CC - 1963 - 13 - Enact Senate Bill 344 Providing for Increased Highway User Taxes• RESOLUTION NO. 63-X A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING THE LEGISLATURE TO ENACT SENATE BILL 344 PROVIDING FOR INCREASED HIGHWAY USER TAXES WHEREAS, the City of Rosemead "Inventory of Street Deficiencies" which was compiled in 1960 in conjunction with the Senate Concurrent Resolution 62 study indicated a current street deficiency amounting to over $1,000,000.;and WHEREAS, said street deficiencies are expected to in- crease to nearly $4,500,000, by 1980; and WHEREAS, present City of Rosemead gas tax revenues amounting to approximately $46,000. annually will be vastly insufficient to correct said deficiencies; and WHEREAS, Los Angeles County is now a vast urban area containing 73 cities with a total population in excess of 6,330,000 concentrating over three million vehicles within its 4,000 square miles, whose ppopulation and vehicle registration exceed that of any one of 42 individual states; and WHEREAS, this expanding population and vehicle regis- tration generate highway deficiencies resulting in excessive social and economic loss through increased traffic fatalities, accidents, congestion and delay; and WHEREAS, in order to eliminate the existing and con- templated critical deficiencies of our highway systems, and to provide road facilities to accommodate the future development of this area, it is essential that increased financing be made available for the construction of streets in the urban areas of Los Angeles County; and WHEREAS, Cities throughout California are currently demonstrating their concern for traffic needs by financing more than 75% of street improvements from local funds which could be expended for some other purpose, WHEREAS, Senate Bill 344 authored by Senator Randolph Collier has been introduced at the 1963 Session of the State Legislature to provide a highway user tax increase equivalent to a IG increase in the gas tax; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. That the City Council of the City of Rosemead does here y~ Mrm its approval and support of proposed legislation for the increase of highway user taxes. Section 2. That the Members of the State Legislature are respectfully requested to enact said legislation increasing high- way user taxes at the 1963 session of the California Legislature. Section 3. That a certified copy of this resolution be transmitte y t e City Clerk to Senator Thomas M. Rees, Assembly- man Alfred H.
