CC - Item 6D - Consider Reestablishing the Youth Advisory CommitteeROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR A CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: SEPTEMBER 27, 2022 SUBJECT: CONSIDER REESTABLISHING THE YOUTH ADVISORY COMMITTEE SUMMARY As included in the City of Rosemead's "Imagine Rosemead" 2030 Strategic Plan, under Goal B of Responsive and Inclusive City, the plan identified the action of research and evaluate the creation of a Youth Advisory Commission. In the evaluation phase for the commission, staff identified the existence of the Ad -Hoc Youth Committee formed by Resolution No. 2009-07 on February 10, 2009. City Council amended the resolution and adopted Resolution No. 2013-34 on June 25, 2013, amending the requirements for membership. Staff recommends that the Ad -Hoc Youth Advisory Committee be reestablished under the supervision of the Parks and Recreation Department. At the June 25, 2013 meeting, the City Council amended Resolution No. 2013-34, which amended the membership requirement for the Ad -Hoc Youth Advisory Committee. The Committee shall consist of seven (7) voting members appointed by the Mayor with consent of the City Council. Committee members shall be selected at -large. All committee members must be current seventh (7th) through twelfth (12th) grade students thirteen (13) to eighteen (18) years old and must reside in Rosemead. The reestablished Ad -Hoc Youth Advisory Committee would be responsible for the following: • Advising City Council on matters pertaining to youth. • Promoting efforts that improve the welfare of Rosemead Youth. • Educating the community regarding youth -related issues, and • Educating Rosemead youth and their families about available services, resources, and programs. The Parks and Recreation Department would host Committee meetings and integrate community -wide special events and activities to promote civic engagement. The committee will AGENDA ITEM 6.A City Council Meeting September 27, 2022 Page 2 of 2 ambassadors for youth and be liaisons between the community and City. Members will set measurable goals for the committee to accomplish. Once the goals are established, the committee will provide an annual report back to the City Council to measure progress and provide accountability for the Ad -Hoc Youth Advisory Committee. Parks and Recreation staff will set and advertise a thirty (30) day application period, followed by a screening period, and interviews. Recommended candidates will be presented to the City Council in January of 2023. Once the City Council appoints the committee, meetings will begin once per month, going dark in June, July and August. STAFF RECOMMENDATION Staff recommends that the City Council support the reestablishment of the Ad -Hoc Youth Advisory Committee per Resolution 2009-07 and per Resolution No. 2013-34. FISCAL IMPACT Only staff cost is anticipated in the association with Ad -Hoc Youth Advisory Committee activities. These will be absorbed within the current Parks and Recreation Department Budget. STRATEGIC PLAN IMPACT The project is consistent with the Strategic Plan's Goal B of Responsive and Inclusive City, included under step 2 Actions, as a guiding principle for continuing to provide quality services that are inclusive and responsive to meet the challenging needs of the diverse community. Many local cities have similar advisory bodies. Staff surveyed a number of local agencies to get a view of various approaches to such committees. While the names and make-up of the groups are fairly diverse, the advisory boards generally serve the same function. They primarily exist to help assess the needs of local youth and encourage peer participation in community activities and programs. Establishment of a City of Rosemead Ad Hoc Veterans Committee could achieve the above objectives. The Committee, as outlined in the attached resolution would be primarily responsible for: • Advising City Council on matters pertaining to youth, • Promoting efforts that improve the welfare of Rosemead youth, • Educating the community regarding youth -related issues, and • Educating Rosemead youth and their families about available services, resources, and programs. To accomplish these, the seven -member Committee will work directly with the Parks and Recreation Department in the development of youth and teen programs and in the annual implementation of community -wide special events. Additionally, they would coordinate an annual Youth in Government Program to be conducted in conjunction with one City Council meeting each year to increase youth awareness and involvement in local government. Lastly, the Committee will assist Public Affairs with the development of web -based resources detailing programs and services available to Rosemead youth. The Committee will meet on an as -needed basis (though presumably monthly during the school year) to accomplish its goals. ITEM NO. FISCAL IMPACT It is impossible to determine costs associated with the youth Ad Hoc Committee and its activities. Initial costs will be absorbed within the current Parks and Recreation Department budget. -SCOTT hector Attachment A: Resolution No. 2009-07 RESOLUTION NO. 2009-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING AN AD HOC YOUTH COMMITTEE, PROVIDING PROCEDURES RELATING THERETO, AND SETTING FORTH THE DUTIES OF THE COMMITTEE WHEREAS, the City Council of the City of Rosemead has determined that it is appropriate to provide programs and services to meet the social and recreational needs of local youth, and WHEREAS, the City Council of the City of Rosemead has determined that it is advisable that an Ad Hoc Youth Committee be appointed 10 meet said goats. One member shall represent each of the middle (o intermediate) and high schools with a minimum enrolment of three hundred (300) students of which forty percent (40%) are Rosemead residents. Remaining comm members shall be selected Marge. All committee members must be current seventh (7m) through twelfth (12th) grade students thirteen (13) to eighteen (18) years old and must reside in Rosemead. Section 3: If a member of the Committee shall be absent from three (3) consecutive meetings of the said Committee without cause, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated. Section 4: The members of the Committee shall serve for terms or one year. If vacancies shall occur, other than expiration of the tern, they shag be appointed for the unexpired portion of the term. Section 5: Notwithstanding the Cormmittee's provisions of farm, all members shall save at the will of the City Council. Section g: Subject to the overrule of City Council and in confornity with the Brown Act and all other applicable laws or provisions of the Code, the Committee shall adopt such rules and regulations as it shall deem necessary to provide for the time and place of meeting, the time and method of electing officers, and other matters relative tD the organization of the Committee and methods of administration of its duties. The Committee shall keep a record of its resolutions, transactions, findings and determinations, which record shall be a public record subject to disclosure in the absence of any applicable statutDry or carman law exemption. All meetings shall be open to the public. Section 7: The Committee shall have the following duties: (a) To promote public and private undertakings aimed at improving the welfare of the City's youth. (b) To advise the City Council and educate the community on issues pertaining to youth. (c) To advise the City Council and educate youth and their families on available youth services and resources. (d) To consider matters involving youth issues which may be brought to its attention or may be referred to it by the City Council. (e) To mace such recommendations as it may deem advisable concerning youth issues to the City Council or to other agencies and individuals. (f) To make an annual report each fiscal year of all activities and of all disbursements made in connection with said Committee. Section 8: That the City Clerk of the City of Rosemead shall certify to the adoption of this Resolution which shall become effective upon its approval by the City Council. Section 2 of Resolution 2009-07 reads as follows: The Committee shall consist of seven (7) voting members appointed by the Mayor with the consent of the City Council. One member shall represent each of the middle (or intermediate) and high schools with a minimum enrollment of three hundred (300) students of which forty percent (40%) are Rosemead residents. Remaining committee members shall be selected at -large. All committee members must be current seventh (7'h) through twelfth (12d') grade students thirteen (13) to eighteen (18) years old and must reside in Rosemead. Interest in serving on the Ad Hoc Youth Committee has waned in recent years. There is concern that restricting membership to the Committee by school representation may be a contributing factor to the limited number of applicants. As a result, Council Member Steven Ly is requesting that committee membership be amended to eliminate the school attendance restriction, thereby making all members at -large. Thus, Section 2 of Resolution 2013-36 shall read: The Committee shall consist of seven (7) voting members appointed by the Mayor with the consent of the City Council. Committee members shall be selected at -large. All committee members must be current seventh (70) through twelfth (12n grade students thirteen (13) to eighteen (18) years old and must reside in Rosemead.
