TC- Minutes- 03-11-2021 SpecialMinutes of the ROSEMEAD TRAFFIC COMMISSION SPECIAL MEETING MARCH 11, 2021 The special meeting of the Rosemead Traffic Commission was called to order by Chair Masuda at 6:02 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Escobar INVOCATION: Chair Masuda. PRESENT: Chair Masuda, Vice Chair Quintanilla, Commissioner Escobar, Commissioner Lim, and Commissioner Ly (arrived at 6:21 p.m.) ABSENT: None STAFF PRESENT: Director of Public Works Chris Daste, Transtech Traffic Engineer Jana Robbins, and Management Analyst Danielle Garcia 1. PUBLIC COMMENTS NONE 2. CONSENT CALENDAR NONE 3. NEW BUSINESS A. TRAFFIC REVIEW AT THE INTERSECTION OF MISSION DRIVE AND PISTACHE LANE Director of Public Works, Chris Daste and Transtech Traffic Engineer, Jana Robbins gave the Traffic Commissioners a summary on the item, along with the following recommendations: Install approximately 29 -feet of red curb along the north side of Mission Drive beginning from the east side corner of Pistache Lane and Mission Drive. The additional red curb will improve line -of -sight for left turning vehicles and will prevent vehicles from parking too close to Pistache Lane. This will remove approximately 1 parking space along the north side of Mission Drive, just east of Pistache Lane. Approximately 52 -feet of available parking will remain to accommodate approximately 2 vehicles to park along the north side of Mission Drive, just east of Pistache Lane. 2. Install approximately 12 -feet of red curb along the north side of Mission Drive beginning from the west side corner of Pistache Lane and Mission Drive. The additional red curb will improve line -of -sight for right turning vehicles and will prevent vehicles from parking too close to Pistache Lane. This will remove approximately 1 parking space along the north side of Mission Drive, just west of Pistache Lane. 57 feet of available parking will remain to accommodate approximately 3 vehicles to park the north side of Mission Drive, just west of Pistache Lane. Commissioner Lim motioned, seconded by Vice Chair Quintanilla to approve staffs recommendation as presented. TRAFFIC REVIEW NEAR THE INTERSECTION OF ENCINITA AVENUE AND PITKIN STREET Director of Public Works, Chris Daste and Transtech Traffic Engineer, Jana Robbins gave the Traffic Commissioners a summary on the item, along with the following recommendations: 1. Install Bollards along the bulb out, made of concrete approximately4-feet apart, with a total of 11 bollards in the northern section, and 6 bollards at the southern potion of the bulb out (17 total). The bollards should be concrete or steel painted in yellow and black following guidelines per CAMUTCD Section 2C. 2. Install an Intersection Warning (W1-7) sign with a Type N-1 (CA) sign below at the edge of the bulb out, as shown in Figure 4, facing WB traffic on Pitkin Street. This would add a visual cue that Pitkin Street dead ends at Encinita Avenue. Installation should follow guidelines per CAMUTCD Section 2C.47 and 2C.65. 3. Refresh all existing curb markings at intersection in this area. Vice Chair Quintanilla asked if there was comparable accident data collected for Rio Dell Street and Rose Street. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that they only collected accident data for Pitkin Street. Vice Chair Quintanilla asked if the school will be contributing to pay for the safety improvements. Director of Public Works, Chris Daste responded that the terms or payment have not been discussed with the school. Vice Chair Quintanilla ask during what hours was the traffic data collected. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that she was not aware of the time when the data was collected but can provide them with the information at a future meeting. Commissioner Lim stated that the report indicated that the data was collected on December 291h and school may have been out on recess. Vice Chair Quintanilla asked if staff received any information on the severity of the accident or if there was any damage done to school property or the vehicle. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that the only damage that was reported was damage done to the vehicle. Commissioner Escobar had no comments on the item and agrees with staffs recommendation. Staff noted for the record that Commissioner Ly arrived at 6:21 p.m. Chair Masuda asked if there were any guidelines for the distance needed between each bollard or on the number of bollards that can be installed at the location. Transtech Traffic Engineer, Jana Robbins responded there were no guidelines and recommended installing the bollards at least 4 -feet apart from each other. Vice Chair Quintanilla suggested putting a knuckle at the northeast corner of Encinita Avenue. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that a knuckle can be installed, but it would be costly. Commissioner Lim motioned, seconded by Commissioner Ly to approve staffs recommendation as presented. TRAFFIC REVIEW OF SIGNAGE AND MARKINGS ON SAN GABRIEL BOULEVARD NEAR HELLMAN AVENUE AND THE EB 1.10 FREEWAY ON-RAMP Director of Public Works, Chris Daste and Transtech Traffic Engineer, Jana Robbins gave the Traffic Commissioner a summary on the item, along with the following recommendations: 1. Remove the existing signage on San Gabriel Boulevard NB on Mast Arm and the approach to the intersection and replace with larger signs (54X54) for Multi -Lane Roads per CAMUCTCD 2B.19. To make the sign easier for motorists to read the lane designations, it is recommended to add the RT Lane and 1-10 symbol below the Thru/RT lane and ONLY HELLMAN below the right turn arrow on the sign per CAMUTCD 2B. 19-20. The approach sign should be moved to the start of the right tum only lane (150' to 300' in advance). 2. Re -paint Right Arrow Pavement Legend on right -only lane along San Gabriel Boulevard according to Figure 4. This includes adding the Pavement Legend "ONLY" approximately 90 -feet before Hellman Avenue, directly under the RT ARROW to say "ONLY" Legend, to indicate to drivers this lane is only for turning onto Hellman Avenue. 3. Install and add Pavement Legends indicates by a Through and Straight Arrow and add the 1-10 Freeway icon underneath as shown in Figure 4. This includes adding two "Through and Straight Arrows with the 1-10 Frwy Icon" Legends at two locations along San Gabriel Boulevard —approximately 10 -feet south of Hellman Avenue and again approximately 80 -feet south of Hellman Avenue as shown in Figure 4. 4. Install lane line extension through the intersection (per detail 40 of the CAMUTCD) for the right turning lane to Hellman Avenue to help guide vehicles to making the right onto Hellman Avenue. Vice Chair Quintanilla suggested on changing the Straight Arrow (R3-5) + Right Only Arrow (R3-8) sign to avoid confusion or having drivers use the lane to make a right on Hellman Avenue. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that she will look for other signage ideas and bring it back for the Commissioners to review. Commissioner Lim agrees with Vice Chair Quintanilla's suggestion, along with recommending eliminating the right tum arrow, continue with the 1-10 sign and installing larger signage. Commissioner Ly agrees with staffs recommendation on adding signage and ground markings, along with mentioning that the intersection at San Gabriel Boulevard and the west 60 -freeway entrance are like this intersection and staff may be able to use similar signage at this location. Commissioner Ly also asked if the City needed Cal -Trans approval prior to making the improvements. Transtech Traffic Engineer, Jana Robbins informed the Commissioners that the City will need to get Cal -Trans approval for the signage but not for the ground markings. Commissioner Ly asked for clarification on whether the City needed Cal -Trans approval for the placement of the sign or the design of the sign. Special Rosemead Traffic Commission Meeting Minutes of March 11, 2021 Page 3 of 4 Transtech Traffic Engineer, Jana Robbins responded that they need Cal -Trans approval for the design of the sign and not the placement of the sign. Chair Masuda agreed with Vice Chair Quintanilla's suggestions, along with agreeing that the current proposed signage may cause confusion. Mr. Masuda also agreed with placing the 1-10 frwy icon on top of the arrow. The Traffic Commissioners asked to table the item to the next meeting to allow staff to provide addition options for the signage design, ground markings, and to also incorporate the Commissioners suggestions into their new options. 4. COMMISSIONER REPORTS Vice Chair Quintanilla asked staff if they can revisit the intersection of Ellis Lane and Temple City Boulevard to see if any safety improvements can be done at the location because the sign is constantly being hit. 6.
