A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD APPROVING THE
PROPOSED REGULATIONS OF THE PUBLIC
UTILITIES COMMISSION PROHIBITING
THE DISCHARGE OF HUMAN WASTE FROM
EQUIPMENT USED BY COMMON CARRIER
RAILROADS OPERATING IN THE STATE OF
CALIFORNIA AND URGING THE ADOPTION
OF SAID REGULATIONS.
WHEREAS, equipment operated by common carrier rail-
roads is presently designed and equipped to allow the discharge
of human waste upon the railroad right-of-way; and
WHEREAS, the discharge of human waste upon the rail-
road right-of-way is dangerous to the health, safety, and
welfare of the public in that an unsanitary condition is
created thereby; and
WHEREAS, the Public Utilities Commission is now
considering the adoption of regulations that would prohibit the
discharge of human waste on the railroad right-of-way; and
WHEREAS, the Public Utilities Commission has requested
the City Council of Rosemead to study the aforementioned
proposed regulations and comment in writing thereon no later.
than September 30,,1970;
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Rosemead wholeheartedly endorses and approves
the proposed regulations of the Public Utilities Commission
prohibiting'future discharge of human waste on the railroad
right-of-way, and urges that the proposed.regulations be
adopted and.made,effective at the earliest possible date.
