whenever local authorities enact local parking regulations and indicate them by the use
of paint upon curbs, the following colors only shall be used, and the colors indicate as
follows:
(1) Red indicates no stopping, standing, or parking, whether the vehicle is attended or
unattended, except that a bus may stop in a red zone marked or sign posted as a bus loading
zone.
(2) Yellow indicates stopping only for the purpose of loading or unloading passengers or
freight for the time as may be specified by local ordinance. Typically applies to
commercial vehicles to load or unload passenger or for freight deliveries.
(3) White indicates stopping for either of the following purposes:
(A) Loading or unloading of passengers for the time as may be specified by local
ordinance.

PARKING
The below section is from the California Vehicle Code (CVC) and defines the meaning of Disabled
Parking per the CVC Section 22511.5 Disabled Parking. Per the CVC, Persons with Handicapped
Placards are able to park at a painted green curb or at a location designated with time restrictions
for unlimited periods.
"In any parking zone that is restricted as to the length of time parking is permitted as
indicated by a sign erected pursuant to a local ordinance. Persons with Handicapped
Placards are able to park at a painted green curb or at a location designated with time
restrictions for unlimited periods."
DMV DISABLED PERSONS (DP) PLACARDS AND PLATES: The section below is from
the DMV and provides guidance on where individuals are permitted to park with a Disabled
Persons (DP) Placard.
Once you have a valid DP placard or DP License Plates, you may park:
• In parking spaces with the International Symbol of Access (wheelchair symbol).
• Next to a blue curb authorized for persons with disabilities parking.
• Next to a green curb (green curbs indicate limited time parking) for as long as you
wish.
• In an on -street metered parking space at no charge.
• In an area that indicates it requires a resident or merchant permit.
STAFF RECOMMENDATION
The Traffic Commission voted 4-0 to approve the staff recommendation of Option 2, items A and
B to install approximately 47' of green curb (20 -minute parking) and signage during the hours of
7:00 a.m. to 6:00 p.m., 2 -hour parking signage during the hours of 7:00 a.m. to 6:00 p.m. (except
Sundays), and 2' of red curb on each side of the driveway including driveway aprons on the east
side of the property frontage as shown on the "Installation Exhibit" in Attachment C. It is
recommended that the City Council approve the Traffic Commission recommended items.

FINANCIAL IMPACT
The City of Rosemead Public Works Field Services Division will complete the recommended
items utilizing approved Fiscal Year 2021-2022 Traffic Signs and Markers available funds in
account 101-3010-5660. All recommended items will be performed by in-house staff. If necessary,
additional materials and supplies may be purchased at a minimal expense to complete the tasks.
STRATEGIC PLAN IMPACT
The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and
Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with
relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding
the use of wireless network technology and renewable energy.

The applicant has contacted the City and indicated they will submit a General Curb and Marking
Request Form and has requested that either the 29' space between his two gates be painted green
or a portion of the 49' curb in front of the applicant's property at 8424 Garvey Avenue and their
neighbors at 8438 Garvey Avenue (Blue Star Automotive, an automotive car repair shop) be
painted green.
This request is not a traffic safety related request; therefore, it is at the direction of the City, Traffic
Commission, and City Council on what type of parking and curb markings should be installed and
enforced for this location.
The City should determine if the standard parking area in front of the applicant's business needs
to either be signed for loading and unloading or have green curb painted for passenger drop off/pick
up and deliveries and if so, the City should determine the amount of the curb to be included for
time restrictions.
A review of the City's Curb Marking Policy as well as guidelines found in the CAMUTCD and
CVC allow for the City to decide the viability of the installation of green curb or signage for
loading and unloading passengers and freight in regard to the benefits and impacts to adjacent
property owners.

RECOMMENDATIONS AND OPTIONS FOR THE CITY TO EVALUATE AND
CHOOSE FROM: The City should consider each option and select which option they would like
to implement.
1. CITY TRAFFIC COMMISSION TO ADVISE HOW THE CITY SHOULD PROCEED
WITH THE REQUEST FOR LOADING ZONES/GREEN CURB IN FRONT OF THE
8424 GARVEY AVENUE PROPERTY.
Option 1: Deny the request for green curb and leave the existing curb marking and time
restricted parking as is.
Option 2: Approve some portion in front of the applicant's property with green curb and
determine at which location it should be installed (Option A or Option B as shown
in Figure 6). It is assumed that 18' (feet) to 20' (feet) equates to 1 parking space.
Please note that if green curb is installed this would mean that that segment will
continually be for 20 minutes parking only. This can be either 1 space between the
applicant's property and the neighbors (Option A) or 1 space between the two
driveways (Option B). Please refer to Figure 6 below in Attachment A of this staff
report.
Option 3: Approve installation of time limited parking signage (time of day limits) without
installation of green curb. Per the Rosemead Municipal Code there are two green
curb time limit options:
• 10.12.070 - Twenty -minute parking: The streets or portions of streets
specified in this section are designated for twenty (20) minute parking and
when signs are erected and the curb painted green giving notice thereof, no
vehicle shall be parked and permitted to remain within the designated area
for a period of time longer than twenty (20) minutes.
• 10.12.080 - Twelve -minute parking: The streets or portions of street
specified in this section are designated for twelve (12) minute parking
during the hours of nine a.m. to six p.m. on any day other than Sundays or
holidays and when signs are erected and the curb painted green giving
notice thereof, no vehicle shall be parked and permitted to remain within
the designated area for a period of time longer than twelve (12) minutes.

If the loading and unloading zone is to apply during certain hours on a weekday,
to avoid confusion it is suggested that signs advising of 20 minute parking be
posted and installed where the City desires, instead of painting the green curb.
CAMUTCD 2B.47: Guidance: Where only limited -time parking or parking in a
particular manner are permitted, the signs shall have a green legend and border on
a white background (Permissive Parking signs). If the parking restriction applies to
a limited area or zone, the limits of the restriction should be shown by arrows or
supplemental plaques. If arrows are used and if the sign is at the end of a parking
zone, there should be either no arrows or a single -headed arrow pointing in the
direction that the regulation is in effect. If the sign is at an intermediate point in a
zone, there should be a double -headed arrow pointing both ways.

INTRODUCTION
The City of Rosemead received a request from a business owner to install green curb in front of the
business located at 8424 Garvey Avenue. The applicant stated that the request for green curb would
provide temporary parking to aid customers who want to run in to pay a bill at the business. The City has
spoken to the business owner and they indicated they are in the process of completing a general curb
requestform. This item had previously been brought to the Rosemead Traffic Commission atthe February
2, 2017, meeting where it was approved. Later the item was taken before City Council at the April 25,
2017, meeting where it was tabled until the mixed use property development at 8408 Garvey Avenue was
complete, and the parking could be considered. The initial request was to install green curb approximately
29' to 30' (feet) long at the space between the two existing driveway aprons and gates to the property at
8424 Garvey Avenue. In response to this new request, and on behalf of the City, engineering staff
completed a parking review and analysis of existing field conditions and previously prepared traffic reports
and recommendations. A parking study and analysis was also conducted on the south side of Garvey
Avenue between Delta Avenue and Earle Avenue on one (1) weekday to determine the existing parking
conditions and patterns.

EXISTING CONDITIONS

Garvey Avenue: Within the City of Rosemead, Garvey Avenue runs east and west and is considered a
minor arterial road by the California Road Functional Classification Map, with a speed limit of 35 MPH.
Garvey Avenue is approximately 76 -feet wide with two lanes of travel in each direction and a double
yellow marked center median. Parking is available on the north and south side of Garvey Avenue except
where red curb is marked and during street sweeping. There is also a sign indicating 2 -hour parking
between 7:00 am and 6:00 pm along Garvey Avenue. This segment of Garvey Avenue travels through a
mix use of medium density residential zoning and commercial zoning, perthe Rosemead General Plan.
Delta Avenue: Within the City of Rosemead, Delta Avenue runs north and south and is considered a local
road by the California Road Functional Classification Map, with a prima facie speed limit of 25 MPH. Delta
Avenue is approximately 35 -feet wide with one travel lane in each direction and no marked center line.
Parking is available on the east and west side of Delta Avenue except where red curb is marked and during
street sweeping. This segment of Delta Avenue travels through commercial zoning and medium density
residential zoning per the Rosemead General Plan.

About the 8424 Garvey Avenue Business

(Request Location)
The nature of the business at 8424 Garvey Avenue is automobile sales and services. The owner has stated
that customers come in to make car payments or to look at vehicles for purchase. From the sign on the
gate the business is open from Tuesday through Saturday between 1:00 pm to 5:00 pm and closed on
Sundays and Mondays. Based on statements in the earlier staff reports (2017 and 2016) the business
owner has stated that employees park on-site and customers are required to park off-site. This has not
been re -confirmed with the business owner.
There is approximately 29' (feet) of space (1 car length) between the property's two gates/driveways and
approximately 49' (feet) (2-3 car lengths) of space in front of 8424 Garvey Avenue (request location) and
8438 Garvey (direct neighbor to the east, an automotive car repair shop). Between the 8438 Garvey
Avenue (automotive car repair shop) and the 8440 Garvey Avenue (mattress station) is another 30' (feet)
of available curb parking. Per the City of Rosemead Planning Department and the building records, 8424
Garvey Avenue (request location) was approved for a vehicle centerthat consists of an automotive repair,
a body shop, and used auto sales. The use was approved without a Conditional Use Permit, and is
considered legal -nonconforming, as auto body shops are no longer permitted in the C-3 zone. 8424 Garvey
Avenue shall maintain the onsite parking as the use can cannot be expanded due to its non -conforming
status.

FIELD REVIEW: PARKING STUDY ANALYSIS AND OBSERVATIONS ALONG GARVEY AVENUE
In response to this request for time limited parking in front of 8424 Garvey Avenue as well as a request
for green curb in front of 8408 Mixed Use facility a parking occupancy count was taken during 1 weekday
on Thursday April 14, 2022.
A parking occupancy study was completed on Thursday, April 14, 2022, along Garvey Avenue between
Earle Avenue and Delta Avenue along the south side of the curb. Parked vehicles were observed over a
six -hour period, in which the number of vehicles that were parked between 9:00 am to 3:00 pm were
counted. Figure 5 below shows the existing curb measurements and color painted along the north side of
Garvey Avenue where the observation took place.
Table 1 indicates the number of vehicles that parked along the south curb of Garvey Avenue. Per Table 1,
parking along the south side of Garvey Avenue was observed to be at capacity between the hours of 10:00
am to 2:00 pm, with most cars staying the entire time and not following or observing the posted 2 -hour
parking limit signs.

Currently there is signage indicating 2 -hour parking along this section of curb for the frontage of the south
side of Garvey Avenue between Delta Avenue and Earle Avenue where the businesses are lined. Along
this entire stretch of parking there is posted 2 -hour parking signage, based on the parking study and

analysis the vehicles parked during the observation did not obey the 2 -hour parking limits, with many of
the vehicles parked for more than 2 hours. It is recommended to inform Parking Enforcement to spot
check parking spaces along Garvey Avenue where there is posted time limited parking restrictions.
CITY OF ROSEMEAD PAINTED CURB POLICY
In the City of Rosemead, the city municipal code distinguishes parking regulations for time -sensitive
parking. The policy for time sensitive parking and colored or green curb in the City of Rosemead is as
follows:
'Rosemead Municipal Code—Traffic Local Ordinance
10.12.060 - Two-hour parking.
The streets or portions of streets specified in this section are designated for two-hour parking during the
hours of nine a.m. to six p.m. on any day other than Sundays or holidays and when signs are erected giving
notice thereof, no vehicle shall be parked and permitted to remain within the designated area for a period
of time longer than two hours, except as above stated. When appropriate markings have been installed
by the City Traffic Engineer delineating spaces for parking parallel and adjacent to the curbs of such streets
or portions of streets, vehicles shall be parked within the spaces so delineated:
10.12.070 - Twenty -minute parking.
The streets or portions of streets specified in this section are designated for twenty (20) minute parking
and when signs are erected and the curb painted green giving notice thereof, no vehicle shall be parked

Standard:
The color of curb markings shall conform to CVC 21458 quoted below:
(a) Whenever local authorities enact local parking regulations and indicate them by the use of

CALIFORNIA VEHICLE CODE (CVC) DEFINITIONS/GUIDELINES ON DISABLED PARKING
The below section is from the California Vehicle Code (CVC) and defines the meaning of Disabled Parking
per the CVC Section 22511.5 Disabled Parking. Per the CVC, Persons with Handicapped Placards are able
to park at a painted green curb or at a location designated with time restrictions for unlimited periods.
CVC 22511.5 Disabled Parking
(a) (1) A disabled person or disabled veteran displaying special license plates issued under Section
5007 or a distinguishing placard issued under Section 22511.55 or 22511.59 is allowed to park for
unlimited periods in any of the following zones:
(A) In any restricted zone described in paragraph (5) of subdivision (a) of Section 21458
or on streets upon which preferential parking privileges and height limits have been given
pursuant to Section 22507.
(B) In any parking zone that is restricted as to the length of time parking is permitted as
indicated by a sign erected pursuant to a local ordinance. Persons with Handicapped Placards are
able to park at a painted green curb or at a location designated with time restrictions for
unlimited periods.
(2) A disabled person or disabled veteran is allowed to park in any metered parking space without
being required to pay parking meter fees.
(3) This subdivision does not apply to a zone for which state law or ordinance absolutely prohibits
stopping, parking, or standing of all vehicles, or which the law or ordinance reserves for special
types of vehicles, or to the parking of a vehicle that is involved in the operation of a street vending
business.
(b) A disabled person or disabled veteran is allowed to park a motor vehicle displaying a
special disabled person license plate or placard issued by a foreign jurisdiction with the same
parking privileges authorized in this code for any motor vehicle displaying a special license plate
or a distinguishing placard issued by the Department of Motor Vehicles.

DMV DISABLED PERSONS (DP) PLACARDS AND PLATES
The section below is from the DMV and provides guidance on where individuals are permitted to park
with a Disabled Persons (DP) Placard.
Once you have a valid DP placard or DP License Plates, you may park:
• In parking spaces with the International Symbol of Access (wheelchair symbol).
• Next to a blue curb authorized for persons with disabilities parking.

In addition to parking privileges, service stations must refuel a disabled person's vehicle at self-service
rates unless the service facility has only one employee on duty.
DMV Disabled Placards may not park:
• In spaces marked with a crosshatched pattern next to a parking space with the International
Symbol of Access (wheelchair symbol). These spaces are for wheelchair and wheelchair lift access.
• Next to red curbs, which indicate no stopping, standing, or parking.
• Next to yellow curbs, which are for commercial vehicles to load and unload passengers or freight.
• Next to white curbs, which are for loading and unloading passengers or depositing mail in an
adjacent mailbox.

A. TRAFFIC REVIEW ON JACKSON AVENUE BETWEEN EMERSON PLACE AND
HELLMAN AVENUE
Traffic Engineer Robbins provided a brief description of the item and presented a PowerPoint
presentation of the studies that were conducted.

Traffic Engineer Robbins explained that the resident requested the City to conduct a traffic review
along Jackson Avenue between Emerson Place and Hellman Avenue due to reported speeding
concerns.
Traffic Engineer Robbins explained as part of the traffic review, engineering staff looked at the
existing roadway conditions, a review of approximately 5 years of available collision data, Average
Daily Travel (ADT) counts, and a 24-hour Speed Survey.
On behalf of the City of Rosemead, Traffic Engineer Robbins provided a combination of traffic
calming measures and improvements along Jackson Avenue between Emerson Place and
Hellman Avenue.
Vice Chair Quintanilla opened the Public Comment period.
Sherman Rourman, business owner of 8424 Garvey Avenue, questioned the validity of the data
collected for the traffic review stating the police does not take traffic accident reports anymore,
unless a personal injury is involved.
Vice Chair Quintanilla reiterated Mr. Rourman's comment to confirm if he was saying that there are
accidents not documented by the sheriffs.
Mr. Rourman confirmed that is correct. He explained that the sheriffs either arrive too late or do not
respond or take in traffic accident reports for damage or theft under $2,000. He commented that
the number of accidents indicated in the traffic review does not reflect the actual numbers, which is
significantly higher.
Vice Chair Quintanilla asked if Mr. Rourman has personally called the Rosemead Public Safety
Center or sheriffs station.
Mr. Rourman replied that he just knows from personal fact and experiences. He mentioned of
multiple accidents that have occurred in the area and the police do not show up.
Vice Chair Quintanilla thanked Mr. Rourman for his public comments.
The City received a Public Comment via email from Resident Stan Lam explaining he has
witnessed cars speeding and racing on the street. He also commented that both the tenants and
owners of the property should receive the courtesy notification letters.
The City received a Public Comment via email from Resident Howard Thio requesting a four hour
time limit for street parking from Monday to Friday between 8:00 AM to 5:00 PM along Jackson
Avenue due to heavy traffic.
The City received a Public Comment via email from Resident Julie Jacks expressing her concerns
for safety of residents on Jackson Avenue due to speeding and cars not stopping at the
intersection of Emerson and Jackson. She also mentioned an overgrown tree in front of the school

on the southwest corner of Emerson and Jackson that is covering the stop sign that needs to be
removed or trimmed.
Vice Chair Quintanilla closed the Public Comment period.
Commissioner Escobar agreed with staff recommendations.
Commissioner Drange asked if the center double yellow lines will be installed on the whole street.
Traffic Engineer Robbins responded it will be from Emerson Place to Hellman Avenue.
Commissioner Drange asked if we could paint the speed limit on the road, which he explained
would be more useful than a speed limit sign as there is a lot of parked cars and trees along the
street.
Traffic Engineer Robbins responded a pavement legend is an option we can also include.
Commissioner Drange asked if we could add the pavement legend to the recommendations.
Director of Public Works Chung responded we can add the recommendation.
Vice Chair Quintanilla asked if we have similar issues with the parallel streets.
Traffic Engineer Robbins replied there have not been complaints received for the other streets and
that Jackson Avenue would be the first street to get the double yellow center lines.
Commissioner Drange commented that it would make more sense to install the double yellow
center lines all the way to Garvey Avenue, instead of ending it at Emerson Place.
Traffic Engineer Robbins replied that they would need to measure how wide the street is to ensure
there is nine and a half to ten feet minimum of travel lane.
Vice Chair Quintanilla opened the Public Comment period
The City received a Public Comment via Zoom from Resident Ken explaining that the previous
homeowners of their home mentioned of a speeding car that crashed into the living room. He
mentioned that he noticed cars have been driving fifty to sixty miles per hour on Jackson Avenue.
He stated that the cars are speeding in the morning and afternoon while school children are
present, as well as in the evenings. He expressed concerns for the safety of the children and the
homeowner's property. He agrees with the recommendations, however, does not feel it will prevent
speeding. Instead, he suggested to install speed bumps.

Director of Public Works Chung responded that the City currently does not have a speed hump
policy, so there are no speed humps installed within the city. There has been discussion at the last
City Council meeting regarding the speed hump policy and it is currently in preliminary stages to
bring to the Traffic Commission meeting in June or July to discuss implementing speed humps in
the city.
Vice Chair Quintanilla asked if the City still contracts with the county sheriffs.
Director of Public Works Chung replied yes.
Director of Public Works Chung asked Traffic Engineer Robbins to confirm that it was
recommended for additional traffic enforcement.
Traffic Engineer Robbins replied yes, and that the City will need to contact the sheriff.
Director of Public Works Chung explained when we receive recommendation for additional traffic
enforcement, it is conveyed to the chief of police.
Vice Chair Quintanilla asked about the motorbike patrols.
Director of Public Works Chung replied there are motorbike patrols, however, he was unsure of
how many and if they were patrolling in this area.
Vice Chair Quintanilla commented that there used to be three motorbike patrol officers who
patrolled Rosemead Boulevard and side streets such as Jackson Avenue.
Director of Public Works Chung replied he can inquire with the chief of police.
Traffic Engineer Robbins suggested asking the resident who provided the public comment if they
noticed a specific time during the day when the speeding mainly occurs.
Vice Chair Quintanilla asked Resident Ken via Zoom if he knew of a specific time the speeding
occurs.
Resident Ken replied usually in the morning hours when people are heading to work, around noon
when the students get out of the elementary school, and a lot of speeding in the evening from
around eight to midnight.
Vice Chair Quintanilla asked if staff could relay those time frames to the chief of police.
Director of Public Works replied yes.
Commissioner Nguyen asked how the eighty-fifth percentile speed of thirty-three miles per hour
was generated in the speed survey.

Traffic Engineer Robbins replied all cars that drove by in a 24 hour period were tracked, and the
eighty-fifth percentile was used to generate the speed.
Commissioner Drange made a motion, seconded by Commissioner Escobar, to accept Staff
recommendations and to add the recommendation to install a speed limit pavement legend.

B. PARKING REVIEW: GREEN CURB INSTALLATION REQUEST AT 8408 GARVEY
AVENUE
Traffic Engineer Robbins provided a brief description of the item and presented a PowerPoint
presentation of the studies that were conducted.
Traffic Engineer Robbins explained that the received a request from a business owner to install
green curb in front of the new Live Work development at 8408 Garvey Avenue which is located on
the southeast corner of Garvey Avenue and Delta Avenue.
Traffic Engineer Robbins explained as part of the traffic review, engineering staff completed a
parking review and analysis of existing conditions as well as conducted a parking study on the
south side of Garvey Avenue between Delta Avenue and Earle Avenue on one (1) weekday to
determine the existing parking conditions and patterns.
On behalf of the City of Rosemead, Traffic Engineer Robbins provided recommendations and
options for the City to determine on what type of parking and curb markings should be installed and
enforced for this location.
Commissioner Drange asked if the entrance on Delta Avenue for this property has designated
spaces for pickups and drop-offs.
Traffic Engineer Robbins replied she did not have access to the information.
Vice Chair Quintanilla opened the Public Comment period.
Sherman Rourman, business owner of 8424 Garvey Avenue, commented that the side street is not
designed for regular entry and inconvenient to enter the subterranean parking. They would need a
space for vehicles to quickly pull in for pick-ups and drop-offs, which is usually located in the front
of the building. There is already no parking available along the 8400 block of Garvey Avenue and
cars ignore the two-hour parking signs.

Director of Public Works Chung responded to Commissioner Drange's question earlier regarding
parking spaces at the property. There are 43 at grade parking spots and 96 subterranean parking
spots.
Commissioner Drange asked if the City has its own parking enforcement or is it the sheriff.
Director of Public Works Chung replied the City has their own Code Enforcement division.
Commissioner Drange commented it does not seem like the two-hour parking is enforced on
Garvey Avenue and added that installing green curb would not do much if there is no enforcement.
Director of Public Works replied that Code Enforcement has been informed of the issue and to
monitor and patrol this area.
Commissioner Drange asked if any of the parked vehicles were ticketed when they did the parking
survey.
Director of Public Works Chung replied he does not have that information since it was the traffic
team who conducted the parking survey and not Code Enforcement.
Commissioner Nguyen asked if the medical office requesting the green curb has a location to park.
Traffic Engineer Robbins replied when developments come in, they have to park to code onsite.
Planning division informed that this location needed 43 at grade parking spaces and 96
subterranean parking spaces. It is assumed that the subterranean parking is for the residents.
Director of Public Works Chung further explained that the 43 at grade parking spaces and 96
subterranean parking spaces is for the entire development. There is no parking in the front, only
parking in the back.
Traffic Engineer Robbins explained the request for green curb was primarily for dropping off and
picking up patients at the adult health care facility.
Vice Chair Quintanilla commented that the green curb could also serve as a handicap parking
zone.
Traffic Engineer Robbins mentioned vehicles parked in the space would not be cited as long as
they have a handicap placard. It was also not informed how long the visits would be, whether it
would be a quick office visit or all day.
Director of Public Works Chung commented the developers were requested to attend the meeting,
but there was no response received.
Commissioner Drange commented he would not make the entire 100' of curb just green. He asked
how many parking spaces is the proposed 100' of green curb.

Director of Public Works Chung replied approximately five parking spaces
Commissioner Drange suggested making a few spaces green and the remaining space as two-
hour parking. He also asked whether the business is looking for space to receive deliveries, which
would be yellow curb.
Director of Public Works Chung replied the request was for twenty minute green curb.
Commissioner Escobar asked about whether there would be inconsistencies with the parking
enforcement and if individuals would be able to call parking enforcement to notify of vehicles
parked longer than the permitted time allowed.
Director of Public Works Chung replied there should not be inconsistencies and that individuals
could report those vehicles.
Commissioner Escobar mentioned that there is existing green curb in front of 8424 Garvey Avenue
and asked whether it is currently being enforced.
Director of Public Works Chung replied that the green curb was not installed by the City.
Commissioner Nguyen asked if there is any benefit to having a yellow loading only or passenger
loading only instead of the green curb.
Traffic Engineer Robbins replied the yellow is for freight and passenger loading activities, typically
limited to three minutes.
Commissioner Nguyen asked about the 30 minute limit indicated on the yellow loading only sign
used in the presentation.
Traffic Engineer Robbins replied the signs used in the presentation were sample signs from
California Manual on Uniform Traffic Control Devices and that the signs would conform to
Rosemead's municipal code. She also explained that green curb allows vehicles to park, whereas
the yellow loading only is strictly for loading and unloading.
Commissioner Nguyen suggested to install one yellow and one green space, and the rest to be
two-hour parking.
Director of Public Works Chung replied the request was for green curb and it is assumed the green
curb would be sufficient for their operational needs.
Commissioner Drange asked if there is a time limit on the two-hour parking spaces.
Traffic Engineer Robbins replied it is from 7:00 a.m. to 6:00 p.m., except Friday.
Vice Chair Quintanilla asked if we could make sure to enforce the green curb once installed.

Director of Public Works Chung replied Code Enforcement and Public Safety can handle it.
Commissioner Drange made a motion, seconded by Commissioner Nguyen, to accept Staff
recommendation, Option 3, to approve 40' of green curb space and the remaining available
curb as two-hour parking zones during 7:00 a.m. to 6:00 p.m., with added signage to
indicate time restricted hours. Vote resulted in:

green curb in front of the business located at 8424 Garvey Avenue,
Traffic Engineer Robbins explained as part of the traffic review, engineering staff completed a
parking review and analysis of existing conditions as well as conducted a parking review and
analysis of existing field conditions and previously prepared traffic reports and recommendations
from 2017.
On behalf of the City of Rosemead, Traffic Engineer Robbins provided recommendations and
options for the City to approve or deny the green curb request and if approved, how much of green
curb and which location it should be installed.
Vice Chair Quintanilla opened the Public Comment period.
Sherman Rourman, business owner of 8424 Garvey Avenue, asked commissioners to accept the
recommendations from 2017 to install 20 -minute green curb in front of the business. Mr. Rourman
stated there is no parking enforcement and that vehicles remain parked for days. He presented
photos of parked vehicles that he indicated was parked for 10 days and explained that the City and
sheriffs department do not take any action. He explained that the reason vehicles continue to park
for days is because they do not get cited or do not understand the parking signs due to language
barriers. He also mentioned of line of sight issues when entering and exiting his business driveway.
He reiterated that people would understand to not park if there was a colored curb. He explained
that the patients for the adult health care facility would not utilize the subterranean parking for drop-
offs and pickups due to the inconvenience of transporting the patients up and down the elevator.
Lastly, he reiterated that there is no parking enforcement and the police do not have the time to
deal with parking issues.

Vice Chair Quintanilla asked Mr. Rourman if the police were telling him that they do not have time
to deal with parking enforcement.
Mr. Rourman stated that is a fact. He explained it is not a priority, therefore, we cannot rely on
them to enforce the parking restrictions or even respond to accidents or theft.
Vice Chair Quintanilla explained that the commission will decide on this item regarding the green
curb installation and will be added to City Council consent calendar for review. He recommended
for Mr. Rourman to attend the City Council meeting.
Vice Chair Quintanilla closed the Public Comment period.
Director of Public Works Chung asked Traffic Engineer Robbins to clarify if there is an option to
accept installation of green curb at both locations, which is the applicant's request.
Traffic Engineer Robbins responded that would be option 2 to approve both and indicate how much
green curb to install.
Commissioner Escobar asked if option B were selected, would the existing green curb in front of
the business be removed.
Director of Public Works Chung responded the green curb would be removed.
Commissioner Drange asked about driveway red tipping at the business driveway apron to help
with the larger vehicles turn into and out of the driveway.
Traffic Engineer Robbins responded we could install two feet of red curb at the driveway aprons
and decide how much green curb to install. This would not affect the amount of parking space
available.
Vice Chair Quintanilla agreed with the suggestion and asked to modify the recommendation to add
driveway red tipping at the driveway aprons.
Commissioner Drange made a motion, seconded by Commissioner Nguyen, to accept Staff
recommendation, Option 2, to approve Option A and Option B in front of the applicant's
property with green curb, as shown in Figure 6, with the addition of driveway red tipping
and signage to indicate time restricted hours. Vote resulted in:
