Claims and Demands • Resolution No. 2022-43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $706,034.67 CHECKS NUMBERED 111450 THROUGH NUMBER 111562, DRAFTS NUMBERED 5811 THROUGH NUMBER 5822 AND EFT NUMBERED 51119 THROUGH NUMBER 51139 INCLUSIVELY Recommendation: Adopt Resolution No. 2022-43. 2 Rosemead City Council Regular Meeting Agenda June 28, 2022 B. Minutes Recommendation: That the City Council approve the regular meeting minutes of January 11, 2022. C. Consideration of Resolution No. 2022-42 Reauthorizing the Need for Teleconferencing Option for City Council and Commission Meetings Pursuant to Assembly Bill No. 361 The City Council will consider reinstating provisions of Assembly Bill No. 361, providing an alternative to the public meeting teleconferencing requirements of Government Code Section 54953(b)(3) as long as there is a state of emergency and the Legislative Body makes certain findings regarding the state of emergency. Resolution No. 2022-42 makes the required findings under AB 361, and if adopted, it will allow the City to reinstate teleconference accessibility for public meetings to help mitigate the current increase in community transmission of COVID-19. Recommendation: That the City Council adopt Resolution No. 2022-42, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AUTHORIZING THE NEED FOR TELECONFERENCING OPTION FOR CITY COUNCIL AND COMMISSION MEETINGS PURSUANT TO ASSEMBLY BILL NO. 361 AND MAKING FINDINGS AND DETERMINATIONS REGARDING THE SAME D. Crossing Guard Services Agreement and Annual Crossing Guard Cost Sharing Agreements with Rosemead and Garvey School Districts The proposed Agreement with All City Management Services, Inc. (ACMS) is for the annual crossing guard services near local public schools, and the proposed Agreements with Rosemead and Garvey School Districts are for cost-sharing (one-half between the City and each District) for crossing guard services. The total cost for providing crossing guard services for both school districts is approximately $245,227.50 of which Rosemead School District's portion is approximately $57,219.75 and Garvey School District's portion is approximately $65,394.00. The City's portion ($122,613.75) is included in the City's proposed Fiscal Year 22-23 Budget. Recommendation: That the City Council take the following actions: 1. Execute the Agreement with All City Management Services, Inc. for crossing guard services for Fiscal Year 22-23; and 2. Execute the cost sharing Agreements with Rosemead and Garvey School Districts for funding the crossing guard services for the Fiscal Year 22-23. 3 Rosemead City Council Regular Meeting Agenda June 28, 2022 E. Second Amendment to the Janitorial Services Contract On March 27, 2018, the City Council approved a three-year contract with Base Hill (formerly known as Jan Point) to perform routine janitorial services at various City facilities. On March 23, 2021, the City Council approved the First Amendment to the contract for a one-time Consumer Price Index (CPI) adjustment, the addition of COVID-19 disinfecting services and related costs, and a two-year extension to March 31, 2023. On February 14, 2018, prior Public Works staff prepared and advertised a Request for Proposal (RFP) for the janitorial services. The RFP included an electronic spreadsheet where the prospective bidders were required to input bid unit cost data to calculate their fee proposal. Due to formula errors in the spreadsheet, the total contract amount approved by City Council on March 27, 2018, was miscalculated and incorrect, resulting in an annual budget overage of $5,254 per year for the two-year extension term period. Due to the bid unit price calculation error, staff is requesting that the City Council approve the Second Amendment to the contract to include additional funding in the amount of $5,254 per year for a total annual amount not to exceed $280,207. Recommendation: That the City Council authorize the Second Amendment to the Base Hill contract to increase the annual compensation for the two-year extension period by $5,254 for each year for a total annual amount not -to -exceed $280,207. F. Professional Service Agreement — Printing and Mailing Services for Recreational Brochure The Recreation Brochure is the Parks and Recreation Department's program and activity guide. The City of Rosemead utilizes a provider to print and mail the brochure to Rosemead residents. As part of the FY 22-23 budget, City Council has allocated funding in the amount of $46,600 for the printing and mailing services. On April 26, 2022, staff issued a Request for Proposal for the printing and mailing services and received one proposal. Staff recommends that the City Council approve the Professional Services Agreement with The Sauce Creative Services for a one-year term for the printing and mailing of the Recreation Brochure. Recommendation: That the City Council approve the Professional Services Agreement with The Sauce Creative Services to provide printing and mailing services and authorize the City Manager to execute the agreement. G. First Amendment to Professional Services Agreement with Evergreen Landscaping for Landscape Maintenance Services On June 11, 2019, the City Council approved athree-year Agreement with Evergreen Landscaping to perform landscape maintenance services for an annual amount not -to -exceed $343,740. The existing Agreement with Evergreen Landscaping is set to expire on June 30, 2022. Staff is requesting the City Council to authorize the First 4 Rosemead City Council Regular Meeting Agenda June 28, 2022 Amendment to include a one-year extension to the Agreement for landscape maintenance services to June 30, 2023, and an increase in compensation in the amount of $22,200 for additional landscape maintenance services for an annual not - to -exceed amount of $365,940. Recommendation: That the City Council authorize the First Amendment to the Evergreen Landscaping Agreement for a one-year extension (July 1, 2022 to June 30, 2023) for general scope of services per the original contract and increase the contract amount by $22,200 for additional landscape maintenance services for a new total annual amount not -to -exceed $365,940. 5. MATTERS FROM CITY MANAGER & STAFF A. COVID-19 Update This is a recurring item that will be on the agenda to update the City Council on items related to COVID-19.
