CC - 1959 - 46 - Establishment of a Traffic CommissionI 0 RESOLUTION NO. 46 RESOLUTICN OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD PRWIDING FOR THE ESTAB- LISHMENT OF A TRAFFIC COMMISSION AND SETTING FORTH THE DUTIES OF THE COMMISSION WHEREAS, the City of Rosemead has pursuant to the provisions of Chapter 3 of Article 3 of the Rosemead Municipal Code adopted by reference Ordinance No. 654 of the County of Los Angeles as the Traffic Ordinance of the City of Rosemead, and WHEREAS, the City Council of the City of Rosemead had determined that it is advisable that a Traffic Commission be appointed to assist in the administration of said traffic ordinance and all other traffic ordinances which may hereafter be adopted by the City of Rosemead. NOW, THEREFORE, the City Council of the City of Rosemead does RESOLVE, DETERMINE AND CRDER AS FOLLOWS: SECTION 1: There is hereby established an advisory Traffic Commission for the City of Rosemead with membership, powers, and duties as provided herein. SECTIOl 2: The Traffic Commission of the City of Rosemead shat cons s of five (5) voting members appointed by the Mayor with the consent of the City Council, and in addition thereto the following ex-officio members who shall be non-voting members: (a) The City Administrator; (b) A member of the Traffic and Lighting Division of the County Road Department; (c) A representative from the law enforcement agency which has charge of the Traffic Enforcement within the City of Rosemead. SECTION~_ If a member of the Traffic Commission shall be absent from three (3) consecutive regular meetings of the said Commission without cause, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated. SECTION 4: Of the voting members of the Commission, first appointed hereunder, two shall serve for a term of four years, one shall serve for the term of three years, one for the term of two years and one for the term of one year. The successors shall a appointed for terms of four years. If vacancies shall occur *!er than expiration of term, they shall be appointed for the unexpired portion of the term. The term of the ex-officio members 1. • shall correspond to their respective tenure of office. SECTION 5: Notwithstanding the provisions of the previous section of this Resolution, all members of the Traffic Commission shall serve at the will of the City Council. SECTION 6: The Traffic Commission shall have the right to adopt such rules and regulations as it shall deem necessary to provide for: (a) The time and place of meeting; (b) The time and method of electing officers; (c) Such other matters relative to the organization of the Commission and methods of administration of its duties. SECTION 7: It shall be the duty of the Traffic Commission to suggest the most practicable means for coordinating the activities of all officers and agencies of this City having authority with respect to the administration or enforcement of traffic regulations; to stimulate and assist in the preparation and publication of traffic reports; to receive complaints having to do with traffic matters; and to recommend to the legislative body of this City and to the City Traffic Engineer, the Chief of the Traffic Division and other city officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations. Commission: SECTION 8: It shall further be the duty of the Traffic (a) To consider matters involving the safety of the whole community which may be brought to its attention or which may be referred to it by the City Council; (b) To make such recommendations as it may deem advisable, concerning the safety of the community, to the City Council to other agencies and individuals; (c) To estimated expenditures rtoabe madesduringatheafollowingdfiscal the in connection with safety programs; year (d) To make an annual report each fiscal year of all activities and of all disbursements made in connection with pro- qrams sponsored by said Traffic Commission. 2.
