RESOLUTION NO. 62-57
A RESOLUTION OF THE CITY. COUNCIL OF THE, CITY
OF ROSEMEAD REGARDING PRAYER IN PUBLIC SCHOOLS.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, on June 25, 1962, the United States Supreme
Court held it unconstitutional for a State Governmental
body to frame, anon-sectarian prayer even for non-compulsory
use in the public schools, and
WHEREAS, such decision has left many persons wonder-
ing as to the position of the government, on Federal, State
and local levels as to the religious questions of a nation
with a strong spiritual heritage, and
WHEREAS, such decision of the United States Supreme
Court is widely misconstrued to mean the possible denial
of the basic faith in God of the people of the United
States, and if not clarified is likely to result in added
decisions against the use of God's name by the American
people in meetings of or sponsored.by the various branches
and agencies of the goverment of the United States, the
states and local government, and
WHEREAS, to deny the right of school children to
join in prayer recitation would impair their opportunity
of sharing in the rich spiritual heritage of our nation.
NOW, THEREFORE, BE IT-RESOLVED that the City Council
of the City of Rosemead wholeheartedly supports the allowance
of permissive, non-sectarian prayer in public schools of any
or all school districts or individual schools or classes.
THAT IT BE FURTHER RESOLVED that this Council strongly
urges each individual citizen to consider the spiritual
heritage of this nation and to seek to strengthen such bonds as
they relate to whatever denomination, group or sect. This
Council herewith expresses the conviction that an individual
citizenry which is aware of the spiritual needs of the individual
will undergird the same needs as a nation.
THAT IT BE FURTHER RESOLVED that this Council strongly
urges the citizens of the Rosemead Community to restudy and
examine the basic heritage of our nation, its founding and
its basic foundation of continued existence, realizing that
since the inception of our national status in 1789 this has
been a nation "under God" and that although the phrase was
not added into the pledge of allegiance until 1954, this
inference has been unquestionable through the prior 165 years.
THAT IT BE FURTHER RESOLVED that copies of this resolu-
tion be forwarded to members of the House of Representatives
of the United States Congress from Los Angeles County and to
the United States Senators representing the State of California,
to each member of the Los Angeles County Division of the League
of California Cities and to all organizations of civic or re-
ligious nature within the boundaries of the City of Rosemead.
PASSED, APPROVED AND ADOPTED this 11th day of
September, 1962.
