TC - Minutes - 06-02-2022Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING June 2, 2022 The regular meeting of the Rosemead Traffic Commission was called to order by Vice Chair Quintanilla at 7:03 p.m, in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Chair Masuda INVOCATION: Commissioner Drange PRESENT: Commissioner Drange, Commissioner Escobar, Commissioner Nguyen, Chair Masuda ABSENT: Vice Chair Quintanilla STAFF PRESENT: Director of Public Works Michael Chung and Commission Liaison Daniel Nguyen 1. PUBLIC COMMENTS The City received a Public Comment via email from a Resident requesting striping for street parking on Pueblo Drive, explaining residents in the neighborhood are taking up more than one parking space. 2. PRESENTATIONS None 3. CONSENT CALENDAR Chair Masuda asked Traffic Commissioners if anyone would like to make revisions or additions to the minutes of May 5, 2022. Commissioner Nguyen made a motion, seconded by Commissioner Escobar, to accept consent calendar. Vote resulted in: Yes: Drange, Escobar, Nguyen No: None Abstain: Masuda Absent: Quintanilla 4. NEW BUSINESS None 5. MATTERS FROM STAFF A. SPEED HUMP INFORMATIONAL PRESENTATION Rosemead Traffic Commission Meeting Minutes of June 2, 2022 Page I of 5 Director of Public Works Chung provided a brief description of the item and explained the presentation is in response to resident request on the implementation of speed humps as a traffic calming measure. The purpose of the presentation is to provide an overview of speed humps and to open up for discussion and receive direction from the Traffic Commission. Traffic Engineer Robbins presented a PowerPoint presentation explaining about speed humps, the advantages and disadvantages of speed humps, speed hump criteria, and typical cost of speed humps. Commissioner Nguyen asked if prior to preparing a proposal, should funding be considered. Director of Public Works Chung responded cost should be considered and would need to be evaluated since there is currently no budget to fund speed humps. Chair Masuda asked if there are temporary speed humps made of composite material that could be installed and removed if needed. Traffic Engineer Robbins responded there are composite speed humps made of rubber that is bolted into the streets, however, the rubber typically does not last long. Director of Public Works Chung asked if those speed humps are common Traffic Engineer Robbins responded she has seen them in City of Huntington Park, but mostly in smaller residential streets. She mentioned a few issues to consider such as the bolts coming out and street sweeping. Director of Public Works Chung agreed and commented that the longevity and durability of the temporary rubber speed humps is an issue. Chair Masuda commented he was curious about using those speed humps as a pilot or trial to determine how effective it would be before installing on asphalt. Traffic Engineer Robbins commented she can contact the other cities that do have the composite speed humps and ask how long they last or what issues they had, however, mentioned those cities are having them removed. Chair Masuda asked if the speed humps were removed and not replaced. Traffic Engineer Robbins responded some were removed and replaced with asphalt. Chair Masuda asked what effect asphalt speed humps have when it comes to repaving or resurfacing a street. Director of Public Works Chung responded there are additional cost to remove and replace. The speed hump would follow the same conditions of repair as the pavement using the pavement management program. Commissioner Drange asked what would constitute a residential road not being 25 miles per hour. Traffic Engineer Robbins explained some roads are collector streets which carry traffic from the residential streets to the arterial routes, which can have 30 or 35 mile per hour speed limits. Commissioner Drange asked if some of the streets in front of schools would be eligible for speed humps. Traffic Engineer Robbins responded it would depend on posted speed limit, as long as the speed limit is 25 mph or less. Commissioner Escobar asked if this will be a standalone speed hump policy or will it be a part of the traffic calming measures policy. Director of Public Works Chung responded it would be a standalone policy and a traffic calming tool. Commissioner Escobar asked when will the traffic calming policy item be brought back to the Traffic Commission for discussion. Director of Public Works Chung replied he is unaware of a traffic calming policy, but staff can look into it. Traffic Engineer Robbins recalled a neighborhood traffic management program that was presented to Traffic Commission in 2010 that did not progress. Chair Masuda commented it was not referred to as a policy, but rather a toolbox. Commissioner Drange asked if the commission would be making general recommendations or specific policies. Director of Public Works Chung explained the Traffic Commission would be involved in developing the criteria for speed humps. Director of Public Works Chung commented that the recommendation for this meeting would be to discuss and come to a consensus if speed humps should not be used as a traffic calming measure or move forward and direct staff to develop a speed hump policy. Commissioner Drange asked if we could see the neighborhood traffic management program toolbox from 2010 to see what the other options are before implementing speed humps. Director of Public Works Chung replied we can bring that item back to Traffic Commission. Rosemead Traffic Commission Meeting Minutes ofJune 2, 2022 Page 3 of 5 Traffic Engineer Robbins briefly explained that the neighborhood traffic management program toolbox listed out the steps that would be taken when considering speed humps as a traffic calming tool. The item appeared to have been in the discussion phase at the time and a petition process was later brought up. Chair Masuda commented he had thought the toolbox was a standard that was being referenced to at the time. Director of Public Works Chung responded staff did look into the item, however, did not find any information of it going forward to City Council for approval. Commissioner Escobar recalled the Traffic Commission requesting to bring back that item for discussion either last year or the year before that. Chair Masuda commented he tried researching speed humps around 2010 and was unable to locate any information regarding criteria and policies, so he thanked Traffic Engineer Robbins for the presentation. Traffic Engineer Robbins explained there are many things to consider when implementing speed humps including the petition process, the noise level it will create for the residence living in front of the speed hump and how it will affect the street parking. Chair Masuda asked if it is the residents or property owners who are contacted regarding the petition process. Commissioner Escobar responded it is typically the residents. Commissioner Drange commented that he would like to have a sample policy developed since this item was requested by a councilmember and the number of resident requests for speed bumps the city receives. Commissioner Nguyen agreed with Commissioner Drange and would like to move forward with developing a speed hump policy. Commissioner Drange made a motion, seconded by Commissioner Nguyen, to have staff move forward with preparing a sample proposal for the speed hump policy, along with bringing back information on present traffic calming measures. COMMISSIONER REPORTS Commissioner Nguyen gave praise to Commissioner Drange for his invocation. Chair Masuda thanked staff for following up on the pavement markers on the curve going north on Walnut Grove Avenue. Chair Masuda mentioned a resident along Bartlett Avenue requested an additional ten feet of red curb to be installed onto the existing red curb at the northeast comer of Grand Avenue, right off of Bartlett Avenue. This item for red curb was approved and recently installed, however, resident stated there is still a line of sight issue when looking for oncoming cars going westbound. Director of Public Works Chung responded staff can look into it. Chair Masuda commented that this meeting will be his final meeting and thanked staff and commissioners for their service and support. 7. ADJOURNMENT The meeting adjourned at 7:56 p.m. The next Traffic Commission meeting is scheduled for July 7, 2022, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
