PSC - Minutes - 09-22-22MINUTES OF THE ROSEMEAD PUBLIC SAFETY COMMISSION REGULAR MEETING SEPTEMBER 22, 2022 The regular meeting of the Rosemead Public Safety Commission was called to order by Assistant City Manager Michael Bruckner at 7:00 p. m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Commissioners Cao, Fonseca, Foutz, Garcia, and Wu ABSENT: None PLEDGE OF ALLEGIANCE: was led by Commissioner Fonseca INVOCATION: was led by Commissioner Wu REORGANIZATION: The Commission discussed the selection of a Chair and Vice -Chair. A nomination for Commissioner Can to be Chair was made by motion by Commissioner Wu and seconded by Commissioner Fonseca. Motion carried by the following vote: YES: 5-0. A nomination for Commissioner Foutz to be Vice -Chair was made by motion by Commissioner Wu and seconded by Commissioner Fonseca. Motion carried by the following vote: YES: 5-0 1. PUBLIC COMMENTS FROM THE AUDIENCE Chair Cao opened the Public Comment period. No Public Comments were received. Chair Can closed the Public Comment period. 2. CONSENT CALENDAR: Commissioner Garcia made a motion to approve the minutes from August 25, 2022, and seconded by Commissioner Foutz. Motion carried by the following vote: YES: 5-0 3. MATTERS FROM STAFF A. Overview of Commission Purpose & Duties and Discussion of Public Safety Issues Chair Cao discussed the upcoming meeting calendar. A subsequent meeting will be held on October 27`h, 2022. The November 24`h and December 22nd meetings have been canceled due to the holidays. Assistant City Manager Bruckner recommended that the November meeting be rescheduled to Monday, November 28, 2022, and the December meeting be canceled. A motion to cancel the December meeting was made by Vice Chair Foutz and seconded by Commissioner Fonseca. Motion carried by the following vote: Yes: 5- 0. Assistant City Manager Bruckner presented an overview of the Public Safety Denartptent nm g -c and SCruiCeq. The r•resentatlon consisted ^f the following items: • Rosemead Public Safety Department • Animal Control • Code Enforcement • Crime Prevention • Emergency Management • Los Angeles County Fire Department He further stated that the Los Angeles County Sheriff's Department presentation will be given at the October 2022 Public Safety Commission Meeting. Assistant City Manager Bruckner informed the Commission about the Rosemead Public Safety Department. The Rosemead Safety Center is located at 8301 E Garvey. Mr. Bruckner presented facts and figures about the various Public Safety Programs the City offers, which include: • Animal Control Services • Community Area Watch • Neighborhood Watch • Business Watch • Coffee with the Chief • Community Emergency Response Team (CERT) • Community Academy • Amateur Radio Group • National Night Out • Emergency Operations Center Assistant Chief Gonzales proceeded with his portion of the presentation on the Los Angeles County Fire Department. The presentation consisted of statistics about the Fire Department, including service area, personnel, equipment, and countywide calls for service. The City of Rosemead has two fire stations. Station 4 is located at 2644 N. San Gabriel Blvd and Station 42 is on 9319 Valley Blvd. Assistant Chief Gonzales provided stats on total calls for service between fire incidents and EMS response at both stations. Chair Cao asked for the average response time, Assistant Chief Gonzales stated the average response time is less than five minutes. Assistant Chief Gonzales informed the Commission of the need for new Community Emergency Response Team (CERT) instructors and informed the community of training opportunities in the month of October. Assistant Chief Gonzales also informed the Commission that the Fire Department offers free CPR training to the community where Emergency Medical Services (EMS) trainers can provide training. The Fire Department will also be attending Rosemead's upcoming Emergency Operations Center (EOC) trainings. 2 Assistant Chief Gonzales discussed October being Fire Prevention Month, this year's theme is "Fire Won't Wait". Commissioner Comments Commissioner Foutz thanked Assistant Chief Gonzales for the thorough presentation of statistics. Commissioner Wu thanked Assistant City Manager Bruckner for providing details about the Public Safety Programs. Commissioner Garcia thanked Mandy Wong for her hard work with these programs. Chair Cao concluded the comments by thanking City Staff, the Fire Department, Sherrif's Department and Public Safety team for working hard and providing safety to Rosemead residents. 5.
